PART I
GENERAL PROVISIONS
Article 1. Scope of Regulation and Applicability
Article 1. This Circular details and guides the issuance, management, technical requirements, position, size, color, and method of recording the International Standard Book Number (ISBN) for books and publications.
2. This Circular applies to the following entities:
a) The Publishing, Printing, and Distribution Department;
b) Publishers.
Article 2. Responsibilities of the ISBN Management Authority
1. The Publishing, Printing, and Distribution Department is the authority responsible for issuing, managing, and revoking ISBNs in Vietnam.
2. Annually, the Publishing, Printing, and Distribution Department reports on the use of ISBNs in Vietnam and pays fees for the operation of the International ISBN Organization.
3. Based on the use of ISBNs by publishers, the Publishing, Printing, and Distribution Department is responsible for planning the allocation of ISBN sources, preparing adjustment and supplementary applications with the International ISBN Organization when necessary.
Article 3. Reporting Requirements
Publishers must report to the Publishing, Printing, and Distribution Department on the use of issued ISBNs and notify unused ISBNs before March 31 of the following year.
Article 4. Entities Required to Record ISBNs
Publishers must record ISBNs on books and publication materials, including maps, electronic books, and braille books (hereinafter referred to collectively as books).
Chapter II
CREATION AND USE OF ISBN
Article 5. Principles for Creating and Using ISBN
1. ISBN created and used in Vietnam shall be ISBN-13 and must be integrated with the EAN-13 barcode, meeting the following requirements:
a) Readable by common barcode readers or software;
b) Containing information about the book as specified in Clause 1 of Article 6 of this Circular;
c) Linked to publication information in the database of the Publishing, Printing, and Distribution Department;
d) Compliant with international practices and Vietnamese law.
2. Publishers must create and use barcodes integrated with ISBN themselves.
Article 6. Database Integrated with ISBN
1. The ISBN integrated with the EAN-13 barcode must contain the following information:
a) Publisher's name;
b) Book title;
c) Author's name, translator's name (for translated books);
d) Publication year;
đ) Format, number of pages;
e) Category;
g) Summary of content, subject, topic;
h) Registration approval number from the Publishing, Printing, and Distribution Department;
i) Publisher's publication decision number;
k) Print run, printer's name and address (if it is a printed book);
l) File size (bytes), format, website address for uploading or supplier's name (if it is an electronic book);
m) Partner's name and address (if applicable);
n) Selling price (if applicable).
2. In addition to the information specified in Clause 1 of this Article, publishers may establish their own databases to connect with ISBN when integrating barcodes. The General Director (Director) of the publisher is responsible for the content of this database.
Article 7. Position and Presentation of the ISBN Number
1. For printed books:
a) The ISBN number integrated with barcode must be printed at the bottom right corner of the cover page 4. If the book has a jacket, it should be printed on the jacket;
b) Above the barcode, there must be a line of text stating "ISBN", followed by the components of the ISBN number separated by hyphens. The series of numbers below should match the series above, but without hyphens (as illustrated). Additionally, at the end of the page recording the publication decision (hereinafter referred to as the "copyright page"), the ISBN number in numerical form (like the series of numbers above the barcode in the illustration) must be recorded;

đ) In the case of books published in different formats: At the end of the copyright page of each format, the ISBN number in numerical form for all other formats (if already published) must be recorded.
2. For electronic books:
a) For books published and distributed on the Internet or other electronic media: The ISBN number integrated with barcode must be recorded on the first interface or the title display interface or the copyright page interface of the book;
b) For books in CD, CD-ROM, DVD, VCD formats: The ISBN number integrated with barcode must be recorded on the label affixed permanently to the object.
Article 8. Technical Requirements for the EAN-13 Barcode when Integrated with the ISBN Number
1. Size:
a) The standard size of the barcode is 22.85mm high and 31.35mm wide. If the height is shortened, it must ensure that the barcode reader can recognize it;
b) In cases where the position for placing the barcode is narrow in both dimensions, it may be reduced in size, but the reduction ratio must not be less than 80% of the standard size;
c) In cases where the barcode is enlarged, the enlargement ratio must not exceed 200% of the standard size.
2. The minimum space to the left of the ISBN number is 3.63mm, and to the right is 2.31mm.
3. Color:
a) The standard barcode is printed in black on a white background. It can also be printed in dark blue or dark brown. Barcodes cannot be printed in yellow, orange, or red. Barcodes must be printed in a single color; they cannot be printed in overlapping colors; they cannot be printed in "tram" style;
b) The background of the standard barcode is white. It can also be printed on a yellow, orange, or light pink background.
Chapter III
ISSUANCE AND RECALL OF THE ISBN NUMBER
Article 9. Principles for Issuing the ISBN Number
1. Each book title under the following circumstances shall be issued a separate ISBN number:
a) First-time publications;
b) Reprints with changes or additions to the content;
c) Publications in multiple languages, each language being printed separately;
d) Publications of the same content in different formats (hardcover books, softcover books, books with discs, electronic books, braille books);
e) Publications of the same content but differing in one of the data specified in Clause 1 of Article 6 of this Circular (excluding price).
2. An ISBN number once issued and used for a book title shall not be changed or reissued for another book title.
3. Publishers may only use the ISBN number issued directly once for each book title, and may not reissue or transfer the ISBN number to other publishers or organizations.
Article 10. Method of Issuing ISBN Numbers
The Publishing, Printing and Distribution Department issues ISBN numbers together with the registration confirmation for publication for each book title.
Article 11. Recovery of ISBN Numbers
1. The Publishing, Printing and Distribution Department shall recover ISBN numbers that have been issued if they are not used as prescribed.
2. Method of recovering ISBN numbers: Publishers return the issued ISBN numbers through annual reports as stipulated in Article 3 of this Circular.
Chapter IV
IMPLEMENTATION PROVISIONS
Article 12. Effective Date
1. This Circular takes effect from August 1, 2016.
2. The Director of the Office, the Director of the Publishing, Printing and Distribution Department, and the Heads of relevant agencies and organizations are responsible for implementing this Circular.
3. During implementation, if there are arising issues or difficulties, agencies and organizations are requested to report in writing to the Ministry of Information and Communications (through the Publishing, Printing and Distribution Department) for consideration and resolution./.
