CIRCULAR

Regulations on professional standards for vocational education teachers
Vocational education teachers

Pursuant to the Law on Vocational Education dated November 27, 2014;

Based on Decree No. 62/2022/NĐ-CP dated September 12, 2022 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Labor, Invalids, and Social Affairs;

Pursuant to Decree No. 15/2019/NĐ-CP dated February 1, 2019, of the Government detailing certain provisions and measures to implement the Law on Vocational Education;

Based on the proposal of the Director General of the General Department of Vocational Education;

The Minister of Labor - Invalids and Social Affairs issues this Circular to regulate the professional standards for vocational education teachers.

 

PART I

GENERAL PROVISIONS

Article 1. Scope of Regulation

This Circular regulates the professional standards for vocational education teachers.

Article 2. Applicability

1. This Circular applies to teachers teaching at the primary, intermediate, and college levels in vocational education institutions, vocational education activity institutions, vocational education and general education centers; other relevant agencies, organizations, and individuals.

2. This Circular does not apply to teachers teaching teacher training programs under the management authority of the Ministry of Education and Training; vocational education teachers at colleges and intermediate schools under the management authority of the Ministry of Public Security and the Ministry of National Defense; teachers teaching secondary school curricula in vocational education institutions, vocational education activity institutions, vocational education and general education centers.

Article 3. Purpose of regulating professional standards for vocational education teachers

1. To serve as a basis for vocational education teachers in vocational education institutions, vocational education activity institutions, vocational education and general education centers to self-assess their professional capabilities; develop and implement plans to enhance their professional capabilities to meet the requirements of educational reform in vocational education.

2. To serve as a basis for training and development institutions for vocational education teachers to build and develop training programs to standardize and develop the professional capabilities of vocational education teachers in vocational education institutions, vocational education activity institutions, vocational education and general education centers.

3. To serve as a basis for state management agencies to study, build, and implement systems and policies to support the standardization and development of the vocational education teacher workforce; select and utilize the teacher workforce in vocational education institutions, vocational education activity institutions, vocational education and general education centers.

Article 4. Definitions

In this Circular, the following terms are understood as follows:

1. Professional standards for vocational education teachers are a system of minimum criteria that teachers must achieve to serve as a basis for arranging teaching schedules; recruitment, utilization, and training and development of teachers.

2. Criteria are specific contents of the standards, reflecting the capabilities of teachers.

3. Evidence is documentation, materials, and objects cited to objectively confirm the level of achievement of the criteria.

4. Intermediate professional level is the level of education defined in point c, Clause 2, Article 4 of the 2005 Education Law.

5. Primary vocational level, intermediate vocational level, and college vocational level are levels of education defined in Article 6 of the 2006 Vocational Education Law.

6. Primary, intermediate, and college levels are levels of education defined in Clause 1, Article 3 of the 2014 Vocational Education Law.

7. Bachelor's degree is a credential of the national education system awarded to those who graduate from university as stipulated in Clause 2, Article 12 of the 2019 Education Law.

8. Engineer's degree is a specialized credential within the higher education system as stipulated in Clause 2, Article 15 of Government Decree No. 99/2019/NĐ-CP dated December 30, 2019 detailing and guiding the implementation of certain provisions of the Law Amending and Supplementing Certain Provisions of the Higher Education Law.

Chapter II

PROFESSIONAL STANDARDS

FOR COLLEGE LEVEL TEACHERS

Article 5. Criterion 1 on Educational Qualifications

1. The educational qualifications for teachers teaching at the college level shall be implemented in accordance with the provisions of Clause 3 and Clause 4, Article 54 of the Vocational Education Law.

2. The vocational skill certificate to teach practical courses at the college level is specified as follows:

a) Title of Outstanding Artisan, Outstanding Artist, Outstanding Medical Practitioner, Outstanding Teacher, or higher;

b) Bachelor's degree or higher in specialized fields; Engineer's degree;

c) Bachelor's degree or equivalent qualification or higher for the following fields or groups of fields: Arts (excluding fields such as Theory, History, and Criticism of Fine Arts; Theory, History, and Criticism of Theater; Theory, History, and Criticism of Film and Television; Theory, History, and Criticism of Dance); Physical Education and Sports (excluding the field of Management of Physical Education and Sports); Computer and Information Technology; Accounting; Hotel and Catering Services Management; Teacher Training (fields such as English Language Education, Russian Language Education, French Language Education, Chinese Language Education, German Language Education, Japanese Language Education, Korean Language Education; Physical Education; Sports Coaching); Languages, Literature, and Foreign Cultures;

d) College diploma, vocational college diploma; Certificate of vocational skills at the level of vocational college; Professional practice certificate or professional license as prescribed by law; Certificate of professional competence for seafarers according to the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW Convention);

e) National Vocational Skill Certificate Level 3; Certificate of outstanding performance in national vocational skills competitions; Recognition of Master Craftsmanship Level 5/7 or 4/6 or higher;

f) Certificate of Vocational Skills Level 4 of the National Qualification Framework (Niveau 4 DQR) of the Federal Republic of Germany; Certificate of Vocational Skills at the level of college or advanced college (Diploma, Advanced Diploma) of Australia; National Vocational Skill Certificate Level 3 (Level 3 as prescribed in the National Occupational Skill Standard) or higher of Malaysia;

g) Recognition of national, regional, or international awards; Recognition of training students who have won national, regional, or international awards in the field of vocational education;

h) Other certificates, diplomas, recognitions, titles as prescribed by law.

Article 6. Criterion 2 on Pedagogical Professional Qualifications

Possess one of the following proofs of pedagogical professional qualifications:

1. Bachelor's degree in teacher training; College of Education diploma, technical college of education diploma.

2. Certificate of pedagogical professional qualifications for teaching vocational college level, intermediate vocational college level; Certificate of pedagogical professional qualifications for teaching college level, intermediate college level; Certificate of vocational pedagogical professional qualifications; Certificate of pedagogical professional qualifications for teaching college level; Certificate of pedagogical professional development for university and college lecturers.

Article 7. Criterion 3 on Foreign Language Proficiency

Possess foreign language proficiency meeting the requirements for performing tasks as stipulated by the job position of vocational education lecturers teaching at the college level.

Article 8. Criterion 4 on Information Technology Application Competence

Possess information technology application competence meeting the requirements for performing tasks as stipulated by the job position of vocational education lecturers teaching at the college level.

Article 9. Criterion 5 on Learning and Training to Improve Competence

1. Participate in internships at enterprises or specialized agencies annually as prescribed.

2. Attend training courses and capacity building programs from the grassroots level upwards each academic year to enhance professional knowledge and skills; update occupational knowledge, skills, new technologies, digital transformation, teaching methods; improve research capabilities and correctly apply relevant legal documents related to their profession or field of instruction during the academic year.

Chapter III

PROFESSIONAL STANDARDS

FOR VOCATIONAL EDUCATION TEACHERS AT THE COLLEGE LEVEL

Article 10. Criterion 1 on Educational Qualifications

1. The educational qualifications of vocational education teachers at the college level shall be implemented according to the provisions of Clause 2 and Clause 4, Article 54 of the Vocational Education Law.

2. Occupational skill certificates for practical teaching at the college level are stipulated as follows:

a) Title of Outstanding Artisan, Outstanding Artist, Outstanding Medical Practitioner, Outstanding Teacher, or higher;

b) Bachelor's degree or higher in specialized fields; Engineer's degree;

c) A bachelor's degree or equivalent qualification or higher for the following groups of majors: Arts (excluding majors such as Art Theory, History, and Criticism; Theater Theory, History, and Criticism; Film and Television Theory, History, and Criticism; Dance Theory, History, and Criticism); Physical Education and Sports (excluding the major in Sports Management); Computer and Information Technology; Accounting; Hotel and Catering Management; Teacher Training (majors in English, Russian, French, Chinese, German, Japanese, Korean Language Education; Physical Education Education; Sports Coaching); Foreign Languages, Literature, and Culture;

d) A college diploma or vocational college diploma; Certificate of Professional Competence for Seafarers under the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW Convention); A secondary vocational school diploma for majors in the circus and variety arts fields; National Occupational Skill Certificate at the College Level; Professional Practice License or Permit as prescribed by law;

đ) National Occupational Skill Certificate Level 2; Outstanding Award in National Occupational Skills Competitions; Recognition of Craftsmanship Level 4/7 or 3/6 and above;

f) Certificate of Vocational Skills Level 4 of the National Qualification Framework (Niveau 4 DQR) of the Federal Republic of Germany; Certificate of Vocational Skills at the level of college or advanced college (Diploma, Advanced Diploma) of Australia; National Vocational Skill Certificate Level 3 (Level 3 as prescribed in the National Occupational Skill Standard) or higher of Malaysia;

g) National, regional, or international award recognition; Recognition of training students who have won national, regional, or international awards in vocational education;

h) Other certificates, diplomas, recognitions, titles as prescribed by law.

Article 11. Criterion 2 on Pedagogical Qualifications

Possess one of the following pedagogical qualifications:

1. Bachelor's degree in teacher training; College of Education diploma, technical college of education diploma.

2. Vocational Teaching Pedagogy Certificate; Vocational Teaching Pedagogy Certificate for Higher College and College Levels; Vocational Teaching Pedagogy Certificate for Secondary Vocational and Higher Vocational Levels; Level 2 Pedagogical Enhancement Certificate.

3. Vocational Teaching Pedagogy Certificate for College Level; Vocational Teaching Pedagogy Enhancement Certificate for Professional College Teachers and Above.

Article 12. Criterion 3 on Foreign Language Proficiency

Have foreign language proficiency meeting the requirements for performing tasks according to the job position requirements of vocational education teachers at the college level.

Article 13. Criterion 4 on Information Technology Application Capability

Have information technology application capability meeting the requirements for performing tasks according to the job position requirements of vocational education teachers at the college level.

Article 14. Criterion 5 on Learning and Professional Development

1. Participate in internships at enterprises or specialized agencies annually as prescribed.

2. Participate in training and professional development courses at the grassroots level or higher each academic year to enhance professional knowledge and skills; update occupational knowledge, skills, new technologies, digital transformation, and teaching methods during the academic year.

Chapter IV

PROFESSIONAL STANDARDS

OF PRIMARY EDUCATION TEACHERS

Article 15. Criterion 1 on Educational Qualifications

1. The educational qualifications of primary education teachers shall be implemented in accordance with Clause 1 of Article 54 of the Vocational Education Law.

2. Occupational skill certificates for teaching primary level are stipulated as follows:

a) A diploma from a specialized junior college or vocational junior college or higher;

b) Provincial or centrally-administered city artisan certification; National Occupational Skill Certificate Level 1; Craftsmanship Certification Level 3/7 or higher;

c) Driving license corresponding to or higher than the category of vehicle being taught, but not lower than Category B2 for driving instructors. Driving instructors for Categories B1 and B2 must have held their driving licenses for at least three years since issuance; driving instructors for Categories C, D, E, and F must have held their driving licenses for at least five years since issuance. They must also have completed training in practical driving instruction according to the program issued by the competent authority and obtained a Driving Instructor Certificate in accordance with regulations;

d) Occupational skill certificates for practical teaching as specified in Clause 2 of Article 5 and Clause 2 of Article 10 of this Circular;

đ) Other diplomas, certificates, certifications, titles in accordance with the provisions of the law.

Article 16. Criterion 2 on Vocational Pedagogical Qualifications

Possess one of the following pedagogical qualifications:

1. Bachelor's degree in teacher training; College of Education diploma, technical college of education diploma.

2. Vocational pedagogical certificate for primary vocational level teaching; Pedagogical vocational certificate for primary level; Pedagogical enhancement certificate Level 1 or higher.

3. Vocational pedagogical certificate.

Article 17. Criterion 3 on Foreign Language Proficiency

Possess foreign language proficiency meeting the requirements for performing tasks according to the job position requirements of vocational education teachers teaching primary level.

Article 18. Criterion 4 on Information Technology Application Competence

Possess information technology application competence meeting the requirements for performing tasks according to the job position requirements of vocational education teachers teaching primary level.

Article 19. Criterion 5 on Learning and Advanced Training

1. Participate in internships at enterprises or specialized agencies annually as prescribed.

2. Continuously engage in self-study and advanced training to enhance professional knowledge and skills; update occupational knowledge, skills, new technologies, digital transformation, and teaching methods during the academic year.

Chapter V

IMPLEMENTATION

Article 20. Responsibilities of the General Department of Vocational Education

1. Direct, guide, and inspect the implementation of professional standards for teachers in vocational education institutions, vocational education activity institutions, and vocational education and general education centers in accordance with the provisions of this Circular.

2. Compile annual reports on professional standards for vocational education teachers. Based on these reports, develop training and enhancement programs to standardize and improve the quality of the teacher workforce in vocational education institutions, vocational education activity institutions, and vocational education and general education centers.

3. Guide vocational education institutions, vocational education activity institutions, and vocational education and general education centers to implement professional standardization for vocational education teachers based on actual conditions in accordance with the provisions of this Circular.

Article 21. Responsibilities of Ministries, sectors, political-social organizations, People's Committees of provinces and centrally governed cities

1. Coordinate to direct, guide, and inspect the implementation of the provisions of this Circular for vocational education institutions, vocational education activity institutions, and vocational education and continuing education centers under their management authority.

2. Submit a consolidated report on the professional standards of vocational education teachers to the Ministry of Labor, Invalids and Social Affairs (through the General Department of Vocational Education) before August 31 each year according to Form No. 01 issued together with this Circular.

3. Direct the development and approval of training and upgrading plans for Ministries, sectors, and localities to standardize and improve the quality of the teaching staff in vocational education institutions, vocational education activity institutions, and vocational education and continuing education centers under their management authority.

4. Propose to the Ministry of Labor, Invalids and Social Affairs regarding certificates, diplomas, and other certifications meeting the standards of vocational skill levels required for practical teaching as stipulated in point h, Clause 2, Article 5, point h, Clause 2, Article 10, and point d, Clause 2, Article 15 of this Circular.

Article 22. Responsibilities of Departments of Labor, Invalids and Social Affairs

1. Advise the People's Committees of provinces and centrally governed cities to coordinate in directing and inspecting the implementation of professional standards of vocational education teachers in vocational education institutions, vocational education activity institutions, and vocational education and continuing education centers under their management authority according to the provisions of this Circular.

2. Compile annual reports on the professional standards of vocational education teachers according to Form No. 01 issued together with this Circular and report to the People's Committee of the province or centrally governed city.

3. Develop training and upgrading plans to standardize and improve the quality of the vocational education teaching staff in vocational education institutions, vocational education activity institutions, and vocational education and continuing education centers under their management authority, submit these plans to the People's Committee of the province or centrally governed city for approval in accordance with regulations.

Article 23. Responsibilities of vocational education institutions, vocational education activity institutions, and vocational education and continuing education centers

1. Determine the suitability of the professional qualifications and vocational skills of teachers with the subjects and trades they are assigned to teach. Arrange teaching assignments for teachers who meet the standards based on job position requirements, having diplomas in professional qualifications and vocational skill certificates for practical teaching that match the subjects and trades they are assigned to teach.

2. Regularly report on the professional standards of teachers to the immediate superior administrative body and the Department of Labor, Invalids and Social Affairs according to Form No. 02 issued together with this Circular or update into the vocational education database software as guided by the General Department of Vocational Education.

3. Based on the professional standards of vocational education teachers stipulated in this Circular, develop training and upgrading plans for vocational education institutions, vocational education activity institutions, and vocational education and continuing education centers to standardize and improve the quality of the teaching staff, submit these plans to the competent authority for approval annually.

Chapter VI

IMPLEMENTING PROVISIONS

Article 24. Effective Date

1. This Circular takes effect from June 25, 2024.

2. Circular No. 08/2017/TT-BLĐTBXH dated March 10, 2017 of the Minister of Labor, Invalids and Social Affairs prescribing professional standards for vocational education teachers; and Circular No. 21/2020/TT-BLĐTBXH dated December 30, 2020 of the Minister of Labor, Invalids and Social Affairs amending and supplementing certain articles of Circular No. 08/2017/TT-BLĐTBXH dated March 10, 2017 of the Minister of Labor, Invalids and Social Affairs prescribing professional standards for vocational education teachers shall cease to be effective from the date this Circular takes effect.

3. Repeal Article 4 of Circular No. 34/2018/TT-BLĐTBXH dated December 26, 2018 of the Minister of Labor, Invalids and Social Affairs promulgating the Circular amending and supplementing certain articles of Circular No. 42/2015/TT-BLĐTBXH dated October 20, 2015 on initial level training; Circular No. 43/2015/TT-BLĐTBXH dated October 20, 2015 on regular training; Circular No. 07/2017/TT-BLĐTBXH dated March 10, 2017 on working conditions for vocational education teachers; Circular No. 08/2017/TT-BLĐTBXH dated March 10, 2017 on professional standards for vocational education teachers; Circular No. 10/2017/TT-BLĐTBXH dated March 13, 2017 on graduation certificates for intermediate and higher vocational education; and Circular No. 31/2017/TT-BLĐTBXH dated December 28, 2017 on higher, intermediate, and initial level training through combined work and study programs.

During the implementation process, if any content is found to be inconsistent with reality, please report to the Ministry of Labor, Invalids and Social Affairs (through the General Department of Vocational Education) for timely adjustment, supplementation, and amendment.
