Decision No. 06/2020/QD-TTg stipulates the organization and management of international conferences and seminars in Vietnam. The Prime Minister issues this Decision on organizing and managing international conferences and seminars in Vietnam.
PART I
GENERAL PROVISIONS
Article 1. Scope of Regulation and Applicability
2. Applicability:
This Decision stipulates the organization and management of international conferences and seminars in Vietnam.
International press conferences are not within the scope regulated by this Decision.

a) This Decision applies to Vietnamese and foreign agencies and organizations organizing international conferences and seminars on Vietnamese territory and agencies participating in the management of such conferences and seminars;
b) The organization of international conferences and seminars by the Vietnam Fatherland Front, the General Confederation of Labor of Vietnam, the Vietnam Farmers' Association, the Communist Youth Union of Ho Chi Minh, the Vietnam Women's Union, and the Vietnam Veterans' Association shall be carried out in accordance with the regulations of the Party.
Article 2. Interpretation of Terms
1. "International conference, seminar" means a conference or seminar with foreign elements organized in person on Vietnamese territory, or through online means with at least one endpoint located on Vietnamese territory, including:
a) Conferences and seminars organized by Vietnamese agencies and organizations with participation or sponsorship from abroad;
b) Conferences and seminars organized by foreign organizations.
2. "Organizing entity" refers to Vietnamese agencies and organizations and foreign organizations that organize international conferences and seminars.
3. "Vietnamese agency or organization" includes agencies and organizations established under Vietnamese law under the jurisdiction of the Government, central administrative state agencies, and local authorities.
4. "Foreign organization" includes foreign agencies and organizations permitted by competent authorities to operate on Vietnamese territory.
5. "Competent authority" refers to the person authorized to decide on permitting or submitting to the Prime Minister for permission to organize international conferences and seminars, including:
a) Ministers, heads of ministries equivalent to ministers, and heads of government agencies;
b) Chairpersons of provincial People's Committees and municipal People's Committees directly under the central government.
Chapter II
SPECIFIC PROVISIONS
Article 3. Authority to permit the organization of international conferences and seminars
1. The Prime Minister permits the organization of international conferences and seminars in the following cases:
a) International conferences and seminars attended by heads of state or high-ranking officials at the ministerial level or equivalent from countries, territories, or international organizations;
b) International conferences and seminars with topics and contents related to national sovereignty, security, defense, ethnicity, religion, human rights, or matters classified as state secrets under laws on protecting state secrets.
2. Competent authorities decide on the organization of international conferences and seminars by their own agencies or localities and permit the following entities to organize international conferences and seminars in cases not covered by Clause 1 of this Article:
a) Agencies and units directly under the competent authority;
b) Vietnamese and foreign agencies and organizations permitted by the competent authority to operate, except as provided in point c of this clause;
c) For social funds, charitable foundations established in accordance with Vietnamese law, the competent authority is the head of the state management agency over the industry or field of operation of the social fund or charitable foundation as specified in the list issued by the Ministry of Home Affairs.
Article 4. Procedure for requesting permission and organizing international conferences and seminars
1. Requesting permission to organize international conferences and seminars:
a) The organizing unit shall submit complete application files for permission to organize international conferences and seminars to the authority with jurisdiction at least 40 days prior for international conferences and seminars under the jurisdiction of the Prime Minister, and at least 30 days prior for those under other authorities' jurisdiction.
The application file includes:
- A letter requesting permission to organize;
- An organization plan according to Form 01 attached hereto;
- Relevant opinions from related agencies as required by other laws;
- A document agreeing to host the international conference or seminar (if applicable).
b) For programs, projects, or non-project activities that have been approved but lack an organization plan according to Form 01 attached to this Decision or where the approving agency is not the authority stipulated in this Decision, the organizing unit must follow the procedure specified in Clause 1 of Article 4 before organizing the international conference or seminar.
2. After being granted permission by the authority, the organizing unit shall be responsible for the following:
a) Conducting the international conference or seminar according to the approved content and organization plan; complying with current financial regulations;
b) Being responsible for the content of all documents, reports, presentations, materials, and data issued before, during, and after the conference or seminar, and ensuring compliance with state secrets protection regulations;
c) Reporting to the authority within 15 days after the conclusion of the conference or seminar on the results of the organization, and simultaneously sending a copy to the Ministry of Foreign Affairs for conferences and seminars under the Prime Minister's jurisdiction for consolidation (Form 02 attached).
Article 5. Procedure for reviewing and granting permission to organize international conferences and seminars
1. For international conferences and seminars under the Prime Minister's jurisdiction, the authority shall be responsible for the following:
a) Seeking written opinions from the Ministry of Foreign Affairs; the Ministry of Public Security; and relevant agencies and localities. Agencies and localities providing opinions shall respond in writing within 15 days from receipt of the request;
b) Submitting to the Prime Minister for consideration and decision;
c) Responding in writing to the organizing unit, and simultaneously sending copies to the Ministry of Foreign Affairs, the Ministry of Public Security, and relevant agencies and localities for coordinated management.
2. For international conferences and seminars under the jurisdiction of other authorities, the authority shall be responsible for the following:
a) Seeking written opinions from relevant agencies and localities. Agencies and localities providing opinions shall respond in writing within 15 days from receipt of the request;
b) Responding in writing to the organizing unit, and simultaneously sending copies to relevant agencies and localities for coordinated management.
Article 6. Hosting international conferences and seminars
1. If the organizing unit needs to seek approval to host an international conference or seminar, the organizing unit and the authority with jurisdiction shall follow the procedures and jurisdiction specified in Articles 3 and 5 of this Decision to seek hosting approval.
2. The application for approval should include reasons, objectives, topics, expected participants, and anticipated funding sources.
3. After obtaining approval from the authority, the organizing unit shall be responsible for developing an organization plan and applying for permission to organize the international conference or seminar according to Article 4 of this Decision.
Article 7. Responsibilities for Managing International Conferences and Seminars
1. The Minister of Foreign Affairs shall be responsible for state management of international conferences and seminars nationwide.
2. The Ministers, Heads of ministerial-level agencies, Heads of government agencies, Chairpersons of provincial people's committees under central cities shall have the responsibility to:
a) Adhere to the procedures for receiving and reviewing applications to organize international conferences and seminars as stipulated in Articles 3, 4, and 5 of this Decision; coordinate to provide opinions during the process of handling applications to organize international conferences and seminars according to Article 5 of this Decision;
b) Inspect and ensure that international conferences and seminars are organized in accordance with their approved contents and proposals;
c) Inspect compliance with regulations on protecting state secrets and information dissemination and propaganda before, during, and after international conferences and seminars;
d) Monitor, detect, and handle violations within their authority or refer cases involving individuals or organizations that violate the provisions of this Decision to the competent authority for handling.
3. If organizing international conferences and seminars shows signs of violating the provisions of this Decision, the Ministry of Foreign Affairs, the Ministry of Public Security, or relevant management agencies related to the conference content, and localities where the conferences and seminars are held shall have the responsibility to request the competent authority to consider suspending the organization of such events or handle them according to administrative violation laws.
Article 8. Reporting Responsibilities
1. By the latest on December 18 each year, the agency of the person with authority shall report the situation of organizing and managing international conferences and seminars in their own agency or locality to the Ministry of Foreign Affairs for consolidation and reporting to the Prime Minister (Model 03 attached).
2. Annually, the Ministry of Foreign Affairs shall report to the Prime Minister on the situation of organizing international conferences and seminars in Vietnam.
3. The data reporting period shall run from December 15 of the previous reporting year to December 14 of the current reporting year.
Chapter III
IMPLEMENTING PROVISIONS
Article 9. Effective Date
This Decision takes effect from April 15, 2020, and replaces Decision No. 76/2010/QĐ-TTg dated November 30, 2010, of the Government Chairman regarding the organization and management of international conferences and seminars.
Article 10. Responsibility for Implementation
1. The Minister of Foreign Affairs shall be responsible for directing, guiding, and inspecting the implementation of this Decision.
2. The Minister of Home Affairs shall issue a List identifying persons with authority mentioned in Point c Clause 2 Article 3 of this Decision and update the List annually.
3. The Ministers, Heads of ministerial-level agencies, Heads of government agencies, Chairpersons of provincial people's committees under central cities, and Heads of related agencies shall be responsible for implementing this Decision.
