CIRCULAR
Regulations on infrastructure, equipment, and training of specialized staff for Sport Dance

Pursuant to the Law on Physical Culture and Sports dated November 29, 2006;
Based on Decree No. 79/2017/NĐ-CP dated July 17, 2017 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Culture, Sports and Tourism;
The Minister of Culture, Sports and Tourism issues this Circular regulating
At the proposal of the Director-General of the General Department of Physical Training and Sport;
The Minister of Culture, Sports and Tourism issues this Circular to regulate infrastructure, equipment, and training of specialized staff for Sport Dance.
Article 1. Scope of Regulation
Article 1. This Circular stipulates the infrastructure, equipment, and training of specialized staff to meet the requirements for training, competition, and performance of Sport Dance.
Article 2. The standards for infrastructure and equipment for high-performance sports training and competition in Sport Dance shall be implemented in accordance with Article 43 of the Law on Physical Education and Sports.
Article 2. Applicability
This Circular applies to organizations and individuals organizing activities for training, competition, performance, and training of specialized staff for Sport Dance in Vietnam.
Chapter 3. Infrastructure and Equipment for Training
Clause 1. The training floor must have a minimum size of 8m x 10m.
Clause 2. The floor surface must be flat and non-slippery, and covered with one of the following materials: natural wood, engineered wood, ceramic tiles, marble.
Clause 3. The distance from the floor to the lowest point on the ceiling or roof cover must be at least 2.8m.
Clause 4. The sound system must have a minimum volume of 90dBA.
Clause 5. Lighting for training must provide at least 150lux.
Clause 6. There must be seating and mirrors.
8. There must be changing rooms and sanitary facilities for participants in training and competition in football.
Clause 8. There must be changing rooms and restrooms.
Clause 9. There must be a bulletin board containing the main contents: participants in training, training attire, training hours, safety measures during training.
Chapter 4. Infrastructure and Equipment for Competition
Clause 1. Infrastructure and equipment for Sport Dance competitions shall be implemented according to Clauses 1, 2, 3, 4, 5, 6, and 8 of Article 3 of this Circular.
Clause 2. Lighting for competitions must provide at least 200lux.
Article 5. Infrastructure and equipment for performances
Clause 1. Infrastructure and equipment for Sport Dance performances shall be implemented according to Clauses 3, 4, and 8 of Article 3 and Clause 2 of Article 4 of this Circular.
Clause 2. The performance floor must be flat and non-slippery.
Clause 3. Costumes must not be made of transparent materials or colors and must cover sensitive areas of the performer's body.
Article 6. Instructor-to-Diver Ratio
Clause 1. The training density on the floor must ensure a minimum of 2m per person.2Clause 2. Each instructor may guide no more than 35 people per session.
Clause 1. The General Department of Sports, the Vietnam Gymnastics Federation, the Departments of Culture, Sports and Tourism, and the Departments of Culture and Sports of provinces and centrally-administered cities shall organize specialized training for instructors of Sport Dance.
Clause 2. The General Department of Sports is responsible for developing the content and program for specialized training of Sport Dance instructors to be submitted to the Minister of Culture, Sports and Tourism for approval.
Clause 3. Certificates of specialized training for Sport Dance instructors shall be issued by the organizing agency. The format of the certificate of specialized training for Sport Dance instructors is specified in the Appendix attached to this Circular.
Clause 2. Cultural, Sports and Tourism inspection agencies shall conduct inspections and handle violations of this Circular within their authority.
Article 8. Implementation organization
1. The General Department of Physical Education and Sports shall be responsible for guiding and inspecting the implementation of this Circular.
Clause 1. This Circular takes effect from March 20, 2018.
3. Provincial Departments of Culture, Sports and Tourism, Provincial Departments of Culture and Sports under the central government shall be responsible for implementing this Circular.
Article 9. Effective Date
Clause 2. Circular No. 03/2011/TT-BVHTTDL dated January 14, 2011, regulating the conditions for operation of sports facilities organizing Sport Dance activities shall cease to be effective from the date this Circular takes effect.

During implementation, if any difficulties arise, organizations and individuals are requested to promptly report to the Ministry of Culture, Sports and Tourism for research and resolution./.
