CIRCULAR
ABOLISHING CERTAIN LEGAL DOCUMENTS ISSUED BY THE MINISTER OF JUSTICE AND JOINTLY ISSUED
On the basis of Law on Legislative Regulatory Documents dated June 22, 2015;
On the basis of Law Amending and Supplementing Certain Articles of the Law on Legislative Regulatory Documents dated June 18, 2020;
On the basis of Decree No. 34/2016/NĐ-CP dated May 14, 2016 of the Government detailing certain provisions and implementing mechanisms of the Law on Issuing Legal Documents;
On the basis of Decree No. 154/2020/NĐ-CP dated December 31, 2020 of the Government amending and supplementing certain articles of Decree No. 34/2016/NĐ-CP dated May 14, 2016 of the Government detailing certain provisions and implementing mechanisms of the Law on Issuing Legal Documents;
On the basis of Decree No. 96/2017/NĐ-CP dated August 16, 2017 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Justice;
At the proposal of the Director of the Department for Legal Document Inspection;
The Minister of Justice issues this Circular to abolish certain legal documents issued by the Minister of Justice and jointly issued.
Article 1. Repeal all the circulars
Repeal all the following circulars:
1. Circular No. 1611/TT dated November 27, 1996 of the Ministry of Justice guiding the implementation of the division and separation of provinces concerning local judicial organs.
2. Circular No. 19/2015/TT-BTP dated December 28, 2015 of the Minister of Justice stipulating the legality verification process by the Heads of the Justice Departments at district level regarding administrative sanction application files for placement in educational centers, compulsory education facilities, and compulsory drug rehabilitation centers.
3. Circular No. 09/2017/TT-BTP dated December 18, 2017 of the Minister of Justice amending and supplementing certain articles of Circular No. 19/2015/TT-BTP dated December 28, 2015 of the Minister of Justice stipulating the legality verification process by the Heads of the Justice Departments at district level regarding administrative sanction application files for placement in educational centers, compulsory education facilities, and compulsory drug rehabilitation centers.
Article 2. Abolish part of Joint Circular No. 02/2008/TTLT-BTP-TWHCCBVN dated June 9, 2008 of the Ministry of Justice and the Central Association of War Invalids and Families of Martyrs
Abolish Section I of Joint Circular No. 02/2008/TTLT-BTP-TWHCCBVN dated June 9, 2008 of the Ministry of Justice and the Central Association of War Invalids and Families of Martyrs guiding cooperation in drafting legal documents, propaganda, dissemination, legal education, and legal aid for war invalids and martyrs' families.
Article 3. Implementation Provisions
This Circular takes effect from October 25, 2022./.
