APPROVING THE PLAN FOR DEVELOPING TRANSPORTATION IN THE NORTH BAY ECONOMIC ZONE UNTIL 2020 AND GUIDELINES UNTIL 2030
PRIME MINISTER
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Considering the proposal of the Ministry of Transport (report No. 7873/TTr-BGTVT dated November 9, 2010) on the plan for developing transportation in the North Bay economic zone until 2020 and guidelines until 2030,
DECISION:
Article 1. Approve the plan for developing transportation in the North Bay economic zone until 2020 and guidelines until 2030 with the main contents as follows:
I. DEVELOPMENT VIEWS
1. The plan for developing transportation in the North Bay economic zone shall ensure its central position and strategic gateway regarding sea routes and airways; ensuring the interconnection between road, inland waterway, railway, air transport, and seaports; the interconnection between Hanoi, serving as the transportation hub, and other provinces and cities in the region.
2. Develop transportation with strong breakthroughs to accelerate the pace of socio-economic development in the region, meeting the requirements of being at the forefront in industrialization and modernization, attracting foreign investment and international integration, consolidating national defense and social security.
3. Develop transportation based on maximizing the advantages of the region's central position and strategic gateway regarding sea routes and airways; ensuring the interconnection between road, inland waterway, railway, air transport, and seaports, the interconnection between Hanoi, serving as the transportation hub, and other provinces and cities in the region.
4. Develop high-quality transportation with reasonable costs, reducing traffic accidents, limiting environmental pollution, using energy efficiently; promoting the application of advanced transport technologies, especially multimodal transport and logistics.
5. Pay attention to maintenance to fully exploit the capacity of existing transportation infrastructure; focusing on key and urgent investments in important projects, prioritizing projects to address congestion issues.
6. Vigorously develop urban transportation, particularly in Hanoi. Closely link the national transportation system with local transportation systems, emphasizing the development of local transportation, especially rural transportation.
7. Mobilize domestic and foreign resources to the maximum extent, encouraging all economic sectors to participate in investing in transportation under various forms.
8. Leverage human resource advantages, applying advanced science and technology, and strengthening international cooperation in regional transportation development, serving as a core for overall industry development.
9. Allocate reasonable land for developing transportation infrastructure and strengthen traffic safety corridor management work.
II. DEVELOPMENT OBJECTIVES
1. Development objectives until 2020
a) Regarding transportation: meet the demand for goods and passenger transport with good quality, reasonable prices, ensuring safety and convenience, controlling and gradually reducing traffic accidents and environmental pollution based on rational organization of transport and vigorous development of public transport in cities, multimodal transport, and logistics services. Specific targets:
The total volume of transport in the region will reach approximately 450-500 million tons of goods and 700-800 million passengers per year, with an average annual growth rate of 9-10%, including about 115-160 million tons of goods passing through seaports in the region and 25 million passengers passing through airports in the region. Public transport in Hanoi will reach 35%, while Hai Phong and equivalent cities will reach 15-20%.
b) Regarding infrastructure:
Upgrade the technical level of the current national highway system; accelerate the construction speed of expressway networks, striving to complete about 500 kilometers of expressways by 2020. Upgrade the technical level of provincial roads and open new necessary routes. Continue to develop rural transportation, with 80% of rural roads having hard surfaces.
Complete the renovation and upgrading of the existing railway network to national standard grade 1; connect railways with international seaports, factories, economic zones, mines, and major tourist centers; rapidly develop large-scale rail freight services in cities, particularly in Hanoi; study the transformation of the Hanoi-Hai Phong railway into a double-track electrified railway; complete the Yen Vien-Pha Lai-Halong-Cai Lan railway; study and invest in suitable lines such as Lao Cai-Hanoi-Hai Phong, Dong Dang-Hanoi, and the North-South Expressway at appropriate times.
Gradually upgrade and expand the seaport system to meet cargo throughput in each period; focus on building deep-water ports at La Chi Huyen capable of accommodating ships up to 100,000 DWT and Cai Lan up to 50,000 DWT; develop ports on islands in accordance with appropriate scales to meet development needs and ensure national defense; study the combination of political and technical improvements to ensure smooth and synchronized ship entry and exit with port scales.
Complete the technical upgrade to ensure 24-hour operation of the inland waterway routes currently managed, while striving to increase the length of inland waterways under management; build new Phu Dong container port, key passenger ports in Hanoi, Hai Phong, and Quang Ninh; convert the function of the Hanoi port mainly towards serving tourism combined with clean cargo handling.
Upgrade and expand existing airports to meet demands in each period, while gradually constructing new airports according to the plan. Complete Terminal 2 of Noi Bai Airport before 2015. Study the construction of the Tien Lang airport for use when Cat Bi Airport reaches full capacity.
For urban traffic in the capital city of Hanoi, renovate, upgrade, and expand in combination with strengthening management and maintenance work to use existing urban traffic infrastructure effectively; accelerate the progress of constructing key projects including main urban axes, central axes, ring roads, large-scale rail transport routes, and static traffic systems according to the expanded Hanoi Master Plan to address traffic congestion and meet the public's travel needs. Strive for the land fund allocated for urban traffic to reach 15%.
For urban traffic in the city of Hai Phong and other cities and towns, complete planning, gradually develop urban traffic infrastructure and public passenger transport systems to meet demand.
2. Orientation for development until 2030
Satisfy the transportation and transportation service needs of society with high quality, meeting international standards, reasonable costs, competitiveness, speed, and safety; facilitate convenient connections between different modes of transport, among provinces and cities within regions, throughout the country, and internationally.
Basically complete and modernize the network of traffic infrastructure structures. Continue developing traffic infrastructure construction projects according to planning.
III. DEVELOPMENT PLANNING
1. Transportation Development Planning
Organize rational transportation on several main transportation corridors including:
- The North-South Corridor comprising four modes of transport: road, railway, sea, and air. Long-distance freight transport is mainly handled by sea and railway. Long-distance passenger transport will gradually shift to railway and air. Short-distance and intra-provincial freight and passenger transport are mainly handled by road transport.
- The Hanoi-Hai Phong Corridor comprising three modes of transport: road, railway, and inland waterway. Passengers mainly use road transport, while freight is shared among road, railway, and river transport.
- The Hanoi-Quang Ninh Corridor comprising three modes of transport: road, railway, and inland waterway. Passengers mainly use road and railway transport, while freight is shared among road, railway, and river transport.
- The Hanoi-Lao Cai Corridor comprising three modes of transport: road, railway, and inland waterway. Due to geographical conditions, road and railway transport primarily handle freight and passenger transport on this route.
- The Hanoi-Lang Son Corridor comprising two modes of transport: road and railway. Road transport dominates both freight and passenger transport.
- The Ninh Binh-Hai Phong-Quang Ninh Corridor comprising two modes of transport: road and inland waterway, with road transport being the main mode.
2. Planning for the Development of Traffic Infrastructure Structures
a) Roads
Expressways
- Thang Long Avenue: from the Trung Hoa intersection to National Highway 21A at Hoa Lac (Hanoi City), 30 km long, with a scale of 6 expressway lanes and 2 urban roads on both sides.
- Hanoi-Hai Phong Expressway: from Ring Road III (Hanoi City) to Dinh Vu Dam (Hai Phong City), 105.5 km long, with a scale of 6 lanes.
Tan Vu-Lach Huyen Section: from the Tan Vu intersection to the Lach Huyen Gateway Port (Hai Phong City), approximately 16-17 km long, with a scale of 4 lanes in Phase I and 6 lanes in Phase II, including the Dinh Vu-Cat Hai Bridge section which is about 5 km long and serves as a sea-crossing bridge.
- Hanoi-Viet Tri-Lao Cai Expressway: from the intersection of the Noi Bai-Halong Expressway with National Highway 2 (Hanoi City) to Quang Kim Commune (Bac Ha District, Lao Cai Province), 264 km long (of which the section within the Northern Key Economic Region is about 60 km), with a scale of 4 lanes in Phase I and 6 lanes in Phase II.
- Hanoi-Thai Nguyen Expressway: from km 152 + 400 of the new National Highway 1A at Ninh Hiep (Gia Lam District, Hanoi City) to km 61 + 313 of National Highway 3 at Thinh Dan (Thai Nguyen City), 61.3 km long (of which the section within the Northern Key Economic Region is 35 km), with a scale of 4 lanes in Phase I and 6 lanes in Phase II.
- Lang Son-Bac Giang-Bac Ninh Expressway: from Friendship Gate (Lang Son Province) to Nu Nguyet Bridge (Bac Ninh Province), 130 km long (of which the section within the Northern Key Economic Region is 11 km), with a scale of 4-6 lanes.
- Noi Bai-Halong Expressway: from Bac Ninh City (Bac Ninh Province) to Halong City (Quang Ninh Province), 136 km long, with a scale of 4 lanes in Phase I and 6 lanes in Phase II.
- Halong-Mong Cai Expressway: from Halong City to Mong Cai (Quang Ninh Province), 128 km long, with a scale of 4-6 lanes.
- Phap Van-Cau Giay Expressway (part of the North-South Expressway): from Phap Van Intersection (Hanoi City) to km 210 of National Highway 1A (Ha Nam Province), 32.3 km long. Currently, it has a scale of 4 lanes, with planning for expansion to 6 lanes.
- Hoa Lac-Hoa Binh Expressway: from Hoa Lac Intersection (Hanoi City) to Hoa Binh City (Hoa Binh Province), 26 km long (of which the section within the Northern Key Economic Region is about 15 km), with a scale of 6 lanes.
- Doan Hung-Hoa Lac-Pho Chau Expressway (part of the Western North-South Expressway): from Doan Hung (Phu Tho Province) to Pho Chau (Ha Tinh Province), 457 km long (of which the section within the Northern Key Economic Region is 40 km), with a scale of 4-6 lanes.
- After 2020, study the construction of a coastal expressway from Ninh Binh-Hai Phong-Quang Ninh: from Ninh Binh City (Ninh Binh Province) to Halong City (Quang Ninh Province), 160 km long (of which the section within the Northern Key Economic Region is about 80 km), with a scale of 4 lanes.
Central Axes of Hanoi
- National Highway 2: from km 13 + 600 (border of Hanoi City and Vinh Phuc Province) to Thanh Thuy Border Gate (Ha Giang Province) at km 312 + 500, 310 km long (of which the section within the Northern Key Economic Region is 50.6 km). The section from km 13 + 600 to km 30 + 600, 17 km long, meets Class II standard, 4 lanes. The remaining section is upgraded to meet the minimum Class III standard, 2 lanes; sections with high traffic volume meet Class I-II standards, 4-6 lanes.
- National Highway 5: from Nhuan Quynh (Hung Yen Province) at km 11 + 135 to Dinh Vu (Hai Phong City) at km 106 + 300, 95.2 km long, maintaining the Class II standard, 4 lanes;
- National Highway 6: from Ha Dong (Hanoi) to Muong Lay (Lai Chau Province), 512 km long (including a section within the Red River Delta Economic Zone that is 34 km long), completed and upgraded to meet Class I-II standards, with 4-6 lanes.
- National Highway 32: from Son Tay - Hanoi (km 41) to Binh Lu (Lai Chau Province), 393 km long (including a section within the Red River Delta Economic Zone that is 22 km long), completed and upgraded to meet Class III standards, with 2 lanes.
Urban Ring Roads
- Hanoi Ring Road III: Noi Bai - Mai Dich - Thanh Xuan - Phap Van - Thanh Tri Bridge - Sai Dong - Ninh Hiep - Viet Hung - Dong Anh - Tien Duong - Nam Hong, 55 km long, with a combined urban and expressway scale in the middle.
- Hanoi Ring Road IV (regional ring road): connecting industrial zones and satellite cities around Hanoi: Phuc Yen (Vinh Phuc Province); Me Linh; Hong Ha (Dan Phuong); Duc Thuong, An Khanh (Hoai Duc); Yen Nghia (Ha Dong); Thanh Xuan (Hanoi City); Me So, Nhu Quynh (Hung Yen Province); Tien Son, Yen Phong (Bac Ninh Province); Hiep Hoa (Bac Giang Province); Pho Ni, National Highway 2 at km 11 + 300 (Hanoi City), approximately 125 km long, with a scale of 6-8 lanes.
- Hanoi Ring Road V (regional ring road): linking satellite cities around Hanoi: Vinh Yen - Son Tay - Hoa Lac - Xuan Mai - Mieu Mon - Phu Ly - Thai Binh - Hai Duong - Chi Linh - Bac Giang - Thai Nguyen, approximately 320 km long, with a Class I scale, 4-6 lanes.
Other national highways
- National Highway 10: from Uong Bi (Quang Ninh Province) to Hoang Hoa (Thanh Hoa Province), 228 km long (including a section within the Red River Delta Economic Zone that is 58.2 km long), completed and upgraded along the entire route to meet Class II standards, with 4 lanes.
- National Highway 18: from the intersection with National Highway 1A in Dai Phuc (Bac Ninh Province) to Bac Luu Bridge (Quang Ninh Province), 303 km long, completed and upgraded for the Mong Duong - Mong Cai section (Quang Ninh Province), 124 km long, meeting Class III standards, with 2 lanes; widened for the Uong Bi - Tu Chan section (Quang Ninh Province), 30 km long, meeting Class II standards, with 4 lanes.
- National Highway 18C: from Tien Yen Bridge to the Vietnam-China border (Quang Ninh Province), 50 km long, completed and upgraded to meet Class III standards, with 2 lanes.
- National Highway 38: from Bac Ninh City (Bac Ninh Province) to Cho Dau (Ha Nam Province), 81 km long (including a section within the Red River Delta Economic Zone that is 55 km long), completed and upgraded to meet Class III standards, with 2 lanes.
- National Highway 39: from Pho Noi (Hung Yen Province) to Diem Dien (Thai Binh Province), 108 km long (including a section within the Red River Delta Economic Zone that is 50.2 km long), completed and upgraded to meet Class III standards, with 2 lanes.
- National Highway 21: from Son Tay Town (Hanoi City) to Hai Thinh (Nam Dinh Province), 210 km long (including a section within the Red River Delta Economic Zone that is 46 km long), completed and upgraded to meet Class III-IV standards, with 2 lanes.
- National Highway 21B: from Phu Lam (Hanoi City) to Cau Ba Da (Ha Nam Province), 59 km long (including a section within the Red River Delta Economic Zone that is 41.6 km long), completed and upgraded to meet Class III standards, with 2 lanes.
- National Highway 2B: from Doc Lap to Tam Dao (Vinh Phuc Province), 25 km long, completed and upgraded for sections within the city area to meet urban road standards, while other sections meet Class IV standards, with 2 lanes.
- National Highway 2C: from Son Tay (Hanoi City) to Son Yang (Tuyen Quang Province), 141 km long (including a section within the Red River Delta Economic Zone that is 44.9 km long), completed and upgraded to meet Class III standards, with 2 lanes.
- Connection between the Hanoi-Hai Phong Expressway and the Cau Ge-Ninh Binh Expressway: from the intersection of the Hanoi-Hai Phong Expressway and National Highway 39, running left of National Highway 39, 2 to 4 km away from the city of Hung Yen, passing through Pho Hien Cultural University, crossing the Red River, and aligning with the planned provincial road 499 direction to Liem Tuyen intersection (Cau Ge-Ninh Binh Expressway), 47.7 km long, with a Class II scale, 4 lanes in phase I, 6 lanes in phase II.
Regional connection axes
- Ring roads:
National Highway System 4: including National Highways 4A, 4B, 4C, 4D, 4E, from Quang Ninh Province to Lai Chau Province, approximately 687 km long (including a section within the Red River Delta Economic Zone that is 27 km long), gradually completing upgrades to meet minimum Class IV standards, with 2 lanes.
The section connecting National Highway 4B to Van Don Economic Zone (Quang Ninh Province): from Tien Yen running west of Cai Bau Island (main island of Van Don Economic Zone) to the current Van Don Bridge, nearly 32 km long, with a Class III scale, 2 lanes in phase I, 6 lanes expressway in phase II.
National Highway 279: from Bai Chay (Quang Ninh Province) to Tay Trang (Dien Bien Province), 744 km long (including a section within the Red River Delta Economic Zone that is 42.5 km long), completed and upgraded to meet minimum Class IV standards, with 2 lanes.
National Highway 37: from Diem Dien (Thai Binh Province) to Co Noi (Son La Province), 485 km long (including a section within the Red River Delta Economic Zone that is 85.3 km long), completed and upgraded to meet minimum Class IV standards, with 2 lanes in mountainous areas; in densely populated and plain areas, it meets Class III standards, with 2 lanes.
- Coastal road: from Nui Do Port, Mui Ngoc Commune, Mong Cai City (Quang Ninh Province) to Ha Tien Border Gate in Ha Tien Town (Kien Giang Province), approximately 3,041 km long (including a section within the Red River Delta Economic Zone that is 307.5 km long), with a minimum Class III scale, 2 lanes.
- Ho Chi Minh Highway: from Pac Bo (Cao Bang Province) to Dat Mui (Ca Mau Province), approximately 3,167 km long (including a section within the Red River Delta Economic Zone that is 49.6 km long), with a Class III scale, 2 lanes in phase I, expressway with 4-6 lanes in phase II.
On all national highways, gradually expand sections through urban areas and densely populated areas according to approved planning; construct bypass routes in necessary cities. Consider upgrading some routes to national highway status based on actual needs and criteria specified in the Road Traffic Law.
b) Railways
Existing railway lines
- North-South Railway: length 1,726 km (of which, the section located in the Northern Key Economic Zone is 33 km long). Completion of upgrading to meet national railway standard Class I.
- Hanoi-Haiphong Railway: length 106 km. Completion of upgrading and electrification of the entire route.
- Hanoi-Lao Cai Railway: length 296 km (of which, the section located in the Northern Key Economic Zone is 42.5 km long). Completion of upgrading and bringing the entire route up to technical standards.
- Hanoi-Dong Dang Railway: length 162 km (of which, the section located in the Northern Key Economic Zone is 22.5 km long). Upgrading and bringing the entire route up to technical standards.
- Dong Anh-Quan Trieu Railway: length 54 km (of which, the section located in the Northern Key Economic Zone is 18.5 km long). Upgrading and bringing the entire route up to technical standards.
New railway lines
- High-speed railway from Hanoi to Ho Chi Minh City: length 1,570 km (of which, the section located in the Northern Key Economic Zone is 33.5 km long). Study construction of the Hanoi-Vinh section at an appropriate time based on demand and capital mobilization capacity.
- Yen Vien-Pha Lai-Halong-Cai Lan Railway: length 128 km. Construction of single-track railway with gauge 1.435 mm.
- Lao Cai-Hanoi-Haiphong Railway: length 381 km (of which, the section located in the Northern Key Economic Zone is 128.5 km long). Study construction of double-track railway with gauge 1.435 mm and electrification.
- Dong Dang-Hanoi Railway: length 156 km (of which, the section located in the Northern Key Economic Zone is 22.5 km long). Study construction of double-track railway with gauge 1.435 mm and electrification.
After 2020, study construction of the following railway lines: Nam Dinh-Thai Binh-Haiphong-Quang Ninh coastal railway, length 120 km, according to single-track railway standard Class I and Halong-Mong Cai railway according to single-track railway standard Class II; Lang Son-Quang Ninh-Mui Chua railway, length 95 km, according to single-track railway standard Class II; railway lines connecting with seaports and industrial zones; completion of connection of the main railway hub in Hanoi and the regional railway network centered on Hanoi.
c) Sea transport
Seaports
- Haiphong Port: National comprehensive port, international gateway (Type IA) with functional areas:
Lach Huyen Wharf Area: main wharf area of Haiphong Port, mainly handling container cargo for export and import on distant sea routes for vessels with carrying capacity of 4,000-6,000 TEUs, deadweight tonnage up to 100,000 DWT. Infrastructure, loading and unloading technology, management and operation facilities are modern and synchronized, meeting international standards. There is a logistics hub in the adjacent industrial service zone behind the port. Key investment includes wharves, infrastructure technical systems connected to the national network and the post-port industrial service zone. Construction will achieve a throughput capacity of 20.8-38.8 million tons/year.
Dinh Vu Wharf Area: mainly handling general cargo and containers on near sea routes for vessels with deadweight tonnage of 20,000-30,000 DWT. It has dedicated wharves directly serving production and service facilities of the Dinh Vu Industrial Zone. Construction will achieve a throughput capacity of 18-20 million tons/year.
Song Cam Wharf Area: primary function is local general cargo, for vessels with deadweight tonnage of 5,000-10,000 DWT without further expansion; gradually relocating and converting functions based on reorganization and deep investment, maintaining a throughput capacity of 5-6 million tons/year. Main wharves in this area include Chua Ve and Vit Cay.
Song Chan River Wharf Area (Yen Hung District, Quang Ninh Province): primary function is dedicated wharves with container terminals receiving vessels with deadweight tonnage of 10,000-40,000 DWT. Includes dedicated wharves for the Yen Hung Industrial Zone - Nam Mac Lagoon, dedicated wharves for shipbuilding and repair services, and dedicated wharves for oil products (at Hon Quam Muom). Construction will achieve a throughput capacity of 10-15 million tons/year.
Other dedicated wharves and satellite wharves: directly serving industrial and service facilities along rivers and local wharves for smaller vessels within the region (including Dien Dian - Thai Binh Province, Hai Thinh - Nam Dinh Province). Development is consistent with overall planning, playing a role as satellite wharves of Haiphong Port.
- Ha Long Bay-Quang Ninh Port: National comprehensive regional hub port, including the main wharf area, container terminal at Cai Lan, and other dedicated satellite wharves.
Cai Lan Wharf Area: main wharf area of the port, mainly handling container and general cargo for vessels with deadweight tonnage up to 50,000 DWT, containers up to 3,000 TEUs. Completion of this wharf area together with the post-port logistics hub is the focus of investment during the planning phase. Construction will achieve a throughput capacity of 15-18 million tons/year.
Other dedicated satellite wharves: dedicated oil wharf B12, gradually relocating and converting functions. Dedicated wharves for cement and thermal power plants maintain current scale, deep investment to enhance capacity and minimize negative environmental impacts. In the long term, limit development of such wharves in Van Luc and Halong bays. Dedicated wharves serving shipbuilding and repair industry and Cai Lan, Viet Hung Industrial Zones develop gradually in line with overall planning, assuming the role of satellite wharves for the Cai Lan wharf area. Construction of a synchronized passenger wharf at Hon Gai to assume the role of international tourist and north-south long-distance passenger hub.
- Cam Pha-Quang Ninh Port: primary function is dedicated wharves with container terminals serving the coal mining industry of Vietnam Coal-Mineral Corporation. Cu Ong is the main wharf area receiving vessels with deadweight tonnage of 50,000-70,000 DWT at the wharf, 120,000 DWT at the transfer area. Nam Ca Trang Wharf and Cam Pha Cement Wharf undergo deep investment without further expansion, assuming the role of satellite wharves for the port. Construction will achieve a throughput capacity of 25-27 million tons/year.
- Hai Ha-Quang Ninh Port: gradually developing specialized ports linked to industrial zones. Initial phase is a specialized port with general cargo wharves for vessels with deadweight tonnage of 50,000-80,000 DWT. In the long term, it may develop into a regional comprehensive hub port combining transit cargo for southern China.
- Van Gia-Quang Ninh Port: local comprehensive port, maritime gateway for Mong Cai border gate city. Includes transfer area for vessels with deadweight tonnage up to 10,000 DWT and satellite wharves for smaller vessels at Dan Tien and along the Ka Long River. Construction will achieve a throughput capacity of 3.5-4.5 million tons/year.
- Mu Cua Port, Van Hoa – Quang Ninh: a local port for vessels with a capacity of 3,000 to 5,000 DWT. The Mu Cua wharf is specifically used for chemical mining industry, combined with general cargo for Cao Bang and Lang Son. The Van Hoa wharf serves directly the Van Don economic zone. Construction aims at achieving a capacity of 2 to 2.5 million tons/year.
Channel into the port: investment in dredging the outer section of the Lach Huyen wharf area for vessels with a capacity of 100,000 DWT, container ships with 6,000 TEUs, meeting international gateway port standards. The inner section of the Chanh River channel for vessels with a capacity of 30,000 to 50,000 DWT, the Dinh Vu wharf area for vessels with a capacity of 20,000 to 30,000 DWT (with draft), and the Cam River wharf area for vessels with a capacity of 10,000 DWT.
Inland ports: Forming five inland ports in the economic zone and economic corridor to serve goods passing through Hai Phong and Quang Ninh ports.
- Coastal economic zone: includes the provinces of Thai Binh, Nam Dinh, Ha Nam, Ninh Binh, West Hanoi, Hoa Binh; passing through approximately 630,000 TEUs/year.
- Hanoi-Lao Cai economic corridor: includes the provinces of Lao Cai, Yen Bai, Phu Tho, Vinh Phuc, Tuyen Quang, Ha Giang; passing through 720,000 TEUs/year.
- Hanoi-Lang Son economic corridor: includes the provinces of Lang Son, Cao Bang, Bac Giang, Bac Ninh; passing through 550,000 TEUs/year.
- Northwest Hanoi economic zone: includes the provinces and cities of Hanoi, Phu Tho, Hoa Binh, Son La, Dien Bien, Lai Chau; passing through 380,000 TEUs/year.
- Southeast Hanoi economic zone: includes the provinces and cities of Hanoi, Bac Ninh, Hai Duong, Hung Yen, Thai Nguyen, Bac Can; passing through 1,300,000 TEUs/year.
d) Inland waterways
Routes
- Lach Giang-Hanoi route: 187 km long. Upgrading the route to Class I, focusing on improvements to allow vessels with a capacity of 1,000 tons to enter Hanoi port with Class II channel standards; frequency corresponding to 70% water level for vessel operation.
- Quang Ninh-Ninh Binh route (via the Dao River, Luc River): 266.5 km long. Planning the route according to two options:
+ Option 1: the current route via the Dao River in Hai Phong and Class III planning.
+ Option 2: the route entering the Lach Tray harbor connecting to the Dong Canal and continuing according to option 1, with overall planning reaching Class II. Improving the Lach Tray River (49 km), the Luc River (72 km), and some shallow areas along the Hong River.
- Hai Phong-Hanoi route (via the Duong River): 154 km long, passing through the Cam River, Han River, Kinh Thay River, Thai Binh River, Duong River, Hong River. Upgrading the entire route to Class II.
- Hanoi-Viet Tri-Lao Cai route: 362 km long. Maintaining the Hanoi-Viet Tri section at Class II; upgrading the Viet Tri-Yen Bai section to Class III; constructing harbor facilities and dams on the Yen Bai-Lao Cai section to allow vessels up to 300 tons to reach Lao Cai.
- Quang Ninh-Pha Lai route: 128 km long. Upgrading the entire route to Class II.
- Pha Lai-Da Phuc and Pha Lai-A Lu routes: 123 km long. Upgrading to Class III.
Inland waterway ports
Upgrading the Khuyen Luong port to achieve a capacity of 1.7 million tons/year, building the Phu Dong cargo port with a scale of 1.1 million tons/year, the Chem port with a scale of 400,000 tons/year, and a new port north of Hanoi with a scale of 2 million tons/year.
đ) Air transport
- Noi Bai International Airport: the largest international airport in the northern key economic region and the whole northern region, capable of receiving A380 aircraft and equivalents. Renovating Terminal 1, completing the construction of Terminal 2 to increase passenger capacity to 25 million passengers/year and 0.5 million tons of cargo/year, with a total capacity of 50 million passengers/year and 2 million tons of cargo/year after the subsequent phase.
- Cat Bi International Airport: upgrading and developing into an international airport, capable of receiving B777 aircraft and equivalents, with a capacity of 4 million passengers/year and 0.4 million tons of cargo/year. After 2020, it will be transferred to Cat Lan Airport.
- Gia Lam Airport: renovating and upgrading to serve regional flights, capable of receiving ATR72/F70 aircraft or equivalents, with a capacity of 167,000 passengers/year and 2,000 tons of cargo/year.
- Quang Ninh Airport: constructing the Quang Ninh Airport to serve tourism in the world natural heritage site, capable of receiving A320/321 aircraft, with a capacity of 1 to 2 million passengers/year.
- Cat Lan International Airport: completing the planning and implementing construction to replace the Cat Bi Airport after 2020.
e) Urban and local transportation
Developing urban and local transportation according to approved planning of the provinces and cities.
3. Estimated land fund
The estimated land fund allocated for the development of the national infrastructure transportation system in the northern key economic region according to the planning is over 97,000 hectares, accounting for 6.2% of the region's area (excluding urban and local transportation).
IV. MAJOR SOLUTIONS AND POLICIES
1. Solutions and policies for transportation development
- Creating a fair business environment, encouraging all economic sectors to participate in transportation and transportation services; modernizing means of transport, technology, and service equipment, prioritizing container transport, multimodal transport, and logistics services to reasonably regulate between different modes of transport.
- Implementing supportive policies to prioritize the development of public urban passenger transport, especially large-scale transport, while controlling the development of individual vehicles.
- Organizing transportation hubs rationally, particularly in the Hanoi area, reducing the number of transfer vehicles entering the city center, which cause traffic congestion.
2. Solutions and policies for infrastructure transportation development
- By 2015, focusing investment on infrastructure transportation to enhance regional connectivity, intermodal transport connections, and address traffic congestion.
- Mobilizing maximum resources, emphasizing internal resources, creating favorable conditions to attract domestic and foreign investment from various economic sectors in multiple forms to invest in infrastructure transportation development.
- Applying new technologies and materials in infrastructure transportation construction.
- Strengthening management and maintenance of the infrastructure transportation system, allocating appropriate funds for management and maintenance. Promptly establishing a road maintenance fund.
3. Solutions and policies to ensure traffic safety
- Strengthen publicity, dissemination, education combined with enhanced enforcement of laws on traffic order and safety.
- Organize safety assessments for all upgraded and newly constructed projects, intensify the application of smart traffic technologies to support and control traffic.
- Improve the quality of training, examination, and management of vehicle drivers, as well as the quality of mechanical vehicle inspections.
4. Environmental protection measures and policies
- Strictly manage the implementation of environmental impact assessments for transportation development projects, particularly expressway and seaport projects passing through conservation areas; effectively carry out environmental monitoring and inspection work to protect the environment for construction, production, and transportation business units.
- Control the quality of vehicles and fuels, reduce environmental pollution; encourage the use of clean vehicles and fuels.
Article 2. Implementation
1. The Ministry of Transport shall take the lead and coordinate with relevant ministries, sectors, and provincial people's committees within the region to organize management and implementation of the planning. During the implementation process, timely review and evaluation should be conducted to adjust and supplement to meet actual needs.
2. Ministries, sectors, provinces, and cities directly under the central government within the region shall conduct reviews and adjustments of related plans to align with this plan, while coordinating with the Ministry of Transport, other ministries, sectors, and localities during the implementation process to ensure that the plans are feasible and synchronized, creating a contiguous and interconnected regional transportation system to enhance the overall network capacity.
Article 3. This Decision takes effect from March 10, 2011.
Article 4. Ministers, heads of ministerial-level agencies, heads of agencies under the Government, Chairpersons of provincial and municipal people's committees in the North Key Economic Region are responsible for implementing this Decision./.
