Repealing certain regulatory legal documents
issued by the Minister of Industry and Trade
Pursuant to the Law on Legislative Regulatory Documents dated June 22, 2015; the Law amending and supplementing certain articles of the Law on Legislative Regulatory Documentsđổamending and supplementing certain articles of the Law on Issuing Regulatory Legal Documents dated June 18, 2020;
Pursuant to Decree No.98/20Decision No. 17/2018/NĐ-CPdated August 18, 2017 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Industry and Trade;
Pursuant to Decree No.34/2016/NĐ-CPDecision No. 1455/2016/QD-TTg of the Government dated May 14, 2016 detailing certain provisions and implementing mechanisms of the Law on Issuing Regulatory Legal Documents; Decree No.154/2020/NĐ-CP dated October 20, 2015 ofMay34/2016/NĐ-CPDecember 31, 2020 Government Decree amending and supplementing some articles of the Government Decree No.
At the proposal of the Director of the Legal Department and the Heads of relevant units under the Ministry;policies;
The Minister of Industry and Trade issues this Circular to repeal certain regulatory legal documents issued by the Minister of Industry and Trade.
Article 1. Repealing certain regulatory legal documents
Repeal the following regulatory legal documents issued by the Minister of Industry and Trade:
1. Decision No. 34/2002/QD-BCN dated August 28, 2002 of the Minister of Industry regarding the submission of geological reports and the provision of geological and mineral materials.
2. Circular No. 07/2006/TT-BTM dated April 17, 2006 of the Minister of Trade guiding procedures for issuing and managing certificates of origin under Decree No. 19/2006/NĐ-CP dated February 20, 2006 of the Government detailing the Law on Trade concerning the origin of goods.
3. Circular No. 08/2006/TT-BTM dated April 17, 2006 of the Minister of Trade guiding methods for determining the origin of exported and imported goods with non-pure origin under Decree No. 19/2006/NĐ-CP dated February 20, 2006 of the Government detailing the Law on Trade concerning the origin of goods.
4. Circular No. 10/2006/TT-BTM dated June 1, 2006 of the Minister of Trade amending and supplementing Circular No. 08/2006/TT-BTM on guiding methods for determining the origin of exported and imported goods with non-pure origin under Decree No. 19/2006/NĐ-CP dated February 20, 2006 of the Government detailing the Law on Trade concerning the origin of goods.
5. Decision No. 30/2006/QD-BCN dated August 31, 2006 of the Minister of Industry on the issuance of regulations on the management of investment construction projects for independent power plants.
6. Circular No. 13/2010/TT-BCT dated April 15, 2010 of the Minister of Industry and Trade stipulating the method of establishing, procedure, and process for compiling operational costs of the electricity system and electricity market.
7. Circular No. 06/2011/TT-BCT dated March 21, 2011 of the Minister of Industry and Trade stipulating procedures for issuing certificates of origin for preferential goods.
8. Circular No. 07/2011/TT-BCT dated March 24, 2011 of the Minister of Industry and Trade stipulating the list of consumer goods for serving the determination of import tax payment deadlines.
9. Circular No. 25/2011/TT-BCT dated June 30, 2011 of the Minister of Industry and Trade stipulating work on inspection, handling, review, systematization, and monitoring the implementation of regulatory legal documents in the industry and trade sector.
10. Circular No. 40/2012/TT-BCT dated December 21, 2012 stipulating the issuance of certificates confirming advertising content for food products under the management responsibility of the Ministry of Industry and Trade.
11. Circular No. 01/2013/TT-BCT dated January 3, 2013 of the Minister of Industry and Trade amending and supplementing Circular No. 06/2011/TT-BCT dated March 21, 2011 of the Ministry of Industry and Trade stipulating procedures for issuing certificates of origin for preferential goods.
12. Circular No. 35/2013/TT-BCT dated December 26, 2013 of the Minister of Industry and Trade amending and supplementing certain articles of Circular No. 25/2011/TT-BCT dated June 30, 2011 of the Minister of Industry and Trade stipulating work on inspection, handling, review, systematization, and monitoring the implementation of regulatory legal documents in the industry and trade sector.
13. Circular No. 10/2014/TT-BCT dated March 12, 2014 of the Minister of Industry and Trade stipulating the implementation of mechanisms and policies for promoting trade, developing markets, and supporting industries to serve the development of national products.
14. Circular No. 35/2016/TT-BCT dated December 28, 2016 stipulating the determination of foreign workers moving within enterprises in eleven service sectors listed in Vietnam's Specific Commitment Schedule on Services to the World Trade Organization not requiring labor permits.
15. Circular No. 24/2018/TT-BCT dated August 31, 2018 of the Minister of Industry and Trade stipulating the method of determining prices of products and public services in the field of supplying electricity to remote areas, border regions, islands implemented through the central government budget.
Article 2. Implementation clause
1. This Circular takes effect from November 25, 2021.
2. The Heads of the Department of Legal Affairs, the Director of the Office of the Ministry, Heads of units under the Ministry of Industry and Trade, and related agencies, organizations, and individuals are responsible for implementing this Circular./.
