Pursuant to the Law on Organization of the Government dated December 25, 2001;

Considering the proposal of the Ministry of Transport (report No. 7874/BGTVT-KHĐT dated November 9, 2010) on the Master Plan for Transport Development in the Southern Key Economic Region until 2020 and with a vision to 2030,

DECISION:

Article 1. Approving the Master Plan for Transport Development in the Southern Key Economic Region until 2020 and with a vision to 2030, with the main contents as follows:

I. DEVELOPMENT PERSPECTIVE

1. The Master Plan for Transport Development in the Southern Key Economic Region shall be consistent with the orientation of economic and social development in the region; national transport development strategies and plans of relevant localities.

2. Focus on developing transport with strong breakthroughs to create a foundation for accelerating the pace of economic and social development, meeting the requirements of being at the forefront in the process of industrialization and modernization, attracting foreign investment and international integration, consolidating national defense and security, and sustainable development.

3. Develop transport based on maximizing the advantages of the region as a central and strategic gateway by sea and air; ensuring connectivity between different modes of transport, regions within the country, and between Ho Chi Minh City and other provinces in the region.

4. Pay attention to maintenance work to fully exploit the capacity of existing infrastructure. Focus on investing in important and urgent projects that play a driving role in economic development, prioritizing projects to address congestion and regional connectivity.

5. Develop transport with high quality and reasonable prices; focus on developing transport service industries; develop multimodal transport and logistics services; use energy-efficient and clean energy vehicles to minimize environmental impact.

6. Concentrate on solving congestion in urban areas, especially in Ho Chi Minh City; pay attention to developing local transport, particularly rural transport and areas with difficult conditions.

7. Mobilize domestic and foreign resources to the maximum extent; encourage all economic sectors to participate in investment in transport development through various forms.

8. Rapidly develop and improve the quality of human resources; promote research and application of new technologies and materials.

9. Allocate appropriate land for developing transport infrastructure; strengthen traffic safety management; control and reduce traffic accidents; proactively respond effectively to climate change.

 II. DEVELOPMENT OBJECTIVES

1. Development objectives until 2020

a) Regarding transport: meet the demand for transport with increasingly high quality, reasonable prices, ensuring safety and convenience; develop multimodal transport and logistics services; prioritize the development of public passenger transport by rail and bus in cities, especially in Ho Chi Minh City; control and reduce the increase in traffic accidents and negative impacts on the environment during transport operations.

The volume of passenger transport will reach about 1.3 billion to 1.4 billion passengers per year with 80 million to 81 million passenger-kilometers, with an average annual growth rate of 8% to 9%, including approximately 25 million passengers passing through airports.

The volume of cargo transport will reach about 500 million to 550 million tons per year with 450 million to 460 million ton-kilometers, with an average annual growth rate of 7% to 8%, including approximately 265 million to 305 million tons of cargo passing through seaports (containers from 12 to 17.9 million TEUs).

b) Regarding transport infrastructure:

Upgrading the technical level of the existing national highway system; accelerate the construction of expressways, striving to complete about 580 kilometers of expressways by 2020; upgrade the technical level of provincial roads and open new necessary routes; continue to develop rural transport, with 80% of rural roads being hardened.

Complete the upgrading and renovation of the North-South railway line and the Ho Chi Minh City terminal area; construct railways connecting to major seaports and economic zones; open new railway lines connecting intra-regional and Mekong Delta areas; study and invest in constructing a high-speed North-South railway at an appropriate time.

Gradually upgrade and expand the port system to meet cargo throughput in each period; focus on building deep-water ports in the Vung Tau, Dong Nai, and Ho Chi Minh City port clusters; complete the relocation of Saigon River ports; build cruise ship terminals for international cruise ships; develop ports on islands to meet development needs and ensure national defense and security. Study and improve the channel system to facilitate ship entry and exit and synchronize with port scale.

Upgrade and deepen investments in inland waterway transport routes; upgrade and invest deeply in river ports. Convert the functions of some cargo ports to suit urban planning to serve passenger transport and tourism.

Upgrade existing airports to meet demands in each period; complete the first phase of Long Thanh International Airport construction and put it into operation.

Accelerate the progress of key construction projects to address congestion and urban development. For Ho Chi Minh City, focus on developing transport infrastructure to serve large-scale passenger transport, ring roads, elevated roads, and static traffic systems according to planning. Other cities and towns should complete their planning and gradually develop transport infrastructure to serve public passenger transport to meet needs.

II. DEVELOPMENT ORIENTATION UNTIL 2030

Meeting the transport and transport service needs of society with high quality, reaching international standards, reasonable costs, competitive, fast, and safe; facilitating convenient connections between different modes of transport, among provinces and cities in the region with the rest of the country and internationally.

Basically completing and modernizing the network of transport infrastructure. Continuing to develop transport infrastructure projects according to planning.

III. DEVELOPMENT PLANNING

1. Transport Development Planning

Organizing rational transport on several main corridors:

- Ho Chi Minh City Corridor - Northern Direction: serves as a national and international corridor connecting the region with the north. Short-distance passenger and cargo transport is mainly handled by regional road and rail; long-distance passenger and cargo transport is primarily carried out by air, sea, and North-South railway.

- Ho Chi Minh City Corridor - Mekong Delta: serves as a regional and national corridor. Inland waterway transport plays the main role in cargo transportation, followed by road transport. Road transport plays the main role in passenger transportation, followed by rail and inland waterway transport.

- Ho Chi Minh City Corridor - Ba Ria-Vung Tau: serves as a regional and international corridor connecting to the international seaport and coastal tourism center of the region. Waterway transport plays the main role in cargo transportation, followed by road and rail transport. Road transport plays the main role in passenger transportation, followed by rail and inland waterway transport.

- Ho Chi Minh City Corridor - Loc Ninh-Cambodia: serves as a national and international corridor. Road transport plays the main role in cargo and passenger transportation, followed by rail transport.

- Ho Chi Minh City Corridor - Mo Cay-Cambodia: serves as a national and international corridor located on the Asian Highway network. Road transport plays the main role in cargo and passenger transportation, followed by inland waterway transport.

- Ho Chi Minh City Corridor - Central Highlands: serves as a national and regional corridor. Road transport plays the main role in cargo and passenger transportation, followed by air transport.

2. Planning for the development of transportation infrastructure

a) Roads

Expressway axes:

- East-North-South Expressway: 1,941 km in length, approximately 257.7 km within the region. Among them: the Binh Thuan-Dau Giay section is about 50 km long, with a scale of 4-6 lanes; the Dau Giay-Long Thanh-Ho Chi Minh City section is 55 km long, with a scale of 6-8 lanes; the Ben Luc-Long Thanh (Southern Regional Expressway) section is about 58 km long, with a scale of 6-8 lanes; the Ho Chi Minh City-Trung Luong section is 61.9 km long, including 40 km of expressway and 21.9 km of connecting roads, with a scale of 8 lanes (4 lanes were put into operation in 2010); the Trung Luong-My Thuan section is 54 km long, with a scale of 4 lanes.

- Bien Hoa-Vung Tau Expressway: 78 km in length, with a scale of 6 lanes. - Ho Chi Minh City-Thua Thien Hue-Chon Thanh Expressway: 69 km in length, with a scale of 6-8 lanes.

- Ho Chi Minh City-Moc Bai Expressway: 55 km in length, with a scale of 4-6 lanes.

- Dau Giay-Dalat Expressway: 189 km in length, with approximately 70 km within the region, with a scale of 4 lanes.

- West-North-South Expressway: part of the Ho Chi Minh City Expressway (Phase 3), approximately 261 km within the region, with a scale of 4-6 lanes.

Main National Routes:

- National Route 1: approximately 229.5 km within the region. Among them: the northern section of Ho Chi Minh City is 78 km long, maintaining Class III standards, with a scale of 2 lanes; constructing the Bien Hoa bypass section, 17.5 km long, with a scale of 4 lanes; the Vung Tau Junction to Station II section is 8 km long, with a scale of 6-8 lanes; the Station II to Go Dua Intersection section is 7 km long, with a scale of 6 lanes; the Go Dua Junction to An Lac section, overlapping with Ring Road 2 of Ho Chi Minh City, is an urban Class I road. The southwestern section of Ho Chi Minh City is approximately 115.2 km long, completed and expanded to meet Class II standards, with a scale of 4 lanes. Constructing the Cai Lay town bypass section, 12 km long, with a scale of 4 lanes.

- National Route 50: from Ho Chi Minh City to the junction with National Route 1 at Km 88+600 (Tien Giang Province), 88.6 km long, meeting Class III standards, with a scale of 2 lanes.

- National Route 51: from Bien Hoa (Dong Nai Province) to Vung Tau (Ba Ria-Vung Tau Province), 73.6 km long, completed and expanded to meet Class I standards, with a scale of 6 lanes.

- National Route 55: from Ba Ria Town (Ba Ria-Vung Tau Province) to Bao Loc (Lam Dong Province), 53.3 km long within the region, completed and expanded to meet Class III standards, with a scale of 2 lanes.

- National Route 56: from Tan Phong (Dong Nai Province) to Ba Ria (Ba Ria-Vung Tau Province), 51 km long, maintaining Class III standards, with a scale of 2 lanes.

- National Route 22: from Ho Chi Minh City to Moc Bai (Tay Ninh Province), 58.2 km long, maintaining standards from Class II to Class I, with a scale of 4-6 lanes.

- National Route 22B: from Go Dau to Xa Mat (Tay Ninh Province), 84 km long, completed and expanded to meet standards from Class III to Class II, with a scale of 2-4 lanes.

- National Route 13: from Ho Chi Minh City to Hoa Lu Border Gate (Binh Phuoc Province), 143 km long, including: the Thu Dau Mot-Binh Phuoc Junction section maintains Class I standards, with a scale of 6 lanes; completing and expanding the Binh Cat-Loc Tan section to meet Class II standards, with a scale of 4-6 lanes; the Loc Tan-Hoa Lu Border Gate section according to the planning of the border economic zone.

- National Route 20: from Dau Giay (Dong Nai Province) to Dalat (Lam Dong Province), 268 km long. The section within the region from National Route 1 (Dau Giay Junction in Dong Nai Province) to the Lam Dong Province boundary is 76 km long, basically maintaining Class III standards, with a scale of 2 lanes.

- National Route 1K: from Vuon Mit Junction (km 0) to the Trans-Asia Highway (Ho Chi Minh City), 12 km long, maintaining urban Class I standards.

- National Route 30: 9 km long within the region, completed and expanded to meet Class II standards, with a scale of 4 lanes. Constructing a new section from An Huu Junction connecting National Route 1 and the expressway, 9 km long, meeting Class II standards, with a scale of 4 lanes.

- National Route 60: 3.38 km long within the My Tho City area, completed and expanded to meet Class III standards, with a scale of 2 lanes.

- National Route 62: from Tan An Town to Moc Hoa Border Gate, 77 km long, completed and expanded to meet Class III standards, with a scale of 2 lanes.

- Ho Chi Minh City Route (National Route 14 and N2 Line): approximately 280 km long within the region, focusing initially on opening and upgrading sections such as Tan Canh-Chon Thanh, Chon Thanh-Duc Hoa, My An-Vam Cong, meeting Class III standards, with a scale of 2 lanes, completing the route and gradually building sections according to expressway standards in line with approved planning and funding capacity.

Ring Road of Ho Chi Minh City:

- Ring Road 3: from the intersection of the Southern Regional Expressway (Nhon Trach) - Tan Van Junction - Ring Road (Biên Hòa City) - Bung Town (Binh Duong Province) - northern part of Hoc Mon Town - Thanh Nien Street (along An Ha Canal, near Nhi Xuan Farm, Le Minh Xuan Farm) - Ho Chi Minh City - Trung Luong Expressway connecting to Cho Dem Intersection (Binh Chanh District), with a length of 89.3 km, construction scale of 6 - 8 lanes.

- Ring Road 4: from Phu My Urban Area (intersection with Bien Hoa - Vung Tau Expressway) - Trang Bom (National Highway 1) - Thu Bien Bridge (across Dong Nai River) - Ben Cat - Phu Thuan Bridge (across Sai Gon River) - Cu Chi (National Highway 22) - Hau Nghia Town - Hoa Khanh - parallel to Provincial Route 380 (Ho Chi Minh City) - Ben Luc (Ho Chi Minh City - Trung Luong Expressway - Long Hiep Industrial Zone (National Highway 1) - National Highway 50 - Hiep Phuoc Port Industrial Zone, with a length of 196.5 km, construction scale of 6 - 8 lanes.

Functional trunk roads:

- Border road corridor (extension of National Highway 14C and N1 route): complete construction and upgrade to at least meet Class IV road standards, with a scale of 2 lanes, where the extension of National Highway 14C runs through approximately 332 km across three provinces of Binh Phuoc, Tay Ninh, and Long An; the N1 route starts from Bu Gia Map (border of Dak Nong Province) - Loc Tam Junction - Loc Thinh - Minh Duc - Ka Tum - Tan Thanh - Long Thanh - intersecting with N1 route (Long An Province) and the N1 route is about 105 km long from Long An to the border of Dong Thap Province.

- Coastal road: within the region, it is 197 km long, from Ba Ria - Vung Tau Province - Ho Chi Minh City - Tien Giang Province based on existing road systems: the non-connected route due to large river mouths is interrupted in Ho Chi Minh City and Tien Giang Province including: through Ba Ria - Vung Tau Province: from Binh Chau to the Southern Regional Expressway (based on National Highway 51, urban routes, Provincial Route 965, port link roads... totaling 140.5 km, meeting at least Class IV and urban road standards; through Ho Chi Minh City: from Hung Thanh to Dong Hoa (coastal road), 12.5 km long, meeting urban road standards; through Tien Giang Province (section 1): from My Xuan (National Highway 50) to Nghia Chi, 33 km long, meeting at least Class IV road standards (newly constructed based on some district and commune roads); section 2: newly opened from Ba Lam ferry station to Ba Tu ferry station, 9 km long, meeting at least Class IV road standards.

- Cai Me - Thi Vai Port Link Road: from Cai Me Container Port Complex (Tan Thanh District, Ba Ria - Vung Tau Province) to Phuoc An Port (Long Thanh District, Dong Nai Province), 21.3 km long, construction scale of 6 lanes.

- Dong Nai Port Link Road: from Ong Keo Industrial Zone (at Rach Cha La Lon) to Viet Thuan Thanh Combined Port (Nhon Trach District, Dong Nai Province), 15.2 km long, construction scale of 4 - 6 lanes.

- My Phuoc - Tan Van Road: from My Phuoc to Tan Van (Binh Duong Province), 26.7 km long, construction scale of 6 lanes.

- Go Gang - Long Son Road: from Go Gang Island to Long Son Island (Ba Ria - Vung Tau Province), 4.962 km long, construction scale of 4 lanes and Cha Va Bridge, 1.152 m long.

On all national highways passing through urban areas, gradually widen sections through urban areas and densely populated residential areas in accordance with approved planning; construct bypass sections in necessary cities; consider upgrading some provincial roads to national highways in line with actual needs and criteria specified in the Road Traffic Law.

b) Railways

Renovation of existing railway lines:

North-South Railway: within the region, it is 110 km long. Upgrade, complete, and modernize to meet Class I railway standards before 2020.

New railway lines to be constructed:

- Ho Chi Minh City Hub Railway: from Trang Bom to Binh Trieu, 48 km long, avoiding Bien Hoa to the south; Western Ring Road (An Binh - Tan Kien), 31 km long, double track, 1.435 mm gauge, electrified; elevated section from Binh Trieu to Hoa Hung - Tan Kien, 16 km long, double track, 1.435 mm gauge, electrified.

- High-speed railway Bien Hoa - Vung Tau: 79 km long, double track, 1.435 mm gauge, electrified, connected to Ben Binh - Sao Mai and Thi Vai - Cai Me port clusters.

- Study for new high-speed railway Ho Chi Minh City - Can Tho: 191.3 km long, within the region, it is about 65 km long, double track, 1.435 mm gauge, electrified.

- Study for new high-speed railway Di An - Loc Ninh and connection to Cambodia to connect countries in the ASEAN region, 128.5 km long; planned to build Class I single track, considering future development to double track.

- Study for new railway lines into ports in the Ho Chi Minh City, Dong Nai, and Ba Ria - Vung Tau regions: Thi Vai - Cai Me, Ben Dinh - Sao Mai, approximately 15 km long; into Hiep Phuoc Port, approximately 35 km long.

- Study for new high-speed North-South railway when there is demand and funding at an appropriate time, with double track, 1.435 mm gauge, electrified. Planned to build the Nha Trang - Ho Chi Minh City section first, within the region, it is about 74 km long.

- Study for new inter-regional railway lines in Ho Chi Minh City: Tan Thoi Hiep - Trang Bang, 33 km long and Thu Thiem - Nhon Trach - Long Thanh Airport, 30 km long, double track, 1.435 mm gauge, electrified.

- Form a metro rail network in Ho Chi Minh City and develop intra-urban and suburban passenger rail lines in Ho Chi Minh City.

c) Sea Transport

Ports

- Vung Tau Port (Ba Ria - Vung Tau): international gateway port, national composite port, type IA, consisting of main berthing areas:

Cai Me - Sao Mai - Ben Dinh Berthing Area: main berthing area of the port, mainly handling container cargo for export and import on distant sea routes for ships of 80,000 ÷ 100,000 DWT (6,000 ÷ 8,000 TEUs), capacity of 55 ÷ 60 million tons/year by 2015 and 75 ÷ 80 million tons/year by 2020.

Phu My - My Xuan Berthing Area: mainly handling general cargo and containers for ships of 50,000 ÷ 80,000 DWT (4,000 ÷ 6,000 TEUs), capacity of 20 ÷ 25 million tons/year by 2015 and 25 ÷ 30 million tons/year by 2020, with some specialized berths serving industrial and river service facilities.

Long Son Terminal Area: primary function is for the exclusive use of the integrated oil refinery complex with a buoy terminal for crude oil tankers up to 300,000 DWT; berths for tankers from 30,000 to 50,000 DWT for importing other raw materials and exporting products; capacity of 20 to 22 million tons/year by 2015 and 28 to 30 million tons/year by 2020; the eastern coast area reserved for building a general cargo terminal serving long-term development of the region.

Dinh River Terminal Area: specialized for serving oil and gas exploitation, offshore drilling rig construction and repair, and local integration, berths for vessels from 5,000 to 30,000 tons, capacity of 3.5 to 3.8 million tons/year by 2015 and 4.5 to 5 million tons/year by 2020.

Passenger Terminal at Sao Mai - Ben Dinh: main port for receiving international cruise ships up to 100,000 GRT for the entire region.

- Ho Chi Minh City Port: national comprehensive port, regional hub, type I, consisting of functional terminal areas:

The Hiep Phuoc Terminal Area (on Sai Gon River) is the main terminal area of the port, mainly handling general cargo including containers for vessels up to 50,000 DWT (4,000 TEUs), capacity of 18 to 20 million tons/year by 2015 and 45 to 50 million tons/year by 2020; some specialized berths for vessels from 20,000 to 30,000 DWT directly serving industrial facilities.

The Cat Lai Terminal Area (on Dong Nai River) is the main container terminal area of the port in the near term for vessels from 20,000 to 30,000 DWT.

The terminal area on Sai Gon River, Nha Be: relocated and converted according to Decision No. 791/QD-TTg dated August 12, 2005 of the Prime Minister, renovated and upgraded (without expansion) the terminals on Nha Be River for vessels up to 30,000 DWT; new passenger ship terminal built at Phu Thuan (downstream of Phu My Bridge) for vessels up to 50,000 GRT; part of the Khanh Hoi terminal converted to a domestic passenger terminal and maritime service center.

- Dong Nai Port: national comprehensive port, regional hub, type I, consisting of main terminal areas:

The Phuoc An, Go Dau Terminal Area (on Thi Vai River) is the main terminal area of the port, mainly handling general cargo for vessels up to 60,000 DWT (Phuoc An, My Xuan area), 30,000 DWT (Go Dau area), capacity of 6.5 to 8 million tons/year by 2015 and 15 to 18 million tons/year by 2020; some specialized berths for industrial facilities along the river.

The Phu Huu, Nhon Trach Terminal Area (on Dong Nai River, Nha Be, Long Tau) is a specialized terminal area, with some general cargo berths for vessels from 10,000 to 30,000 DWT, capacity of 4.5 to 6 million tons/year by 2015 and 10 to 12 million tons/year by 2020.

- Can Giooc (Long An), Go Cong (Tien Giang) Terminal Areas on Sai Gon River: common functions are satellite terminals of the regional hub port of Ho Chi Minh City, including general and specialized cargo berths for vessels from 20,000 to 50,000 DWT and 70,000 DWT with draft reduction, capacity of 2 to 2.5 million tons/year by 2015 and 5 to 6 million tons/year by 2020; construction progress aligns with specific development requirements of the province and adjacent industrial zones.

- Some specialized satellite terminals: for major ports such as specialized passenger and cargo vessel berths from 5,000 to 10,000 DWT at Con Dao, Tien Giang Port on Tien River, and small satellite general cargo ports on branches of Sai Gon River, Long Tau, Dong Nai, Tien River...

Port channels

- Long Tau Channel through Ganh Rai Bay: improve some sharp bends, maintain the depth of the Long Tau channel for vessels up to 30,000 DWT.

- Sai Gon River Channel: dredge and upgrade the Sai Gon River channel from sea to Binh Khanh for vessels up to 50,000 DWT and 4,000 TEUs, improve some sharp bends, maintain the depth of the Long Tau channel for vessels up to 30,000 DWT; currently the channel bottom depth is -12.0m.

- Thi Vai - Cai Mep Channel: dredge and upgrade the channel section from sea to Ben Dinh - Sao Mai Terminal Area for vessels up to 100,000 DWT and container vessels up to 8,000 TEUs; into Cai Mep Terminal Area for vessels up to 80,000 DWT and container vessels up to 6,000 TEUs; currently the channel bottom depth is -14.0m, then -16.0m. Upgrade the channel section of Thi Vai River to Phuoc An - Dong Nai Terminal Area for vessels up to 60,000 DWT and container vessels up to 4,000 TEUs; into Go Dau Terminal Area for vessels up to 30,000 DWT; currently the channel bottom depth is -12.0m.

- Dinh River Channel: complete the system of buoys and marine navigation signals in a modern direction to ensure safe vessel navigation.

- Tien River Channel through Tiny and Ham Luong Gates: regular dredging combined with engineering works and moving navigational aids for vessels up to 5,000 DWT during high tide.

Inland Container Ports

- Northeastern area of Ho Chi Minh City: construct inland container ports with a throughput capacity of approximately 6 million TEUs/year, serving goods mainly passing through the Ba Ria - Vung Tau and Ho Chi Minh City port clusters.

- Southwest area of Ho Chi Minh City: form inland container ports with a throughput capacity of approximately 1.7 million TEUs/year, serving goods mainly passing through the Ho Chi Minh City, Ba Ria - Vung Tau, and Tien Giang ports.

d) Inland Waterways

River vessel routes

- Sai Gon - Kien Luong Route (via Sa Dec - Lap Vo Canal): total route length 320 km, of which the section within the region is 122 km, reaching Class III technical standards for inland waterways.

- Sai Gon - Kien Luong Route (via Thap Muoi Canal): total route length 288 km, of which the section within the region is 76 km. Upgrade and renovate the route to reach Class III technical standards for inland waterways.

- Sai Gon - Ca Mau Route (via Xa No Canal): total route length 336 km, of which the section within the region is 102 km, reaching Class III technical standards for inland waterways.

- Sai Gon - Ben Keo (Tay Ninh) Route: 170 km long, planned overall upgrade to reach Class III technical standards for inland waterways.

- Sai Gon - Ben Suc Route: 90 km long, ensuring the route reaches Class III technical standards for inland waterways.

- Sai Gon Port - Moc Hoa (Long An) Route: maintain current class, ensuring Class III technical standards for inland waterways.

- Sai Gon Port - Hieu Lien (Dong Nai River) Route: 90 km long. Continue removing submerged rocks and clearing obstacles on the channel, replacing bridges with insufficient clearance for the planned river class; reach Class III technical standards for inland waterways.

- Cho Gao Canal Route: 28.5 km long from Dong Nai River to Tien River (Tien Giang Province). Complete upgrading and dredging to reach Class II technical standards for inland waterways.

- Upgrade and renovate other river routes: Moc Hoa - Ha Tien to Class IV; Phuoc Xuyen Canal - Canal 28 to Class III technical standards for inland waterways.

- Establishing coastal transport routes: Ho Chi Minh City - Ca Mau and Vung Tau - Thi Vai - Mekong Delta Plain.

Inland waterway ports

Upgrading three ports in the Ho Chi Minh City area: Phu Dinh port, Nhon Duc port, and Long Binh port, capable of receiving ships up to 3,000 DWT, with a capacity of 1.5 million tons/year by 2020.

Constructing the new Tan An port (Long An) for ships ranging from 500 to 5,000 DWT.

Investing in depth, upgrading existing local inland waterway ports for ships ranging from 500 to 1,000 DWT, constructing and upgrading some passenger ports for ships with 100 to 250 seats.

d) Air transport

- International airport Tan Son Nhat: continue to maintain and develop, reaching Category 4E, with a capacity of 25 million passengers/year and 350,000 tons/year of cargo.

- International airport Long Thanh: constructing and putting into operation phase 1 including two runways; one terminal module (capacity of 25 to 30 million passengers/year), apron system, aircraft parking areas, and other supporting facilities. Continuing investment in expansion phases to replace the role of international airport Tan Son Nhat and become the largest international airport in the South, reaching Category 4F with a total capacity of 80 to 100 million passengers/year.

- Domestic airport Con Son: upgrading to reach Category 4C, with a capacity of 500,000 passengers/year and 2,000 tons/year of cargo.

- Domestic airport Vung Tau: reaching Category 3C, with a capacity of 100,000 passengers/year and 500 tons/year of cargo, mainly for aircraft serving tourism and oil exploitation. Studying the construction of Go Gang airport as a replacement.

e) Urban and local transportation

Developing urban and local transportation according to approved planning.

3. Priority projects.

Priority projects are those aimed at resolving congestion, meeting the requirements of integrated infrastructure transportation network connectivity, serving as a driving force for regional development, and requiring investment during the period of 2011-2015.

4. Estimated land fund

The estimated land fund allocated for the national infrastructure transportation system in the Southern Key Economic Region includes roads, railways, airports, seaports, river ports, terminals, and wharves (excluding urban and local transportation) will be approximately 120,000 hectares by 2020, accounting for 4% of the region's area.

IV. MAJOR SOLUTIONS AND POLICIES

1. Solutions and policies for transportation development

- Creating a fair business environment among economic sectors, encouraging all economic sectors to participate in transportation services.

- Organizing efficient transportation and improving service quality; prioritizing container transportation, multimodal transportation, and logistics services to reasonably regulate between different modes of transportation; organizing transportation hubs, especially in the Ho Chi Minh City area, reducing the number of transfer vehicles entering the city center causing traffic congestion.

- Prioritizing urban passenger transportation, particularly large-scale transportation, while controlling the development of individual vehicles.

- Innovating transportation means, technology, and equipment using clean energy, energy-saving, safe, and environmentally friendly technologies.

2. Solutions and policies for infrastructure transportation development

- Improving the investment environment, creating favorable conditions to strongly attract international capital.

- Mobilizing all resources maximally, focusing on internal resources to create favorable conditions to attract domestic and foreign investment from various economic sectors through multiple forms: state budget (including ODA), bond issuance, build-operate-transfer (BOT); public-private partnership (PPP), business operation rights transfer, land fund utilization, and related services... to invest in developing transportation infrastructure.

- Applying advanced new technologies and materials in building transportation infrastructure.

- During the period until 2015, focusing on investing in transportation infrastructure to enhance regional connectivity, intermodal transportation connectivity, and address traffic congestion.

- Strengthening management and maintenance of transportation infrastructure systems, allocating appropriate funds for maintenance work, and promptly forming a road maintenance fund.

3. Solutions and policies to ensure traffic safety

- Actively and comprehensively implementing solutions to reduce traffic accidents. Enhancing understanding and awareness of traffic laws, while strictly handling traffic law violations.

- Conducting traffic safety assessments for all upgraded and newly constructed projects, strengthening the application of advanced traffic control technologies.

- Upgrading the quality of training, examination, and management of drivers for transportation development, as well as vehicle inspection quality.

4. Solutions and policies for environmental protection

- Strictly managing transportation development projects from the planning stage to be synchronized with ecological zone planning and natural conservation areas. If there are environmental issues, it is necessary to evaluate whether to construct transportation infrastructure and if so, determine measures to protect natural and social environments, minimizing damage to ecosystems and living environments to the lowest extent possible.

- Using advanced techniques and technologies in the construction of transportation projects; planting greenery along roads to reduce dust and noise.

- Controlling the quality of vehicles and fuels, reducing environmental pollution; encouraging the use of clean vehicles and fuels.

- Proactively responding effectively to climate change impacts on transportation infrastructure.

Article 2. Implementation

1. The Ministry of Transport shall take the lead, coordinate with relevant ministries, sectors, and provincial people's committees in the region to organize management and implementation of the planning. During the implementation process, timely review and evaluation should be conducted to make adjustments and supplements to meet practical needs.

2. Direct the ministries, sectors, provinces, centrally governed cities within the region to conduct reviews and adjust planning schemes in accordance with the regional transportation development master plan, while coordinating with the Ministry of Transport, other ministries, sectors, and localities during the implementation of the planning scheme to ensure its synchronized deployment, creating an interconnected and integrated transportation system to enhance the overall network capacity.

Article 3. This Decision takes effect from March 10, 2011.

Article 4. THE MINISTERS, HEADS OF GOVERNMENT-LEVEL MINISTRIES, HEADS OF GOVERNMENT-LEVEL AGENCIES, AND CHAIRMEN OF PROVINCE AND CITY PEOPLE'S COMMITTEES DIRECTLY UNDER THE CENTRAL GOVERNMENT SHALL BE RESPONSIBLE FOR ENFORCING THIS DECISION./.
