Regular Meeting of the Government in February 2015

THE GOVERNMENT
Based on the Law on the Organization of the Government dated December 25, 2001;
Pursuant to Decree No. 08/2012/NĐ-CP dated February 16, 2012 of the Government promulgating the Operational Regulations of the Government;
Based on the discussions of the members of the Government and the conclusions of the Prime Minister at the meeting in February 2015, organized on March 2, 2015,
RESOLUTION:
1. On the economic and social situation in February and the first two months of 2015; the implementation of Resolution No. 01/NQ-CP dated January 3, 2015 of the Government on tasks and key solutions for guiding and managing the implementation of the socio-economic development plan and state budget estimate for 2015
The Government unanimously assesses that all levels, sectors, localities, mass organizations, and enterprises have actively implemented the resolutions of the Communist Party Central Committee, the National Assembly, and the Government on socio-economic development tasks; while strictly implementing the directives of the Communist Party Central Committee Secretariat, the Government, and the Prime Minister regarding the organization of the Lunar New Year Festival in 2015. In the first two months of the year, the socio-economic situation has achieved many positive results. The traditional festival took place in a joyful, warm, healthy, safe, and frugal atmosphere. Macroeconomic stability was maintained, consumer price index decreased, total demand increased. Industrial production and agriculture continued to develop. The service sector developed quite well. Domestic and international tourist arrivals increased. Official Development Assistance (ODA) and Foreign Direct Investment (FDI) disbursements increased; investment attraction showed positive signals, the number of newly established businesses increased. Social welfare policies for those who contributed to the revolution, families of policy beneficiaries, ethnic minorities, border residents, islanders, people in special difficult areas, poor households... were promptly and practically implemented. Cultural, artistic, sports, and information and propaganda activities were lively and diverse. Health care for the people, preventive health care, and food safety assurance were strengthened. National defense, security, public order, and territorial sovereignty were maintained. Diplomatic work achieved important results.
However, adverse weather conditions have affected the progress of rice planting in northern provinces. The illegal logging, forest fires, environmental pollution, and social crimes continue to be complex. Some places still retain backward customs in organizing festivals. Traffic accidents in the first two months of the year decreased in all three criteria, but during the nine-day Tet holiday, the number of deaths increased significantly.
The Government requests ministries, sectors, and localities to urgently and decisively direct and implement effectively the tasks and solutions set out in Resolution No. 01/NQ-CP dated January 3, 2015 of the Government on main tasks and solutions for guiding and managing the implementation of the socio-economic development plan and state budget estimate for 2015; Resolution No. 04/NQ-CP dated February 4, 2015 of the Government on the regular meeting of the Government in January 2015; Directive No. 269/CĐ-TTg dated February 24, 2015 of the Prime Minister on urging the implementation of tasks after the Lunar New Year holiday in 2015, striving to achieve and exceed the targets and indicators set in the plan, with a focus on the following key tasks:
- Each ministry, sector, and locality needs to continue to take specific and practical measures to remove difficulties, create the most favorable environment for business production and investment; focusing on reviewing and perfecting the institutional framework of the market economy, administrative reform in tax, customs, social insurance, land, construction, electricity access, business establishment, bankruptcy... Enhancing the effectiveness of coordination among state management agencies in implementing the overall restructuring program of the economy and the restructuring programs of industries and fields that have been approved, especially accelerating the restructuring process of state-owned enterprises in the 2014-2015 period, concentrating on shareholding, divestment from non-core businesses, and improving the efficiency of enterprise operations.
- The State Bank of Vietnam continues to proactively and flexibly manage monetary policy, closely coordinating with fiscal policy to ensure macroeconomic stability, support production and exports, and promote economic growth. Prioritize credit capital to promote effective production and business. Continue to accelerate the restructuring of the banking system, resolutely reorganize weak credit institutions; strive to reduce bad debts below 3% by the end of 2015. Coordinate with the Ministries of Finance, Planning and Investment, and Transport to study and propose a credit package for infrastructure investment in transportation.
- The Ministry of Planning and Investment shall take the lead and coordinate with relevant ministries, agencies, and localities to effectively implement the Law on Public Investment. Promote cooperation under the Public-Private Partnership (PPP) model and other forms of investment not using state funds to maximize resources for socio-economic development. Take the lead and coordinate with the Ministry of Finance and the State Bank of Vietnam to study and propose additional matching funds for ODA projects, report to the Prime Minister in March 2015; promptly report to the Prime Minister for consideration and submission to the Standing Committee of the National Assembly on supplementing the ODA and matching fund plan for 2015 to meet the project implementation schedule.
- The Ministry of Finance shall effectively implement the task of state budget revenue collection; strengthen revenue management, exploitation, and strict implementation of measures to prevent revenue loss, transfer pricing, and tax evasion; manage state budget expenditure strictly according to the assigned budget, minimizing supplementary adjustments outside the budget. Coordinate with relevant ministries, sectors, and localities to strictly implement price management of essential goods and goods managed by the state under a market mechanism with state control. Strengthen guidance and coordination among functional forces to implement measures to combat smuggling, fake goods, and commercial fraud.
- The Ministry of Industry and Trade shall implement comprehensive measures to promote exports; develop market solutions, trade promotion, maximize existing markets, develop new potential markets for exporting high-value-added and high-revenue products. It shall take the lead and coordinate with relevant ministries, agencies, and localities to expand the distribution system for E5 gasoline while strictly controlling quality to protect consumer rights.
- The Ministry of Transport shall direct the acceleration of construction progress, completion, and operation of key transportation projects. Strictly enforce traffic safety measures, especially at festival sites; direct and inspect transport business activities, particularly compliance with technical safety requirements, vehicle load limits, and service quality of transport means; cooperate with competent authorities to handle violations severely.
- The Ministry of Agriculture and Rural Development shall take the lead and coordinate with relevant ministries, agencies, and localities to organize the implementation of temporary rice and grain purchases according to the Prime Minister's decision, ensuring set requirements; guide localities in crop and livestock structure adjustment; expand intercropping models on less efficient paddy fields; focus on producing high-quality variety rice suitable for market demand. Vigorously implement the National Target Program on New Rural Areas Construction. Direct the implementation of disease prevention and control measures for livestock and crops. Strengthen forest protection, fire prevention, and forest development work.
- The Ministry of Natural Resources and Environment shall strengthen inspection and supervision of enterprises in implementing environmental protection regulations in energy-intensive and resource-intensive investment projects. Firmly deal with facilities causing serious environmental pollution.
- The Ministry of Education and Training shall continue to focus on effectively implementing the Resolution of the 8th Plenum of the 11th Central Committee and Government Resolution No. 44/NQ-CP dated June 9, 2014 on fundamental and comprehensive educational reform to meet industrialization and modernization requirements under the socialist-oriented market economy and international integration. Organize guidance for the effective implementation of the High School Graduation Examination Regulations and university admissions for the year 2015.
- The Ministry of Health shall concentrate on directing the implementation of Government Resolution No. 93/NQ-CP dated December 15, 2014 on certain mechanisms and policies for health development. Accelerate the implementation of financial, investment, and human resource autonomy mechanisms for hospitals. Improve healthcare quality, enhance the transfer of scientific and technological advancements in diagnosis and treatment. Continue to effectively implement the Hospital Overload Reduction Project and the universal health insurance roadmap. Strengthen preventive health work, proactively respond to prevent disease spread. Vigorously conduct inspections and ensure food safety, prevent food poisoning, monitor food safety, especially at tourism businesses and festivals.
- The Ministry of Culture, Sports and Tourism and relevant ministries, sectors, and localities shall vigorously implement the Prime Minister's Directive No. 229/CĐ-TTg dated February 12, 2015 on festival management and organization; strengthen inspections, detect, and handle negative behaviors at festivals and tourist spots seriously. Effectively implement Government Resolution No. 92/NQ-CP dated December 8, 2014 on certain measures to promote Vietnam's tourism development in the new period.
- The Ministry of Labor, Invalids and Social Affairs shall continue to implement social security policies effectively, implement the National Target Program on Sustainable Poverty Reduction efficiently. Coordinate with localities to ensure sufficient labor supply for production and business operations of enterprises, especially in industrial zones; grasp the living conditions of the people during the lean season to provide timely assistance and prevent hunger.
- The Ministry of Home Affairs shall coordinate with relevant ministries, sectors, and localities to continue vigorously implement the Overall Administrative Reform Program of the State, focusing on administrative procedure reform linked to enhanced inspection and supervision. Continue to effectively implement the Project to Promote Civil Service System Reform. Determine and announce the 2014 Administrative Reform Index of ministries, agencies, and localities. Urgently complete job position determination and civil servant grade structure, job position and vocational title standards for public servants. Study practical models of administrative service centers in some localities, propose expansion plans, report to the Prime Minister.
- The Ministry of Defense and the Ministry of Public Security shall continue to cooperate in building a people's defense posture throughout the country closely tied to a secure people's security posture in key areas; strengthen situation awareness, actively implement preventive measures, combat, and promptly stop all subversive activities, ensuring national defense and security, maintaining social order and safety in all situations. The Ministry of Public Security shall continue to implement the plan to attack and suppress criminal activities; implement fire prevention measures, especially at festival sites; strengthen inspections and strictly handle violations of motorcycle helmet usage, driving under the influence, and overloading passengers. Coordinate with the Ministry of Agriculture and Rural Development to investigate and severely punish the use of banned chemicals in agricultural product production and preservation.
- The Ministry of Foreign Affairs shall coordinate with relevant ministries and sectors to actively implement the Government Action Program to implement the Resolution of the 11th Party Central Committee's 22nd Plenum dated April 10, 2013 on international integration. Further intensify partnerships, especially with ASEAN neighboring countries, strategic partners, comprehensive partners, and major powers, deepening and enhancing effectiveness. Strengthen diplomatic activities serving economic and social development.
- The Ministry of Information and Communications directs news agencies and press organizations to intensify information and propaganda activities celebrating national holidays and the Party Congresses at all levels, strengthen the promotion of exemplary individuals and good deeds, traditional cultural values; encourage the spirit of diligent labor production; inspire and mobilize the people to unite and resolutely achieve success in the task of economic and social development in 2015.
2. Regarding the draft Resolution of the Government on continuing to implement key tasks and solutions to improve the business environment and enhance the country's competitiveness in 2015
In recent times, many ministries, agencies, and localities have actively implemented Resolution No. 19/NQ-CP dated March 18, 2014 of the Government on key tasks and solutions to improve the business environment and enhance the country's competitiveness, and have achieved initial results. However, there are still many shortcomings, obstacles, and inconveniences for businesses and citizens in the legal system, policy mechanisms, administrative procedures, and enforcement of public duties. To further improve the investment and business environment and enhance the country's competitiveness, the Government basically agrees with the content of the draft Resolution on continuing to implement key tasks and solutions to improve the business environment and enhance the country's competitiveness.
The Government Office is assigned to lead, in coordination with the Ministry of Planning and Investment and relevant agencies, to incorporate the opinions of Government members, perfect the draft Resolution, and submit it to the Prime Minister for signature and issuance in March 2015.
3. Regarding the Law project on fees and charges
The Ministry of Finance is assigned to lead, in coordination with the Ministry of Justice, the Government Office, and relevant agencies, to incorporate the opinions of Government members, revise, and perfect the Law project on fees and charges. The Minister of Finance, acting on behalf of the Prime Minister, will present this Law project to the National Assembly.
4. Regarding the Criminal Code (amended) project
The Ministry of Justice is assigned to lead, in coordination with the Government Office and relevant agencies, to incorporate the opinions of Government members and related agencies, study, revise, and perfect the Criminal Code (amended) project, especially the specific offenses section, report to the Prime Minister for consideration and decision before presenting the Law project to the National Assembly.
5. Regarding the report of the Ministry of Justice on revising the Law project on promulgating legal documents
The Government agrees to maintain the scope of regulation and revert to the name of the Law project as the Law on Promulgating Legal Normative Documents as proposed by the Ministry of Justice. The Minister of Justice, acting on behalf of the Prime Minister, will present the content above to the Standing Committee of the National Assembly.
6. Regarding the Law project on meteorology and hydrology
The Ministry of Natural Resources and Environment is assigned to lead, in coordination with the Ministry of Justice, the Government Office, and relevant agencies, to incorporate the opinions of Government members, revise, and perfect the Law project on meteorology and hydrology. The Minister of Natural Resources and Environment, acting on behalf of the Prime Minister, will present this Law project to the National Assembly.
