CIRCULAR
Issuing the List of sectors and industries of production and processing with wastewater containing heavy metals for environmental protection fees on wastewater
The Prime Minister issues this Decision amending and supplementing certain provisions of the Regulation on Response Activities to Oil Spill Incidents issued together with Decision No. 02/2013/QĐ-TTg dated January 14, 2013 of the Prime Minister.
Pursuant to Decree No. 21/2013/NĐ-CP dated March 4, 2013, promulgated by the Government, stipulating the functions, tasks, powers, and organizational structure of the Ministry of Natural Resources and Environment;
WHEREAS, Decree No. 25/2013/ND-CP dated March 29, 2013 of the Government on environmental protection fees for wastewater;
Considering the proposal of the General Director of the Environment Administration, the Head of the Legal Department,
The Minister of Natural Resources and Environment issues the List of sectors and industries of production and processing with wastewater containing heavy metals for environmental protection fees on wastewater.
Article 1. Issuing the List of sectors and industries of production and processing with wastewater containing heavy metals
1. Leather processing, leather recycling.
2. Coal mining; mining and processing metallic minerals.
3. Textile dyeing, yarn dyeing.
4. Chemical production.
5. Mechanical engineering, metallurgy, metalworking, machinery manufacturing, spare parts.
6. Production of electronic components, equipment, electricity, electronics.
7. Metal recycling; recycling of metallurgical waste, other industrial waste.
8. Ship dismantling, ship cleaning and washing.
9. Industrial wastewater treatment systems (receiving wastewater from facilities in the sectors and industries listed herein).
Article 2. Implementation
1. This Circular takes effect from July 1, 2013.
2. The Ministry of Natural Resources and Environment instructs the Environment Administration to guide, inspect, monitor, and urge the implementation of this Circular.
3. Ministries, ministerial-level agencies, government agencies, People's Committees at all levels, and related organizations and individuals shall be responsible for implementing this Circular.
4. During the implementation process, if any difficulties arise, agencies, organizations, and individuals are requested to promptly report to the Ministry of Natural Resources and Environment for consideration, guidance, amendment, and supplementation as appropriate./.
