Regulations guiding the implementation of Content Item 09 under Component 02 and Content Item 02 under Component 08 of the National Target Program for New Rural Development for the period 2021-2025

On the basis of Decree No. 17/2017/NĐ-CP dated February 17, 2017 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Information and Communications;

On the basis of Decree No. 27/2022/NĐ-CP dated April 19, 2022 of the Government stipulating the management mechanism and organization of implementing national target programs;

On the basis of Decision No. 07/2022/QĐ-TTg dated March 25, 2022 of the Prime Minister stipulating principles, criteria, allocation standards of central budget funds, and the matching ratio of local budgets to implement the National Target Program for New Rural Development for the period 2021-2025;

Implementing Decision No. 263/QĐ-TTg dated February 22, 2022 of the Prime Minister approving the National Target Program for New Rural Development for the period 2021-2025;

Implementing Decision No. 318/QĐ-TTg dated March 8, 2022 of the Prime Minister on issuing the National Criteria for Commune New Rural Development and the National Criteria for Enhanced Commune New Rural Development for the period 2021-2025;

At the proposal of the Director of the Department of Planning and Finance,

The Minister of Information and Communications promulgates this Circular to regulate and guide the implementation of Content Item 09 under Component 02 and Content Item 02 under Component 08 of the National Target Program for New Rural Development for the period 2021-2025.

Article 1. Scope of Regulation and Applicability

2. Applicability:

This Circular regulates and guides business operations (including objectives, contents of activities, requirements for business operations and technical aspects, responsibilities for implementation, and planning and monitoring work) in implementing the information and communication targets and tasks stipulated in Content Item 09 under Component 02 and Content Item 02 under Component 08 of the National Target Program for New Rural Development for the period 2021-2025 approved by Decision No. 263/QĐ-TTg dated February 22, 2022 of the Prime Minister approving the National Target Program for New Rural Development for the period 2021-2025 (hereinafter referred to as the information and communication content).

2. Scope of application: Agencies, organizations, and individuals related to the implementation of the information and communication content mentioned in Clause 1 of this Article.

Article 2. Principles for Implementing the Information and Communication Content

1. Fully comply with the principles of managing and organizing the implementation of national target programs as prescribed in Article 4 of Decree No. 27/2022/NĐ-CP dated April 19, 2022 of the Government stipulating the management mechanism and organization of implementing national target programs (hereinafter referred to as Decree No. 27/2022/NĐ-CP).

2. Ensure suitability with the accessibility of rural residents to information and communication services, taking into account the specific characteristics of different areas.

3. Clearly define responsibilities for organizing the implementation of information and communication tasks between central agencies and localities.

Article 3. Enhancing Material Bases for Grassroots Information and Communication Activities

1. Objectives for enhancing material bases for grassroots information and communication activities

a) Develop and modernize the commune radio station system, extending loudspeakers to villages within communes;

b) Modernize technical equipment, digitize to meet the requirements of producing multimedia communication products at district-level broadcasting and television stations.

2. Implementation Areas

a) Communes with special difficulties in socio-economic conditions during the period 2021-2025 (Commune Area III) as determined by Decision No. 861/QĐ-TTg dated April 6, 2021 of the Prime Minister approving the list of Commune Areas III, II, and I in ethnic minority and mountainous regions for the period 2021-2025;

b) Island communes: Communes recognized as island communes according to the criteria, conditions, and procedures stipulated in Decision No. 569/QĐ-TTg dated April 22, 2014 of the Prime Minister;

c) Communes in island districts of the following districts/cities: Coto, Van Don, Cat Hai, Bach Long Vi, Con Co, Hoang Sa, Ly Son, Truong Sa, Phu Quy, Con Dao, Kien Hai, Phu Quoc City.

For newly established or upgraded commune radio stations: These are new rural development communes, excluding those in the following areas (to be implemented through the National Target Program for Sustainable Poverty Reduction for the period 2021-2025):

3. Conditions for Establishing and Upgrading Commune Radio Stations and Technical Equipment for District-Level Broadcasting and Television Stations

a) For commune radio stations:

3. Amending and supplementing Point b, Clause 4, Article 3 as follows:

- Replace wired and wireless FM loudspeaker clusters that are no longer usable with loudspeaker clusters using information and communication technology;

- Expand the loudspeaker cluster system using information and communication technology to villages within communes that currently lack such clusters to meet the information needs of households in the commune.

b) For district-level broadcasting and television stations:

District-level broadcasting and television stations lacking technical equipment for digitizing the production of multimedia communication products.

4. Contents, Technical Requirements, and Scale for Establishing and Expanding Commune Radio Stations, Loudspeaker Systems, and Technical Equipment for District-Level Broadcasting and Television Stations

a) For commune radio stations: Implemented in accordance with Circular No. 39/2020/TT-BTTTT dated November 24, 2020 of the Minister of Information and Communications on the management of commune radio stations applying information and communication technology.

Based on actual circumstances, localities decide on the scale and number of loudspeaker clusters for each commune radio station appropriately; ensuring that all commune radio stations have loudspeakers reaching villages to meet the information and communication criteria for new rural communes for the period 2021-2025.

b) For radio and television stations at the district level that have not yet had technical equipment for digitalizing multimedia content production, based on the actual situation to serve multimedia content production activities, localities shall decide on the list of necessary equipment to be invested in and purchased, including: Computers (with the ability to install software for editing television programs and radio programs); software for editing television programs; software for editing radio programs; dedicated video cameras; dedicated audio recording devices (recording machines); cameras and other necessary technical equipment. The purchase of technical equipment must comply with professional and operational requirements, resource availability; ensuring efficiency and avoiding waste.

5. Implementation organization

Localities shall base their plans and implementation organization of tasks according to the分级管理权限;确保维持系统设备运行所需的人力和资金,以充分发挥其在地方政治任务中的作用。

Article 4. Development and improvement of digital infrastructure systems, digital transformation in agriculture and rural areas

1. Objectives

a) To develop and improve digital infrastructure systems, and promote digital transformation in agriculture and rural areas to meet the requirements of modernizing information and communication technology, driving national digital transformation, rural digital transformation, bringing people's activities onto online platforms, ensuring safety, synchronization, inter-departmental and inter-regional connectivity;

b) To develop digital platforms to serve rural residents and promote economic and social development.

2. Implementing entities: Localities participating in the Program.

3. Content of implementation

a) Developing digital infrastructure systems in agricultural and rural development, including developing broadband telecommunications infrastructure (fiber optic infrastructure, new generation mobile network infrastructure), Internet of Things (IoT) connection infrastructure

- Developing broadband telecommunications infrastructure:

+ Developing fiber optic infrastructure to connect all rural households;

+ Providing coverage of new generation mobile phone signals (4G, 5G) to all rural areas.

- Developing Internet of Things (IoT) connection infrastructure

Developing IoT infrastructure in building new rural areas linked with smart rural development; prioritizing professional service leasing models to ensure effective implementation, avoid overlap, and maximize the utilization of existing infrastructure from organizations and individuals who have already made investments.

b) Developing digital platforms to serve rural residents

Developing digital platforms to meet essential needs of residents (in fields such as communication, shopping, entertainment, health, education, tourism, transportation, dining) and digital platforms to promote economic and social development (in fields such as e-commerce, transportation, electronic payments, electronic contracts...).

c) Digital transformation contents in agriculture and rural areas shall be implemented in accordance with the guidance of the Ministry of Agriculture and Rural Development.

4. Implementation Requirements

a) For the development of broadband telecommunications infrastructure: Developing high-speed broadband infrastructure (Gb/s) to meet the requirements of rural digital transformation;

b) Developing Internet of Things (IoT) connection infrastructure in line with the requirements and characteristics of smart rural development in each locality;

c) Developing digital platforms to serve rural residents must comply with technical guidelines, standards, and regulations.

5. Implementation organization

a) Ministry of Information and Communications

- Directing telecommunications and information technology enterprises to proactively research and develop technologies to implement digital transformation in agriculture and rural areas;

- Urging and inspecting the development of infrastructure in localities according to national orientation, planning, and plans.

b) People's Committees of provinces and centrally-administered cities

- Developing and improving digital infrastructure systems in agricultural and rural development within their jurisdictions. This includes allocating funds and human resources to maintain and operate these systems after investment;

- Creating conditions for telecommunications and information technology enterprises to develop digital infrastructure;

- Selecting, promoting, and applying appropriate digital platforms to meet the essential needs of rural residents and to promote economic and social development within their jurisdictions;

- Inspecting and supervising the implementation work in their own localities;

- Summarizing and reporting on the results of task implementation.

Article 5. Strengthening the application of information technology in providing administrative public services

1. Objective: To strengthen the application of information technology in providing online information and public services by state agencies on the internet to serve the digital transformation of rural areas. In this regard, promote connectivity, sharing, and exploitation of data from databases at all levels; improve the quality of information provision and handling of administrative procedures in a transparent, convenient, personalized manner, reducing time and costs for handling administrative procedures.

2. Implementing entities: Localities participating in the Program.

3. Content of implementation

a) Providing online information and public services by state agencies on the internet.

- Develop channels for state agencies to provide information to the public, ensuring timely provision of information for state management to the public and disseminating useful information to the public to serve the construction of new rural areas;

- Develop channels for state agencies at all levels to provide online public services. Among these, focus on developing a provincial-level system for handling administrative procedures to receive, process, monitor, and evaluate the quality of implementation of administrative procedures, and provide online public services within the jurisdiction of people's committees at all levels.

b) Connectivity, sharing, and exploitation of data

Connect information systems serving the handling of administrative procedures with local and national databases to reduce paperwork for citizens and businesses when handling administrative procedures, ensuring that citizens only need to provide data once to state agencies.

4. Implementation Requirements

- The provision of online information and public services by state agencies on the internet shall comply with Decree No. 42/2022/NĐ-CP dated June 24, 2022 of the Government on the provision of online information and public services by state agencies on the internet and related guiding documents;

- The connectivity, sharing, and exploitation of data shall comply with Decree No. 47/2020/NĐ-CP dated April 9, 2020 of the Government on the management, connection, and sharing of digital data by state agencies and related guiding documents;

- Investment, procurement, and leasing of information technology services shall be carried out in accordance with the provisions of the Public Investment Law, the State Budget Law, Decree No. 73/2019/NĐ-CP dated September 5, 2019 of the Government, and related circulars;

5. Implementation organization

a) Ministry of Information and Communications

- Organize guidance and supervision of the implementation of the work of providing online information and public services by state agencies on the internet according to Decree No. 42/2022/NĐ-CP dated June 24, 2022 of the Government on the provision of online information and public services by state agencies on the internet;

- Organize guidance and supervision of the connectivity, sharing, and exploitation of data from databases at all levels according to Decree No. 47/2020/NĐ-CP dated April 9, 2020 of the Government on the management, connection, and sharing of digital data by state agencies;

b) People's Committees of provinces and centrally governed cities:

- Organize the implementation of building, maintaining, and operating synchronized and uninterrupted channels for providing information and online public services at all levels of local government;

- Manage, supervise, and improve the quality of information provision and online public services of subordinate agencies and units;

- Inspect and supervise the implementation of work at the local level;

- Summarizing and reporting on the results of task implementation.

Article 6. Implementing the task of training and providing knowledge and skills in digital technology and information security for village-level officials

1. Objectives

Ensure that the proportion of village-level officials receiving training and provision of knowledge and skills in digital technology and information security reaches at least 80% for ethnic minority and mountainous areas and islands; and at least 100% for other villages.

2. Subjects implementing the task

a) Implement the task in all villages; prioritize implementation for villages in ethnic minority and mountainous areas and islands according to the regulations of the competent authority;

b) Beneficiaries: Village-level officials working in villages.

3. Content and scale of implementation

a) Develop a framework program for training and providing knowledge and skills in digital technology; basic knowledge on information security; develop learning materials, e-learning courses, and electronic lectures to serve training and provision (including teaching content and questions for testing and evaluation);

b) Develop and improve a mass open online learning platform;

c) Organize training sessions:

- Form: Online through the platform;

- Duration of training: Not exceeding three days per session.

d) At the end of the training process, village-level officials will take tests to evaluate the quality and effectiveness achieved after the course, serving as a basis for determining the completion of targets.

4. Implementation organization

a) Ministry of Information and Communications

- Implementing the content prescribed in Point c, Clause 3 of this Article."

5. Amending and supplementing Clause 3, Article 7 as follows:

"3. Contents of the program to disseminate knowledge and enhance digital skills and information access capabilities for rural residents include:

- Inspect and supervise the implementation work.

b) People's Committees of provinces and centrally-administered cities

- Direct village-level officials under their management to participate in training and provision of knowledge and skills in digital technology and information security according to the Program;

Article 7. Popularizing knowledge, enhancing digital skills, and improving access capabilities to information for rural residents

1. Ensuring the goal that by 2025, the proportion of rural residents of working age who have been popularized with basic digital knowledge and skills in all villages reaches over 70%.

2. The subjects to be popularized with knowledge, enhanced digital skills, and improved access capabilities to information: All rural residents with needs and abilities to access and understand digital knowledge and skills, prioritizing those of working age, particularly focusing on popularizing knowledge and enhancing digital skills for cadres of political and social organizations, cooperative society cadres, non-professional village cadres, and teachers in primary and secondary schools within the commune to serve as core forces in organizing the dissemination of digital knowledge and skills to members of organizations and residents.

3. Contents of the program to popularize knowledge, enhance digital skills, and improve access capabilities to information for rural residents include:

a) Skills in exploiting and using mobile applications, digital platforms, and online services on the Internet, such as: how to set up and use e-commerce platforms, social networks, online learning, and other digital platforms; how to search, install, manage, and exchange information in a digital environment through websites, mobile applications, and digital platforms; guidance on using mobile banking and e-wallets for online payments;

b) Skills in using online public services, such as: introducing online public services, guiding access, account creation, exploitation, and use of online public services at levels 3 and 4 on the National Public Service Portal and local public service portals;

c) Basic knowledge about cybersecurity and skills in self-protection against cybersecurity risks for individuals; recognizing some forms of online fraud;

d) Basic knowledge and skills in using computers, such as: registering and using email; keyboard typing skills, using applications (such as Word, Excel, etc.), installing and using software; creating and arranging folders, etc.;

đ) Basic knowledge and skills about digital transformation, digital economy, and digital society, with a focus on contents related to the development of the digital economy and digital society in agriculture and rural areas;

e) Overview of contents related to rural residents in national programs, plans, and projects on promoting digital transformation, developing the digital economy, and digital society in agriculture and rural areas (including central and local plans);

g) Other basic digital knowledge and skills.

In addition to the above contents, based on actual conditions, localities supplement training content on information technology knowledge suitable for different groups according to actual conditions and needs.

4. Implementation contents

a) Developing and supplementing programs, lectures, and materials (printed and electronic) to popularize knowledge, enhance digital skills, and improve access capabilities to information for rural residents for the contents stipulated in Clause 3 of this Article, suitable for each group of beneficiaries specified in Clause 2 of this Article;

b) Developing and operating a technological platform or renting information technology services and equipment to serve the popularization of knowledge, enhancement of digital skills, and improvement of access capabilities to information for rural residents;

c) Organizing training sessions to popularize knowledge, enhance digital skills, and improve access capabilities to information for rural residents:

- Lecturers: People with a college degree or higher, familiar with the training program and materials, and capable of disseminating digital knowledge and skills to rural residents, suitable for the needs of each locality;

- Time and form of organizing the popularization of knowledge, enhancement of digital skills, and improvement of access capabilities to information for rural residents: Decided by localities based on actual needs and conditions.

At the end of each round of popularizing knowledge, enhancing digital skills, and improving access capabilities to information for rural residents, the organizing agency will organize inspections and evaluations of the quality and effectiveness achieved after the course to determine the completion of targets.

d) Organizing survey teams, inspections, and practical evaluations.

d) Establish reports; organize interim and final reviews of the work to disseminate knowledge, enhance digital skills, and improve information access capabilities for rural residents.

e) Set up a consultation hotline or virtual assistant to support and provide advice on digital skills information for rural residents.

5. Implementation organization

a) The Ministry of Information and Communications:

- Take the lead in organizing the development of program frameworks, materials, and model lectures (both print and electronic) to serve nationwide dissemination of knowledge, enhancement of digital skills, and improvement of information access capabilities for rural residents;

- Introduce, organize, guide, and disseminate programs and materials to localities;

- Develop and operate technological platforms or lease information technology services and equipment to serve online training and capacity building under the responsibility of the Ministry of Information and Communications;

- Organize surveys, inspections, and supervision of the implementation of tasks at localities;

- Summarize, establish reports; organize interim and final reviews of the work to disseminate knowledge, enhance digital skills, and improve information access capabilities for rural residents nationwide.

b) People's Committees of provinces and centrally governed cities: Direct specialized agencies under their jurisdiction to advise on the implementation of tasks:

- Guide and organize the implementation of tasks at the locality level:

+ Promote, disseminate, and mobilize to raise awareness among rural residents about participating in the dissemination of knowledge on enhancing digital skills and improving information access capabilities;

+ Organize classes to disseminate knowledge, enhance digital skills, and improve information access capabilities (face-to-face or online) for cadres of political-social organizations, cooperative cadres, non-professional village cadres, and teachers of local general education schools to serve as core forces in disseminating knowledge to members of organizations and residents;

+ Organize classes to disseminate knowledge, enhance digital skills, and improve information access capabilities (face-to-face or online) for rural residents, suitable to the needs of each locality;

- Allocate funds from the Program, local government budget matching funds, and mobilize other resources to implement tasks at the locality level according to current laws;

- Establish reports; organize interim and final reviews of the work to disseminate knowledge, enhance digital skills, and improve information access capabilities for rural residents at the locality level.

Article 8. Assigning Codes, Updating, Announcing, and Installing Address Signs for Each Household and Organization in Rural Areas Linked to the National Digital Map

1. Objective: By 2025, every household, organization, and historical site will be announced and have address signs assigned to each specific location.

2. Implementation Content

a) Build technical infrastructure systems for digital addresses to collect, create, assign codes, update the national digital address database linked to the digital map; implement management solutions for exploitation and use of digital addresses; ensure information security for the digital address platform and database;

b) Design digital address signs;

c) Announce digital addresses through various forms such as: written documents, text messages, emails, at conferences, directly with the owner of the digital address or the person currently exploiting or using the address;

d) Organize production and installation of digital address signs to each specific location suitable to the actual conditions of the locality and the needs of the address owner;

đ) Provide information and promote the development and use of the digital address platform and related contents concerning digital addresses;

e) Manage and supervise the implementation of the digital address platform and database.

3. Organization of Implementation

a) The Ministry of Information and Communications is responsible: To take the lead, guide, and direct the implementation of the contents at points a, b, đ, e of Clause 2 of this Article;

b) People's Committees of provinces and centrally governed cities are responsible:

Based on the guidance of the Ministry of Information and Communications, provincial people's committees direct, guide, and organize implementation at the local level:

- Coordinate in collecting and updating the national digital address database;

- Take the lead in implementing the contents at points c, d of Clause 2 of this Article;

- Provide information and promote, inspect, and supervise the work announcing, installing digital address signs for each household and organization, historical site.

c) Organizations, households, and individuals have the responsibility to cooperate in providing information for the construction of the national digital address database according to the guidance of competent state agencies; accept announcements of digital addresses, cooperate in installing digital address signs; safely maintain installed digital address signs.

Article 9. Establishment and Transfer of Implementation Plans for Information and Communication Content

1. The Ministry of Information and Communications shall establish plans to implement information and communication content in accordance with Articles 5 and 7 of the Decree, and transfer such plans to the agency in charge of the Program (in accordance with the tasks specified in Clause 1, Article 37 of Decree No. 27/2022/NĐ-CP).

2. Agencies in charge of the Program shall establish and transfer plans to implement information and communication targets and tasks over five years and annually when establishing and transferring implementation plans for the National Target Program in accordance with regulations; they shall be responsible for submitting reports to the Ministry of Information and Communications in the format attached to this Circular for consolidation and reporting to the agency in charge of the Program in accordance with regulations.

Article 10. Supervision and Evaluation of Implementation of Information and Communication Content

1. The Ministry of Information and Communications shall supervise the implementation of information and communication component contents of the Program in accordance with Clause 3, Article 30 of Decree No. 27/2022/NĐ-CP.

2. Agencies in charge of the Program shall supervise the implementation of information and communication component contents within their management scope in accordance with Clause 4, Article 30 of Decree No. 27/2022/NĐ-CP.

Article 11. Reporting on the Implementation of Information and Communication Content

1. Agencies in charge of the Program, agencies, and units directly implementing information and communication content shall be responsible for reporting to the Ministry of Information and Communications on the implementation of information and communication component contents annually, mid-term, ad hoc, and at the end of the five-year period in accordance with regulations.

2. The Ministry of Information and Communications shall consolidate and report to the agency in charge of the National Target Program for New Rural Development and relevant agencies in accordance with regulations.

Article 12. Implementation Organization

1. Ministries, sectors, and central agencies

The Ministry of Information and Communications shall take the lead and coordinate with the Ministry of Agriculture and Rural Development, the Ministry of Finance, the Ministry of Planning and Investment, and other relevant agencies to manage and implement the objectives and tasks of certain information and communication contents under the Program in accordance with the Management and Operation Regulations of National Target Programs and the guidance provided in this Circular, and in accordance with other related regulations.

2. People's Committees of provinces and centrally governed cities

a) Organize the implementation and report, inspect, and supervise the implementation of information and communication content under the Program at the local level within their authority and in compliance with the law;

b) Direct and assign the Department of Information and Communications to take the lead and coordinate with relevant agencies in advising on the organization and implementation, management, and execution of information and communication content of the Program; advise on managing, operating, and exploiting facilities formed from the implementation of these contents of the Program; take the lead and coordinate with relevant agencies in advising the provincial People's Committee to prepare reports on plans and the implementation status of plans for information and communication content at the local level, and submit them to the Ministry of Information and Communications and relevant agencies in accordance with regulations.

Article 13. Effective Date

This Circular takes effect from August 14, 2022.
