Pursuant to the Law on Legislative Regulatory Documents as amended and supplemented by the Law Amending and Supplementing Certain Provisions of the Law on Legislative Regulatory Documents dated December 16, 2002;
Pursuant to Resolution No. 1014/2006/NQ-UBTVQH11 dated April 5, 2006 of the Standing Committee of the National Assembly regarding the termination of the effectiveness of the Ordinance on Public Welfare Labor Obligations;

THE MINISTER OF FINANCE
Pursuant to Resolution No. 02/2007/NQ-CP dated January 12, 2007 of the Government regarding the termination of the effectiveness of Decree No. 81/2000/NĐ-CP dated December 29, 2000 of the Government detailing the implementation of certain provisions of the Ordinance on Public Welfare Labor Obligations;
Pursuant to Decree No. 77/2003/NĐ-CP dated July 1, 2003 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Finance;
Terminate the effectiveness of Decision No. 86/2001/QD-BTC dated September 12, 2001 of the Minister of Finance on the issuance of the Regulations on Managing and Using the Public Welfare Labor Day Fund from January 1, 2007.
The amount of money collected into the Public Welfare Labor Day Fund up to December 31, 2006 but not yet used must be remitted to the State budget; the Public Welfare Labor Day Fund in cash under which level of management shall be remitted to that level's budget. The settlement of the Public Welfare Labor Day Fund in cash shall be carried out in accordance with the provisions of the State Budget Law and guiding documents.
