CIRCULAR
Repealing certain regulatory legal documents
issued jointly by the Minister of Justice

On the basis of Law on Enacting Legal Regulatory Documents dated June 22, 2015;
Decree No. Decision No. 34/2016/NĐ-CP dated May 14, 2016 of the Government detailing certain provisions and implementing measures of the Law on Legislative Issuance of Legal Normative Documents;
Decree No. 96/2017/NĐ-CP dated August 16, 2017 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Justice;
After reaching consensus with the Minister of Culture, Sports and Tourism; the Minister of Health; the Central Committee of the Communist Youth Union Ho Chi Minh; the Standing Committee of the Vietnam Fatherland Front Central Committee;
At the proposal of the Director of the Department of Legal Normative Documents Inspection,
The Minister of Justice issues this Circular to abolish certain legal normative documents issued by the Minister of Justice and jointly issued by the Minister of Justice.
This Circular takes effect from January 25, 2026.
Abolish entirely the following legal normative documents issued by the Minister of Justice and jointly issued:
1. Joint Resolution No. 04/1985/NQLT dated November 16, 1985 between the Central Committee of the Communist Youth Union Ho Chi Minh and the Ministry of Justice on strengthening legal education among youth and young people.
2. Joint Circular No. 03/2000/TTLT-BTP-BVHTT-BTTUBTƯMTTQVN dated March 31, 2000 of the Ministry of Justice, the Ministry of Culture, Sports and Tourism, and the Central Committee of the Vietnam Fatherland Front guiding the development and implementation of village, hamlet, commune, ward, and community regulations.
3. Joint Circular No. 04/2001/TTLT-BTP-BVHTT-BTTUBTƯMTTQVN-UBQGDS-KHHGĐ dated July 9, 2001 of the Ministry of Justice, the Ministry of Culture, Sports and Tourism, the Standing Committee of the Central Committee of the Vietnam Fatherland Front, and the National Committee for Population and Family Planning supplementing Joint Circular No. 03/2000/TTLT-BTP-BVHTT-BTTUBTƯMTTQVN on developing and implementing village, hamlet, commune, ward, and community regulations regarding population policy and family planning.
Circular No. 15/2014/TT-BTP dated May 20, 2014 of the Minister of Justice guiding the search for substitute families abroad for disabled children, children with serious illnesses, children aged five years and older, and two or more siblings needing substitute families.
Article 2. Effective Date
Domestic stainless steel produced and imported before June 1, 2020 shall continue to circulate in the market until June 1, 2021.
Article 3. Implementation Organization
The Director of the Department of Legal Normative Document Inspection, Heads of units under the Ministry of Justice, and related agencies, organizations, and individuals shall be responsible for implementing this Circular./.
