Pursuant to the Law on Meteorology and Hydrology dated November 23, 2015;
Pursuant to Decree No. 21/2013/NĐ-CP dated March 4, 2013, promulgated by the Government, stipulating the functions, tasks, powers, and organizational structure of the Ministry of Natural Resources and Environment;
At the proposal of the Director of the National Hydrology Meteorology and Climate Change Department, the Legal Affairs Department;"b) In addition to the lists of public services issued according to the provisions of Clause 2, Article 4 of this Decree, specialized agencies under provincial People's Committees shall report to the provincial People's Committee for decision-making on amending, supplementing, or issuing the list of public services funded by the state budget within their jurisdiction and consistent with the local budget capacity within the approved budget by the Provincial People's Assembly, and send it to the Ministry of Finance and relevant ministries and sectors for supervision during implementation." Article 1. Scope of Regulation
This Circular prescribes the contents of meteorological and hydrological observations for stations belonging to the national meteorological and hydrological station network pursuant to Point b Clause 2 Article 13 of the Law on Meteorology and Hydrology.
Article 2. Applicability
This Circular applies to agencies, organizations, and individuals related to the activities of meteorological and hydrological observations at stations belonging to the national meteorological and hydrological station network.
Article 3. Explanation of Terms
In this Circular, the following terms shall be understood as follows:
1. A water gauge is a vertical line with a fixed position in the cross-section of rivers, streams, canals, creeks, lakes where meteorological and hydrological observation factors are measured.
2. A representative water gauge is a water gauge selected from among the water gauges of the cross-section that represents the entire cross-section regarding one or more hydrological observation factors.
Article 4. General Provisions
1. The contents of meteorological and hydrological observations for stations belonging to the national meteorological and hydrological station network include: observed elements, observation regime, and data transmission and dissemination regime for meteorological and hydrological observations.
2. Under normal meteorological and hydrological conditions, stations shall conduct observations and transmit observational data according to Articles 6, 7, and 8 of this Circular.
3. In case of meteorological and hydrological disasters, the National Hydrology and Meteorology Center must strengthen the observation regime and data transmission and dissemination regime for meteorological and hydrological observations at stations to meet the requirements for forecasting and warning of meteorological and hydrological events.
4. When stations specified in Clauses 1, 2, 4, 5, 6, 7, and 9 of Article 5 of this Circular are replaced by automatic stations or equipment, the observation regime and data transmission and dissemination regime for meteorological and hydrological observations will be strengthened depending on the capabilities of the equipment, observation technology, and the capacity of the specialized meteorological and hydrological information system.
5. Climate change monitoring stations consist of stations selected from reference meteorological and hydrological stations and independent climate change monitoring stations, as follows:
a) Reference meteorological stations are chosen from meteorological stations, strictly ensuring technical construction corridors, representing a climatic region of Vietnam, having over 30 years of observation records, and capable of continuing long-term observations;
b) Reference hydrological stations are chosen from hydrological stations, strictly ensuring technical construction corridors, maintaining natural flow states of rivers within Vietnam's territory, having over 30 years of observation records, and capable of continuing long-term observations;
c) Reference marine stations are chosen from the marine station network, strictly ensuring technical construction corridors, characteristic of coastal or island areas in Vietnam's maritime zone, having over 30 years of observation records, and capable of continuing long-term observations;
d) Independent climate change monitoring stations are constructed separately based on technical requirements, national and international standards.
6. The time for conducting observations and transmitting observational data in this Circular is defined according to Hanoi time (GMT+7).
Article 5. Stations belonging to the national meteorological and hydrological station network
Stations belonging to the national meteorological and hydrological station network as stipulated in Clause 17, Clause 18 Article 3 of the Law on Meteorology and Hydrology include:
1. Surface meteorological stations:
a) Class 1 surface meteorological stations;
b) Class 2 surface meteorological stations;
c) Class 3 surface meteorological stations.
2. Upper-air meteorological stations:
a) Radio sounding stations;
b) Sounding wind stations;
c) Pilot wind stations.
3. Weather radar stations.
4. Agricultural meteorological stations:
a) Class 1 agricultural meteorological stations;
b) Class 2 agricultural meteorological stations;
c) Class 3 agricultural meteorological stations.
5. Hydrological stations:
a) Class 1 hydrological stations;
b) Class 2 hydrological stations;
c) Class 3 hydrological stations.
6. Marine stations:
a) Class 1 marine stations;
b) Class 2 marine stations.
7. Rainfall measurement stations.
8. Lightning location stations.
9. Climate change monitoring stations:
a) Reference meteorological stations;
b) Reference hydrological stations;
c) Reference marine stations;
d) Independent climate change monitoring stations.
10. Specialized stations:
a) Radiation stations;
b) Ozone-ultraviolet radiation stations;
c) Stratospheric ozone measurement stations;
d) Satellite imagery reception stations.
Article 6. Elements monitored in meteorological and hydrological observations
1. Class 1 surface meteorological stations observe the following elements:
a) Radiation;
b) Atmospheric pressure;
c) Surface wind;
d) Evaporation;
đ) Air temperature;
e) Soil temperature;
g) Maximum air temperature and ground temperature;
h) Minimum air temperature and ground temperature;
i) Air humidity;
k) Precipitation;
l) Visibility;
m) Meteorological phenomena;
n) Sunshine duration;
o) Clouds;
p) Past weather;
q) Present weather;
r) Ground state.
2. Class 2 surface meteorological stations observe the elements specified from Point b to Point r of Clause 1 of this Article. Observations conducted eight times a day are considered Class 1 stations.
3. Class 3 surface meteorological stations observe the elements specified from Point c to Point r of Clause 1 of this Article.
4. Upper-air non-radio sounding stations observe the following upper-air elements:
a) Atmospheric pressure;
b) Air temperature;
c) Air humidity;
d) Wind.
5. Sounding wind stations observe: Wind at different levels in the atmosphere.
6. Pilot wind stations observe: Wind in the upper atmosphere.
7. Weather radar stations observe:
a) Hazardous weather phenomena;
b) Cloud fields;
c) Rain fields;
d) Cyclonic wind fields.
8. Class 1 agricultural meteorological stations observe the following elements:
a) Meteorological elements prescribed in Clause 1 of Article 6 of this Circular;
b) Soil temperature at various depths, water temperature on fields;
c) Soil moisture at depths of 5, 10, 20, 30, 40, 50, 60, 70, 80, 90, and 100 cm;
d) Crop growth and development stages;
đ) Crop yield and quality;
e) Wind at 2 meters height;
g) Air temperature within crop canopy;
h) Air humidity within crop canopy;
i) Turbulence in near-surface atmospheric layers;
k) Other special observation elements as per the program.
9. Class 2 agricultural meteorological stations observe the elements specified from Point a to Point đ of Clause 8 of this Article.
10. Class 3 agricultural meteorological stations observe the elements specified in Points a, d, and đ of Clause 8 of this Article.
11. Class 1 hydrological stations observe the following elements:
a) Water level;
b) Rainfall amount;
c) Water temperature;
d) Ancillary elements: flow direction, wind, waves, riverbed changes;
đ) Water discharge;
e) Suspended sediment discharge.
12. Class 2 hydrological stations observe the elements specified from Point a to Point đ of Clause 11 of this Article.
13. A third-class hydrological station measures the factors specified from Point a to Point d of Clause 11 of this Article.
14. A first-class marine meteorological station measures the following factors:
a) Sea surface wind;
b) Sea visibility;
c) Sea level;
d) Sea waves;
đ) Sea surface condition;
e) Sea water temperature;
g) Sea water salinity;
h) Sea brightness;
i) Dangerous marine meteorological phenomena and their changes;
k) Ocean currents.
15. A second-class marine meteorological station measures the factors specified from Point a to Point i of Clause 14 of this Article.
16. A rain gauge station measures rainfall.
17. A lightning location station measures the frequency and intensity of thunderstorms.
18. A reference meteorological station measures the factors as selected meteorological stations and the following factors:
a) Greenhouse gases;
b) Chemical and physical components of the atmosphere;
c) Other factors according to special monitoring programs.
19. A reference hydrological station measures the factors as selected hydrological stations.
20. A reference marine meteorological station measures the factors as selected marine meteorological stations.
21. An independent climate change monitoring station measures climate, atmospheric composition, sea level according to the requirements of the climate change monitoring program.
22. An ozone-ultraviolet radiation station measures the following factors:
a) Total ozone;
b) Ultraviolet radiation intensity.
23. A stratified ozone monitoring station measures ozone by layer and total ozone of the entire atmospheric layer.
24. A radiation station measures the following factors:
a) Global radiation;
b) Direct radiation;
c) Diffuse radiation;
d) Shortwave global radiation;
đ) Longwave global radiation;
e) Shortwave reflected radiation;
g) Longwave reflected radiation.
25. A satellite weather image receiving station collects cloud images.
Article 7. Monitoring regime for factors at meteorological and hydrological stations
1. A first-class meteorological station measures eight times a day at 01:00, 04:00, 07:00, 10:00, 13:00, 16:00, 19:00, and 22:00.
2. A second-class and third-class meteorological station measures four times a day at 01:00, 07:00, 13:00, and 19:00.
3. Upper-air stations:
a) A radio sounding station measures twice a day at 07:00 and 19:00 or four times a day at 01:00, 07:00, 13:00, and 19:00;
b) A wind profiling station measures continuously 24/24 hours;
c) A pilot station measures once a day at 07:00 or 13:00.
4. A weather radar station measures continuously 24/24 hours.
5. Agricultural meteorological stations of first, second, and third class:
a) The factors specified from Point a to Point c of Clause 8 of Article 6 of this Circular measure four times a day at 01:00, 07:00, 13:00, and 19:00;
b) The factors specified from Point d to Point k of Clause 8 of Article 6 of this Circular measure regularly during the growth and development stages of crops.
6. A first-class hydrological station:
a) Water level: the monitoring regime is detailed in Appendix 1 of this Circular;
b) Rainfall: measures twice a day at 07:00 and 19:00 during the dry season, four times a day at 01:00, 07:00, 13:00, and 19:00 during the flood season;
c) Water temperature: measures twice a day at 07:00 and 19:00;
d) Ancillary factors: all water level measurements must also measure flow direction, wind direction, wind speed; riverbed changes, vegetation growth in the river, activities of hydraulic structures, human activities, measured once every ten days on the 5th, 15th, and 25th;
đ) Flow rate: the monitoring regime depends on the flow regime of non-tidal and tidal river sections, detailed in Appendix 2 of this Circular;
e) Suspended sediment load: the monitoring regime depends on the flow regime of non-tidal and tidal river sections, detailed in Appendix 3 of this Circular.
7. A second-class hydrological station:
a) The water level, rainfall, water temperature, and ancillary factor monitoring regimes follow the corresponding provisions in Points a, b, c, and d of Clause 6 of this Article;
b) The flow rate monitoring regime follows the provisions in Appendix 2 of this Circular.
8. A third-class hydrological station:
The water level, rainfall, water temperature, and ancillary factor monitoring regimes follow the provisions in Point a of Clause 7 of this Article.
9. First and second-class marine meteorological stations:
a) Factors specified in Points a, b, c, e, and g of Clause 14 of Article 6 of this Circular measure four times a day at 01:00, 07:00, 13:00, and 19:00;
b) Factors specified in Points d and đ of Clause 14 of Article 6 of this Circular measure three times a day at 07:00, 13:00, and 19:00;
c) Factors specified in Point h of Clause 14 of Article 6 of this Circular measure twice a day at 01:00 and 19:00;
d) Factors specified in Point i of Clause 14 of Article 6 of this Circular measure continuously 24/24 hours;
đ) Factors specified in Point k of Clause 14 of Article 6 of this Circular measure continuously once an hour according to a separate plan.
10. A rain gauge station measures twice a day at 07:00 and 19:00 during the dry season, four times a day at 01:00, 07:00, 13:00, and 19:00 during the flood season.
11. A lightning location station measures continuously 24/24 hours.
12. A reference meteorological station measures eight times a day at 01:00, 04:00, 07:00, 10:00, 13:00, 16:00, 19:00, and 22:00.
13. A reference hydrological station measures according to the regime of the selected hydrological station.
14. A reference marine meteorological station measures according to the regime of the selected marine meteorological station, except for water level which measures 24 times a day at each full hour from 00:00 to 23:00.
15. An ozone-ultraviolet radiation station measures continuously from sunrise to sunset.
16. A radiation station measures three times a day at 07:00, 13:00, and 19:00.
17. A satellite image receiving station receives images every ten minutes.
Article 8. Data Transmission System for Meteorological and Hydrological Observations
1. A first-class meteorological station shall transmit SYNOP reports eight times a day at 01 hours, 04 hours, 07 hours, 10 hours, 13 hours, 16 hours, 19 hours, and 22 hours, CLIM report once a month at 19 hours 30 minutes on the last day of the month, and CLIMAT report once a month at 20 hours on the last day of the month.
2. A second-class and third-class meteorological station shall transmit SYNOP reports four times a day at 01 hours, 07 hours, 13 hours, and 19 hours, CLIM report once a month at 19 hours 30 minutes on the last day of the month, and CLIMAT report once a month at 20 hours on the last day of the month.
3. An upper-air meteorological station shall transmit TEMP and Pilot reports after each observation period and CLIMATTEMP report once a month during the final observation period of the month.
4. A weather radar station shall continuously transmit data 24/24 hours.
5. An agricultural meteorological station shall transmit SYNOP reports four times a day at 01 hours, 07 hours, 13 hours, and 19 hours, and Agromet bulletin three times a month at 19 hours on the 10th, 20th, and the last day of the month.
6. A first-class, second-class, and third-class hydrological station listed in the Catalogue shall immediately transmit data upon completion of observations.
7. A first-class and second-class marine station shall transmit data four times a day at 01 hours, 07 hours, 13 hours, and 19 hours.
8. A rainfall measurement station shall transmit data twice a day at 07 hours and 19 hours during the dry season, and four times a day at 01 hours, 07 hours, 13 hours, and 19 hours during the flood season.
9. A lightning location station shall continuously transmit data 24/24 hours.
10. An ozone-ultraviolet radiation station shall transmit data once a month on the last day of the month.
2. The Director General of the National Meteorological and Hydrological Center shall be responsible for:
Article 9. Implementation Organization
1. This Circular takes effect from July 1, 2016.
a) Directing subordinate units to organize the implementation of the contents prescribed in this Circular;
b) Compiling a list of stations required to transmit observational data for forecasting, warning, and international meteorological and hydrological data reporting, submitting it to the Ministry of Natural Resources and Environment for consideration and decision.
3. The Director of the General Department of Meteorology, Hydrology, and Climate Change shall monitor and inspect the implementation of this Circular.
4. Ministries, ministerial-level agencies, provincial People's Committees under the Central Government, and related agencies and organizations shall be responsible for implementing this Circular.
During the implementation process, if there are difficulties, agencies, organizations, and individuals shall promptly reflect them to the Ministry of Natural Resources and Environment for research, amendment, and supplementation./.
