Guidelines for Implementing the Allowance for Mobile Work
in State-Owned Enterprises Pursuant to Decree No. 205/2004/NĐ-CP
dated December 14, 2004 of the Government
Implementing Decree No. 205/2004/NĐ-CP dated December 14, 2004 of the Government stipulating the wage scale, salary table, and salary allowance system in state-owned enterprises, the Ministry of Labor - War Invalids and Social Affairs provides guidelines for implementing the mobile work allowance as follows:
I. SCOPE OF APPLICATION
The scope of application of the mobile work allowance under Decree No. 205/2004/NĐ-CP includes state-owned enterprises operating under the Law on State-Owned Enterprises, including:
1. State-owned enterprises:
- State-owned corporations:
+ State-owned corporations established under the Law on State-Owned Enterprises in 1995 and State-owned corporations established by the State's decision to invest and establish under the Law on State-Owned Enterprises in 2003;
+ State-owned corporations established by companies themselves (corporations under the holding company model);
+ State-owned investment and business capital corporations.
- Independent state-owned enterprises.
2. Independent accounting subsidiaries of State-owned corporations established by the State's decision to invest and establish.
The above-mentioned state-owned corporations shall be referred to as enterprises.
II. LEVELS AND APPLICATION OBJECTS OF THE MOBILE WORK ALLOWANCE
The mobile work allowance consists of three levels: 0.6; 0.4; 0.2 relative to the minimum wage, specified as follows:

1. Level 1, coefficient 0.6, applicable to those working in teams, squads, projects, including:
- Survey, exploration, drilling, and geological prospecting teams;
- Survey and measurement teams establishing national geodetic systems, specialized measurement bases, geodetic, and topographic surveys;
- Hydroelectric construction survey teams;
- Hot-line repair teams (high-voltage transmission lines carrying electricity); management and operation of 500 kV lines;
- Construction projects in high mountainous areas and remote islands.
2. Level 2, coefficient 0.4, applicable to those working in teams, squads, projects, including:
- Survey and measurement teams establishing cadastral maps;
- Specialized construction survey teams;
- Agricultural and forestry field investigation teams;
- High-voltage power line installation, repair teams; management and operation of power lines with voltages up to 220 kV;
- Provincial inter-provincial telecommunications cable installation, repair, and emergency response teams;
- Construction projects in mountainous and midland regions.
3. Level 3, coefficient 0.2, applicable to those working in teams, squads, projects, including:
- Remaining survey and investigation teams;
- Construction projects in plains;
- Employees collecting electricity, telephone, and water bills from households;
- Employees purchasing agricultural, forestry, fishery, and aquaculture products.
III. PAYMENT CALCULATION FOR THE MOBILE WORK ALLOWANCE
1. The mobile work allowance is included in the unit price of wages and accounted for in production costs or business expenses and paid together with monthly salaries based on actual days of mobile work.
Those entitled to the mobile work allowance shall not be subject to travel expense regulations.
2. This Circular takes effect 15 days from the date of publication in the Official Gazette and replaces Circular No. 19/LĐTBXH-TT dated June 2, 1993 of the Ministry of Labor - War Invalids and Social Affairs guiding the implementation of the mobile work allowance. The provisions of this Circular shall be implemented from October 1, 2004.
During implementation, if there are any difficulties, please report them to the relevant ministries, provincial people's committees, and state-owned enterprises for consideration and resolution by the Ministry of Labor - War Invalids and Social Affairs.
