Guidelines for positions of civil servants in specialized agricultural and rural development professions

Pursuant to Decree No. 105/2022/NĐ-CP dated December 22, 2022 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;

Pursuant to Decree No. 62/2020/NĐ-CP dated June 1, 2020, of the Government, on positions and staffing of civil servants;

The phrase "or examination" is abolished pursuant to Clause 6, Article 8 of Circular No. 15/2025/TT-BVHTTDL dated November 25, 2025, of the Minister of Culture, Sports and Tourism amending and supplementing certain articles of Circulars prescribing job codes, qualification standards, and salary grades for civil servants in the heritage culture, library, grassroots cultural activities, sports, fine arts, art performance, film, and cultural propaganda sectors, which takes effect from January 15, 2026.

The Minister of Agriculture and Rural Development issues this Circular to provide guidelines for positions of civil servants in specialized agricultural and rural development professions.

Article 1. Scope of Regulation

This Circular provides guidelines for the list of job positions, job descriptions, and competency frameworks for positions of civil servants in specialized agricultural and rural development professions from central to local levels.

Article 2. Applicability

This Circular applies to administrative agencies and organizations performing advisory functions in managing state affairs in the agricultural and rural development sectors from central to local levels, including:

1. Administrative agencies and organizations under the Ministry of Agriculture and Rural Development;

2. Administrative agencies and organizations under the Department of Agriculture and Rural Development of provincial People's Committees and municipal People's Committees directly under the Central Government;

3. Agricultural and Rural Development Departments under district People's Committees; Economic Departments under municipal People's Committees directly under provinces, districts, and municipal People's Committees directly under the Central Government.

Article 3. Principles for determining job positions

1. Job positions for civil servants in specialized agricultural and rural development professions shall be determined based on the principles stipulated in Article 3 of Decree No. 62/2020/NĐ-CP dated June 1, 2020 of the Government on job positions and civil servant quotas.

2. Linked to the criteria for civil servant grades, ensuring that one person can undertake multiple tasks, but each task is solely managed and primarily responsible by one organization or individual.

3. Each job position shall have a name, tasks, criteria for completing tasks, relationships within the work, scope and authority, personal qualities, qualifications, and competencies required.

4. Ensuring consistency and synchronization with the provisions of specialized laws.

Article 4. Basis for determining job positions

The basis for determining job positions for civil servants in specialized agricultural and rural development professions shall be implemented according to the provisions of Clause 1, Article 4 of Decree No. 62/2020/NĐ-CP dated June 1, 2020 of the Government on job positions and civil servant quotas.

Article 5. List of job positions, job descriptions, and competency frameworks for job positions

1. The list of job positions for civil servants in specialized agricultural and rural development professions is specified in Appendix I attached to this Circular.

2. Job descriptions and competency frameworks for job positions for civil servants in specialized agricultural and rural development professions are specified in Appendix II attached to this Circular.

3. The level framework for determining competency requirements for job positions for civil servants in specialized agricultural and rural development professions is specified in Appendix III attached to this Circular.

Article 6. Implementation Organization

1. Based on this Circular, agencies and organizations specified in Article 2 shall develop their job position plans and submit them to the competent agency for organizational cadres at the same level for review and approval by the authorized authority in accordance with the law.

2. In cases where the legal normative documents cited in this Circular are amended, supplemented, or replaced, they shall be applied according to the amended, supplemented, or replaced documents.

Article 7. Transitional Provisions

In cases where civil servants currently hold higher grades than those required by the job positions specified in this Circular, they shall retain their current status until new salary regulations are issued.

Article 8. Effectiveness and Responsibility for Implementation

1. This Circular takes effect from November 1, 2023.

2. Provincial People's Committees, heads of agencies and units under the Ministry of Agriculture and Rural Development, Directors of Departments of Agriculture and Rural Development of provinces and municipalities directly under the Central Government, and related agencies and organizations are responsible for implementing this Circular.

3. During implementation, if there are difficulties, agencies, organizations, and individuals are requested to promptly report to the Ministry of Agriculture and Rural Development for guidance and resolution./.
