b) In cases where a civil servant with a college degree in a relevant field corresponding to the job position at recruitment has been classified according to Decree No. 204/2004/NĐ-CP in the A0 civil service rank and is now appointed to a B type civil service rank, the classification of grades for these civil service ranks shall be based on the years of work contributing to mandatory social insurance according to the national salary scale (excluding the probation period) as follows:
Starting from grade 2 of the B type civil service rank, every two years (24 months), the individual will be promoted to the next grade salary (if there are interrupted periods without enjoying social insurance benefits, they will be accumulated). If during the working period, there is a year when the assigned tasks are not completed or disciplinary action is taken, the promotion period will be extended according to the regular promotion regulations.
After transferring to the salary classification for the agricultural civil service ranks mentioned above, if the salary coefficient classified in these ranks plus the seniority allowance exceeding the ceiling (if applicable) is lower than the salary coefficient previously enjoyed in the old rank, the difference in the salary coefficient (including the seniority allowance exceeding the ceiling, if applicable) will be retained to equalize the salary coefficient previously enjoyed in the old rank. This retained salary coefficient difference will be enjoyed throughout the time the civil servant is classified in the newly appointed rank. If the civil servant is promoted to a higher rank, this retained salary coefficient difference will be added to the current salary coefficient (including the seniority allowance exceeding the ceiling, if applicable) to classify the salary in the newly appointed rank upon promotion and cease to enjoy the retained salary coefficient difference from the date of receiving the new salary.
Example 2: Mr. Nguyen Van B, who holds a college degree in forestry and was recruited as a civil servant, has contributed to mandatory social insurance since January 1, 2008, and was classified at grade 3, coefficient 2.72 of the A0 civil servant since July 1, 2014, and has consistently completed assigned tasks without disciplinary actions. Now that he is appointed by the competent authority to the intermediate-level forest ranger rank, the classification of grades for the intermediate-level forest ranger rank will be as follows:
The period of service for Mr. Nguyen Van B began on January 1, 2008, excluding the six-month probationary period, starting from level 2 of the mid-level forest rangers rank with a salary coefficient of 2.66 (code 10.228). By July 1, 2014, he was classified at level 5 of the mid-level forest rangers rank (code 10.228). The time for enjoying the new pay grade within the mid-level forest rangers rank (code 10.228) shall be counted from the date of signing the decision. The next pay grade review period will start from July 1, 2014. At the same time, he shall enjoy a retention differential coefficient of 0.06 (2.72 - 2.66).
By July 1, 2016 (after two years), Mr. Nguyen Van B meets the conditions to be regularly promoted to level 6 of the mid-level forest rangers rank (code 10.228) with a salary coefficient of 2.86, and continues to enjoy a differential retention salary coefficient of 0.06 (total salary coefficient enjoyed is 2.92).
