DIRECTIVE
Regarding the statistics on the number of people affected by chemical toxins used by the United States during the war in Vietnam
To implement the Directive of the Prime Minister in Circular No. 3300/TCCB dated July 2, 1997, regarding the urgent organization of research and accurate assessment of the severe and long-term consequences caused by chemical toxins used by the United States during the war in our country, and solutions to address these consequences, the Ministry of Labor, War Invalids, and Social Affairs proposes to conduct statistics and comprehensive evaluation of the current situation of people affected by chemical toxins, to have a basis for formulating policies to submit to the Prime Minister.
The Minister of Labor, War Invalids, and Social Affairs instructs:
1/ Provincial Departments of Labor, War Invalids, and Social Affairs:
a) Organize the dissemination and guidance on reporting individuals affected by chemical toxins used by the United States during the war in our country.
The subjects to be reported include: Individuals belonging to revolutionary armed forces, Party civilian cadres, Youth Volunteers, civilians, and other categories (those who have participated in the former government and military) who fought, served, worked, or lived in areas where the United States sprayed chemical toxins during the war, and their children born with deformities or disabilities (attached forms).
b) Summarize the situation, evaluate the results, and submit reports along with all completed forms of local subjects to the Ministry before November 30, 1997.
2/ The War Consequences Investigation Board has the responsibility to guide, urge, and inspect the reporting process, receipt of forms, and results from localities. Conduct analysis and processing of collected results to serve immediate and long-term research work.
3/ Data and results obtained shall not be published without the approval of the Ministry of Labor, War Invalids, and Social Affairs.
Any difficulties encountered during implementation should be promptly reflected to the Ministry of Labor, War Invalids, and Social Affairs for joint resolution.
