Issuing regulations on specialized classrooms for general education institutions

Circular No. 14/2020/TT-BGDĐT dated June 26, 2020 issued by the Minister of Education and Training to issue Regulations on specialized classrooms for general education institutions, which took effect from July 11, 2020, amended and supplemented by:

Circular No. 14/2025/TT-BGDĐT dated July 18, 2025 issued by the Minister of Education and Training to amend and supplement certain provisions of the Regulations on specialized classrooms for general education institutions issued together with Circular No. 14/2020/TT-BGDĐT dated May 26, 2020 of the Minister of Education and Training, which took effect from September 2, 2025.

Pursuant to Decree No. 69/2017/NĐ-CP dated May 25, 2017 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;

Pursuant to Decree No. 127/2018/NĐ-CP dated September 21, 2018 of the Government stipulating responsibilities for state management of education;

At the proposal of the Director of the General Infrastructure Department;

The Minister of Education and Training issues this Circular to issue Regulations on specialized classrooms for general education institutions.[1]

Article 1. This Circular promulgates the Regulations on specialized classrooms for general education institutions.

Article 2.[2] This Circular takes effect from July 11, 2020.

This Circular replaces Decision No. 37/2008/QĐ-BGDĐT dated July 16, 2008 of the Minister of Education and Training issuing Regulations on specialized classrooms.

Article 3. The Head of the Office, the Director of the General Infrastructure Department, the Heads of units under the Ministry of Education and Training; Chairpersons of People's Committees of provinces and centrally governed cities, Directors of Departments of Education and Training; Heads of general education institutions and related organizations and individuals are responsible for implementing this Circular./.

REGULATIONS

SPECIALIZED CLASSROOMS FOR GENERAL EDUCATION INSTITUTIONS
(Issued together with the Circular on Regulations on specialized classrooms for general education institutions)

Chapter I. GENERAL PROVISIONS

Article 1. Scope of Regulation and Applicability

1. This document stipulates specialized classrooms for general education institutions, including: Specialized classrooms; equipment for specialized classrooms; technical requirements for specialized classrooms; management and use of specialized classrooms.

2. This document applies to primary schools, secondary schools, high schools, and multi-grade general education schools (hereinafter referred to collectively as general education institutions) within the national education system and related organizations and individuals.

3.[3] The Northern Vietnam High School, Friendship 80 High School, and Friendship T78 High School shall apply these Regulations to implement the general education curriculum.

4.[4] Preparatory universities shall apply these Regulations as high schools to implement the preparatory university program.

Article 2. Interpretation of Terms

In this regulation, the following terms are understood as follows:

1. Specialized classroom is a special-purpose classroom equipped and installed with specific teaching equipment to organize teaching of one or more subjects according to educational program requirements.

2. Preparation room is a room for storing, preserving, and preparing teaching equipment for subjects that have specialized classroom teaching organized.

3. Educational equipment room is a room for storing, preserving, and preparing teaching equipment for subjects without specialized classrooms and other educational activity equipment.

5. Minimum working area is the interior area of the room, excluding corridor and entrance areas and areas occupied by walls, partitions, and columns on the floor plan.

6. Specialized furniture is equipment with a specific structure and function designed to meet experimental and practical requirements suitable for the subject.

Article 3. Purpose and Requirements

1. To unify across the country the standards for material infrastructure and teaching equipment of subject classrooms to meet the requirements of the general education program issued by the Minister of Education and Training.

2. To serve as a basis for general education institutions to establish norms and budgets when initiating new construction projects or renovating existing subject classrooms.

3. To serve as a basis for quality assessment and recognition of national standards for general education institutions.

4. To meet the requirements of reforming general education at different stages of basic education and vocational orientation; to form and develop students' qualities and capabilities at each stage of education and grade level.

5. To meet the requirements of experiments and practical activities in the curriculum. To enhance the effectiveness of teaching equipment usage and students' experimental and practical skills.

Chapter II. SUBJECT CLASSROOM STANDARDS

Article 4. Subject Classrooms

1. Types of subject classrooms

a) Elementary schools shall have subject classrooms for Science and Technology (used jointly for subjects Natural Sciences, Science, Technology), Information Technology, Foreign Languages, Music, Fine Arts,[6];

b) Junior high schools shall have subject classrooms for Natural Sciences, Technology, Information Technology, Foreign Languages, Music, Fine Arts,[7] Social Sciences (used jointly for subjects Civic Education, History, Geography);

c) High schools shall have subject classrooms for Physics, Chemistry, Biology, Technology, Information Technology, Foreign Languages, Music, Fine Arts,[8] Social Sciences (used jointly for subjects History, Geography, Economic and Legal Education);

d) Multi-grade general schools shall determine their subject classrooms based on the provisions of point a, b, and c, Clause 1 of this Article. Subject classrooms in multi-grade general schools shall be arranged separately for each grade level, except for those that can be shared among certain subjects to ensure compliance with the requirements of content, teaching methods, and organizational forms of instruction.

đ)[9] Jointly used subject classrooms shall follow the principle of ensuring sufficient functions of individual subject classrooms, having similar functions, adequate equipment for each subject, ensuring the scheduling and space allocation for teaching and educational activities according to each function, ensuring the plan and class hour norms for each subject on a scale of students. Ensuring the standards, preparation rooms, specialized furniture, technical requirements of jointly used subject classrooms.

2.[10] The number of subject classrooms shall be based on the scale of classes and actual conditions of general education institutions, ensuring the standards for material infrastructure of kindergartens, elementary schools, junior high schools, high schools, and multi-grade general schools issued by the Minister of Education and Training.

3. The name of subject classrooms shall be named after the subject or based on their functional use. General education institutions with multiple subject classrooms for the same subject shall add sequential numbers to distinguish them.

Article 5. Standards for Subject Classrooms

1. Minimum working area of subject classrooms shall be calculated based on the minimum working area for one student

a)[11] Elementary school

For Information Technology and Foreign Language subject classrooms, the minimum working area for one student is 1.50m²² and each classroom must have an area not less than 50m²²;

For Science and Technology, Music, and Fine Arts subject classrooms, the minimum working area for one student is 1.85m²² and each classroom must have an area not less than 60m²².

b) Junior high school

For Natural Sciences, Information Technology, and Foreign Language subject classrooms,[12] the minimum working area for one student is 1.85m²² and each classroom must have an area not less than 60m²²;

For Technology, Music, and Fine Arts subject classrooms, the minimum working area for one student is 2.25m²² and each classroom must have an area not less than 60m²²;

Social Sciences subject classroom (used jointly for Civic Education, History, and Geography), the minimum working area for one student is 1.50m²² and each classroom must have an area not less than 60m²².

c) High school

For Physics, Chemistry, Biology, Information Technology, and Foreign Language subject classrooms,[13] the minimum working area for one student is 2.00m²² and each classroom must have an area not less than 60m²²;

For Technology, Music, and Fine Arts subject classrooms, the minimum working area for one student is 2.45m²² and each classroom must have an area not less than 60m²²;

Social Sciences subject classroom (used jointly for History, Geography, Economic and Legal Education), the minimum working area for one student is 1.50m²² and each classroom must have an area not less than 60m²².

d) Multi-grade general schools shall determine the minimum working area of subject classrooms based on the provisions of point a, b, and c, Clause 1 of this Article.

đ)[14] The minimum working area of jointly used subject classrooms: determined based on the largest subject classroom among the jointly used subjects.

2. Dimensions of subject classrooms

a) Width of subject classrooms (measured perpendicular to the corridor adjacent to the subject classroom): for elementary level not less than 5.70m; for junior high and high school levels not less than 7.20m;

b) Length of subject classrooms (measured along the corridor adjacent to the subject classroom) not more than twice the width;

c) Height of subject classrooms (measured from floor to ceiling) from 3.30m upwards. In cases where false floors are used to arrange hidden technical systems, the height of subject classrooms (measured from floor to ceiling) must not be less than 2.80m.

3. Subject classrooms for Natural Sciences, Technology, Physics, Chemistry, Biology, and other subjects requiring many practical equipment must have preparation rooms. Preparation rooms shall be adjacent and connected to the subject classrooms with a working area from 12m²² to 27m²².

Article 6. Educational Equipment Room

1. General education schools must have at least one educational equipment room to store, preserve, and prepare teaching aids for subjects that do not have specialized subject classrooms.

2. Teaching aids in the educational equipment room shall be arranged and organized separately according to each subject and grade level.

3. The minimum working area of the educational equipment room shall not be less than 48 square meters.².

Chapter III. SPECIAL EQUIPMENT FOR SUBJECT CLASSROOMS

Article 7. Teaching Aids in Specialized Subject Classrooms

1. Teaching aids in specialized subject classrooms include: Equipment listed in the teaching aid catalog as prescribed by the Minister of Education and Training, and other equipment.

2. Requirements for teaching aids in specialized subject classrooms

a) All equipment listed in the teaching aid catalog corresponding to each type of specialized subject classroom as prescribed by the Minister of Education and Training shall be fully equipped;

b) It is encouraged to equip additional equipment to meet the requirements of updating teaching methods, applying new technologies, enhancing students' experimental and practical skills; supporting teaching topics, scientific research, and vocational education orientation in general education schools;

c) Teaching aids in specialized subject classrooms shall be arranged and organized reasonably and scientifically, meeting technical requirements, usage functions, and subject content to ensure convenience in use, preservation, and not reducing the functionality of each specialized subject classroom;

d) Chemical substances shall be arranged, organized, and preserved separately to avoid affecting and destroying other teaching aids.

Article 8. Specialized Interior Equipment in Specialized Subject Classrooms

1. Specialized interior equipment includes:

a) Specialized desks, chairs, writing boards, cabinets, shelves, and stands;

b) Drying cabinets; fume hoods; exhaust systems for waste gases, odors, and toxic vapors;

c) Specialized sink and water faucet systems;

d) Specialized electrical systems;

đ) Medical cabinets;

e) Other specialized interior equipment.

2. Requirements for specialized interior equipment

a) Specialized interior equipment in specialized subject classrooms shall be calculated based on the number of students and the experimental and practical requirements of the subject curriculum;

b) Specialized subject classrooms must be designed and equipped with interior facilities that are synchronized, scientific, and convenient for use;

c) Desks and chairs in specialized subject classrooms shall be arranged to comply with regulations on viewing angles of the writing board, distances between rows and columns of desks, the writing board, and surrounding walls to organize group experimental and practical teaching. Desks and chairs in specialized subject classrooms are specialized types made from different materials to meet the specific requirements of the subject. Additionally, desks and chairs in Science and Technology, Natural Science, Technology, Physics, Chemistry, and Biology classrooms shall be resistant to heat, chemicals, and mechanical impacts, ensuring ease of hygiene and maintenance;

d) Specialized cabinets, shelves, and stands in specialized subject classrooms, preparation rooms, and educational equipment rooms shall be arranged and organized reasonably for storing and preserving teaching aids;

đ) Medical cabinets in specialized subject classrooms shall be equipped with essential medical supplies and tools for initial first aid in case of accidents. They shall be fixed in hygienic locations, easily observable, accessible, and convenient for use;

e) Window curtains in specialized subject classrooms shall be arranged to be able to block local or full room light.

Chapter IV. TECHNICAL REQUIREMENTS FOR SPECIALIZED SUBJECT CLASSROOMS

Article 9. Floor and Ground of Specialized Classrooms

The floor and ground of specialized classrooms must comply with current construction standards. The floor and ground of specialized classrooms ensure easy cleaning, non-slippery surfaces, no cracks, resistance to wear and tear, deformation, moisture, and wetness, and withstand chemical effects.

Article 10. Doors and Windows of Specialized Classrooms

Doors and windows of specialized classrooms must comply with current construction standards.

Article 11. Water Supply and Drainage System

1. Staff and candidates who violate regulations during the examination process shall be handled according to the Examination Regulations for High School Graduation issued by the Ministry of Education and Training.

2. Candidates who engage in cheating during the registration and examination processes to secure admission may face expulsion, prohibition from applying to educational institutions in subsequent years, or criminal prosecution under relevant laws, depending on the severity of their actions.

3. Individuals who violate these regulations and are civil servants or public officials will be subject to disciplinary measures by the personnel management agency according to Article 71 of the Higher Education Law; Civil Servants Law, Public Officials Law, and other legal documents concerning the discipline of civil servants and public officials.

4. Individuals who violate these regulations and are not civil servants or public officials but are staff members of private educational institutions will be disciplined by the institution's director according to the Labor Code and related legal documents.

5. Educational institutions that violate enrollment procedures will be subject to legal penalties based on the extent of the violation. The institution's director, head of the admissions council, and other individuals involved will also face legal consequences as stipulated.

6. The enrollment regulations of educational institutions detail the handling of violations by individuals and organizations involved in the enrollment process.

Article 12. Lighting, Soundproofing, and Electrical Systems

1. Natural lighting in specialized classrooms must adhere to current lighting standards. Doors and windows must meet natural lighting and ventilation requirements while protecting against cold winds, rain, and direct sunlight, ensuring ease of use, safety, and cleanliness.

2. Artificial lighting in specialized classrooms

a) The artificial lighting system in specialized classrooms must comply with the national technical standards for lighting - permissible lighting levels for work areas;

b) A mixed lighting system (even and localized lighting) should be applied in specialized classrooms. The lighting power density must correspond to the function of each type of specialized classroom as specified in the national technical standards for lighting - permissible lighting levels for work areas.

3. Music classrooms must be designed with soundproofing to prevent noise from affecting surrounding areas.

4. Specialized classrooms must be equipped with a 220V alternating current system to meet experimental and practical requirements. Additionally, specialized classrooms such as Natural Sciences, Technology, Physics, Chemistry, and Biology must be equipped with both direct and alternating current systems with adjustable output voltages from 0-24V/2A. Electrical outlets installed in specialized classrooms must be protected against electric shock and water damage.

Article 13. Ventilation and Air Conditioning System

1. Specialized classrooms shall be equipped with both natural and mechanical ventilation systems. Additionally, specialized classrooms for Natural Science, Physics, Chemistry, and Biology shall be installed with equipment such as drying cabinets; fume hoods; exhaust systems for waste gases, odors, and toxic vapors.

2. Based on the conditions of general education institutions, air conditioning machines shall be provided for specialized classrooms.

Article 14. Fire Prevention and Control System

Specialized classrooms must meet fire prevention and control safety standards according to current regulations.

Chapter V. TECHNICAL REQUIREMENTS FOR SPECIALIZED SUBJECT CLASSROOMS

Article 15. Management of Specialized Classrooms

1. The principal of general education institutions shall be responsible for:

a) Issuing documents regulating management, exploitation, use, preservation, activity plans of specialized classrooms and teaching equipment;

b) Establishing record-keeping systems, registers, and internal rules for specialized classrooms;

c) Scheduling class timetables for each subject using specialized classrooms or teaching equipment during class hours, ensuring sufficient subject teachers and laboratory staff in accordance with the established timetable;

d) Regularly inspecting and supervising activities in specialized classrooms.

2. The head of the specialized department shall be responsible for organizing the implementation of activity plans and timetables for specialized classrooms on a weekly, monthly, semester, and annual basis; monitoring classroom activities in accordance with institutional regulations.

3. Laboratory staff shall be responsible for the operation of specialized classrooms according to their assignments and provisions set forth in Article 17 of this document.

4. Subject teachers shall be responsible for developing lesson content involving experiments, practical work, or the use of teaching equipment in accordance with the curriculum requirements; coordinating with laboratory staff to organize experiments and practical work in specialized classrooms or borrowing equipment for classroom instruction.

Article 16. Use of Specialized Classrooms

1. Specialized classrooms shall be utilized for organizing teaching activities involving experiments and practical work as required by the curriculum.

2. Specialized classrooms shall be used for organizing vocational orientation educational activities, scientific research, and STEM education.

3. Specialized classrooms shall be used for storing and preserving teaching equipment corresponding to the nature of the specialized classroom. Teaching equipment in specialized classrooms shall be regularly inspected and maintained; repaired, replaced, or supplemented if damaged. Consumable chemicals and materials shall be replenished promptly to ensure good service for teaching activities; expired chemicals shall be disposed of according to current regulations. Annually, teaching equipment in specialized classrooms shall be inventoried and liquidated in accordance with state regulations.

Article 17. Duties of Laboratory Staff

1. Managing, preserving, and scientifically arranging equipment in specialized classrooms by type and grade level.

2. Planning procurement, supplementation, repair of simple equipment, and disposal, destruction of faulty or expired equipment and chemicals.

3. Preparing all necessary conditions and equipment for practical work and experiments according to the requirements of each subject and lesson using equipment in specialized classrooms or in class; cooperating with teachers to guide students in practical work and experiments; ensuring safety and fire prevention conditions during practical work and experiments.

4. Managing, retaining, and using record-keeping systems for tracking management, exploitation, use, and preservation of teaching equipment in specialized classrooms; guiding teachers and students to follow internal rules and safe usage procedures during practical work and experiments.

5. Preparing regular reports on teaching equipment operations.

6. Participating in professional training and development.

Chapter VI. IMPLEMENTATION

Article 18. Responsibilities of the Department of Education and Training

1. Advise the People's Committee at the provincial level to establish investment projects for building new or renovating specialized classrooms of general education institutions under its management.

2. Direct, inspect, and supervise the Departments of Education and Training and general education institutions to implement organizational management and usage of specialized classrooms in accordance with regulations.

3. Annually report on the situation of investment, management, and utilization of specialized classrooms to the Provincial People's Committee and the Ministry of Education and Training.

Article 19. Responsibilities of the Department of Education and Training

1. Advise the People's Committee at the district level to establish investment projects for building new or renovating specialized classrooms of general education institutions under its management.

2. Direct, inspect, and supervise general education institutions to implement organizational management and usage of specialized classrooms in accordance with regulations.

3. Annually report on the situation of investment, management, and utilization of specialized classrooms to the District People's Committee and the Department of Education and Training.

Article 20. Responsibilities of General Education Institutions

1. Advise competent authorities to develop plans for investment in building new or renovating specialized classrooms to meet requirements set forth in regulations aimed at maintaining and improving educational quality.

2. Organize management and usage of specialized classrooms in accordance with regulations.

3. Annually report on the situation of investment, management, and utilization of specialized classrooms to the Department of Education and Training and the Department of Education and Training.

Article 21. Transitional Provisions

1. For general education institutions with specialized classrooms that have been certified for educational quality and recognized as meeting infrastructure standards before this document takes effect, continue to operate at the recognized level and degree; when re-certifying or certifying a higher level or degree, follow the provisions of this document.

2. For investment projects for building new specialized classrooms approved by competent authorities before this document takes effect, continue implementation if they comply with the provisions of this document.

3. For investment projects for renovating specialized classrooms accepted when ensuring an area not less than 12% of the area of specialized classrooms specified in this document.

[1] Circular No. 14/2025/TT-BGDĐT amending and supplementing certain articles of the Regulation on Specialized Classrooms of General Education Institutions issued together with Circular No. 14/2020/TT-BGDĐT dated May 26, 2020 by the Minister of Education and Training shall take effect from September 2, 2025, based on the following grounds:

"Pursuant to the Education Law dated June 14, 2019;

[2] Articles 3 and 4 of Circular No. 14/2025/TT-BGDĐT amending and supplementing certain articles of the Regulation on Specialized Classrooms of General Education Institutions issued together with Circular No. 14/2020/TT-BGDĐT dated May 26, 2020 by the Minister of Education and Training, shall take effect from September 2, 2025, and are stipulated as follows:

Article 3. Responsibilities for Implementation

The Director of the Office, Heads of the Department of Planning and Finance, and Heads of relevant units under the Ministry of Education and Training; Chairpersons of the People's Committees of provinces and centrally-administered cities; Directors of Departments of Education and Training; organizations and individuals related to this matter are responsible for implementing this Circular.

Article 4. Implementation provisions

1. This Circular takes effect from September 2, 2025.

2. Transitional Provisions

For investment projects for building new specialized classrooms approved by competent authorities before this Circular takes effect, continue implementation according to the regulations at the time of approval.”

[12] The term "Multi-functional" is abolished pursuant to Clause 1, Article 2 of Circular No. 14/2025/TT-BGDĐT amending and supplementing certain provisions of the Regulation on Subject Rooms of General Education Institutions issued together with Circular No. 14/2020/TT-BGDĐT dated May 26, 2020, of the Minister of Education and Training, which takes effect from September 2, 2025.
