CIRCULAR
Repealing certain regulatory legal documents issued by the Governor of the State Bank of Vietnam
Pursuant to the Law on the State Bank of Vietnam dated June 16, 2010;
On the basis of Law Issuing regulatory legal documents dated 22 June 2015;
Based on the Law Amending and Supplementing Certain Provisions of the Law on Enactment of Legislative Acts dated June 18, 2020;
Pursuant to Decree No. 34/2016/NĐ-CP dated May 14, 2016 of the Government detailing some articles and implementing mechanisms for the Law on Issuing Regulatory Legal Documents;
Pursuant to Decree No. 154/2020/NĐ-CP dated December 31, 2020 of the Government amending and supplementing certain articles of Decree No. 34/2016/NĐ-CP dated May 14, 2016 of the Government detailing some provisions and measures for implementing the Law on Enacting Legal Normative Documents.
Pursuant to Decree No. 16/2017/NĐ-CP dated February 17, 2017 of the Government stipulating the functions, tasks, powers, and organizational structure of the State Bank of Vietnam;
At the proposal of the Director of the Legal Department;
The Governor of the State Bank of Vietnam issues this Circular to repeal certain regulatory legal documents issued by the Governor of the State Bank of Vietnam.
This Circular takes effect from January 25, 2026.
Repealing all regulatory legal documents issued by the Governor of the State Bank of Vietnam as follows:
1. Decision No. 1557/2001/QĐ-NHNN dated December 14, 2001 of the Governor of the State Bank of Vietnam on the issuance of the Circular on inter-bank electronic payment settlement.
2. Decision No. 1531/2004/QĐ-NHNN dated December 2, 2004 of the Governor of the State Bank of Vietnam promulgating regulations on accounting for basic construction investment operations of the State Bank of Vietnam.
3. Circular No. 02/2006/TT-NHNN dated April 12, 2006 of the Governor of the State Bank of Vietnam guiding the deposit of collateral at banks for enterprises engaged in job introduction activities.
4. Decision No. 17/2007/QĐ-NHNN dated April 20, 2007 of the Governor of the State Bank of Vietnam promulgating the Regulation on the operation of the Anti-Corruption and Crime Prevention Committee of the Banking Industry.
5. Circular No. 16/2010/TT-NHNN dated June 25, 2010 of the Governor of the State Bank of Vietnam guiding the implementation of Decree No. 10/2010/NĐ-CP dated February 12, 2010 of the Government on credit information activities.
6. Circular No. 13/2011/TT-NHNN dated May 31, 2011 of the Governor of the State Bank of Vietnam regulating the purchase and sale of foreign currency by economic groups and state-owned corporations.

Article 2. Effective Date
This Circular takes effect from August 15, 2022.
Article 3. Implementation Organization
The Director of the Office, Heads of Departments under the Legal Department, Heads of Units under the State Bank of Vietnam, Credit Organizations, and Branches of Foreign Banks are responsible for implementing this Circular./.
