CIRCULAR

Guidelines for Continuous Training Work for Health Workers

Pursuant to the Education Law on June 14, 2005, and Decree No. 75/2006/NĐ-CP dated August 2, 2006, of the Government detailing and guiding the implementation of certain provisions of the Education Law;

Pursuant to Decree No. 188/2007/NĐ-CP dated December 27, 2007 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Health;

Pursuant to Decision No. 161/2003/QĐ-TTg of the Prime Minister on the issuance of regulations on training and capacity building for civil servants;

The Ministry of Health guides the management of continuous training work for health workers as follows:

This technical regulation sets out technical requirements, testing methods, sampling procedures; management requirements; responsibilities of organizations and individuals producing, trading, and importing cigarettes.

This Circular stipulates the work of continuous training to update knowledge, skills, and attitudes regarding professional and vocational matters for health workers; it also specifies the program, teaching materials, and management of continuous training within the healthcare sector.

a) This Circular applies to health workers, training institutions, state agencies with authority to participate in managing continuous training, and organizations operating in the healthcare field in Vietnam.

b) This Circular does not apply to specialized medical training courses leading to national educational credentials (including specialty 1, specialty 2, and resident physician programs).

c) Individuals currently enrolled in training courses leading to national educational credentials in their respective fields are not required to follow the provisions of this Circular.

3. Terms Used in This Circular

In this Circular, the following terms are understood as follows:

a) Continuous training refers to short-term training courses including refresher courses to update and supplement knowledge and techniques in the current professional field; retraining, training according to directive tasks, technology transfer training, and other specialized vocational training courses in the healthcare sector that do not fall under the national credential system.

b) Healthcare facilities include hospitals, research institutes, health centers, clinics, health stations, and other entities providing public and private healthcare services.

c) Continuous training institutions in the healthcare sector (referred to as training institutions) include universities/departments of medicine, colleges, vocational schools, and technical training schools in healthcare; units/centers for training healthcare personnel at provincial and central city levels, hospitals, and research institutes; and other training institutions for healthcare personnel approved by competent authorities to conduct training.

d) Health workers include civil servants, employees, and individuals engaged in professional and vocational work in the healthcare field.

4. Requirements for Continuous Training Time for Health Workers

a) All health workers currently working in the healthcare field in Vietnam must undergo continuous training to update their knowledge, skills, and attitudes in their professional and vocational areas. The minimum training time per year is 24 hours of actual study. Over a five-year period, each health worker must accumulate at least 120 hours of continuous training in their professional and vocational field. The head of the healthcare unit is responsible for reviewing and allowing continued work in the professional field for those who have not accumulated sufficient training time over five years of service.

b) Health workers who are supervising postgraduate students, master's degree candidates; those participating in specialized vocational training courses abroad with certificates; those attending international or national conferences and presenting papers; and those publishing articles in specialized journals shall be reviewed and credited towards continuous training time by the head of the healthcare unit.

c) Those participating in civil servant training courses organized by the Ministry of Home Affairs or specialized vocational training courses organized by other ministries and sectors and obtaining certification shall be counted towards continuous training time.

d) Every individual working in the healthcare field in Vietnam has the obligation to participate in training as prescribed by this Circular.

II. PROGRAMS AND TEACHING MATERIALS

The Ministry of Health uniformly manages programs and teaching materials for continuous professional and vocational training used in healthcare training institutions. Programs and teaching materials are compiled to include the following contents:

1. The training program for Third Rank Master as stipulated in Appendix XII of this Circular

Based on functions, responsibilities, and the need for continuous training of health workers, training institutions develop continuous training programs. The training program includes the following contents:

a) Name of the course.

b) Course objectives.

c) Duration and target audience of the training.

d) Knowledge, skills, and attitude outcomes expected after completing the course.

đ) Entry requirements for participants.

e) Detailed program down to the name of the lesson and number of class hours.

g) Instructor standards and teaching methods.

h) Equipment and learning material requirements for the course.

i) Evaluation and issuance of Certificates.

The Ministry of Health encourages postgraduate training programs lasting three months or more to design curricula that link seamlessly with regular postgraduate programs based on credit hours, such as specialty orientation, specialty 1, and specialty 2 programs, enabling learners to accumulate credits and be exempted from certain requirements when pursuing postgraduate degrees in healthcare.

2. Teaching Materials

a) Based on the approved continuous training program, training institutions develop appropriate teaching materials. Teaching materials are structured into chapters and lessons. Each lesson includes objectives, content, and assessment criteria. The content and assessment criteria must align with the lesson objectives.

b) The Ministry of Health encourages training institutions to compile instructor manuals along with teaching materials to facilitate the organization of training courses.

c) Programs and teaching materials can be compiled and issued separately or combined, but they must clearly distinguish between the program and teaching materials sections.

3. Review and Approval of Programs and Teaching Materials

a) The Ministry of Health approves programs and teaching materials for central-level training institutions and training courses applicable to two provinces/cities or more, and central-level healthcare project training courses, based on recommendations from the Ministry of Health's Professional Review Boards. Members of the Review Board are proposed by the Department of Science and Training and decided upon by the Minister of Health. The review process should be completed within two months.

b) The Ministry of Health delegates to the Provincial Health Departments the authority to approve programs and teaching materials for continuous training courses at institutions within their jurisdiction, based on the recommendations of the Program and Teaching Material Review Board established by the Provincial Health Department. The Dean of the College or Vocational School in the province shall be the Chairman or Vice-Chairman of the Professional Review Board of the Provincial Health Department. The review period shall be one month.

c) The Ministry of Health delegates to research institutes, universities, colleges, and vocational medical schools the authority to review and approve programs and teaching materials for continuous training related to the professional codes of regular training programs they are implementing, based on the scientific review board or program review board of the institute or school.

d) Training institutions are responsible for developing programs and teaching materials and submitting them to the competent authority for approval before organizing training sessions.

đ) The Ministry of Health will delegate the authority to review and approve continuous training programs to other continuous training institutions when they meet the necessary conditions.

III. MANAGEMENT OF CONTINUOUS TRAINING

1. Plan Development

a) Plans for continuous training in specialized fields and vocational skills:

- Institutions under the Ministry of Health shall develop five-year plans and submit them to the Ministry of Health for approval.

- Provincial Health Departments are responsible for developing five-year plans (including private healthcare facilities within their jurisdiction) and submitting them to the People's Committee of the province/city for approval.

- Annual training plans of healthcare facilities shall be approved by the heads of these facilities. The plan must include the source of funding and implementation methods.

- Healthcare facilities are responsible for developing and implementing continuous training plans and reporting progress and results to higher-level management authorities.

b) Plans for cadre training and capacity building for civil servants and public officials according to guidelines from the Ministry of Home Affairs:

- Healthcare facilities under the Ministry of Health shall implement plans assigned by the Ministry of Health.

- Healthcare facilities in provinces/cities shall implement plans assigned by the People's Committee of the province/city.

2. Continuous Training Institutions

a) Postgraduate, university, college, vocational, and technical training institutions that have been authorized to conduct regular training may organize continuous training courses corresponding to their respective training codes, based on reviewed programs and teaching materials.

b) Healthcare facilities under the Ministry of Health have the responsibility to direct and report to the Ministry of Health the training programs, teaching materials, and faculty lists to officially assign continuous training tasks.

c) Other healthcare facilities participating in continuous training to issue continuous training certificates as stipulated in this Circular must undergo reviews regarding infrastructure, programs, teaching materials, and faculty members according to the guidelines of the Ministry of Health.

3. Implementation of Training

a) After receiving the approved plan from the competent authority, units shall report the class schedule along with the training program, teaching materials, and faculty list to the authority that assigned the plan. Training activities shall be carried out strictly according to the registered plan and results shall be reported after the course. Except in special cases, professional and vocational classes shall not exceed thirty participants and should be held in educational environments.

b) Continuous training institutions under the Ministry of Health and other ministries/departments shall register and report annual training plans to the Ministry of Health, while local healthcare facilities shall register and report plans to the Provincial Health Departments for consolidation and issuance of continuous training certificates.

c) The Ministry of Health encourages training institutions to apply information technology and communication in organizing continuous training.

4. Funding for Continuous Training through the following sources

a) Fees paid by participants in training courses to improve their professional and vocational skills as prescribed by the State.

b) Training funds structured from the state budget included in the annual plans of training institutions allocated by the competent authority.

c) Healthcare facilities are responsible for allocating funds from regular operating expenses to train staff in accordance with reasonable and appropriate ratios, consistent with the continuous training plan.

d) Funds from other legitimate sources.

5. Management of Training

a) The Ministry of Health manages the programs and teaching materials of central-level training courses and those involving multiple healthcare facilities (two provinces/cities or more); courses introducing new medical knowledge, techniques, and procedures first applied in Vietnam. Central healthcare facilities entrusted with directing tasks by the Ministry of Health are responsible for the professional content within their designated areas and tasks and according to the Ministry's plan.

b) Provincial Health Departments are responsible for managing continuous training activities in their jurisdictions and organizing training for cadres within their management scope.

c) Universities, colleges, vocational schools, and technical schools under provincial cities directly under the central government are responsible for advising and coordinating with Provincial Health Departments in managing, planning, organizing, and implementing continuous training tasks in their regions.

d) Continuous training institutions must meet quality assurance conditions (faculty, infrastructure, programs, learning materials, etc.) and are responsible for management and periodic reporting to higher-level management authorities.

đ) The Ministry of Health and Provincial Health Departments regularly inspect and supervise the organization of continuous training by training institutions to ensure quality.

6. Continuous Training Certificates

a) Continuous training certificates for healthcare professionals are issued according to the Ministry of Health's model, including specific course contents and hours of study. These certificates are valid for accumulation over five years and are managed similarly to regular degree certificates.

b) Institutions with the necessary qualifications and assigned continuous training tasks are responsible for issuing continuous training certificates to those who have completed the course and met the requirements. Only courses with at least fifteen hours of actual study, based on approved programs and teaching materials, can issue certificates.

c) Management of continuous training certification: The Ministry of Health (Department of Science and Training) manages the issuance of codes for continuous training certification nationwide; directly manages the issuance of continuous training certification for subordinate health facilities under the Ministry of Health and other Ministries and Sectors. Provincial Health Departments are authorized to print continuous training certification according to the model provided by the Ministry of Health to issue to local continuous training facilities; medical universities, colleges, and secondary medical schools under provinces and centrally-administered cities assist the Provincial Health Departments in managing the issuance of continuous training certification at the local level. The Ministry of Health will grant printing authority for continuous training certification to other facilities when they meet the required conditions.

IV. TRAINING IN INTERNATIONAL ASSISTANCE PROJECTS

1) Human resource training activities under international assistance projects shall be implemented according to approved project plans and in compliance with Vietnamese laws. Training leading to national education credentials shall be conducted in accordance with the provisions of the Education Law.

2) Short-term training courses applicable to multiple provinces/cities (two or more provinces/cities) must report to the Ministry of Health (Department of Science and Training) for approval of the program and teaching materials before implementation. The approval process for programs and teaching materials of projects shall follow the procedures for organizing continuous medical training courses as stipulated in Section 3, Part II of this Circular.

3) The overall training plan of the project must be reported to the management agency when the project is implemented, simultaneously registering the number of continuous training certifications according to the project plan (central-level projects report to the Ministry of Health, projects managed by local authorities report to the Provincial Health Department).

4) Training courses of the project that have not been approved by the competent authority for the program and teaching materials and implemented in accordance with the provisions of this Circular shall not be issued continuous training certifications from the health sector.

V. IMPLEMENTATION

1) The People's Committee of provinces and centrally-administered cities shall direct the Provincial Health Department and subordinate units to organize and implement continuous training activities for health staff to improve the quality of human resources in their locality.

2) Heads of healthcare facilities are responsible for developing plans, allocating funds, and creating conditions for their staff to participate in continuous training courses on specialized and vocational subjects according to the regulations set out in Section 3, Part I of this Circular. Healthcare staff are responsible for participating in courses to update and enhance their professional skills to better serve their duties.

3) Directors of Provincial Health Departments are responsible for managing continuous training activities for health staff within their jurisdiction; directing subordinate facilities under their management to develop continuous training plans, allocate funds, and organize implementation.

4) The Ministry of Health (Director of the Department of Science and Training) is responsible for managing the programs, contents, and quality assurance conditions for continuous training of health staff in the health sector; providing specific guidance on programs, teaching materials, organizational conditions, certification, etc.; directly managing continuous training activities at subordinate health facilities and health programs/projects managed by the Ministry of Health.

5) Reporting system: Provincial Health Departments and subordinate units of the Ministry of Health shall compile and report to the Ministry of Health (Department of Science and Training) the results of implementing continuous training activities for health staff under their responsibility for the year, along with plans for the following year. Reports are due by the end of December each year.

VI. IMPLEMENTATION PROVISIONS

This Circular takes effect fifteen days after its publication in the Official Gazette.

Any difficulties encountered during implementation shall be reported to the Ministry of Health for research and resolution./.
