CIRCULAR

ISSUING TECHNICAL AND ECONOMIC STANDARDS FOR REMOTE SENSING IMAGE CONTROL POINT SURVEY

MINISTER OF NATURAL RESOURCES AND ENVIRONMENT

On the basis of Decision No. 36/2017/NĐ-CP dated April 4, 2017, of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Natural Resources and Environment;

WHEREAS, Decree No. 03/2019/ND-CP dated January 4, 2019 of the Government on remote sensing activities;

At the proposal of the Director of the National Remote Sensing Center, the Head of the Planning and Finance Department, and the Head of the Legal Department;

The Minister of Natural Resources and Environment issues this Circular on Technical and Economic Standards for Remote Sensing Image Control Point Survey.

Article 1. Accompanying this Circular are the Technical and Economic Standards for Remote Sensing Image Control Point Survey.

Article 2. This Circular takes effect from August 20, 2019.

Article 3. Ministries, ministerial-level agencies, government-affiliated agencies, provincial People's Committees under central cities, units under the Ministry of Natural Resources and Environment, provincial Departments of Natural Resources and Environment under central cities, and related organizations and individuals are responsible for implementing this Circular.

Part I

GENERAL PROVISIONS

1. Scope of Regulation: The technical and economic standards for remote sensing image control point survey apply to the following technological steps (processes):

a) Preparation work

b) Selection of remote sensing image control points in indoor operations

c) Design of remote sensing image control point connection measurement diagrams

d) Determination of remote sensing image control points and inspection points in outdoor operations e) Measurement and processing of remote sensing image control point data

f) Adjustment of remote sensing image control points

g) Support for acceptance and submission of remote sensing image control point measurement results

Thông tư này áp dụng đối với tổ chức, cá nhân có liên quan đến hoạt động kinh doanh đối tượng thủy sản nuôi chủ lực trên lãnh thổ Việt Nam.

- These technical and economic standards apply to state management agencies, organizations, and individuals involved in remote sensing image control point surveys.

- These standards are used to calculate unit prices for products, serve as a basis for preparing budgets and finalizing product value settlements for projects, works, and tasks related to remote sensing image control point surveys conducted by agencies, organizations, and individuals when there are no consolidated standards.

- These standards are used to support production management activities of production units and to compile consolidated standards for production management by the Ministry of Natural Resources and Environment.

3. Basis for Establishing and Amending Technical and Economic Standards

- Circular No. 20/2012/TT-BTNMT dated December 19, 2012, issued by the Ministry of Natural Resources and Environment on Technical and Economic Standards for Surveying and Mapping.

- Circular No. 04/2017/TT-BTNMT dated April 3, 2017, issued by the Minister of Natural Resources and Environment on establishing sectoral standards for natural resources and environment.

- Circular No. 08/2017/TT-BTNMT dated June 6, 2017, issued by the Ministry of Natural Resources and Environment on procedures for remote sensing image control point surveys.

- Results of actual surveys and statistical data on the implementation of standards in 2018

5. Adjustment Coefficient for Labor Technical Level

- The labor technical level when work must be stopped due to weather conditions for outdoor workers is calculated at 0.25 times the specified level.

- Additional labor technical levels due to the influence of old film are calculated according to the coefficient in the table below:

6. Other Provisions

The technical job level is determined based on the worker's level according to Joint Circular No. 57/2015/TTLT-BTNMT-BNV dated December 8, 2015, of the Ministry of Natural Resources and Environment and the Ministry of Home Affairs on job code and qualification standards for mapping and surveying professionals.

7. During the application of these technical and economic standards, if there are any difficulties or unreasonable findings, please report to the Ministry of Natural Resources and Environment for timely consolidation and adjustment.

Part II

ECONOMIC AND TECHNICAL STANDARDS

1. Preparation work

1.1. Labor Norms

1.1.1. Work Content

a) Collect materials including:

- Remote sensing images of the area for remote sensing image control point survey;

- Diagrams, coordinates, and elevations of existing national coordinate and elevation points within the remote sensing image control point survey area;

- Technical design and other relevant technical documents;

- The latest topographic maps of the remote sensing image control point survey area;

b) Determine the measurement method for remote sensing image control points

c) Prepare equipment and tools for remote sensing image control point survey using GNSS technology or total station and electronic theodolite technology.

1.1.2. Difficulty classification: no difficulty classification

1.1.3. Staffing: group of two workers, including one DDBDV III.2 and one DDBDV IV.4

1.1.4. Standard: 1.00 group/point

2.1. Selecting remote sensing image control points on remote sensing images

2.1.1. Labor standard

2.1.1.1. Content of work

- Design a preliminary measurement connection diagram (ensure sufficient control points for image rectification according to design requirements, preliminarily mark state coordinates for measurement connection before selecting points).

- Select preliminary remote sensing image control points within the designed area, draw and annotate the points on the diagram.

- Survey transportation means.

4 Determining remote sensing image control points and inspection points in fieldwork.

Find and determine the initial measurement connection control points, remote sensing image control points, and inspection points in fieldwork: according to the provisions for the work "Connecting Points" of Norm No. 2, Grade III coordinate network in Part II, Chapter 1, Economic and Technical Norms for Surveying and Mapping issued together with Circular No. 20/2012/TT-BTNMT dated December 19, 2012 of the Minister of Natural Resources and Environment.

5 Measuring and processing data of remote sensing image control points.

5.1 Manpower norm.

5.1.1 Work content.

- Prepare materials, documents, supplies; check equipment; contact for work.

- Move to the remote sensing image control point (KCA), inspection point.

- Measure remote sensing image control points.

- Calculate, adjust measurement results of remote sensing image control points.

5.1.2 Difficulty classification.

Type 1: flat areas with few trees; bare hills with low elevation (average height under 50 meters); convenient mountainous regions with traffic, cars can reach within 1 km from the point. Measurement is favorable.

Type 2: flat areas with many trees; sparsely forested mountainous regions, relatively convenient traffic, cars can reach between 1 km and 3 km from the point. Measurement is relatively favorable.

Type 3: high hills from 50 meters to 200 meters, inconvenient traffic, cars can reach between 3 km and 5 km from the point. Measurement is not favorable.

Type 4: high mountains from 200 meters to 800 meters; marshy, sunken areas, difficult traffic, cars can reach between 5 km and 8 km from the point. Measurement is difficult.

Type 5: islands, border areas, and mountains over 800 meters, very difficult traffic, cars can reach more than 8 km from the point. Measurement is difficult.

5.1.3 Manpower quota.

a) Measuring remote sensing image control points and processing data using GNSS technology: group of 05 workers, including 01 Level III.3 Surveyor, 02 Level IV.6 Surveyors, 01 Level IV.10 Surveyor, and 01 Level IV.10 Surveyor.

b) Measuring remote sensing image control points and processing data using electronic total station method: group of 05 workers, including 02 Level IV.4 Surveyors, 02 Level IV.6 Surveyors, and 01 Level IV.10 Surveyor.

5.1.4 Norm.
