The Minister of Culture, Sports and Tourism and the Minister of Interior shall issue a joint Circular guiding the functions, tasks, powers, and organizational structure of the Department of Culture, Sports and Tourism under the People's Committees of provinces and centrally governed cities (hereinafter referred to collectively as provincial-level People's Committees); the Cultural and Information Office under the People's Committees of districts, towns, cities under provinces (hereinafter referred to collectively as district-level People's Committees).
PART I
DEPARTMENT OF CULTURE, SPORTS AND TOURISM
Article 1. Position and Functions
1. The Department of Culture, Sports, and Tourism is a specialized agency under the Provincial People's Committee; it performs the function of advising and assisting the Provincial People's Committee in state management over culture, family affairs, physical education, sports, tourism, and advertising (excluding advertising on newspapers, online media, publications, and integrated advertising on postal, telecommunications, and information technology products and services) at the local level according to the law; public services within its jurisdiction; and carries out certain tasks and authorities assigned or delegated by the Provincial People's Committee and the Chairman of the Provincial People's Committee.
2. The Department of Culture, Sports, and Tourism has legal personality, its own seal and separate bank account; it is subject to the direction and management of the Provincial People's Committee regarding organization, staffing, and operations, while also being subject to the direction, guidance, inspection, and supervision of the Ministry of Culture, Sports, and Tourism in terms of professional matters.
b) Draft five-year and annual socio-economic development plans for the province; major economic and social balances for the province; draft five-year and annual plans, programs, projects, measures to organize and implement tasks related to socio-economic development, finance-budget, planning-investment, and other tasks within the scope of state management of the Department of Finance as prescribed by law;
1. Submit to the provincial People's Committee:
a) Draft decisions, directives; long-term plans, five-year plans, and annual plans; programs and projects for developing culture, family affairs, physical education, sports, and tourism; programs and measures to organize the implementation of administrative reform tasks; decentralization and socialization in the fields of culture, family affairs, physical education, sports, and tourism at the local level;
b) Draft regulations specifying conditions, standards, and positions for the heads and deputy heads of units under the Department of Culture, Sports, and Tourism; the heads and deputy heads of the Cultural and Information Offices under the District People's Committees after coordinating and reaching consensus with the Department of Information and Communications;
c) Draft regulations specifying the functions, tasks, authorities, and organizational structure of the Department of Culture, Sports, and Tourism.
2. Submitting to the Chairman of the Provincial People's Committee:
a) Draft decisions and directives within the authority of the Chairman of the Provincial People's Committee concerning culture, family affairs, physical education, sports, and tourism;
b) Draft decisions on establishing, merging, splitting, and dissolving organizations and units under the Department of Culture, Sports, and Tourism and specialized councils on culture, family affairs, physical education, sports, and tourism in accordance with the law.
3. Guide, inspect, and implement regulatory documents, policies, plans, programs, and projects after approval; provide information, propaganda, guidance, dissemination, education, and monitoring of the enforcement of laws in areas under the management of the Department of Culture, Sports, and Tourism.
4. Regarding cultural heritage:
a) Implement regulations and solutions to mobilize, manage, and utilize resources to protect and promote the value of cultural heritage at the local level after approval;
b) Organize research, collection, inventory, and file creation for intangible cultural heritage in the locality; issue permits for research and collection of intangible cultural heritage on the territory for overseas Vietnamese citizens, foreign organizations, and individuals;
c) Manage and guide the organization of activities to conserve, promote the value of cultural heritage, traditional festivals, beliefs associated with historical sites, and historical figures in the locality;
d) Organize inventory, list creation, and file preparation for ranking historical-cultural relics and scenic spots in the locality;
đ) Agree on the proposal for project establishment, economic-technical reports; review projects and economic-technical reports; agree on construction design drawings for preservation, repair, and restoration of provincial-level relics in the locality; guide and organize the implementation of urgent repairs and preservation, repair, and restoration projects for relics managed by the locality after approval;
e) Review projects for renovating and constructing works outside the protected area of provincial-level relics in the locality that may affect the landscape and environment of the relics;
g) Receive applications, guide procedures, and submit to competent authorities for issuing permits for archaeological exploration, excavation, and emergency excavation; monitor and supervise the implementation of excavation permit contents in the locality;
h) Review artifacts and artifact files proposed for recognition as national treasures by provincial museums, management boards, or non-state-managed museums, organizations, or individuals who are the owners or legally managing artifacts in the locality;
i) Organize the receipt, preservation of antiques, ancient objects, and national treasures handed over or seized from organizations and individuals in the locality according to the law; organize registration and management of antiques, ancient objects, and national treasures; issue certificates of practice for antique, ancient object, and national treasure retail shop owners; issue permits for making copies of antiques, ancient objects, and national treasures belonging to national relics, provincial-level relics, provincial museums, and private ownership in the locality; issue and revoke certificates of qualification for antique appraisal activities for appraisal centers in the locality;
k) Confirm conditions for establishing provincial museums and conditions for obtaining operating permits for non-state-managed museums in the locality.
5. Regarding performing arts:
a) Guide and organize the implementation of planning for performance art units under local management in line with the development plan for the performing arts industry as prescribed by law;
b) Organize festivals, competitions, and performances on performing arts organized by the locality according to the law;
c) Review and issue permits for organizing performance art shows and fashion shows for local organizations:
- Theater; Art Troupe; Cultural House; Cultural and Sports Center;
- Enterprises with functions to organize artistic performances and fashion shows;
- Literary and Art Associations; cultural art training institutions;
- Radio stations, television stations; theaters, art troupes under armed forces (in cases where artistic performances and fashion shows are organized for business purposes);
d) Receive notifications of organizing artistic performances and fashion shows at the local level;
đ) Receive applications, review, and submit to the Provincial People's Committee for issuing permits to domestic organizations and individuals within the locality to perform abroad, issue permits to local organizations inviting foreign organizations and individuals to perform artistic performances and fashion shows in the locality, issue permits for beauty pageants and modeling contests within the locality;
e) Organize the issuance of practice licenses for artists and models in the field of performing arts according to the provisions of the law;
g) Issue permits approving content, issue control labels for sound recordings and film recordings of music and dance, stage productions for organizations within the locality producing or importing;
6. On cinema:
a) Implement plans to ensure state budget funding for operating expenses of film screenings in cinemas, mobile film screenings serving political, social, diplomatic, children, ethnic minority, mountainous, island, and military forces;
b) Serve as the permanent body of the Script Review Board for films ordered from the state budget and the provincial film review board as stipulated by the law on cinema;
c) Issue and revoke permits for the dissemination of documentary films, educational films, scientific films, animated films, and films using special effects that may affect viewers produced or imported by local film establishments;
d) Issue and revoke permits for the distribution of feature films produced or imported by local film institutions according to the law on cinema;
đ) Inspect film screenings in cinemas, mobile screenings, and films broadcast on other media at public cultural, entertainment venues;
e) Guide the organization and inspection of compliance with regulations on the sale of film discs and other film activities at the local level;
7. On fine arts, photography, exhibitions:
a) Implement large-scale provincial-level fine arts, photography, and exhibition activities;
b) Receive applications, review, and submit to the Provincial People's Committee for issuing permits for fine arts exhibitions, construction permits for monuments, grand paintings, and sculpture creation camps according to the provisions of the law;
c) Issue permits for photography exhibitions according to the provisions of the law; issue permits for reproducing works of fine arts about cultural celebrities, national heroes, and leaders;
d) Receive notifications of organizing provincial-level fine arts creation competitions; receive registrations for organizing photography competitions and exhibitions of other types under the management of the culture, sports, and tourism sector according to the provisions of the law;
đ) Manage the activities of buying, displaying, and reproducing artistic works in the locality;
8. On copyright and related rights:
a) Implement measures to protect the legitimate rights and interests of the state, organizations, and individuals in the field of copyright and related rights protection at the local level according to the provisions of the law;
b) Implement and guide, inspect the implementation of regulations on providing, cooperating, ordering, using, and ensuring copyright for works, related rights for performances, sound recordings, video recordings, broadcasting programs, and remuneration for authors and owners of copyrights and related rights at the local level;
c) Review copyrights and related rights when disputes arise upon request from organizations, individuals, or competent state agencies;
d) Organize the receipt of applications and issuance of results for registering copyrights and related rights according to the provisions of the law;
9. On libraries:
a) Take the lead and coordinate with the Department of Information and Communications to transfer circulating publications at the local level to the provincial library according to the provisions of the law;
b) Guide registration of library operations at the local level according to the regulations of the Ministry of Culture, Sports, and Tourism; issue and revoke certificates of registration for private libraries serving the community according to the provisions of the law;
c) Guide local libraries to establish organizational and operational regulations according to the regulations of the Ministry of Culture, Sports, and Tourism;
10. On advertising:
a) Review and submit to the Provincial People's Committee for issuing, reissuing, amending, supplementing, and revoking permits for establishing representative offices of foreign advertising enterprises located in the locality;
b) Receive and process applications for notifications of advertising products on billboards, banners; notifications of organizing groups of people to conduct advertising in the locality;
c) Assist the Provincial People's Committee in reporting periodically on the management of advertising activities in the locality;
d) Inspect, check, and handle according to their authority violations of laws on advertising activities on advertising media (excluding press, online environment, publications, and integrated on postal, telecommunications, information technology products and services);
11. On mass culture, ethnic culture, and propaganda mobilization:
a) Guide and implement planning of grassroots cultural facilities in the locality after approval by the Provincial People's Committee;
b) Guide the establishment of organizational and operational regulations for grassroots cultural facilities in the locality based on the regulations of the Ministry of Culture, Sports, and Tourism;
c) Guide the organization of festivals; implement civilized customs in weddings and funerals; build cultural families, villages, agencies, and units in the locality;
d) Take the lead and coordinate with departments, sectors, and mass organizations to direct and guide the "All-Voluntary Movement for Building a Civilized Lifestyle"; be responsible as the Standing Office of the Provincial Steering Committee for the "All-Voluntary Movement for Building a Civilized Lifestyle";
đ) Implement and inspect the implementation of ethnic culture policies, preservation, promotion, and development of tangible and intangible cultural values of ethnic communities residing in the locality;
e) Guide and implement plans for propaganda mobilization activities serving political, economic, cultural, and social tasks and planning the visual propaganda system in the locality;
g) Organize folk art contests, creation competitions for propaganda posters, poster clusters; provide propaganda materials and propaganda posters serving political, economic, cultural, and social tasks in the locality;
h) Direct, inspect, issue permits for karaoke operations, dance clubs; manage cultural service business activities, unconnected online video game services, and public entertainment activities at the local level;
i) Guide and inspect the implementation of mass art festivals, competitions, performances, and other cultural activities at the local level;
k) Guide and inspect the display and use of the National Flag, Emblem, Anthem, and portraits of President Ho Chi Minh in accordance with the law;
12. Regarding literature;
a) Implement mechanisms and policies on literary activities in the locality according to the provisions of the law;
b) Guide, organize the implementation, and inspect literary activities in the locality according to the provisions of the law;
13. Regarding family:
a) Organize and inspect the implementation of legal provisions related to family, ensuring gender equality and preventing domestic violence;
b) Promote and educate on moral values, lifestyle, and behavior within the Vietnamese family;
c) Collect and process information on families and prevent domestic violence;
d) Appraise and submit to the provincial People's Committee for certification of registration for operations of facilities supporting victims of domestic violence, and certification of registration for advisory facilities on prevention and control of domestic violence according to the law;
đ) Issue certificates of vocational training for domestic violence victim care, certificates of vocational training for advisory services on prevention and control of domestic violence; issue cards for domestic violence victim care staff, and advisory staff on prevention and control of domestic violence;
14. Regarding physical education and sports for all people:
a) Guide and organize the implementation of plans for the development of mass physical education and sports after approval;
b) Develop and organize the implementation of plans for training coaches, volunteers, referees in physical education and sports after approval by the Chairman of the provincial People's Committee;
c) Lead and coordinate with national sports associations to mobilize the public to participate in mass physical education and sports movements; disseminate and guide appropriate methods of physical exercise suitable for age, gender, and occupation;
d) Develop competition systems, competition schedules, and direct the organization of mass sports competitions at the provincial level;
đ) Assist the Provincial People's Committee in managing state activities related to recreational sports in the locality;
e) Lead and coordinate with relevant organizations and agencies to create conditions and guide the participation of the elderly, disabled, children, young people, and other groups in physical education and sports activities;
g) Organize guidance on practicing, performing, and competing in traditional ethnic sports, health training methods;
h) Guide and inspect the recognition of sports families at the local level;
i) Coordinate with the Department of Education and Training, Provincial Military Command, Public Security, Border Guard to implement physical education and sports education in schools and physical education and sports in armed forces at the local level;
15. Regarding high-performance sports and professional sports:
a) Develop and implement plans for selecting, training, and coaching athletes; plans for provincial team competitions after approval by competent authorities;
b) Develop plans and implement the provincial Sports and Physical Culture Congress; coordinate with relevant agencies to organize national, regional, and international competitions after being assigned and approved by competent authorities;
c) Implement policies and regulations for coaches, referees, and athletes of the province in competition activities according to approved regulations and laws;
d) Inspect business conditions of professional sports clubs, enterprises, and individual businesses engaged in sports; issue business operation permits for professional sports clubs and enterprises according to the分级无法显示完整内容,以下是直接翻译结果:

16. Regarding tourism:
a) Organize the announcement of planning schemes after approval;

c) Implement measures to protect, restore, exploit, use reasonably, and develop tourism resources, tourism environment, tourist areas, and tourist spots at the local level;
d) Organize the preparation of files to request the Chairman of the provincial People's Committee to recognize local tourist areas, local tourist spots, and local tourist routes; announce after receiving recognition decisions;
đ) Issue, amend, supplement, reissue, extend, and revoke licenses for foreign travel companies' representative offices located in the locality according to the law;
e) Appraise applications for international travel agency business licenses of enterprises in the locality according to the law;
g) Appraise and decide on ratings of 1-star, 2-star hotels, villages, and resorts, standards for villa and apartment resort business operations, cruise ship tourism, and camping sites, guesthouses, rented rooms, and other tourism accommodation facilities;
h) Appraise and issue signs indicating compliance with tourism service standards for tourism business operators;
i) Organize the issuance, reissuance, replacement, and revocation of tour guide cards and tour guide certificate according to the regulations of the Ministry of Culture, Sports and Tourism;
k) Develop plans and programs for tourism promotion and organize the implementation of local tourism promotion programs, events, trade fairs, seminars, and exhibitions after approval;
l) Manage the business activities of passenger transportation by motor vehicles according to the law;
17. Lead or coordinate with relevant agencies to organize the implementation of measures to prevent, combat, and stop illegal activities concerning culture, family, physical education, sports, and tourism;
18. Appraise and participate in appraising investment and development projects related to culture, family, physical education, sports, and tourism at the local level.
19. Assist the provincial People's Committee in managing state administrative affairs concerning enterprises, collective economic organizations, private businesses; guide and inspect the activities of associations and non-governmental organizations in the fields of culture, family, physical education, sports, and tourism as prescribed by law.
20. Guide and inspect the implementation of self-management mechanisms and self-responsibility of public service units in the fields of culture, sports, and tourism as prescribed by law.
21. Advise the provincial People's Committee on organizing cultural, sports, and tourism festivals at the provincial level.
22. Implement international cooperation in the fields of culture, family, physical education, sports, and tourism as prescribed by law and according to the division of labor or delegation from the provincial People's Committee.
23. Provide professional guidance and business operations regarding culture, family, physical education, sports, and tourism for the Cultural and Information Office and specialized positions under the municipal People's Committee.
24. Organize research, application of scientific and technological progress; build information systems and archives to serve state management and professional operations of the Department.
25. Inspect, investigate, handle complaints and denunciations, prevent and combat corruption, and deal with violations of law by organizations and individuals in implementing legal regulations on culture, family, physical education, sports, and tourism as prescribed by law and according to the division of labor or delegation from the provincial People's Committee.
26. Organize training, capacity building, and instruction for cultural and artistic talents and physical education and sports; provide professional training and capacity building for officials, civil servants, and employees working in the fields of culture, family, physical education, sports, and tourism locally.
27. Specify the functions, tasks, and authorities of the department's office, inspection body, specialized departments, and public service units; manage organizational structure, civil servant quota, civil servant grade structure, job positions, staff structure by profession and number of personnel in public service units, implement salary systems and incentive policies, rewards, and disciplinary measures for officials, civil servants, and employees within the scope of management of the Department according to law and according to the division of labor or delegation from the provincial People's Committee.

Article 3. Organization and Staffing
1. Leadership of the Department:
a) The Department of Culture, Sports, and Tourism has a Director and not more than three Deputy Directors.
b) The Director of the Department is the head of the Department, accountable to the provincial People's Committee, the Chairman of the provincial People's Committee, and the law for performing the functions, tasks, and powers of the Department; responsible for reporting work to the provincial People's Committee, the Chairman of the provincial People's Committee, and the Minister of Culture, Sports, and Tourism; report to the provincial People's Council, respond to voter petitions, and answer questions from provincial People's Council representatives as required.
c) Deputy Directors assist the Director in directing certain aspects of work and are accountable to the Director and the law for assigned tasks. When the Director is absent, a Deputy Director may be delegated by the Director to oversee the Department's activities.
d) The appointment of the Director and Deputy Directors of the Department is decided by the Chairman of the provincial People's Committee based on professional standards issued by the Minister of Culture, Sports, and Tourism and according to law.
đ) The Director of the Department appoints and removes heads and deputy heads of subordinate organizations according to position criteria issued by the provincial People's Committee;
e) The Director and Deputy Directors of the Department shall not concurrently hold the position of Head of subordinate units with legal personality status (except where higher legal documents provide otherwise). Matters such as dismissal, transfer, rotation, commendation, punishment, resignation, retirement, and implementation of policies and benefits for the Director and Deputy Directors of the Department are decided by the Chairman of the provincial People's Committee according to law.
2. Advisory and Professional Departments:
The number of advisory and professional departments shall not exceed ten rooms, including:
a) Office;
In cases where the Department of Finance has fewer specialized departments than those listed above, the provincial people's committee decides on adjustments to the names and functions of the departments to ensure comprehensive coverage of all areas under management and compliance with legal provisions.

i) Educational Institutions for Culture, Arts, Physical Education, Sports, and Tourism.
4. Civil Servant Quota, Job Positions, and Number of Personnel Working in Public Service Units Under the Department:
a) The quota of civil servants and the number of personnel working in public service units of the Department of Culture, Sports, and Tourism are allocated based on job positions, linked to functions, tasks, scope of operation, and within the total quota of civil servants and public service units in administrative agencies and public service units of the province or centrally-administered city approved by the competent authority.
b) On the basis of functions, tasks, organizational structure, list of job positions, rank structure of civil servants, and occupational title structure of public officials approved by the competent authority, the Department of Culture, Sports and Tourism shall annually develop plans for the establishment of civil service positions and the number of staff working in public institutions to be submitted to the Provincial People's Committee for submission to the competent authority for examination and decision in accordance with the provisions of the law.
Chapter II
DEPARTMENT OF CULTURE AND INFORMATION
1. The position and functions of the Social and Cultural Department shall be carried out in accordance with Article 11 of Decree No. 150/2025/NĐ-CP.
1. The Department of Culture and Information is a specialized agency under the People's Committee of the district; it performs the function of advising and assisting the People's Committee of the district in state management of culture, family affairs, sports, tourism, and advertising; it implements certain tasks and powers delegated by the People's Committee of the district and as prescribed by law (the performance of state management functions in information and communication by the Department is regulated by the Joint Circular of the Minister of Information and Communications and the Minister of Home Affairs).
2. The Department of Culture and Information has legal personality, seal, and bank account; it is subject to the direction and management of organization, job positions, civil servant establishment, rank structure of civil servants, and personnel work by the People's Committee of the district, while also being subject to professional guidance and inspection by the Department of Culture, Sports and Tourism, and the Department of Information and Communication.
Article 5. Tasks and Powers
1. Submit to the People's Committee of the district for issuance of decisions, directives; long-term plans, five-year plans, and annual plans; projects and programs for cultural development, family affairs, sports, tourism, and advertising; programs and measures to organize and implement administrative reform tasks and socialization in the field of state management assigned to it.
2. Submit to the Chairman of the People's Committee of the district draft documents on cultural, family, sports, tourism, and advertising matters within the Chairman's authority to issue.
3. Implement laws, master plans, plans, projects, and programs that have been approved; provide guidance, disseminate information, popularize, and educate the law on cultural management and activities for cultural development; promote socialization in cultural and sports activities; prevent and combat domestic violence.
4. Guide organizations, units, and people in the district to carry out cultural and artistic movements; physical exercise and sports movements; build civilized customs in weddings, funerals, and festivals; build the "All-Voluntary Movement for a Civilized Lifestyle"; build cultural families, cultural villages, cultural neighborhoods, and cultural units; protect historical and cultural relics and scenic spots; protect, renovate, exploit, and use tourist resources, tourism environment, tourist areas, and tourist sites reasonably within its jurisdiction.
5. Guide and inspect the operation of libraries, cultural centers, sports centers, or cultural-sports centers, grassroots cultural facilities, cultural service establishments, sports, tourism, and advertising public entertainment venues within the jurisdiction of the Department in the district.
6. Assist the People's Committee of the district in state management over collective economic organizations, private enterprises; guide and inspect the activities of associations and non-governmental organizations operating in the fields of culture, family, sports, tourism, and advertising within the district according to the law.
7. Provide professional guidance on cultural, family, sports, tourism, and advertising matters to professional positions at commune, ward, and town People's Committees.
8. Take the lead and coordinate with relevant agencies to inspect and audit compliance with laws on cultural, family, sports, tourism, and advertising activities in the district; handle citizens' complaints and petitions regarding cultural, family, sports, tourism, and advertising matters according to the law.
9. Carry out statistical work and regular and ad hoc reports on the situation of cultural, family, sports, tourism, and advertising activities according to the regulations of the People's Committee of the district and the Director of the Department of Culture, Sports and Tourism.
10. Manage organizational structure, job positions, civil servant establishment, rank structure of civil servants, implement salary systems, policies, incentives, rewards, disciplinary actions, training, and professional development for civil servants within its jurisdiction according to the law and as assigned by the People's Committee of the district.
11. Manage finance and assets allocated according to the law and as assigned by the People's Committee of the district.
12. Perform other tasks assigned by the People's Committee of the district, the Chairman of the People's Committee of the district, or as prescribed by law.
In addition to the above tasks, the Department of Culture and Information also implements certain tasks and powers in the field of information and communication according to the guidelines set forth in the Joint Circular of the Minister of Information and Communications and the Minister of Home Affairs.
Article 6. Organization and Staffing
1. The Department of Culture and Information has a Head and not more than three Deputy Heads.
a) The Head is responsible before the People's Committee, the Chairman of the People's Committee of the district, and the law for the performance of the Department's functions, tasks, and powers;
b) The Deputy Head assists the Head and is responsible before the Head and the law for the tasks assigned. When the Head is absent, a Deputy Head appointed by the Head shall manage the Department's operations;
c) The appointment of the Head and Deputy Heads is decided by the Chairman of the People's Committee of the district based on the position criteria presented by the Department of Culture, Sports and Tourism for issuance by the People's Committee of the province and according to the law. The transfer, rotation, reward, punishment, removal from office, resignation, implementation of systems, and policies for the Head and Deputy Heads are decided by the Chairman of the People's Committee of the district according to the law.
2. Public service units in the fields of culture, physical education, sports, and tourism at the district level may be established including Libraries, Cultural Centers, Physical Education and Sports Centers, or Cultural and Sports Centers. These public service units shall have their own seals and separate accounts. The establishment, restructuring, and dissolution of these public service units shall be carried out in accordance with the provisions of Government Decree No. 55/2012/NĐ-CP dated June 28, 2012.
3. The staffing quota for the Department of Culture and Information:
a) The staffing quota for the Department of Culture and Information is allocated based on job positions, linked to its functions, tasks, scope of activities, and within the total staffing quota for civil servants in administrative agencies and organizations at the district level assigned by the competent authority.
b) Based on its functions, tasks, list of job positions, and the approved structure of civil servant grades, the Department of Culture and Information annually develops a plan for the staffing quota of civil servants in accordance with the law to ensure the fulfillment of assigned tasks.
Chapter III
IMPLEMENTATION
Article 7. Responsibility for Implementation
1. Provincial People's Committees shall be responsible for:
a) In accordance with the characteristics of socio-economic development and management requirements at the local level, improve the organizational system of the cultural, sports, and tourism sector in the locality;
b) Specify the functions, tasks, powers, and organizational structure of the Department of Culture, Sports, and Tourism; guide the People's Committee at the district level to specify the tasks, powers, and organizational structure of the Department of Culture and Information.
For localities where a Department of Tourism has been established, based on the provisions of Articles 1, 2, and 3 of this Circular, the People's Committee at the provincial level shall direct the construction of the functions, tasks, powers, and organizational structure of the Department of Tourism, the Department of Culture and Sports, and send them to the Ministry of Culture, Sports, and Tourism, and the Ministry of Home Affairs for approval in writing before making a decision.
Allocate the staffing quota of civil servants and the number of staff working in public service units under the Department of Culture, Sports, and Tourism, and the Department of Culture and Information according to job positions;
Direct, guide, inspect, and audit the implementation of regulations concerning functions, tasks, powers, organizational structures, and staffing quotas of specialized agencies under the management of the provincial and district People's Committees regarding culture, family affairs, physical education, sports, tourism, and advertising.
2. The Chairman of the provincial People's Committee shall be responsible for:
a) Specify the delegation of authority for the Director of the Department of Culture, Sports, and Tourism to appoint and relieve from office heads and deputy heads of subordinate organizations and units according to standards and titles issued by the provincial People's Committee;
Report to the Ministry of Culture, Sports, and Tourism, and the Ministry of Home Affairs on the organization and operation of the Department of Culture, Sports, and Tourism and the Department of Culture and Information in the locality.
Article 8. Effective Date
1. This Joint Circular takes effect from November 1, 2015, and replaces Joint Circular No. 43/2008/TTLT-BVHTT-BNV dated June 6, 2008, issued by the Minister of Culture, Sports, and Tourism and the Minister of Home Affairs guiding the functions, tasks, powers, and organizational structure of the Department of Culture, Sports, and Tourism under the provincial People's Committee, and the Department of Culture and Information under the district People's Committee.
During the implementation process, if there are emerging issues or difficulties, organizations and individuals should promptly reflect them to the Ministry of Culture, Sports, and Tourism and the Ministry of Home Affairs for consideration and resolution within their jurisdiction./.
