Regulations on multidimensional poverty standards for the period 2021-2025

Decree No. 07/2021/NĐ-CP

The Government promulgates this Decree on multidimensional poverty standards for the period 2021-2025.

Article 1. Scope of Regulation and Applicability

1. This Decree stipulates multidimensional poverty measurement criteria; multidimensional poverty standards for households, near-poor households, households with average living standards, and responsibilities for organizing poverty reduction work during the period 2021-2025.

a) Households.

b) Agencies, units, organizations, and individuals participating in poverty reduction and social security work.

Article 2. Multidimensional Poverty Standards in 2021

1. From January 1, 2021, continue to implement the multidimensional poverty standards for the period 2016-2020 as prescribed in Decision No. 59/2015/QĐ-TTg dated November 19, 2015 of the Prime Minister.

2. The poverty standard prescribed in Clause 1 of this Article serves as the basis for measuring and monitoring the degree of income insufficiency and access to basic social services of citizens; it is the foundation for identifying target groups for poverty reduction policies, social security policies, and economic and social policy planning in 2021.

Article 3. Multidimensional Poverty Standards for the Period 2022-2025

1. Multidimensional poverty measurement criteria for the period 2022-2025

a) Income criterion

- Rural area: VND 1,500,000/person/month.

- Urban area: VND 2,000,000/person/month.

b) Criterion for the degree of insufficiency in basic social services

- Basic social services (six services), including: employment; healthcare; education; housing; drinking water and sanitation; information.

- Measurement indicators for the degree of insufficiency in basic social services (twelve indicators), including: employment; dependents in the household; nutrition; health insurance; adult educational level; children's schooling status; housing quality; average housing area per person; drinking water source; hygienic toilet; telecommunications service usage; means of accessing information.

c) Basic social services, measurement indicators for the degree of insufficiency in basic social services, and the threshold of insufficiency prescribed in the Appendix attached to this Decree.

2. Poverty standards for households, near-poor households, and households with average living standards for the period 2022-2025

a) Poverty standard for households

- Rural area: A household with an average monthly income per capita of VND 1,500,000 or less and lacking three or more measurement indicators for the degree of insufficiency in basic social services.

- Urban area: A household with an average monthly income per capita of VND 2,000,000 or less and lacking three or more measurement indicators for the degree of insufficiency in basic social services.

b) Near-poverty standard for households

- Rural area: A household with an average monthly income per capita of VND 1,500,000 or less and lacking fewer than three measurement indicators for the degree of insufficiency in basic social services.

- Urban area: A household with an average monthly income per capita of VND 2,000,000 or less and lacking fewer than three measurement indicators for the degree of insufficiency in basic social services.

c) Standard for households with average living standards

- Rural area: A household with an average monthly income per capita between VND 1,500,000 and VND 2,250,000.

- Urban area: A household with an average monthly income per capita between VND 2,000,000 and VND 3,000,000.

d) The poverty standard for households, the near-poverty standard for households, and the standard for households with average living standards prescribed in Clause 2 of this Article serve as the basis for measuring and monitoring the degree of income insufficiency and access to basic social services of citizens; they are the foundation for identifying target groups for poverty reduction policies, social security policies, and economic and social policy planning for the period 2022-2025.

Article 4. Organization of Implementation

1. Ministry of Labor, Invalids and Social Affairs

a) Direct localities to organize reviews of poor households, near-poor households, and identify households with average living standards according to the poverty standard prescribed in Article 2 of this Decree.

b) Submit to the Prime Minister for approval the annual review process for poor households and near-poor households and the process for identifying households engaged in agriculture, forestry, fisheries, and salt production with average living standards for the period 2022-2025.

c) Starting from 2021, apply information technology in the annual review of poor households and near-poor households.

2. Ministry of Planning and Investment

a) Supplement the system for collecting data on multiple dimensions and poverty indicators in the household living standards survey to serve the tracking and evaluation of national and local multidimensional poverty conditions.

b) Annually, the Ministry of Planning and Investment publishes the overall poverty rate (updated with Consumer Price Index - CPI), the rate of households lacking income and basic social services, and the multidimensional poverty index (MPI).

3. Ministry of Finance

Balance and allocate the budget to implement poverty reduction and social security policies according to multidimensional poverty standards for the period 2021-2025, and apply information technology in the annual review of poor households and near-poor households.

4. Relevant ministries and sectors

Based on the degree of income insufficiency and access to basic social services of citizens nationwide and in each locality, propose to the Government and the Prime Minister solutions to impact programs, projects, and special and regular policies to improve income and access to basic social services of citizens, especially in areas with high rates of poor and near-poor households.

5. The National Ethnic Minorities Committee shall coordinate with the Ministry of Labor, Invalids, and Social Affairs and relevant ministries and sectors to develop, guide, and implement sustainable multidimensional poverty reduction measures suitable for ethnic minority and mountainous regions.

6. Request the Vietnam Fatherland Front Central Committee and political-social organizations to strengthen supervision over the implementation of multidimensional poverty standards for the period 2021-2025 and the implementation of support policies and programs for poor households, near-poor households, and households with average living standards to ensure transparency, fairness, and compliance with regulations.

7. Responsibilities of People's Committees of provinces and centrally-administered cities

a) Promote communication and raise awareness at all levels, sectors, and among the people about multidimensional poverty standards for the period 2021-2025 in their respective areas; the review and identification of poor households and near-poor households;

b) Organize the initial review of poor households and near-poor households; annually review poor households and near-poor households according to the multidimensional poverty standard for the period from 2021 to 2025; classify beneficiaries of poverty reduction and social welfare policies annually; determine annually the households engaged in agriculture, forestry, fisheries, and salt production with a medium living standard.

c) Implement measures aimed at increasing income and improving access to and effective use of basic social services by residents in the locality.

d) Based on local conditions and actual capabilities, provinces and centrally governed cities may set higher income criteria than the national multidimensional poverty standard provided that they can balance their budgets independently in accordance with the law, and supplement criteria for the degree of lack of basic social services (services, deficiency indices), adjust thresholds for measuring deficiency indices to implement programs and policies supporting poor and near-poor households in the locality.

Article 5. Effective Date

This Decree shall take effect from March 15, 2021.

Article 6. Responsibility for Implementation

Ministers, heads of ministerial-level agencies, heads of governmental agencies, Chairpersons of provincial People's Committees under the Central Government, and related agencies, organizations, and individuals are responsible for implementing this Decree./.

BASIC SOCIAL SERVICES, MEASUREMENT INDICES FOR THE LEVEL OF SHORTAGE IN BASIC SOCIAL SERVICES AND THE SHORTAGE THRESHOLD IN THE MULTIDIMENSIONAL POVERTY STANDARD FOR THE PERIOD 2022-2025

Basic Social Services

(Shortage Index)

Measurement Indices for the Level of Shortage in Basic Social Services

Threshold of Deficiency

1. Employment

Employment

A household has at least one person without employment (a person of working age who is capable of working, willing/motivated to work but unable to find employment); or has employment but does not have a labor contract*.

(*) Consider regular, steady, stable or relatively stable employment.

Dependent persons in the household

Households where the ratio of dependent persons to total population exceeds 50%. Dependent persons include: children under 16 years old; elderly or disabled persons receiving monthly social assistance.

2. Health

Nutrition

Households where at least one child under 16 years old suffers from height malnutrition or weight malnutrition for their age.

Health Insurance

A household has at least one person aged six years or older without health insurance.

3. Education

Adult Education Level

A household has at least one person aged between 16 and 30 years old who has not participated in training courses or does not hold educational certificates or vocational training certificates corresponding to their age [A person aged 16 to under 18 years old who is currently attending or has completed junior secondary school; aged 18 to 30 years old who is currently attending or has completed general secondary school or vocational secondary education or junior college; or a person aged 16 to 30 years old who has been recruited by an enterprise and certified for on-the-job vocational training (combined study and work)].

Children's School Attendance Status

A household has at least one child aged between 3 and under 16 years old who is not receiving appropriate level of education corresponding to their age (children aged 3 to under 6 years old should be enrolled in preschool education, children aged 6 to under 12 years old should be enrolled in primary education, and children aged 12 to under 16 years old should be enrolled in junior secondary education).

4. Housing

Housing Quality

A household lives in a house/apartment that is not sturdy (of the three main structures—walls, columns, and roof—at least two are made of non-durable materials).

Average Per Capita Living Space

Average living space per capita of the household is less than 8 square meters2.

5. Water for Living and Sanitation

Source of Drinking Water

A household does not have access to clean water for daily use (including piped water, protected dug wells, protected springs, rainwater, and bottled water).

Sanitary Latrine

A household does not use a sanitary latrine (including septic tanks, semi-septic tanks, pour-flush toilets, improved ventilated pit latrines, pit latrines with seats, and twin pits).

6. Information

Telecommunication Service Usage

A household has no member using internet service.

Means of Accessing Information

A household does not have any of the following means of accessing information:

- Common devices: Television, radio, desktop computer, telephone;

- Personal devices: Laptop, tablet, smartphone.
