CIRCULAR
Provisions on the model of the Citizen Identity Card

The Minister of National Defense hereby issues this Circular amending and supplementing certain articles of normative legal documents within the competence to issue of the Minister of National Defense related to the declaration of personal information when performing administrative procedures.

Pursuant to Decree No. 01/2018/NĐ-CP dated August 6, 2018 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Public Security;

1. Amending and supplementing Clause 2 and Clause 3 of Article 3 as follows:

The Minister of Public Security issues the Circular stipulating the model of the Citizen Identity Card.

Article 1. Scope of Regulation

This Circular specifies in detail the shape, size, content, specifications, other languages, material of the Citizen Identity Card and the responsibilities of local police units in producing, issuing, and managing the model of the Citizen Identity Card.

Article 2. Applicability

1. Vietnamese citizens aged 14 years old and above shall apply for issuance, replacement, or reissuance of the Citizen Identity Card.

2. Public security units and localities.

3. Agencies, organizations, and individuals related to the production, issuance, and management of the Citizen Identity Card.

Article 3. Shape, size, content, specifications, other languages, and material of the Citizen Identity Card

1. Shape and size

The Citizen Identity Card is rectangular with a width of 53.98 mm ± 0.12 mm, length of 85.6 mm ± 0.12 mm, thickness of 0.76 mm ± 0.08 mm, and four rounded corners with a radius of 3.18 mm ± 0.3 mm.

2. Content

a) The front side of the Citizen Identity Card includes the following information:

- On the left, from top to bottom: National Emblem of the Socialist Republic of Vietnam with a diameter of 12 mm; photograph of the cardholder measuring 20 x 30 mm; Valid until/Date of expiry;

- On the right, from top to bottom: SOCIALIST REPUBLIC OF VIET NAM; Independence - Freedom - Happiness; CITIZEN IDENTITY CARD; chip symbol; QR code; Number/No; Full name; Date of birth; Sex; Nationality; Place of origin; Place of residence;

b) The back side of the Citizen Identity Card includes the following information:

- On the left, from top to bottom: Personal identification; Date, month, year; DIRECTOR GENERAL OF THE POLICE DEPARTMENT FOR ADMINISTRATIVE MANAGEMENT OF SOCIAL ORDER; signature and full name of the authorized person issuing the card; stamp with the National Emblem of the issuing authority; electronic chip.

- On the right, from top to bottom: Two fields: Left index finger fingerprint and Right index finger fingerprint of the cardholder.

- MRZ line.

3. Specifications

a) Both sides of the Citizen Identity Card have blue patterns transitioning from yellow to blue in the middle. The front side background includes: Administrative map of Vietnam, bronze drum, traditional decorative patterns. The back side background includes: Patterns combined with lotus flower images and intersecting diagonal curves;

b) The National Emblem and portrait of the citizen are printed directly in color on the Citizen Identity Card;

c) Colors of the information on the Citizen Identity Card

- The lines "SOCIALIST REPUBLIC OF VIET NAM"; Independence - Freedom - Happiness; "Citizen Identity Card"; chip symbol; Number/No; Full name; Date of birth; Sex; Nationality; Place of origin; Place of residence; Valid until/Date of expiry; Personal identification; Date, month, year; DIRECTOR GENERAL OF THE POLICE DEPARTMENT FOR ADMINISTRATIVE MANAGEMENT OF SOCIAL ORDER; Left index finger; Right index finger are blue;

- The line "CITIZEN IDENTITY CARD"; stamp with the National Emblem of the issuing authority is red;

- Citizen Identity Card number; information of the cardholder; expiration date; left index finger fingerprint image, right index finger fingerprint image; personal identification information of the cardholder; date of issuance of the Citizen Identity Card; full name, middle name, surname, signature of the authorized person issuing the card; MRZ line, QR code are black;

d) The electronic chip storing basic information of the citizen is attached to the back side of the Citizen Identity Card.

4. Material

The Citizen Identity Card is produced using materials approved by the Minister of Public Security.

5. Other languages on the Citizen Identity Card are English, which is a condition for Vietnamese citizens to use the Citizen Identity Card instead of passports when Vietnam signs international treaties or agreements allowing citizens of the contracting parties to use the Citizen Identity Card instead of passports on each other's territories.

Article 4. Effectiveness and Transitional Provisions

1. This Circular takes effect from January 23, 2021, and replaces Circular No. 61/2015/TT-BCA dated November 16, 2015, issued by the Minister of Public Security stipulating the model of the Citizen Identity Card, and Circular No. 33/2018/TT-BCA dated October 10, 2018, amending and supplementing some articles of Circular No. 61/2015/TT-BCA dated November 16, 2015, issued by the Minister of Public Security stipulating the model of the Citizen Identity Card.

2. Citizen Identity Cards issued before this Circular takes effect remain valid until their expiration date; if citizens request, they can be replaced with Citizen Identity Cards according to this Circular.

3. Legal documents that have been issued and use information from Citizen Identity Cards issued before this Circular takes effect retain their legal validity.

Article 5. Responsibilities for Implementation

1. Responsibilities of the Police Department for Administrative Management of Social Order

a) Guide, inspect, and urge the implementation of this Circular;

b) Carry out the preparation of budget estimates, plans, and procedures for selecting units to produce Citizen Identity Cards in accordance with this Circular and relevant laws;

c) Take the lead in coordinating with related units to inspect and supervise the production process of Citizen Identity Cards to ensure the accuracy of citizen information; ensure technical standards, quality, shape, size, content, specifications, material, and other languages prescribed in this Circular, and ensure security, safety, protection, and confidentiality of information and data on Citizen Identity Cards in accordance with the law;

d) Uniformly manage the use of Citizen Identity Cards nationwide;

đ) Receive, compile statistics on the number of defective Citizen Identity Card samples during production, and annually carry out procedures for destruction in accordance with the law.

2. Responsibilities of the Planning and Finance Department

a) To take the lead in organizing the review of the budget estimate, selection plan for units, and guiding procedures for selecting units, signing production contracts, and issuing Citizen Identity Cards in accordance with regulations;

b) Coordinate with the Administrative Police Management Bureau and related units to ensure funding for the production, issuance, and management of Citizen Identity Cards in accordance with the law;

3. Responsibilities of the Institute of Science and Technology

a) Take the lead in coordinating with related units to organize the implementation of security measures and analysis, appraisal, and propose handling methods for Citizen Identity Cards with embedded chips when there are signs of forgery; manage technical files on security measures in accordance with regulations;

b) Coordinate with the Administrative Police Management Bureau to evaluate and inspect technical standards and material quality for the manufacture and production of Citizen Identity Cards to ensure compliance with technical standards as prescribed;

c) Organize research and design of basic Citizen Identity Cards with embedded chips that meet technical standards, specifications, security, and safety requirements as stipulated in Article 3 of this Circular, submit them for approval by the competent authority; hand over the technical design file of basic Citizen Identity Cards with embedded chips as stipulated in Article 3 of this Circular to the Administrative Police Management Bureau;

4. Responsibilities of Provincial Public Security Departments under Central Cities

Annually, prepare the forecasted demand for Citizen Identity Cards for their locality for the following year and send it to the Administrative Police Management Bureau, Ministry of Public Security; organize inspection, supervision, and handling of violations during the implementation of this Circular within their jurisdiction;

5. Heads of units under the Ministry of Public Security, Provincial Public Security Directors under Central Cities, and relevant agencies, organizations, and individuals are responsible for implementing this Circular;

During the implementation of this Circular, if there are difficulties or obstacles, public security units and localities shall report to the Ministry of Public Security (through the Administrative Police Management Bureau) for timely guidance./.
