Pursuant to Decree No. 37/2025/NĐ-CP dated February 26, 2025 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;

Pursuant to Decree No. 152/2025/NĐ-CP dated June 14, 2025 of the Government stipulating the delegation of authority and power in the field of encouragement and reward; providing detailed guidance on implementation of certain articles of the Law on Encouragement and Reward;

Pursuant to Decision No. 01/2026/QĐ-TTg dated January 1, 2026 of the Prime Minister providing detailed guidance on implementation of certain articles of the Law on Encouragement and Reward;

At the proposal of the Director of the Cadre and Civil Servant Organization Department;

The Minister of Education and Training promulgates this Circular providing detailed guidance on implementation of certain articles of the Law on Encouragement and Reward and Decree No. 152/2025/NĐ-CP-of the Government dated June 14, 2025 stipulating the delegation of authority and power in the field of encouragement and reward; providing detailed guidance on implementation of certain articles of the Law on Encouragement and Reward for the education sector;

Chapter I

GENERAL PROVISIONS

Article 1. Scope of Regulation

This Circular provides detailed guidance on implementing Clause 4, Article 24, Clause 3, Article 26, Clause 3, Article 27, Clause 3, Article 28, Clause 3, Article 32, Clause 2, Article 71, Clause 6, Article 74, Clause 2, Article 75, Clause 3 and Clause 4, Article 76, Clause 6, Article 84 of the Law on Encouragement and Reward; stipulates the contents delegated under Clause 2, Article 6 of Decree No. 152/2025/NĐ-CP dated June 14, 2025 of the Government stipulating the delegation of authority and power in the field of encouragement and reward; provides detailed guidance on implementation of certain articles of the Law on Encouragement and Reward (hereinafter referred to as this Circular).

Article 2. Applicability

This Circular applies to cadres, civil servants, public officials, workers, collectives within the education sector; students, student collectives; collectives, households, individuals of Vietnamese nationality; collectives, individuals of Vietnamese nationality residing abroad; collectives, individuals of foreign nationality related to rewards in the education sector.

Article 3. Definitions

In this Circular, the following terms shall be understood as follows:

1. Units under the Ministry of Education and Training include departments, bureaus, offices, specialized agencies assisting the Party Committee of the Ministry of Education and Training, project management boards, program management boards, and other units under the Ministry of Education and Training (hereinafter referred to as units under the Ministry).

2. Directly subordinate units of the Ministry of Education and Training include the Education and Times Newspaper, the Education Journal, the Vietnam Institute of Educational Science, the Vietnam Education Publishing House Joint Stock Company with sole responsibility, the Vocational Education Equipment Joint Stock Company with sole responsibility, and other public service units directly subordinate to the Ministry of Education and Training (hereinafter referred to as directly subordinate units of the Ministry).

3. Collectives eligible for commendation and awards include departments, offices, and equivalent organizations.

4. Student collectives include classes and groups of students.

Chapter II

RECOGNITION OF THE LEVEL OF TASK COMPLETION

FOR INDIVIDUALS AND GROUPS

Article 4. Recognition of the level of task completion for individuals and groups under management

The recognition of the level of task completion for individuals and groups under management shall be carried out in accordance with the regulations of the Party, laws of the State, and the provisions of the Minister of Education and Training on the evaluation and classification of quality for groups, civil servants, officials, and employees of the Ministry of Education and Training.

Chapter III

CRITERIA, OBJECTS CONSIDERED FOR AWARDING

AWARDS AND REWARDS

Article 5. The title of "Advanced Worker"

1. The title of "Advanced Worker" is awarded annually at the end of the school year or work year to individuals of units under the Ministry and affiliated units that meet the criteria specified in Clause 1, Article 24 of the Law on Competition and Reward.

2. The assessment for the title of "Advanced Worker" for certain specific cases shall be implemented according to the provisions of Clause 5, Article 2 of Circular No. 15/2025/TT-BNV dated August 4, 2025, issued by the Minister of Home Affairs detailing measures to organize and guide the implementation of the Law on Competition and Reward and Decree No. 152/2025/NĐ-CP dated June 14, 2025, of the Government on decentralization and delegation of authority in the field of competition and reward; detailed regulations and guidance on implementing certain articles of the Law on Competition and Reward. For officers seconded from the Vietnam People's Army and the Vietnam People's Public Security, it shall be implemented in accordance with the relevant laws.-Article 6. The flag of "Competition Excellence of the Ministry of Education and Training"

1. The object considered for the award of the flag of "Competition Excellence of the Ministry of Education and Training" is the leading group in the competition movement organized by the Ministry of Education and Training, including:

a) Units under the Ministry and affiliated units;

b) Groups specified in Clause 3, Article 3 of this Circular of units under the Ministry and affiliated units;

c) Departments of Education and Training of provinces and centrally-administered cities.

2. The flag of "Competition Excellence of the Ministry of Education and Training" is awarded to groups meeting the criteria set forth in Clause 1 and Clause 2, Article 26 of the Law on Competition and Reward, specifically as follows:

a) It is a group with outstanding achievements, exceeding competition targets and assigned tasks in the year; leading the competition cluster organized by the Ministry of Education and Training;

b) Internal unity, effectively implementing the policies of the Party and state laws; party organizations and mass organizations are evaluated as having completed their tasks well or better.

Article 7. The title of "Outstanding Labor Group"

1. The objects considered for the award of the title of "Outstanding Labor Group" include:

a) Units under the Ministry and affiliated units;

b) Groups specified in Clause 3, Article 3 of this Circular of units under the Ministry and affiliated units.

2. The title of "Outstanding Labor Group" is awarded annually at the end of the school year or work year to groups meeting the criteria set forth in Clause 1, Article 27 of the Law on Competition and Reward.

Article 8. The title of "Advanced Labor Group"

1. The objects considered for the award of the title of "Advanced Labor Group" include:

a) Units under the Ministry and affiliated units;

b) Groups specified in Clause 3, Article 3 of this Circular of units under the Ministry and affiliated units.

2. The title of "Advanced Labor Group" is awarded annually at the end of the school year or work year to groups meeting the criteria set forth in Clause 1, Article 28 of the Law on Competition and Reward.

2. The title "Advanced Labor Collective" shall be awarded annually at the end of each academic year or working year to collectives meeting the standards specified in Clause 1 of Article 28 of the Law on Competition and Rewards.

Article 9. The title "Flag of Excellence of the National University"

1. The Flag of Excellence of the National University shall be awarded annually to the outstanding collective that leads the competition movement within the bloc or cluster organized by the National University and meets the following criteria:

a) Completing the assigned program, plan, and tasks for the year beyond expectations; having new factors and models for other units in the National University to emulate. If it is a production or business unit, it must comply with legal regulations, fulfill obligations towards the State and the National University;

b) Internal solidarity; actively practicing thrift, combating waste, corruption, negative phenomena, and other social evils;

c) Party organizations and mass organizations being evaluated as having satisfactorily completed their tasks.

2. The Flag of Excellence of the National University shall be awarded to the outstanding collective leading the competition movement on specific themes organized by the National University for three years or more when summarizing the competition movement. The objects and standards for awarding are specifically defined by the National University according to each competition movement.

3. The number of Flags of Excellence to be awarded to member units, subordinate units of the National University shall be determined by the Director of the National University, but not exceeding 20% of the total number of leading collectives in the blocs or clusters organized by the National University.

4. The National University shall not consider and issue a decision to award the Flag of Excellence of the National University to collectives that have been awarded the Flag of Excellence of the Ministry of Education and Training for the same achievements.

5. Embroidery content of the "Flag of Excellence of the National University"

The flag shall be embroidered with yellow thread, capital letters, upright font style, bold, with font type and size adjusted appropriately based on the content of the flag to ensure beauty, solemnity, and include the following main contents:

a) First line: "(name of the National University)"; capital letters, upright font style, bold;

b) Second line: "AWARD"; capital letters, upright font style, bold;

c) Below the second line, in the center, is a five-pointed golden star;

d) Below the star is the line "(name of the unit receiving the award)" and the line "UNIT LEADING THE COMPETITION MOVEMENT YEAR" or "COMPETITION MOVEMENT", the year recorded is the year the unit achieved the award-winning performance, the competition movement recorded is the competition movement initiated by the National University; capital letters, upright font style, bold.

Article 10. Commemorative Medal "For the Cause of Education"

The Commemorative Medal "For the Cause of Education" (hereinafter referred to as the Commemorative Medal) is a form of reward by the Ministry of Education and Training to be awarded once to individuals inside and outside the Education sector who have made significant contributions to the cause of education and training, including:

1. Individuals currently working in the Education sector for 20 years or more.

In cases where individuals currently working in the Education sector are sent to study or perform military service, and then continue to work in the Education sector, the time spent studying or performing military service shall be counted as time worked in the Education sector for the purpose of awarding the Commemorative Medal. Time during which individuals are disciplined shall not be counted for the purpose of awarding the Commemorative Medal.

Time spent working in the Education sector in areas with particularly difficult socio-economic conditions as stipulated by the Prime Minister shall be multiplied by a factor of 2 when calculating the time worked for the purpose of awarding the Commemorative Medal.

2. Individuals outside the Education sector meeting one of the following criteria:

a) Individuals holding leadership or management positions for five years or more, or individuals responsible for educational and training work under the cultural-social department of the People's Committee at the commune level, who have worked in the Education sector for five years or more; during this period, they have made significant contributions to leadership, guidance, and implementation of tasks, contributing to the development of the Education sector;

b) Individuals making significant contributions to the formulation of mechanisms and policies, organizing practical and effective activities for the development of the Education sector, or building and supporting financial and material resources for the development of the Education sector, recognized and proposed by the beneficiary units;

c) Vietnamese individuals residing abroad, Vietnamese individuals working for foreign organizations in Vietnam, and foreigners who have made positive contributions to the construction and development of the cause of education and training in Vietnam, enhancing friendly relations and cooperation between Vietnam and countries and international organizations in education.

3. Individuals awarded the Commemorative Medal shall also receive a cash prize of 300,000 VND. For Vietnamese individuals residing abroad and foreigners awarded the Commemorative Medal, they shall receive commemorative gifts of equivalent value of 300,000 VND.

Article 11. Commendation Certificate of the Ministry of Education and Training

1. The Commendation Certificate of the Ministry of Education and Training shall be awarded or posthumously awarded to individuals who serve as exemplary models in implementing the Party's guidelines, State policies and laws, and meet one of the following criteria:

a) Achieving outstanding and remarkable results recognized during mid-term or final reviews of mass movements initiated by the Prime Minister; or in performing political tasks assigned by the Party, National Assembly, Government, or Prime Minister for at least three years with significant influence and exemplary impact within the education sector; or achieving outstanding and remarkable annual, mid-term, or final review results of mass movements initiated by the Minister of Education and Training; or in performing tasks assigned by the Minister of Education and Training for at least five years with significant influence and exemplary impact within the education sector. Specific criteria for awarding commendations will follow the guidelines of each mass movement or special topic.

b) Achieving numerous outstanding results or sudden outstanding achievements with significant influence in one of the fields under the management of the Ministry of Education and Training; or demonstrating exceptionally outstanding courage in saving people or property belonging to the people or the State, preventing and mitigating the consequences of natural disasters, enemy attacks, epidemics, combating negative behaviors, law violations, and social evils, with exemplary effects recognized by units or localities.

c) Making particularly outstanding contributions to the development of education and training, having significant social implications, providing substantial and effective support to the education sector, confirmed and recommended by the benefiting unit.

d) Having worked at the unit for at least eight years for non-leadership or managerial positions, or at least five years for leadership or managerial positions. During this period, they have achieved numerous outstanding results, contributed significantly to the development of their agency or unit, and have professional reputation and wide influence within their field or province. They must have been recognized as completing their tasks well for at least five consecutive years prior to the recommendation, including at least two times being recognized as completing their tasks excellently. Individuals are recommended for commendation on occasions when their agencies or units organize anniversary or traditional day activities.

đ) Individuals working at units under the Ministry or directly under the Ministry who have been consecutively awarded the title "Model Worker" twice or have been recognized as completing tasks excellently for at least two consecutive years, during which time they have had two recognized and effectively applied initiatives within the unit or two scientific topics, scientific projects, scientific and technological works, or scientific and technological projects that have been accepted and effectively implemented within the unit.

e) Achieving outstanding results according to the regulations of competitions, contests, or sports events organized by the Ministry of Education and Training.

g) Outstanding teachers as defined by the regulations set forth by the Minister of Education and Training.

2. The Commendation Certificate of the Ministry of Education and Training shall be awarded to exemplary groups that implement the Party's guidelines, State policies and laws, maintain internal unity, and meet one of the following criteria:

a) Meeting the criteria specified in point a, Clause 1 of this Article.

b) Achieving sudden outstanding results with significant influence in one of the fields under the management of the Ministry of Education and Training; or demonstrating exceptionally outstanding performance in saving people or property belonging to the people or the State, preventing and mitigating the consequences of natural disasters, enemy attacks, epidemics at the unit or locality level.

c) Making particularly outstanding contributions, providing substantial and effective support to the education sector, confirmed and recommended by the benefiting unit.

d) Groups that have been established and developed for at least ten years, achieving outstanding results and contributing to the development of the education sector and national economic and social development, recognized during anniversary or traditional day activities organized by their agencies or units.

đ) Groups specified in Clause 3, Article 3 of this Circular of units under the Ministry or directly under the Ministry that have been recognized as completing tasks excellently for two consecutive years or have received the title "Excellent Labor Collective," maintaining good grassroots democracy, organizing mass movements effectively; caring for the material and spiritual lives of group members; practicing thrift and opposing waste; preventing and combating corruption and negative practices.

e) Achieving outstanding results according to the regulations of competitions, contests, or sports events organized by the Ministry of Education and Training.

3. The Commendation Certificate of the Ministry of Education and Training shall be awarded to exemplary families that implement the Party's guidelines, State policies and laws, and make significant contributions in terms of labor, land, and assets to the education sector, confirmed by the benefiting unit.

4. Other cases shall be considered and decided by the Minister of Education and Training based on recommendations from the Standing Committee of the Ministry of Education and Training's Competition and Commendation Council after consulting relevant agencies and units.

Article 12. Commendation Certificate of the National University

1. The Commendation Certificate of the National University shall be proposed or posthumously awarded to individuals who set a good example in implementing the Party's guidelines and policies, State laws, and meet one of the following criteria:

a) Achieving outstanding results recognized in competitive movements initiated by the Director of the National University;

b) Achieving many notable results with significant influence in one of the fields under the National University or performing noble acts such as saving people and property, preventing and mitigating the consequences of natural disasters, epidemics, combating negative behaviors, law violations, and social evils, which serve as exemplary models and are acknowledged and honored by units or localities;

c) Achieving outstanding results in study and training, scientific research; overcoming difficulties to excel in studies; effectively participating in voluntary activities for the community, confirmed by competent authorities;

d) Providing practical and effective support contributing to the development of the National University.

2. The Commendation Certificate of the National University shall be awarded to groups that set a good example in implementing the Party's guidelines and policies, State laws, and meet one of the criteria specified in points a, b, and d of Clause 1 of this Article.

3. Other cases shall be reviewed and decided by the Director of the National University based on proposals from the Standing Committee of the National University's Competition and Commendation Council.

4. The National University shall not issue a decision to award the Commendation Certificate of the National University Director to groups or individuals who have been awarded a Commendation Certificate by the Ministry of Education and Training for the same achievements.

Article 13. Certificate of Merit of Heads of Departments, Office of the Ministry, Office of the National Council for Education and Human Resources Development, Office of the State Council of Professors, and Project Management Boards, Program Management Boards under the Ministry of Education and Training; Certificate of Merit of Heads of Units with Legal Personality

1. The Certificate of Merit of Heads of Departments, Office of the Ministry, Office of the National Council for Education and Human Resources Development, Office of the State Council of Professors, and Project Management Boards, Program Management Boards under the Ministry of Education and Training; the Certificate of Merit of Heads of Units with Legal Personality under the Ministry, Departments of Education and Training, Principals, Directors, or equivalents of higher education institutions, teacher training colleges, vocational education institutions shall be awarded to individuals or groups who set a good example in implementing the Party's guidelines and policies, State laws, and meet one of the following criteria:

a) Achieving outstanding results recognized in competitive movements initiated by the unit head or in the performance of unit tasks;

b) Achieving many notable results or outstanding sudden achievements with significant influence within the scope of management of the agency or unit;

c) Achieving outstanding results in examinations, contests, competitions, sports events organized by the Ministry of Education and Training or the unit;

d) Achieving outstanding results and making contributions to the development of the unit, awarded on occasions when the unit organizes anniversary or traditional day celebrations (anniversary years).

2. The Certificate of Merit of Heads of Departments, Office of the Ministry, Office of the National Council for Education and Human Resources Development, Office of the State Council of Professors, and Project Management Boards, Program Management Boards under the Ministry of Education and Training; the Certificate of Merit of Heads of Units with Legal Personality under the Ministry, Departments of Education and Training, Principals, Directors, or equivalents of higher education institutions, teacher training colleges, vocational education institutions shall be awarded to families who set a good example in implementing the Party's guidelines and policies, State laws, and make significant contributions to the locality and society within the scope of management of the unit.

3. The Certificate of Merit of Heads of Departments of Education and Training, Principals, Directors, or equivalents of educational institutions shall be awarded to students with good moral qualities who set a good example in implementing the Party's guidelines and policies, State laws, and school regulations, and perform their student duties well; awarded to groups of students who set a good example in implementing the Party's guidelines and policies, State laws, school regulations, and meet one of the following criteria:

a) Achieving outstanding or prominent results in study and training;

b) Achieving outstanding results in competitive movements organized by the unit or educational institution;

c) Achieving outstanding sudden results with exemplary significance within the unit or educational institution;

d) Winning awards in examinations, contests, competitions, sports events organized by the unit or educational institution.

Chapter IV

AUTHORITY TO DECIDE ON REWARDS AND PROPOSE CONSIDERATION FOR AWARDS

HONORIFIC TITLES AND FORMS OF REWARD

Article 14. Authority of Heads of Departments under the Ministry of Education and Training

1. Submit to the Minister of Education and Training for consideration to award the titles "Advanced Worker", "Model Worker", "Outstanding Labor Collective", "Flag of Excellence of the Ministry of Education and Training", "Excellent Labor Collective", "Model Labor Collective", Certificate of Merit of the Ministry of Education and Training, Commemorative Medal.

2. Submit to the Minister of Education and Training for consideration and submit to the competent authority for consideration of national-level rewards as prescribed.

Article 15. Authority of Heads of Bureaus, Office of the Ministry, Office of the National Council for Education and Human Resources Development, Office of the State Council of Professors, Project Management Board, Project Management Unit, Program Management Board under the Ministry of Education and Training, and Heads of Units with Legal Entity Status under the Ministry

1. Recognize the titles "Model Labor Collective", "Advanced Worker", "Model Worker" for individuals and collectives under their management; consider granting Certificates of Merit as prescribed in Article 13 of this Circular.

2. Submit to the Minister of Education and Training for recognition of the title "Model Labor Collective" for units under the Ministry, directly under the Ministry.

3. Submit to the Minister of Education and Training for consideration to grant the titles "Flag of Excellence of the Ministry of Education and Training", "Excellent Labor Collective", "Advanced Worker", Certificate of Merit of the Ministry of Education and Training, Commemorative Medal.

4. Submit to the Minister of Education and Training for consideration and submit to the competent authority for consideration of national-level rewards as prescribed, except for the Rector of the National University.

Article 16. Authority of Directors of Provincial Departments of Education and Training

1. Consider granting Certificates of Merit as prescribed in Article 13 of this Circular.

2. Submit to the Minister of Education and Training for consideration to grant Certificates of Merit for individuals and collectives of educational institutions within the scope of management as prescribed at points a, b, d, e, g Clause 1 Article 11; points a, b, d, e Clause 2 Article 11 of this Circular.

3. Submit to the Minister of Education and Training for consideration to grant Certificates of Merit for individuals and collectives as prescribed at point c Clause 1, point c Clause 2 Article 11; consider granting Certificates of Merit for families as prescribed in Clause 3 Article 11 of this Circular.

4. Submit to the Minister of Education and Training for consideration to grant Commemorative Medals for individuals directly managed by the Department of Education and Training and Chairpersons of People's Committees at the commune level; individuals as prescribed in Clause 2 Article 10 of this Circular.

Article 17. Authority of Chairpersons of People's Committees of Provinces and Central Cities

1. Propose the Minister of Education and Training to consider granting Certificates of Merit for individuals and collectives of educational institutions directly under the People's Committee of the province as prescribed at points a, b, d, e, g Clause 1 Article 11; points a, b, d, e Clause 2 Article 11 of this Circular.

2. Propose the Minister of Education and Training to consider granting Commemorative Medals for individuals of educational institutions directly under the People's Committee of the province.

Article 18. Authority of Heads of Ministries, Agencies, and Sectors

1. Propose the Minister of Education and Training to consider granting Certificates of Merit for individuals and collectives within the scope of management as prescribed at points a, b, d, e, g Clause 1 Article 11; points a, b, d, e Clause 2 Article 11 and Clause 3 Article 11 of this Circular.

2. Propose the Minister of Education and Training to consider granting Certificates of Merit for individuals and collectives as prescribed at point c Clause 1, point c Clause 2 Article 11 of this Circular.

3. Propose the Minister of Education and Training to consider granting Commemorative Medals for individuals within the scope of management of ministries, agencies, and sectors; individuals as prescribed in Clause 2 Article 10 of this Circular.

Chapter V

PROCEDURES AND DOCUMENTS FOR AWARDING AWARDS WITHIN THE AUTHORITY OF THE MINISTRY OF EDUCATION AND TRAINING AND ITS AFFILIATED UNITS

OF THE MINISTRY OF EDUCATION AND TRAINING AND AFFILIATED UNITS,

UNDER THE MINISTRY OF EDUCATION AND TRAINING

Article 19. Provisions on Documents and Procedures for Awarding Awards within the Authority of the Ministry of Education and Training

1. The application dossier for the Minister of Education and Training to award prizes must be submitted within the prescribed time limit, with complete components and contents as stipulated. Collectives and individuals proposed for commendation and awards must strictly comply with all regulations regarding the dossier, procedures, and deadlines for submitting the application dossier as specified in this Circular and related laws, and bear full responsibility under the law for the accuracy of the dossier.

2. The awarding of prizes to collectives and individuals who are overseas Vietnamese citizens or foreign nationals shall be carried out in accordance with the provisions of the Law on Encouragement and Commendation and related documents concerning foreign elements.

3. Soliciting opinions from relevant agencies before presenting to the Minister of Education and Training for consideration and awarding shall be conducted by the Standing Committee of the Ministry of Education and Training's Encouragement and Commendation Council.

In cases where the deadline for responding to the document soliciting opinions from the Ministry of Education and Training has passed and the competent agencies have not provided their opinions or if the agency requested for opinion does not agree with the award or provides different opinions, the Standing Committee of the Ministry of Education and Training's Encouragement and Commendation Council shall compile and report to the Minister for consideration and decision.

Within ten working days from the date of receiving full opinions from relevant agencies, the Standing Committee of the Ministry of Education and Training's Encouragement and Commendation Council shall compile and submit to the Minister for consideration and awarding in accordance with the regulations.

4. The person authorized to propose and present for consideration the awarding of commendation titles and forms of commendation (except for the case of proposing the Commemorative Medal "For the Cause of Education", emergency commendations, and simplified procedures for commendations) shall be responsible for publicly listing the names of individuals and collectives on the website of the agency or unit at least five working days before convening the Encouragement and Commendation Council meeting of the agency or unit. The results of the public announcement (including any complaints or reports if any) shall be reported to the Encouragement and Commendation Council of the unit before submitting to higher authorities for commendation and shall be noted in the Council's commendation examination record.

5. The Council shall examine commendation titles and forms of commendation through voting. For the title "Outstanding Worker of the Ministry," the Council must have at least 90% agreement among its members (if a member is absent, their opinion shall be obtained in writing). For other commendation titles and forms, the Council must have at least 80% agreement among its members (if a member is absent, their opinion shall be obtained in writing and reflected in the meeting minutes of the examination and commendation). For units under the Ministry without legal entity status, a full meeting of the unit shall be convened to examine commendation titles and forms (if an individual or unit is absent, their opinion shall be obtained in writing and reflected in the meeting minutes of the examination and commendation).

6. Application Dossier for Commendation

The application dossier for awarding commendation titles and forms at the Ministry level shall be prepared in one set (original); simultaneously, the commendation dossier in electronic file format (Word and PDF versions) shall be sent to the Department of Organization and Cadres of the Ministry of Education and Training (excluding documents containing state secrets).

7. Components of the Application Dossier for Commendation

a) Proposal for Examination and Awarding of Commendation Titles and Forms;

b) Report on Achievements of Individuals and Collectives Proposed for Commendation;

c) Minutes of Examination for Encouragement or Commendation;

d) Minutes of the Council Meeting for Grading Competitions; Decision Recognizing Individuals and Collectives Winning Prizes and List of Individuals and Collectives Proposed for Commendation; Related Evidence of Achievements for Outstanding Cases According to the Regulations of Competitions, Contests, and Sports Events Organized by the Ministry of Education and Training;

đ) Decision Recognizing or Confirming by Ministries, Departments, Provincial Authorities Regarding Applied Effective Innovations Capable of Being Replicated at the Ministry Level or Nationwide, or Scientific Research Topics, Projects, and Technological Achievements that Have Been Approved and Applied Effectively with Impact at the Ministry Level or Nationwide for Proposing the Title "Outstanding Worker of the Ministry" or "National Outstanding Worker".

8. Procedures and Time Limit for Submitting the Application Dossier for Commendation

a) For Merit Commendations: The application dossier for commendation shall be submitted to the Standing Committee of the Ministry of Education and Training's Encouragement and Commendation Council before February 28 each year; national-level submissions shall be sent to the Ministry of Education and Training before April 30 each year;

b) For Mid-Term and Final Commendations for Encouragement Campaigns and Special Topics Initiated by the Prime Minister, Minister of Education and Training, and Outstanding Teachers: Follow the specific guidelines for each encouragement campaign, special topic, and selection criteria for outstanding teachers;

c) For Commendations for Outstanding Achievements or Outstanding Emergency Achievements: The application dossier for commendation shall be submitted to the Standing Committee of the Ministry of Education and Training's Encouragement and Commendation Council immediately after the individual or collective achieves outstanding or emergency outstanding achievements;

d) For Commendations for Organizing Commemorative Activities for Founding Days and Traditional Days: The application dossier for commendation shall be submitted to the Standing Committee of the Ministry of Education and Training's Encouragement and Commendation Council thirty working days prior to the planned date of the conference or commemoration event;

đ) For Commendations for Competitions, Contests, and Sports Events Organized by the Ministry of Education and Training: The application dossier for commendation shall be submitted to the Standing Committee of the Ministry of Education and Training's Encouragement and Commendation Council twenty working days after the conclusion of the competition, contest, or sports event;

e) For Commendations for Commemorative Medals: The application dossier for commendation shall be submitted to the Standing Committee of the Ministry of Education and Training's Encouragement and Commendation Council before December 31 each year.

g) The deadline for submitting files to review the proposal for commendation at the unit shall be determined by the head of the unit.

9. Time to announce the results of examination and commendation results

a) For cases meeting the conditions and standards for commendation as prescribed, the Personnel and Cadres Department of the Ministry of Education and Training shall implement the procedure to propose the Minister to consider and decide on commendation within twenty-five working days from the date of receiving complete files in accordance with regulations;

b) For cases not meeting the conditions and standards, within fifteen working days from the date of receiving complete files for commendation, the Personnel and Cadres Department of the Ministry of Education and Training shall notify the unit proposing commendation.

Article 20. Files and procedures for proposing to award the title "Outstanding Soldier of the Ministry", "Outstanding Soldier of the Base" and other commendation titles within the authority of the Minister of Education and Training, heads of departments, Office of the Ministry, Office of the National Council for Education and Human Resources Development, Office of the State Council of Professors, management boards of programs and projects under the Ministry of Education and Training, and heads of units having legal personality

1. Units under the Ministry of Education and Training shall prepare files to submit to the Minister of Education and Training for consideration and decision on commendation of the titles "Outstanding Soldier of the Ministry", "Outstanding Soldier of the Base", "Advanced Worker", "Flag of Competition of the Ministry of Education and Training", "Excellent Labor Collective", "Advanced Labor Collective".

2. The units' advisory bodies for competition and commendation under the Ministry of Education and Training shall compile and examine the files, report to the Competition and Commendation Council at the base level; propose the head of the unit to commend the titles "Outstanding Soldier of the Base", "Advanced Worker", "Advanced Labor Collective", "Excellent Labor Collective" according to the provisions of Clause 1, Article 80 of the Law on Competition and Commendation and Articles 14 and 15 of this Circular; propose the Minister to consider and commend commendation titles and forms of commendation within the authority of the Minister as stipulated in Clause 2, Article 79 of the Law on Competition and Commendation and Articles 14 and 15 of this Circular.

3. The Personnel and Cadres Department of the Ministry of Education and Training shall examine the files, report to the Competition and Commendation Council of the Ministry of Education and Training to propose the Minister to consider and present awards for the titles "Outstanding Soldier of the Base", "Advanced Worker", "Advanced Labor Collective", "Excellent Labor Collective" to individuals and departments under the Ministry.

4. Based on the results of the assessment of the titles "Outstanding Soldier of the Ministry", "Flag of Competition of the Ministry of Education and Training" by the Competition and Commendation Council at the base level or competition cluster, the Personnel and Cadres Department of the Ministry of Education and Training shall examine, report to the Competition and Commendation Council of the Ministry of Education and Training to propose the Minister to consider and decide.

5. Files and procedures for proposing to award the "Flag of Competition of the Ministry of Education and Training" to collectives leading the competition movement organized by the Minister of Education and Training shall be implemented according to separate guidelines for the competition movement.

Article 21. Files and procedures for proposing to award the Certificate of Merit of the Ministry of Education and Training

1. Files and procedures for commending the competition movement and commending on the occasion of the anniversary celebration (full year) of the agency or unit

a) For provincial education and training departments: The agency or unit prepares the file for commendation; the Personnel and Cadres Department of the Ministry of Education and Training examines the file and submits it to the leadership of the Ministry for commendation. For the commendation of the director of the provincial education and training department, deputy director of the provincial education and training department and equivalent positions, the Personnel and Cadres Department of the Ministry of Education and Training examines the file, seeks opinions from related units, and submits it to the leadership of the Ministry for consideration and decision;

b) For units directly under the Ministry of Education and Training, higher education institutions, vocational education institutions: The agency or unit prepares the file for commendation; the Personnel and Cadres Department of the Ministry of Education and Training examines the file, seeks opinions from related units, and submits it to the leadership of the Ministry for consideration and decision.

2. Files and procedures for commending special topics, examinations, competitions, contests, sports events

a) Before proposing commendation for special topics, examinations, competitions, contests, sports events, units under the Ministry of Education and Training shall draft guidelines for commendation, send them to the Personnel and Cadres Department of the Ministry of Education and Training for completion of the guidelines for commendation, and submit them to the leadership of the Ministry for approval;

b) Based on the criteria and achievements reached by collectives and individuals, agencies and units shall assess and propose commendation for collectives and individuals according to the provisions of Articles 14, 15, 16, 17, and 18 of this Circular, and send them to the Ministry of Education and Training (through the main unit responsible for receiving commendation proposals);

c) After selecting outstanding collectives and individuals, the main unit under the Ministry shall submit the file for commendation to the Personnel and Cadres Department of the Ministry of Education and Training for examination, and submit it to the Minister for consideration and decision on commendation.

3. Files and procedures for commending meritorious deeds

a) Based on the results of evaluating and classifying the quality of task completion by individuals and collectives; the results of assessing and recognizing the effectiveness of application, replicability, and scope of influence of inventions, scientific research topics, scientific research programs, scientific and technological works, the head of the agency or unit shall convene a meeting to assess and commend commendation titles and forms for individuals and collectives under their management, and send them to the Personnel and Cadres Department of the Ministry of Education and Training;

b) Based on the regulations on criteria and conditions for commendation, the Personnel and Cadres Department of the Ministry of Education and Training shall examine and propose commendation to the Minister for consideration and decision.

Article 22. Documents and Procedures for Proposing to Award Commendation Medals

1. Components of the documents for proposing commendation medals

a) A proposal for awarding Commendation Medals;

b) A list of individuals proposed for awarding Commendation Medals;

c) A summary of achievements of the individual proposed for awarding Commendation Medals.

2. Based on the criteria that the individual has achieved, the agency or unit proposing to award Commendation Medals shall send the documents to the Standing Board of the Competition and Reward Council of the Ministry of Education and Training for review and submit to the Minister for consideration and decision on rewarding according to Articles 14, 15, 16, 17, and 18 of this Circular.

Article 23. Documents and Procedures for Proposing to Award Certificates of Merit for Heads of Legal Entities

1. Documents and procedures for proposing to award Certificates of Merit for heads of legal entities (excluding students and student groups)

a) Based on the regulations regarding conditions and criteria for awarding Certificates of Merit, the head of the entity constituting a legal entity shall prepare the documents for proposing rewards and send them to the department responsible for implementing competition and reward work of the entity;

b) The department responsible for competition and reward work of the legal entity shall be responsible for compiling and reviewing the documents, submitting to the head of the entity for consideration and decision;

c) Number of documents: 01 set (original) and electronic files of the documents for proposing rewards;

d) Components: A proposal for awarding Certificates of Merit, a summary report of achievements of the proposed reward recipient.

2. Documents and procedures for proposing to award Certificates of Merit for heads of departments, the Office of the Ministry, the Office of the National Council for Education and Human Resources Development, the Office of the State Council of Professors, management boards of programs, projects under the Ministry of Education and Training; Certificates of Merit for heads of legal entities for students and student groups

Based on the achievements of students and student groups, class teachers establish lists of students and student groups meeting the criteria for awarding Certificates of Merit, propose to the head of the entity for consideration and decision; or the person assigned to be responsible establishes lists of students and student groups meeting the criteria for awarding Certificates of Merit, sends to the organizing unit for meetings, reviews, and proposes to the head of the entity for consideration and decision.

3. The deadline for submitting documents for proposing rewards at the entity is determined by the head of the entity.

Article 24. Documents and Procedures for Proposing to Award Competition Flags and Certificates of Merit of the National University

The Director of the National University shall specify in detail the documents and procedures for proposing to award Competition Flags and Certificates of Merit of the National University.

Chapter VI

ORGANIZATION AND ACTIVITIES OF THE COMPETITION AND REWARD COUNCIL

MINISTRY OF EDUCATION AND TRAINING AND THE COMPETITION AND REWARD COUNCIL AT THE LOCAL LEVEL

Article 25. Competition and Reward Council of the Ministry of Education and Training

1. The Competition and Reward Council of the Ministry of Education and Training has the function of advising and consulting the Minister of Education and Training on directing and organizing the implementation of competition and reward work in the education sector with the following contents:

a) Building and concretizing the Party's guidelines, state policies, and laws on competition and reward work in the education sector;

b) Launching competition movements within the scope of the education sector according to its authority; monitoring and urging the activities of competition groups and clusters within the sector and within the Ministry; periodically evaluating, summarizing, and concluding the implementation of competition movements and reward work; recommending and proposing policies and measures to promote competition movements each year and during each phase;

c) Inspecting competition movements and implementing policies and laws on competition and reward;

d) Awarding commendation titles and forms of reward according to its authority or submitting to competent authorities for awarding commendation titles and forms of reward to collectives and individuals as prescribed.

2. Organization of the Competition and Reward Council of the Ministry of Education and Training

a) Composition of the Competition and Reward Council of the Ministry of Education and Training

The Chairman of the Council is the Minister. The Chairman decides the structure and composition of the members of the Council; promulgates the Rules of Operation of the Council.

b) The permanent office of the Competition and Reward Council of the Ministry of Education and Training is the Department of Organization and Cadres, Ministry of Education and Training.

3. Activities of the Competition and Reward Council of the Ministry of Education and Training

a) The Council operates collectively and implements the principles of transparency, democracy, and majority voting among the Council members;

b) The Council meets regularly every three months. The Council may convene extraordinary meetings convened by the Chairman to address emergent matters between regular sessions;

c) The Chairman chairs the session or delegates the Vice-Chairman to chair the session. The Council convenes when at least two-thirds of the total number of Council members attend. In necessary cases, the Chairman may instruct the permanent office of the Council to seek opinions from the members in writing, compile them into minutes, and report to the Chairman. The Chairman may invite representatives from other units and organizations to attend the Council's session. Invited representatives have the right to speak but not to vote or ballot.

Article 26. The Competition and Reward Council of the Departments, the Ministry's Office, the National Education and Human Resources Development Council's Office, the State Council of Professors' Office, the management board of projects, programs under the Ministry of Education and Training, and units with legal personality.

1. The Competition and Reward Council of the Departments, the Ministry's Office, the National Education and Human Resources Development Council's Office, the State Council of Professors' Office, the management board of projects, programs under the Ministry of Education and Training, and units with legal personality shall have the function of advising and consulting on competition and reward work of the unit in the following contents:

a) Implementing the policies and guidelines of the Party, the State, and the Ministry of Education and Training regarding competition and reward work;

b) Drafting guidelines for competition and reward work for collectives and individuals under the unit;

c) Approving titles of competition and rewards, proposing recognition of competition and reward titles within the authority of the Minister, and submitting to the competent authority for granting competition and reward titles to collectives and individuals according to the law;

d) Resolving issues related to the evaluation, promotion, and proposal of competition and reward titles for collectives and individuals under the unit.

2. Organization of the Council

a) The Chairman of the Council is the head of the unit. The Council has not more than two Vice Chairmen. The head of the advisory department implementing competition and reward work of the unit serves as Vice Chairman. The Chairman of the Council decides the structure and membership of the Council members;

b) The permanent office of the Competition and Reward Council is the advisory department implementing competition and reward work of the unit.

3. The Chairman of the Council promulgates the Regulation on the operation of the Council.

Chapter VII

PROCEDURES FOR ISSUING, REISSUING COMPETITION AND REWARD AWARDS WITHIN THE AUTHORITY OF THE MINISTRY OF EDUCATION AND TRAINING PROCEDURES FOR REVOKING DECISIONS TO BESTOW COMPETITION TITLES AND REWARD FORMS,

RECALLING COMPETITION AND REWARD AWARDS AND PRIZES FOR COMPETITION TITLES AND REWARD FORMS WITHIN THE AUTHORITY OF THE MINISTRY OF EDUCATION AND TRAINING AND SUBORDINATE UNITS,

UNDER THE MINISTRY OF EDUCATION AND TRAINING

Article 27. Documents and procedures for requesting issuance and reissuance of competition and reward awards within the authority of the Ministry of Education and Training

1. Competition and reward awards are issued anew when they are damaged and no longer usable, or damaged due to objective reasons such as natural disasters, floods, fires, or printing errors.

Competition and reward awards are reissued when lost, missing, or damaged due to objective reasons such as natural disasters, floods, fires.

2. Documents for requesting issuance and reissuance of competition and reward awards include:

a) A letter requesting issuance and reissuance from the rewarding unit and evidence;

b) An application for issuance and reissuance from the individual or collective receiving the award and evidence;

c) The damaged award requiring issuance and reissuance.

3. Procedures for issuing and reissuing competition and reward awards

a) Individuals and collectives submit applications for issuance and reissuance and the damaged awards to the rewarding unit in accordance with the regulations on rewards along with the damaged award;

b) The rewarding unit submits a letter requesting issuance and reissuance and the damaged award to the Personnel Department of the Ministry of Education and Training;

The Personnel Department of the Ministry of Education and Training verifies and confirms the award and cooperates with the Ministry's Office to issue new awards, while collecting the old and damaged awards.

c) The Minister of Education and Training examines and decides on the issuance and reissuance of competition and reward awards. The leader of the Personnel Department of the Ministry of Education and Training signs the certificate of issuance and reissuance on behalf of the Minister.

4. The format of the reissued certificate follows the current regulations, where the achievement statement is written according to the award decision, the right side of the certificate preprints the seal and signature of the authorized person at that time (the seal and signature are reproduced from: the seal and signature on the previous award certificate; the award decision; the introduction of signatures from the Ministry of Education and Training's Office; the regulation on the seal model of the Ministry of Public Security); the left side of the certificate records "Award Decision number, date, month, year" and "Reissue Certificate, date, month, year" or "Reissue Certificate, date, month, year". When individuals and collectives receive the reissued certificate, they will also receive a reissue certificate.

For certificates signed by the incumbent leader, after confirming accurate information, reprint and request the Office to stamp the certificate.

5. Time limit for issuing and reissuing competition and reward awards

a) The unit receiving the application for issuance and reissuance of competition and reward awards from individuals and collectives shall resolve it within 15 working days;

b) The Minister of Education and Training shall examine and decide on the issuance and reissuance of competition and reward awards within 15 working days.

6. Competition and reward awards collected due to issuance and reissuance shall be destroyed by the Ministry of Education and Training.

5. Time for processing replacement and reissue of reward items

a) The unit receiving an application for replacement or reissue of reward items from an individual or collective shall process it within fifteen working days;

b) The Minister of Education and Training shall consider and decide on the replacement or reissue of reward items within fifteen working days.

6. Reward items collected due to replacement or reissue shall be destroyed by the Ministry of Education and Training.

Article 28. Documents and procedures for revoking decisions to confer commendation titles or award forms, and recovering awarded items and monetary rewards for commendation titles or award forms within the jurisdiction of the Ministry of Education and Training

1. Individuals or collectives with actions falling under the cases stipulated in Clause 2, Article 93 of the Law on Commendation and Awards shall have their decisions to confer commendation titles or award forms revoked and shall be required to return the awarded items and monetary rewards received.

2. Based on the conclusion of the competent authority determining that individuals or collectives have violated the cases stipulated in Clause 2, Article 93 of the Law on Commendation and Awards, the unit proposing awards shall be responsible for submitting to the Minister of Education and Training to issue a decision to revoke the decision to confer commendation titles or award forms and recover the awarded items and monetary rewards.

3. The documents for requesting the revocation of decisions to confer commendation titles or award forms include:

a) A letter requesting recovery for each commendation title or award form for individuals or collectives;

b) A summary report from the unit proposing awards regarding the reasons for requesting the competent authority to revoke the decision to confer commendation titles or award forms (attached with the award decision).

4. The Standing Committee of the Commendation and Award Council of the Ministry of Education and Training shall review the documents and submit them to the Minister for consideration and issuance of a decision to revoke decisions to confer commendation titles or award forms within the jurisdiction of the Ministry of Education and Training within 10 working days from the date of receipt of complete documents as prescribed.

5. Recovery of awarded items and monetary rewards from the Ministry of Education and Training

a) Within 15 working days from the date of receipt of the decision to recover the decision to confer commendation titles or award forms, individuals or collectives shall be responsible for returning all awarded items and monetary rewards received to the unit that proposed the awards;

b) The unit proposing awards shall be responsible for urging individuals or collectives to return the awarded items and monetary rewards received within the deadline. Within 15 working days from the date of recovery of the awarded items and monetary rewards, the unit proposing awards shall send the awarded items back to the Standing Committee of the Commendation and Award Council of the Ministry of Education and Training, and the recovered monetary rewards shall be deposited into the unit's commendation and award fund for distribution as monetary rewards.

Article 29. Documents and procedures for revoking decisions to confer commendation titles or award forms, and recovering awarded items and monetary rewards for commendation titles or award forms within the jurisdiction of departments, the Office of the Ministry, the Office of the National Council for Education and Human Resources Development, the Office of the State Council of Professors, project management boards, project management boards, program management boards under the Ministry of Education and Training, and units with legal personality

1. Individuals or collectives with actions falling under the cases stipulated in Clause 2, Article 93 of the Law on Commendation and Awards shall have their decisions to confer commendation titles or award forms revoked and shall be required to return the awarded items and monetary rewards received.

2. Based on the conclusion of the competent authority determining that individuals or collectives have violated the cases stipulated in Clause 2, Article 93 of the Law on Commendation and Awards, the Standing Committee of the Commendation and Award Council of departments, the Office of the Ministry, the Office of the National Council for Education and Human Resources Development, the Office of the State Council of Professors, project management boards, project management boards, program management boards under the Ministry of Education and Training, and units with legal personality proposing awards shall be responsible for submitting to the head of the unit to issue a decision to revoke the decision to confer commendation titles or award forms and recover the awarded items and monetary rewards.

3. The documents for requesting the revocation of decisions to confer commendation titles or award forms include:

a) A letter requesting recovery for each commendation title or award form for individuals or collectives;

b) A summary report from the unit proposing awards regarding the reasons for requesting the competent authority to revoke the decision to confer commendation titles or award forms (attached with the award decision).

4. The Standing Committee of the Commendation and Award Council of departments, the Office of the Ministry, the Office of the National Council for Education and Human Resources Development, the Office of the State Council of Professors, project management boards, project management boards, program management boards under the Ministry of Education and Training, and units with legal personality shall review the documents and submit them to the head of the unit for consideration and issuance of a decision to revoke decisions to confer commendation titles or award forms within the jurisdiction within 10 working days from the date of receipt of complete documents as prescribed.

5. Recovery of awarded items and monetary rewards from departments, the Office of the Ministry, the Office of the National Council for Education and Human Resources Development, the Office of the State Council of Professors, project management boards, project management boards, program management boards under the Ministry of Education and Training, and units with legal personality

a) Within 15 working days from the date of receipt of the decision to recover the decision to confer commendation titles or award forms, individuals or collectives shall be responsible for returning all awarded items and monetary rewards received to the unit that proposed the awards;

b) The unit proposing awards shall be responsible for urging individuals or collectives to return the awarded items and monetary rewards received within the deadline.

Chapter VIII

IMPLEMENTATION ORGANIZATION

Article 30. Tasks and Authorities of Organizations and Individuals in the Work of Encouragement and Reward

1. The Cadre Organization Department of the Ministry of Education and Training is the permanent unit of the Ministry of Education and Training's Encouragement and Reward Council, responsible for advising on encouragement and reward work; advising the Minister to launch competitive movements; developing programs, plans, measures for organizing and the content of competitive movements within the education sector: guiding, urging, inspecting, summarizing, concluding competitive movements, encouragement and reward work; promoting exemplary models and good people and deeds in the sector; reviewing files and submitting them to the Minister of Education and Training for rewards within their authority or referring to competent authorities for rewards.

2. The International Cooperation Department is responsible for compiling files proposing rewards for collectives and individuals of overseas Vietnamese, Vietnamese working for foreign organizations in Vietnam, and outstanding foreign collectives and individuals who have made significant contributions to the education and training cause; leading the implementation of seeking opinions from the Ministry of Public Security, the Ministry of Foreign Affairs, and related agencies; transferring files to the Cadre Organization Department for review and submission to the Minister of Education and Training for consideration and decision.

3. Heads of units under the Ministry, subordinate units, directors of provincial education and training departments, principals, directors, or equivalent of educational institutions are responsible for coordinating with peer-level mass organizations to concretize the content, criteria, and methods of organizing competitive movements and inspections; summarizing and concluding competitive movements, promoting exemplary models; identifying collectives and individuals with outstanding achievements contributing to the education and training cause, promptly and appropriately recommending them for rewards to competent authorities; suggesting reforms in encouragement and reward work.

4. Information, press, and publishing agencies under the Ministry of Education and Training, provincial education and training departments, and educational institutions are responsible for regularly publicizing the Party's policies and state laws on encouragement and reward work; actively participating in identifying collectives and individuals with outstanding achievements contributing to the education sector; disseminating and showcasing exemplary models and good people and deeds; combating tendencies of chasing achievements and violations of laws on encouragement and reward.

Article 31. Transitional Provisions

1. Files proposing examination and awarding commendations and forms of rewards that were submitted to the Ministry of Education and Training before the effective date of this Circular shall be implemented according to the provisions of Circular No. 29/2023/TT-BGDĐT dated December 29, 2023, issued by the Minister of Education and Training detailing the implementation of certain articles of the Law on Encouragement and Reward for the Education Sector.

2. For individuals meeting the criteria and conditions for rewarding the Commendation Medal for the Education Cause but not yet rewarded, the proposing unit shall submit the reward application according to the provisions of this Circular.

Article 32. Effective Date and Responsibility for Implementation

1. This Circular takes effect from April 2, 2026. This Circular replaces Circular No. 29/2023/TT-BGDĐT dated December 29, 2023, issued by the Minister of Education and Training detailing the implementation of certain articles of the Law on Encouragement and Reward for the Education Sector, and Circular No. 10/2024/TT-BGDĐT dated August 26, 2024, issued by the Minister of Education and Training detailing the content of the "Flag of Competitive Movement of the National University".

2. In cases where the legal normative documents cited in this Circular are amended, supplemented, or replaced by other documents, they shall be implemented according to the amended, supplemented, or replacing documents.

3. Ministries, ministerial-level agencies, government agencies; People's Committees of provinces and centrally-administered cities; Director of the Office, Heads of the Cadre Organization Department, heads of units under the Ministry, subordinate units; directors of provincial education and training departments; directors of universities and academies; principals of educational institutions and related organizations, units, and individuals have the responsibility to implement this Circular./.
