Announcing the maritime waters of coastal ports and maritime zones within the jurisdiction of An Giang Province, Ca Mau Province, and the management area of the Kiên Giang Maritime Port Authority

Pursuant to The Vietnam Navigation Law dated November 25, 2015;

Pursuant to Decree No. 58/2017/NĐ-CP dated May 10, 2017 of the Government detailing certain provisions of the Vietnam Navigation Law on maritime activities management and subsequent amendments and supplements; The Vietnam Maritime Code on the management of maritime activities and the Decrees amending and supplementing said Code;

Pursuant to Decree No. 33/2025/NĐ-CP dated February 25, 2025 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Construction;

At the proposal of the Director of the Vietnam Maritime and Inland Waterway Administration;

The Minister of Construction issues this Circular announcing the maritime waters of coastal ports and maritime zones within the jurisdiction of An Giang Province, Ca Mau Province, and the management area of the Kiên Giang Maritime Port Authority.

Article 1. Announcing the maritime waters of coastal ports within the jurisdiction of An Giang Province

The maritime waters of coastal ports within the jurisdiction of An Giang Province, measured at the highest tidal level, include the following areas:

1. The Hon Chong Area with the scope:

a) The boundary towards the sea: delimited by straight lines connecting points HC1 to HC6 with the following coordinates:

HC1: 10°10’13” N, 104°35’59” E;

HC2: 10°10’18” N, 104°34’02” E;

HC3: 10°00’00” N, 104°33’36” E;

HC4: 10°00’00” N, 104°35’36” E;

HC5: 10°08’39” N, 104°35’57” E;

HC6: 10°09’05” N, 104°36’01” E.

b) The boundary towards the mainland: delimited by a straight line connecting the two most protruding points from HC1 to HC6, then running along the coastline southward to point HC5.

2. The Binh Tri Area with the scope:

a) The boundary towards the sea: delimited by straight lines connecting points BT1, BT2, BT3, BT4, and BT5 with the following coordinates:

BT1: 10°14’18” N, 104°35’12” E;

BT2: 10°14’24” N, 104°24’00” E;

BT3: 10°10’36” N, 104°24’00” E;

BT4: 10°11’36” N, 104°32’36” E;

BT5: 10°11’00” N, 104°35’20” E.

b) The boundary towards the mainland: from point BT1 running along the coastline southward to point BT5.

3. The Ha Tien Area with the scope:

a) The boundary towards the sea: delimited by straight lines connecting points HT1, HT2, HT3, and HT4 with the following coordinates:

HT1: 10°21’56” N, 104°26’28” E;

HT2: 10°20’24” N, 104°22’52” E;

HT3: 10°18’10” N, 104°24’58” E;

HT4: 10°22’01” N, 104°28’32” E.

b) The boundary towards the mainland: from point HT1 running along the coastline to the mouth of the To Cuu River (downstream of the To Cuu Channel safety corridor), from the mouth of the To Cuu River running along the left bank of the To Cuu River upstream to position HT6, crossing the river to the right bank of the To Cuu River at position HT5, continuing to run along the embankment and coastline downstream of the To Cuu River to point HT4.

HT5: 10°22’54” N, 104°29’24” E;

HT6: 10°23’00” N, 104°29’21” E.

4. The Duong Dong Area with the scope:

a) The boundary towards the sea: delimited by straight lines connecting points DD1, DD2, DD3, DD4 with the following coordinates:

DD1: 10°14’30” N, 103°56’47” E;

DD2: 10°14’30” N, 103°50’00” E;

DD3: 10°10’46” N, 103°52’03” E;

DD4: 10°10’46” N, 103°57’46” E.

b) The boundary towards the mainland: from point DD1 running along the coastline southward to point DD4.

5. The An Thoi Area with the scope:

a) The boundary towards the sea: delimited by straight lines connecting points AT1, AT2, AT3, AT4, running along the coast of Hon Roi eastward to point AT5, then connecting points AT6, AT7, AT8, AT9, AT10 with the following coordinates:

AT1: 10°03’19” N, 103°59’16” E;

AT2: 10°02’32” N, 103°56’32” E;

AT3: 09°59’08” N, 103°58’10” E;

AT4: 09°59’08” N, 104°00’42” E;

AT5: 09°58’10” N, 104°01’24” E;

AT6: 09°57’23” N, 104°01’24” E;

AT7: 09°57’23” N, 104°02’27” E;

AT8: 09°59’30” N, 104°01’25” E;

AT9: 10°00’18” N, 104°01’42” E;

AT10: 10°00’46” N, 104°00’54” E.

b) The boundary towards the mainland: from point AT1 running along the coastline southward to point AT10.

6. The Bai Vuong Area with the scope:

a) The boundary towards the sea: delimited by straight lines connecting points BV1, BV2, BV3, and BV4 with the following coordinates:

BV1: 10°10’00” N, 104°02’51” E;

BV2: 10°10’00” N, 104°06’38” E;

BV3: 10°03’40” N, 104°04’56” E;

BV4: 10°03’40” N, 104°02’28” E.

b) The boundary towards the mainland: from point BV1 running along the coast to point BV5, crossing the Cau Sau creek at point BV6, from point BV6 continuing to run along the coast to point BV4.

BV5: 10°04’15” N, 104°01’30” E;

BV6: 10°04’15” N, 104°01’33” E.

7. The Rach Gia Area with the scope:

a) The boundary towards the sea: delimited by straight lines connecting points RG1, RG2, RG3, RG4, RG5, and RG6 with the following coordinates:

RG1: 10°00’42” N, 105°04’00” E;

RG2: 09°59’34” N, 105°02’00” E;

RG3: 09°59’34” N, 104°56’00” E;

RG4: 09°58’00” N, 104°56’00” E;

RG5: 09°58’00” N, 105°02’42” E;

RG6: 10°00’28” N, 105°04’36” E.

b) The boundary towards the mainland: from point RG1 running along the embankment of the urban area reclaimed from the sea northwest (from the sea inland) including Rach Gia port wharf to 50 meters downstream of the Song Kien sluice, crossing the Song Kien sluice parallelly, continuing to run along the embankment of the 16-hectare urban area reclaimed from the sea to point RG6.

8. The My Thoi Area with the scope:

a) The lower boundary is the boundary on the Hau River between Can Tho City, Dong Thap Province, and An Giang Province, connecting points MT1, MT2, MT3, MT4. Coordinates as follows:

MT1: 10°19’32” N, 105°29’23” E;

MT2: 10°19’35” N, 105°29’37” E;

MT3: 10°20’08” N, 105°29’09” E;

MT4: 10°20’19” N, 105°29’19” E.

b) The upper boundary is a straight line cutting across the Hau River passing through two points MT5 (Long Xuyen Ward, An Giang Province) and MT6 (Hoi An Commune, An Giang Province) in the Goi Lon Creek area. Coordinates as follows:

MT5: 10°21’45” N, 105°27’30” E;

MT6: 10°22’00” N, 105°27’55” E.

9. The boundaries of the maritime waters of coastal ports within the jurisdiction of An Giang Province specified in this Circular are determined on nautical charts issued by the Vietnam Marine Safety Assurance Corporation, including: VN4HG013, VN300033, VN300034 updated to the latest version in 2025, and the nautical chart of the Vietnam People's Navy: IA-100-31 published in 2008, IA-100-32 reprinted for the first time in 2006. The coordinates of the points specified in this Circular are based on the VN-2000 coordinate system and converted to the WGS-84 coordinate system in the Appendix attached to this Circular.

Article 2. Announcing the maritime waters of the coastal port belonging to the province of Ca Mau

The maritime waters of the coastal port belonging to the province of Ca Mau, measured from the highest tidal level, include the following areas:

1. The Nam Can area with the scope:

a) The boundary towards the sea: delimited by straight lines connecting points NC1, NC2, NC3, NC4, with the following coordinates:

NC1: 08°45’12” N, 105°12’31” E;

NC2: 08°38’43” N, 105°17’46” E;

NC3: 08°40’44” N, 105°20’22” E;

NC4: 08°46’20” N, 105°15’50” E;

b) The boundary towards the mainland: from point NC1 and point NC4 at the Bo De gate running along both banks of the Large Gate River to the perpendicular line crossing the river 3,500 meters upstream from the Nam Can port bridge.

c) The boundary in the Ong Doc area: is the water area limited by a circle with a radius of 1.5 nautical miles, with the center at point OD with the coordinates: 09°02’00” N, 104°46’00” E.

2. The offshore oil port area outside the Ong Doc River mouth with the scope:

Limited by a circle with a radius of 11 nautical miles, with the center at point SOĐ with the coordinates: 08o28’17” N, 102°45’05” E.

3. The offshore oil port area outside the Song Doc field with the scope:

Limited by a circle with a radius of 01 nautical mile, with the center at point SĐ with the coordinates: 07°09’39” N, 104°03’21” E.

4. The Vinh Hau area with the scope:

Limited by straight lines connecting points VH1, VH2, VH3 and VH4, with the following coordinates:

VH1: 09°01’25” N, 105°44’14” E;

VH2: 08°51’39” N, 105°48’33” E;

VH3: 08°55’09” N, 105°58’23” E;

VH4: 09°05’07” N, 105°54’54” E.

5. The boundaries of the maritime waters of the coastal port belonging to the province of Ca Mau stipulated in this Circular are determined on the nautical charts: VN300029, VN300030 issued by Vietnam Maritime Safety Assurance Corporation and Chart I-500-16 produced in 2013, Chart I-300-28 reprinted in 2016, Chart I-100-133 reprinted in 2018 of the Vietnam People's Navy. The coordinates of the points stipulated in this Circular are applied according to the VN-2000 coordinate system and converted to the WGS-84 coordinate system in the Appendix attached to this Circular.

Article 3. The maritime area belonging to the provinces of An Giang and Ca Mau Mau

1. The Ha Tien maritime area: includes the Hon Chong area, the Binh Tri area, and the Ha Tien area.

2. The Phu Quoc maritime area: includes the Duong Dong area, the An Thoi area, and the Bai Vuong area.

3. The Rach Gia maritime area.

4. The Ca Mau maritime area: includes the Nam Can area, the Vinh Hau area, the offshore oil port area outside the Ong Doc River mouth, and the offshore oil port area outside the Song Doc field.

Article 4. The management area of the Ca Mau Marine Port Authority

The Ca Mau Marine Port Authority implements specialized state management over maritime affairs at the ports located within the territory of An Giang Province as stipulated in Clauses 1, 2, 3, 4, 5, 6, 7 of Article 1, the ports located within the territory of Ca Mau Province as stipulated in Article 2, and the maritime areas as stipulated in Article 3 of this Circular.

Article 5. Implementation Provisions

1. This Circular takes effect from April 15, 2026.

2. Repeal Circular No. 17/2020/TT-BGTVT dated August 14, 2020 of the Minister of Transport announcing the maritime waters of the coastal ports belonging to the provinces of Kien Giang, Ca Mau, Bac Lieu and the management area of the Kien Giang Marine Port Authority, and Circular No. 05/2016/TT-BGTVT dated April 4, 2016 of the Minister of Transport announcing the maritime waters of the coastal ports belonging to the province of An Giang and the management area of the An Giang Marine Port Authority.

3. Repeal items 24 and 25 in the List of maritime areas under the management of the Marine Port Authorities promulgated together with Circular No. 32/2019/TT-BGTVT dated September 4, 2019 of the Minister of Transport announcing the List of maritime areas under the management of the Marine Port Authorities.
