Circular No. 07/2022/TT-BTTTT amends and supplements certain Articles of Circular No. 46/2017/TT-BTTTT dated December 29, 2017, issued by the Minister of Information and Communications, stipulating the standards for occupational titles of civil servants in the fields of sound technician, announcer, film editing technician, and cinematographer within the Information and Communications sector.

CIRCULAR

Pursuant to the Civil Servant Law dated November 15, 2010; and the Law Amending and Supplementing Certain Provisions of the Civil Servants and Public Officials Law and the Civil Servant Law dated November 25, 2019;

Based on the proposal of the Director of the Cadre and Civil Servant Department;

Pursuant to Decree No. 89/2021/NĐ-CP dated October 18, 2021, issued by the Government, amending and supplementing certain Articles of Decree No. 101/2017/NĐ-CP dated September 1, 2017, issued by the Government on training and capacity building for cadres, civil servants, and public officials;

Pursuant to Decree No. 17/2017/NĐ-CP dated February 17, 2017, issued by the Government, on the functions, tasks, powers, and organizational structure of the Ministry of Information and Communications;

The phrase "or examination" is abolished pursuant to Clause 6, Article 8 of Circular No. 15/2025/TT-BVHTTDL dated November 25, 2025, of the Minister of Culture, Sports and Tourism amending and supplementing certain articles of Circulars prescribing job codes, qualification standards, and salary grades for civil servants in the heritage culture, library, grassroots cultural activities, sports, fine arts, art performance, film, and cultural propaganda sectors, which takes effect from January 15, 2026.

The Minister of Information and Communications hereby promulgates this Circular amending and supplementing certain Articles of Circular No. 46/2017/TT-BTTTT dated December 29, 2017, issued by the Minister of Information and Communications on the standards for occupational titles and qualifications of sound technicians, announcers, film editing and filming technical staff in the field of information and communication,

Article 1. Amending and supplementing certain Articles of Circular No. 46/2017/TT-BTTTT dated December 29, 2017, issued by the Minister of Information and Communications on the standards for occupational titles and qualifications of sound technicians, announcers, film editing and filming technical staff in the field of information and communication

1. Clause 2 of Article 3 shall be amended, Clause 3 shall be amended, and Clause 4 shall be added as follows:

"2. Standards for education and training

a) Hold a bachelor's degree or higher in sound engineering, electronics - telecommunications;

b) Hold a certificate for training according to the standards for occupational titles and qualifications of sound technicians.

3. Professional Qualification Standards

a) Understand the Party's policies and State laws regarding the specialized field;

b) Be proficient in specialized work; understand sound, grasp the principles of combining different types of sound, between sound and images or with performing arts;

c) Possess basic information technology skills, able to use foreign languages or ethnic minority languages as required by the job position.

4. Requirements for staff applying for promotion to Sound Technician Level I

a) Have held the occupational title of Sound Technician Level II or equivalent for at least 06 years (72 months). In cases of equivalent time, they must have held the occupational title of Sound Technician Level II for at least 01 year (12 months) up to the deadline for submitting application registration forms for the examination or promotion;

b) During the period holding the occupational title of Sound Technician Level II or equivalent, they must have been the main organizer or participant in at least 02 (two) works that won awards at the ministry level or equivalent; or organized or participated in at least 02 (two) research topics or programs at the ministry or provincial level or equivalent that have been approved or accepted by the competent authority."

2. Clause 2 of Article 4 shall be amended, Clause 3 shall be amended, and Clause 4 shall be added as follows:

"2. Standards for education and training

a) Hold a bachelor's degree or higher in sound engineering, electronics - telecommunications;

b) Hold a certificate for training according to the standards for occupational titles and qualifications of sound technicians.

3. Professional Qualification Standards

a) Grasp the Party's policies and State laws regarding the specialized field;

b) Be proficient in specialized work; understand sound, grasp the principles of combining different types of sound, between sound and images or with performing arts;

c) Possess basic information technology skills, able to use foreign languages or ethnic minority languages as required by the job position.

4. Requirements for staff applying for promotion to Sound Technician Level II

a) Have held the occupational title of Sound Technician Level III or equivalent for at least 09 years (excluding probationary and trial periods). In cases of equivalent time, they must have held the occupational title of Sound Technician Level III for at least 01 year (12 months) up to the deadline for submitting application registration forms for the examination or promotion;

b) During the period holding the occupational title of Sound Technician Level III or equivalent, they must have been the main organizer or participant in at least 01 (one) work that won awards at the ministry level or equivalent; or participated in at least 01 (one) research topic or program from the grassroots level or above that has been approved or accepted by the competent authority."

3. Clause 2 of Article 5 shall be amended, Clause 3 shall be amended, and Clause 4 shall be added as follows:

"2. Standards for education and training

a) Hold a bachelor's degree or higher in sound engineering, electronics - telecommunications;

b) Hold a certificate for training according to the standards for occupational titles and qualifications of sound technicians.

3. Professional Qualification Standards

a) Grasp the Party's policies and State laws regarding the specialized field;

b) Understand sound, grasp the principles of combining different types of sound, between sound and images or with performing arts;

c) Possess basic information technology skills, able to use foreign languages or ethnic minority languages as required by the job position.

4. Requirements for staff applying for promotion to Sound Technician Level III

Must have held the occupational title of Sound Technician Level IV or equivalent for at least 02 years (24 months) (excluding probationary and trial periods) for those recruited with an associate degree or higher, and 03 years (36 months) (excluding probationary and trial periods) for those recruited with a secondary vocational degree. In cases of equivalent time, they must have held the occupational title of Sound Technician Level IV for at least 01 year (12 months) up to the deadline for submitting application registration forms for the examination or promotion."

4. Clause 2 of Article 6 shall be amended, Clause 3 shall be amended as follows:

"2. Standards for education and training

a) Hold a diploma or higher in sound engineering; electronic and telecommunication technology;

b) Hold a certificate for training according to the standards for occupational titles and qualifications of sound technicians.

3. Professional Qualification Standards

a) Understand the Party's policies and State laws regarding the specialized field;

b) Understand specialized knowledge about sound; understand various forms and methods of artistic performance, cinema, and television."

5. Clause 2 of Article 7 shall be amended, Clause 3 shall be amended, and Clause 4 shall be added as follows:

"2. Standards for education and training

a) Hold a bachelor's degree or higher in television production technology, television technology, communication technology, multimedia communication. In case of a bachelor's degree in another field, they must hold a certificate for training in film editing or hold a diploma or associate degree in television production technology, television technology, communication technology, multimedia communication.

b) Hold a certificate for training according to the standards for occupational titles and qualifications of film editing technical staff.

3. Professional Qualification Standards

a) Understand the Party's policies and State laws regarding the specialized field;

b) Understand the situation and development trends of the industry and field both domestically and internationally;

c) Be proficient in specialized work, effectively perform tasks as stipulated by the Press Law and other relevant laws;

d) Able to use foreign languages or ethnic minority languages as required by the job position.

4. Requirements for civil servants participating in examinations or being considered for promotion to Technical Cinematography Level I

a) Having held the title of Technical Cinematography Level II or equivalent for at least 06 years (72 months). In cases with equivalent time, they must have held the title of Technical Cinematography Level II for at least 01 year (12 months) up to the deadline for submitting examination registration or promotion application forms;

b) During the period holding the title of Technical Cinematography Level II or equivalent, they must have led or participated in producing at least 02 (two) works that won ministry-level or equivalent awards; or led or participated in at least 02 (two) research topics or programs at the ministry or provincial level or equivalent that have been issued or approved by competent authorities.

6. Article 8 is amended by revising Clause 2, Clause 3, and adding Clause 4 as follows:

"2. Standards for education and training

a) Holding a bachelor's degree or higher in technical program production, broadcasting technology, communication technology, multimedia communication. In case of graduating from a different major, they must hold a certificate in film production training or a diploma in technical program production, broadcasting technology, electronic engineering, or communication technology;

b) Hold a certificate for training according to the standards for occupational titles and qualifications of film editing technical staff.

3. Professional Qualification Standards

a) Grasp the Party's policies and State laws regarding the specialized field;

b) Being well-informed about the situation and development trends in their field both domestically and internationally;

c) Be proficient in specialized work, effectively perform tasks as stipulated by the Press Law and other relevant laws;

d) Able to use foreign languages or ethnic minority languages as required by the job position.

4. Requirements for civil servants participating in examinations or being considered for promotion to Technical Cinematography Level II

a) Having held the title of Technical Cinematography Level III or equivalent for at least 09 years (excluding probationary and trial periods). In cases with equivalent time, they must have held the title of Technical Cinematography Level III for at least 01 year (12 months) up to the deadline for submitting examination registration or promotion application forms;

b) During the period holding the title of Technical Cinematography Level III or equivalent, they must have led or participated in producing at least 02 (two) works that won ministry-level or provincial-level awards or equivalent; or led or participated in at least 02 (two) research topics or programs at the institutional level or higher that have been issued or approved by competent authorities.

7. Article 9 is amended by revising Clause 2, Clause 3, and adding Clause 4 as follows:

"2. Standards for education and training

a) Holding a bachelor's degree or higher in technical program production, broadcasting technology, communication technology, multimedia communication. In case of graduating from a different major, they must hold a certificate in film production training or a diploma in film production, technical program production, broadcasting technology, electronic engineering, or communication technology;

b) Hold a certificate for training according to the standards for occupational titles and qualifications of film editing technical staff.

3. Professional Qualification Standards

a) Understand the Party's policies and State laws regarding the specialized field;

b) Being informed about the situation and development trends in their field both domestically and internationally;

c) Effectively performing tasks as prescribed by the Press Law and other relevant laws;

d) Able to use foreign languages or ethnic minority languages as required by the job position.

4. Requirements for civil servants participating in examinations or being considered for promotion to Technical Cinematography Level III

Having held the title of Technical Cinematography Level IV or equivalent for at least 02 years (24 months) (excluding probationary and trial periods) for those recruited with a high-level qualification, and 03 years (36 months) (excluding probationary and trial periods) for those recruited with a college-level qualification. In cases with equivalent time, they must have held the title of Technical Cinematography Level IV for at least 01 year (12 months) up to the deadline for submitting examination registration or promotion application forms.

8. Article 10 is amended by revising Clause 2, Clause 3 as follows:

"2. Standards for education and training

a) Holding a diploma or higher in technical program production, broadcasting technology, electronic engineering, or communication technology. In case of graduating from a different major, they must hold a certificate in film production training.

b) Hold a certificate for training according to the standards for occupational titles and qualifications of film editing technical staff.

3. Professional Qualification Standards

a) Understand the Party's policies and State laws regarding the specialized field;

b) Effectively performing tasks as prescribed by the Press Law and other relevant laws.

9. Article 11 is amended by revising Clause 2, Clause 3, and adding Clause 4 as follows:

"2. Standards for education and training

a) Holding a bachelor's degree or higher;

b) Holding a certificate in training according to the standards for the position of specialized civil servant in radio announcer;

3. Professional Qualification Standards

a) Being well-informed about the viewpoints, policies, directives, resolutions of the Party, and state laws; the provisions of the Press Law and other relevant laws;

b) Understanding sociology, customs, traditions, needs, and tastes of domestic and foreign readers;

c) Mastering professional procedures, technical regulations, terms, grammar, and style of language; using clear, refined, and expressive language; mastering the spirit, content of information, and being proactive and creative in transmitting information to ensure high quality;

d) Possessing basic skills in information technology, and being able to use foreign languages or ethnic minority languages as required by job positions.

4. Requirements for civil servants participating in examinations or being considered for promotion to Radio Announcer Level I

a) Having held the title of Radio Announcer Level II or equivalent for at least 06 years (72 months). In cases with equivalent time, they must have held the title of Radio Announcer Level II for at least 01 year (12 months) up to the deadline for submitting examination registration or promotion application forms;

b) During the period holding the title of Radio Announcer Level II or equivalent, they must have led or participated in reading at least 02 (two) works that won ministry-level or equivalent awards; or led or participated in at least 02 (two) research topics or programs at the ministry or provincial level or equivalent that have been issued or approved by competent authorities.

10. Article 12 is amended by revising Clause 2, Clause 3, and adding Clause 4 as follows:

"2. Standards for education and training

a) Holding a bachelor's degree or higher;

b) Holding a certificate in training according to the standards for the position of specialized civil servant in radio announcer;

3. Professional Qualification Standards

a) Being well-informed about the viewpoints, policies, directives, resolutions of the Party, and state laws; the provisions of the Press Law and other relevant laws;

b) Understanding sociology, customs, traditions, needs, and tastes of domestic and foreign readers;

c) Mastering professional procedures, technical regulations, terms, grammar, and style of language; using clear, refined, and expressive language; mastering the spirit, content of information, and being proactive and creative in transmitting information to ensure high quality;

d) Possessing basic skills in information technology, and being able to use foreign languages or ethnic minority languages as required by job positions.

4. Requirements for civil servants participating in examinations or being considered for promotion to Radio Announcer Level II

a) Having at least nine years (excluding probationary and trial periods) of holding the title of Grade III announcer or equivalent position. In cases with equivalent time, they must have held the title of Grade III announcer for at least one year (twelve months) up to the deadline for submitting registration forms for the examination or promotion review.

b) During the period of holding the title of Grade III announcer or equivalent position, they must have either led or participated in reading at least one work that won a ministry-level, provincial-level, or equivalent award; or participated in at least one research topic or program at the grassroots level or higher, which has been officially issued or approved.

11. Article 13 shall be amended Clause 2, Clause 3, and supplemented with Clause 4 as follows:

"2. Standards for education and training

a) Holding a bachelor's degree or higher;

b) Holding a certificate in training according to the standards for the position of specialized civil servant in radio announcer;

3. Professional Qualification Standards

a) Understanding the viewpoints, policies, directives, resolutions of the Party and laws of the State; provisions of the Press Law and other relevant laws;

b) Understanding sociology, customs, traditions, needs, and tastes of domestic and foreign readers;

c) Mastering professional procedures, technical regulations, terminologies, grammar, and style of language; using clear, refined, and expressive language; thoroughly understanding the spirit and content of information, being proactive and creative in transmitting information to ensure high quality.

d) Possessing basic skills in information technology, and being able to use foreign languages or ethnic minority languages as required by job positions.

4. Requirements for employees participating in examinations or reviews for promotion to Grade III announcer positions

They must have held the title of Grade IV announcer or equivalent position for at least two years (twenty-four months) (excluding probationary and trial periods) if recruited with an associate degree or higher, or three years (thirty-six months) (excluding probationary and trial periods) if recruited with a vocational school diploma. In cases with equivalent time, they must have held the title of Grade IV announcer for at least one year (twelve months) up to the deadline for submitting registration forms for the examination or promotion review.

12. Article 14 shall be amended Clause 2, Clause 3 as follows:

"2. Standards for education and training

a) Holding a diploma from a vocational school or higher;

b) Having a certificate of training according to the standards of the announcer profession.

3. Professional Qualification Standards

a) Understanding the viewpoints, policies, directives, resolutions of the Party and laws of the State; provisions of the Press Law and other relevant laws;

b) Understanding customs, traditions, needs, and preferences of audiences in the region where the station is located;

c) Mastering professional procedures, technical regulations, terminologies, grammar, and style of language; using clear, refined, and expressive language; thoroughly understanding the spirit and content of transmitted information.

13. Article 15 shall be amended Clause 2, Clause 3, and supplemented with Clause 4 as follows:

"2. Standards for education and training

a) Holding a bachelor's degree or higher in cinematography;

b) Having a certificate of training according to the standards of the cinematographer profession.

3. Professional Qualification Standards

a) Being well-informed about the policies, guidelines, laws, and regulations of the Party and State on culture and arts; important political and social events; achievements in culture and arts both domestically and internationally;

b) Proficient in specialized professional skills; various forms of cultural and artistic activities; characteristics and features of combined arts, related scientific and technological fields; sociology and effective application in building artistic images;

c) Thoroughly understanding laws on labor protection, safety techniques during practice and performance, and other relevant laws;

d) Possessing basic skills in information technology, and being able to use foreign languages or ethnic minority languages as required by job positions.

4. Requirements for employees participating in examinations or reviews for promotion to Grade I cinematographer positions

a) Having at least six years (seventy-two months) of holding the title of Grade II cinematographer or equivalent position. In cases with equivalent time, they must have held the title of Grade II cinematographer for at least one year (twelve months) up to the deadline for submitting registration forms for the examination or promotion review;

b) During the period of holding the title of Grade II cinematographer or equivalent position, they must have either led or participated in filming at least two works that won a ministry-level or equivalent award; or participated in at least two research topics or programs at the ministry or provincial level or equivalent, which have been officially issued or approved.

14. Article 16 shall be amended Clause 2, Clause 3, and supplemented with Clause 4 as follows:

"2. Standards for education and training

a) Holding a bachelor's degree or higher in cinematography;

b) Having a certificate of training according to the standards of the cinematographer profession.

3. Professional Qualification Standards

a) Thoroughly understanding the policies, guidelines, laws, and regulations of the Party and State on culture and arts; important political and social events; achievements in culture and arts both domestically and internationally;

b) Proficient in specialized professional skills; various forms of cultural and artistic activities; characteristics and features of combined arts, related scientific and technological fields; sociology and effective application in building artistic images;

c) Thoroughly understanding laws on labor protection, safety techniques during practice and performance, and other relevant laws;

d) Possessing basic computer skills, able to use foreign languages or ethnic minority languages as required by job positions.

4. Requirements for employees participating in examinations or reviews for promotion to Grade II cinematographer positions

a) Having at least nine years (excluding probationary and trial periods) of holding the title of Grade III cinematographer or equivalent position. In cases with equivalent time, they must have held the title of Grade III cinematographer for at least one year (twelve months) up to the deadline for submitting registration forms for the examination or promotion review;

b) During the period of holding the title of Grade III cinematographer or equivalent position, they must have either led or participated in filming at least one work that won a ministry-level, provincial-level, or equivalent award; or participated in at least one research topic or program at the grassroots level or higher, which has been officially issued or approved.

15. Article 17 shall be amended Clause 2, Clause 3, and supplemented with Clause 4 as follows:

"2. Standards for education and training

a) Holding a bachelor's degree or higher in cinematography;

b) Having a certificate of training according to the standards of the cinematographer profession.

3. Professional Qualification Standards

a) Understanding the policies, guidelines, laws, and regulations of the Party and State on culture and arts; important political and social events; achievements in culture and arts both domestically and internationally;

b) Mastering specialized professional skills; various forms of cultural and artistic activities; characteristics and features of combined arts, related scientific and technological fields; sociology and effective application in building artistic images;

c) Understanding laws on labor protection, safety techniques during practice and performance, and other relevant laws;

d) Possessing basic skills in information technology, and being able to use foreign languages or ethnic minority languages as required by job positions.

4. Requirements for employees participating in examinations or reviews for promotion to Grade III cinematographer positions

There must be at least two years (twenty-four months) of time holding the fourth-class cinematographer title (excluding the probationary period and trial period) for cases where recruitment is based on an associate degree level, and three years (thirty-six months) (excluding the probationary period and trial period) for cases where recruitment is based on a secondary vocational school level. In cases with equivalent time, there must be at least one year (twelve months) of holding the fourth-class cinematographer title counted up to the deadline date for submitting application registration for examination or promotion.

Article 18 is amended as follows:

"2. Standards for education and training

a) Hold a diploma or higher in cinematography;

b) Having a certificate of training according to the standards of the cinematographer profession.

3. Professional Qualification Standards

a) Understanding the policies, guidelines, laws, and regulations of the Party and State on culture and arts; important political and social events; achievements in culture and arts both domestically and internationally;

b) Mastering specialized professional skills; various forms of cultural and artistic activities; characteristics and features of combined arts, related scientific and technological fields; sociology and effective application in building artistic images;

c) Understand the regulations of labor protection laws, safety techniques in training, performance, and other relevant legal provisions.

Article 2. Effective Date

This Circular takes effect from August 15, 2022.

Article 3. Transitional Provisions

1. Civil servants who have been appointed to the positions of sound technician, announcer, film editing technician, and cinematographer in the information and communication field according to the law before this Circular takes effect but have not yet met the position criteria shall be provided with conditions by the competent management and usage agencies to complete the missing criteria of their respective civil servant positions in accordance with this Circular.

2. For agencies and units that have been approved by the competent authority to implement promotion plans for civil servant positions in the information and communication field before this Circular takes effect, they may continue to implement these plans until completion.

Article 4. Responsibilities for Implementation

1. The Minister, Heads of Ministries equivalent to Ministries, Heads of Government Agencies, Chairpersons of Provincial People's Committees under the Central Government, and related agencies, organizations, and individuals are responsible for implementing this Circular.

2. During the implementation process, if there are difficulties or obstacles, organizations and individuals are requested to report to the Ministry of Information and Communications for consideration and resolution./.
