THE MINISTER OF THE MINISTRY OF HOME AFFAIRS
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to Decree No. 48/2008/NĐ-CP dated April 17, 2008 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Home Affairs;
Pursuant to Decision No. 129/2007/QĐ-TTg dated August 2, 2007 of the Prime Minister on the issuance of the Code of Conduct for Public Offices in administrative state agencies;
Considering the proposal of the Director of the Civil Servant - Public Official Department.
DECISION:
Article 1. This Decision stipulates the model of card and the management and use of cards for cadres, civil servants, and public officials.

1. Persons recruited to work in state administrative agencies.
2. Persons recruited to work in state-owned public service units.
3. Cadres, civil servants of communes, wards, and towns.
Article 3. General provisions on cards for cadres, civil servants, and public officials
1. The card for cadres, civil servants, and public officials is a tool to identify and determine the position and title of each cadre, civil servant, and public official within the agency, organization, or unit.
2. The card for cadres, civil servants, and public officials must include the name of the managing and using agency, organization, or unit; photograph, surname and given name, position or job title of the cadre, civil servant, or public official; card number.
3. The card for cadres, civil servants, and public officials can be made of paper or plastic material. It is encouraged that agencies, organizations, and units use magnetic cards or electronic chip cards to enhance usage efficiency.
Article 4. Model of card for cadres, civil servants, and public officials
The card is rectangular, with a width of 50mm and length of 90mm, both sides of the card are printed with the following information criteria identically:
1. Name of the central ministry, provincial-level agency, or equivalent superior agency or the superior agency directly using cadres, civil servants, and public officials (printed in the first row): uppercase letters in Times New Roman font, size 14 (according to the Vietnamese standard code TCVN-6909/2001), bold, light yellow color printed on a blue background.
2. Name of the agency, organization, or unit directly using cadres, civil servants, and public officials (printed in the second row): uppercase letters in Times New Roman font, size 14 (according to the Vietnamese standard code TCVN-6909/2001), bold, light yellow color printed on a blue background.
3. Surname and given name of the cadre, civil servant, or public official (printed in the third row): uppercase letters in Times New Roman font, size 16 (according to the Vietnamese standard code TCVN-6909/2001), bold, black color printed on a white background.
4. Position of the cadre, civil servant, or public official (printed in the fourth row): uppercase letters in Times New Roman font, size 12 (according to the Vietnamese standard code TCVN-6909/2001), bold, black color printed on a white background. For those who do not hold leadership positions, their current job titles should be recorded.
5. Card number for cadres, civil servants, and public officials according to the guidelines of the Ministry of Home Affairs (printed in the fifth row): uppercase letters in Times New Roman font, size 14 (according to the Vietnamese standard code TCVN-6909/2001), bold, red color printed on a white background. Pending new regulations on card numbers for cadres, civil servants, and public officials, the current temporary application is the identification number of the civil servant card according to the guidance in Circular No. 152/TCCP-VC dated May 5, 1994 of the Government Organizational Structure - Civil Service Department (now the Ministry of Home Affairs) on the guidance for making certificates and cards for civil servants.
6. A color photograph measuring 3 x 4 cm of the person receiving the card located at the lower left corner of the card.
7. The National Emblem printed in color according to the regulation located at the upper left corner of the card.
Article 5. Position for Wearing Identification Cards of Civil Servants and Public Officials
1. The identification card of civil servants and public officials shall be worn on the chest using a strap or pin.
2. The distance from the chin to the upper edge of the identification card of civil servants and public officials shall be 200 - 300mm.
Article 6. Regulations on Wearing Identification Cards of Civil Servants and Public Officials
1. Civil servants and public officials must wear their identification cards when performing tasks and official duties.
2. In cases where civil servants and public officials implement security measures according to specific regulations, they are not required to follow the wearing regulations stipulated in this Decision.
Article 7. Responsibilities of Heads of Ministries, Provincial-level Departments, or Equivalent Authorities or Higher Authorities Directly Using Civil Servants and Public Officials in Managing Identification Cards
1. Directly manage the identification cards of civil servants and public officials according to the分级授权管理权限。
2. Review and process applications for issuance, replacement of identification cards for civil servants and public officials to be used in performing tasks and official duties.
3. Reclaim identification cards of civil servants and public officials in the following situations:
a. Lending out identification cards or receiving identification cards that were issued in violation of the law;
b. Resigning or being dismissed due to disciplinary violations;
c. Changing workplaces, job positions, or job titles.
4. The issuing authority has the responsibility to reclaim identification cards, cut corners, or punch holes in them so that they cannot be used again.
Article 8. Responsibilities of Civil Servants and Public Officials in Managing and Using Identification Cards
1. Civil servants and public officials have the responsibility to manage and use identification cards in accordance with the provisions of this Decision. They are strictly prohibited from lending out identification cards under any circumstances.
2. If civil servants and public officials lose or damage their identification cards, they must report and explain to the competent authority managing the identification cards; at the same time, they should request a new or replacement identification card.
3. Civil servants and public officials who are transferred, rotated, or seconded to other agencies, organizations, or units must return their identification cards to the original agency, organization, or unit; at the same time, they should request the new agency, organization, or unit to issue a new identification card for use.
4. Civil servants and public officials who change their job positions or job titles should request the agency, organization, or unit to issue a new identification card.
5. When retiring, civil servants and public officials may retain their identification cards after the managing agency, organization, or unit has cut corners or punched holes in them.
Article 9. Handling Violations
Civil servants and public officials who have been issued identification cards but fail to manage and use them in accordance with the provisions of Article 8 of this Decision will be subject to disciplinary action depending on the nature and severity of the violation as stipulated by law.
Article 10. Implementation Organization
1. Responsibilities of the Ministry of Home Affairs:
a. Guide the issuance and distribution of identification cards for civil servants and public officials;
b. Establish and distribute national identification card numbers for civil servants and public officials;
c. Inspect and audit the management and use of identification cards for civil servants and public officials in ministries, sectors, and provincial people's committees.
2. Responsibilities of Ministries, Agencies Equivalent to Ministries, Government Agencies, and Provincial People's Committees:
a. Organize the issuance and distribution of identification cards for civil servants and public officials within their jurisdiction according to the model specified in this Decision. For newly recruited or accepted civil servants and public officials, the issuance of identification cards shall not exceed 30 days from the date of their recruitment or acceptance decision;
b. Supervise and urge the implementation of the wearing regulations for civil servants and public officials within their jurisdiction.
3. Responsibilities of Personnel Departments (or Bureaus) of Central Ministries and Departments and Provincial Departments of Home Affairs in advising Ministers, Heads of Agencies Equivalent to Ministries, Heads of Government Agencies, and Chairmen of Provincial People's Committees to organize the implementation of regulations on wearing identification cards for civil servants and public officials within their respective jurisdictions as follows:
a. Organize the issuance and distribution of identification cards for civil servants and public officials in administrative agencies, state-owned enterprises, and village-level civil servants;
b. Guide, inspect, and audit the management and use of identification cards for civil servants and public officials within their jurisdiction of ministries, sectors, and provincial people's committees.
c. Summarize and report to Ministers, Heads of Agencies Equivalent to Ministries, Heads of Government Agencies, or Chairmen of Provincial People's Committees on the implementation of regulations on the management and use of identification cards for civil servants and public officials. At the same time, send to the Ministry of Home Affairs for consolidation and reporting to the Prime Minister.
Article 11. Effective Date
This Decision takes effect 15 days after its publication in the Official Gazette. During the implementation period, if there are any issues, please reflect them to the Ministry of Home Affairs for research, adjustment, and supplementation to ensure compliance.
Article 12. Responsibility for Implementation
The Minister, Heads of Ministries equivalent to Ministries, Heads of agencies under the Government, Chairpersons of People's Committees of provinces and centrally governed cities are responsible for implementing this Decision./.
