OF THE PRIME MINISTER NO. 07/2002/CT-TTG
FEBRUARY 25, 2002 ON STRENGTHENING MANAGEMENT
OF THE USE OF ANTIBIOTICS AND CHEMICALS IN
FOOD PRODUCTION AND BUSINESS WITH ANIMAL ORIGIN
In recent time, agricultural production and aquaculture have made many efforts to implement programs ensuring food quality and safety, controlling residues of various types of chemicals and antibiotics in aquatic and agricultural products, especially for export products. However, the use of chemicals, antibiotics, and biological preparations has not fully complied with specialized regulations during production, storage, preliminary processing, and processing of products. Recently, some export batches were found to contain residues of Chloramphenicol, pesticides... which had to be destroyed, causing economic losses and affecting the reputation of Vietnamese aquatic and agricultural products on the international market. To ensure the quality and safety of animal-origin food, protect consumer health, and maintain the reputation of our export products on the international market, the Prime Minister instructs the Ministers of: Fisheries, Agriculture and Rural Development, Health, relevant Ministries and sectors, and Chairpersons of People's Committees
of provinces and centrally governed cities to immediately implement the following tasks: 1- Strictly prohibit the use of antibiotics and chemicals listed in the prohibited use list established by the Ministry of Fisheries and the Ministry of Agriculture and Rural Development (especially Chloramphenicol) in breeding stages, feed production for livestock and aquaculture, veterinary drug production, plant protection product production, care, cultivation, storage, preliminary processing, processing, and transportation and consumption of products.
2- Organizations and individuals producing and trading veterinary drugs, feed for livestock and aquaculture, plant protection products, chemicals, and biological preparations used in aquaculture and agriculture must implement product quality declarations, bear responsibility for the quality of their products, and label goods according to legal provisions; the product label must clearly state that it does not contain Chloramphenicol and other prohibited chemicals and antibiotics.
3- The Ministry of Fisheries, the Ministry of Agriculture and Rural Development shall take the lead, coordinate with the Ministries of Science, Technology and Environment, Health, and related agencies to quickly review and supplement, amend usage regulations, technical standards, measures to strictly control product quality, reduce harmful chemical residues in line with international standards; strengthen cooperation with localities in planning and announcing safe raw material production areas; guide and inspect business establishments
on conditions ensuring food safety. Particularly, guide farmers and fishermen not to use preparations containing Chloramphenicol and harmful chemicals, while building safe farming zones and clean farms to ensure the quality and safety of aquatic and agricultural products. 4- The Ministry of Foreign Affairs shall take the lead, coordinate with the Ministry of Trade, the Ministry of Planning and Investment, and relevant Ministries and sectors to mobilize support from EC agencies and EU member countries to help Vietnam improve its capacity to control food quality, and firmly fight for the EC to fulfill the commitments agreed upon in trade.
5- Chairpersons of People's Committees of provinces and centrally governed cities shall direct competent agencies at the local level to widely publicize this Directive and related legal documents; directly direct the construction of safe farming zones and clean farms; strengthen inspections and strictly handle establishments producing and selling products and services for agricultural and aquaculture production that violate legal provisions on business conditions, food safety, and product labeling.
6- The Ministry of Planning and Investment, the Ministry of Finance shall coordinate with the Ministries of Fisheries, Agriculture and Rural Development, and localities to plan budget allocation to ensure funding for food safety control activities, including upgrading testing facilities and equipment, training staff: relevant Ministries and sectors within their functional
