TCIRCULAR
Issuing the System of Statistical Indicators for the Construction Industry

Pursuant to the Statistics Law on June 26, 2003;
Pursuant to Decree No. 40/2004/NĐ-CP dated February 13, 2004 of the Government detailing and guiding the implementation of certain provisions of the Statistics Law;
Pursuant to Decree No. 17/2008/NĐ-CP dated February 4, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Construction;
Pursuant to Decree No. 03/2010/NĐ-CP dated January 13, 2010 of the Government stipulating tasks, powers, and organization of statistics for Ministries, ministerial-level agencies, and government agencies;
Pursuant to Decision No. 43/2010/QĐ-TTg dated June 2, 2010 of the Prime Minister promulgating the National Statistical Indicators System;
Pursuant to the proposal of the Director of the Department of Planning and Finance;
The Minister of Construction issues this Circular on the System of Statistical Indicators for the Construction Industry.
Article 1. Issuing with this Circular the Construction Industry Statistical Indicators System
The Construction Industry Statistical Indicators System consists of a set of statistical indicators reflecting the situation and main achievements in various fields of the Construction Industry: construction; urban development; architecture, urban planning; technical infrastructure for cities, industrial zones, economic zones, high-tech zones; housing and real estate market; building materials.
Article 2. Implementation
1. Responsibilities of the Ministry of Construction:
a) Entrust the Department of Planning and Finance to take the lead and coordinate with the Heads of relevant Bureaus and Departments under the Ministry of Construction to develop a comprehensive reporting system for statistical data collection within the Construction Industry Statistical Indicators System uniformly throughout the country.
b) The Heads of functional Bureaus and Departments under the Ministry of Construction shall be responsible for collecting and summarizing nationwide the statistical indicators assigned within the Construction Industry Statistical Indicators System, providing them to the Department of Planning and Finance for overall consolidation and publication.
2. Responsibilities of People's Committees of provinces and centrally governed cities:
a) Entrust the Construction Department to act as the local focal agency responsible for collecting and summarizing statistical information on the territory to serve the calculation of statistical indicators within the Construction Industry Statistical Indicators System.
b) Direct all Departments, sectors, offices, and other specialized agencies under their jurisdiction to implement the collection and summarization of statistical information on the territory within their assigned fields, providing them to the competent state management agency in the Construction Industry at the same level.
Article 3. Implementation Provisions
1. This Circular takes effect from November 25, 2012, and replaces the content of the Construction Industry Statistical Indicators System issued by Decision No. 28/2007/QD-BXD dated December 28, 2007, of the Minister of Construction regarding the issuance of the Construction Industry Statistical Indicators System and the comprehensive reporting system for statistical data.
2. In the course of implementation, if there are any difficulties, organizations and individuals concerned are requested to send their opinions to the Ministry of Construction for timely consideration and resolution./.
