Pursuant to the State Budget Law No. 01/2002/QH11 dated December 16, 2002;
Pursuant to Resolution No. 545/2007/UBTVQH12 dated December 11, 2007 of the Standing Committee of the National Assembly of the XIIth term on the establishment and provision of position, functions, tasks, powers, structure, and organization of the Office of the Delegation of National Assembly and People's Council of provinces and centrally governed cities;
Pursuant to Decree No. 77/2003/NĐ-CP dated July 1, 2003 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Finance;

Article 1. Amend the name of Chapters of the State Budget Index System issued pursuant to Decision No. 280 TC/QĐ/NSNN dated April 15, 1997 and other Decisions of the Minister of Finance as follows:
Chapter 2.002: "People's Council" shall be changed to "Office of the Delegation of National Assembly and People's Council".
All revenues and expenditures from the state budget related to the activities of the Delegation of National Assembly funded from the central budget shall be recorded under Chapter 1.002 (Activities of the National Assembly), not under Chapter 2.002 (Office of the Delegation of National Assembly and People's Council).
Article 2. This Decision shall take effect fifteen days from the date of publication in the Official Gazette.
Article 3. Ministries, ministerial-level agencies, government agencies, and provincial People's Committees directly under the Central Government shall be responsible for directing, implementing, and guiding subordinate units to implement this Decision.
Article 4. The Director of the State Budget Department, the Head of the Ministry's Office, and the Heads of units under the Ministry of Finance shall be responsible for guiding and organizing the implementation of this Decision.
