Issuing the list of state-managed telecommunications service markets and the list of telecommunications enterprises with dominant positions in the market for state-managed telecommunications service markets
Pursuant to the Law on Telecommunications dated November 24, 2023;
Pursuant to Decree No. 163/2024/NĐ-CP dated December 24, 2024 of the Government detailing certain provisions and implementing mechanisms of the Law on Telecommunications;
Pursuant to Decree No. 55/2025/NĐ-CP dated March 2, 2025 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Science and Technology;
At the proposal of the Director of the Telecommunications Department;
The Minister of Science and Technology issues this Circular on issuing the list of state-managed telecommunications service markets and the list of telecommunications enterprises with dominant positions in the market for state-managed telecommunications service markets.
Article 1. Scope of Regulation
This Circular issues the list of state-managed telecommunications service markets and the list of telecommunications enterprises with dominant positions in the market for state-managed telecommunications service markets.
Article 2. Applicability
1. State management agencies related to wholesale activities in telecommunications and management of telecommunications service prices.
2. Telecommunications enterprises.
Article 3. List of state-managed telecommunications service markets
1. Telecommunications services on fixed terrestrial networks:
Internet access service.
2. Telecommunications services on mobile terrestrial networks:
a) Voice service.
b) Internet access service.
Article 4. List of enterprises with dominant positions in the market for state-managed telecommunications service markets
1. Telecommunications services on fixed terrestrial networks:
Internet access service:
Vietnam Military Industry and Telecommunication Group;
Vietnam Post and Telecommunication Group.
2. Telecommunications services on mobile terrestrial networks:
a) Voice service:
Vietnam Military Industry and Telecommunication Group;
Vietnam Post and Telecommunication Group;
MobiFone Corporation.
b) Internet access service:
Vietnam Military Industry and Telecommunication Group;
Vietnam Post and Telecommunication Group;
MobiFone Corporation.
Article 5. Effectiveness and implementation
1. This Circular takes effect from July 20, 2025 and replaces Circular No. 18/2012/TT-BTTTT dated November 15, 2012 of the Minister of Information and Communications on the list of telecommunications enterprises, groups of telecommunications enterprises with dominant positions in important telecommunications services and Circular No. 15/2015/TT-BTTTT dated June 15, 2015 of the Minister of Information and Communications amending certain provisions of Circular No. 18/2012/TT-BTTTT dated November 15, 2012 of the Minister of Information and Communications on the list of telecommunications enterprises, groups of telecommunications enterprises with dominant positions in important telecommunications services.
2. The Director of the Telecommunications Department shall be responsible for monitoring changes in criteria based on Article 6 and Article 7 of Decree No. 163/2024/NĐ-CP dated December 24, 2024 of the Government detailing certain provisions and measures to implement the Law on Telecommunications and promptly propose the Minister of Science and Technology to amend and supplement the list of state-managed telecommunications service markets and the list of telecommunications enterprises with dominant positions in the market for state-managed telecommunications service markets.
3. The Head of the Office, the Director of the Telecommunications Department, the Heads of agencies and units under the Ministry, the Directors of Provincial Departments of Science and Technology, the Chairmen, General Directors, and Directors of telecommunications enterprises and relevant agencies, organizations, and individuals are responsible for implementing this Circular.
