Pursuant to Decree No. 43/2003/NĐ-CP dated May 2, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Fisheries.

Pursuant to Decision No. 07/2003/QĐ-BTS dated August 5, 2003 of the Minister of Fisheries stipulating the functions, tasks, powers, and organizational structure of the Fisheries Quality Management Department, Food Safety and Aquatic Animal Health.

Considering the proposal of the Director of the Fisheries Quality Management Department, Food Safety and Aquatic Animal Health and the Head of the Cadre and Civil Servant Affairs Department;

DECISION:

Article 1: The Fisheries Quality Management Office, Food Safety and Aquatic Animal Health Region 4 (hereinafter referred to as the Fisheries Quality and Aquatic Animal Health Office 4) is established under the Fisheries Quality Management Department, Food Safety and Aquatic Animal Health, based on the additional assignment of tasks and renaming of the Ho Chi Minh City Branch of Fisheries Product Quality Inspection and Sanitation IV.

The Fisheries Quality Management Office, Food Safety and Aquatic Animal Health Region 4 has the international trade name "The National Fisheries Quality Assurance and Veterinary Directorate - Branch 4" abbreviated as "NAFIQAVED - Branch 4," with its headquarters at 30 Ham Nghi Street, District 1, Ho Chi Minh City, having accounts at the treasury and bank, and seals in both Vietnamese and English for transactions.

Article 2: The Fisheries Quality Management Office, Food Safety and Aquatic Animal Health Region 4 is tasked with assisting the Director of the Fisheries Quality Management Department, Food Safety and Aquatic Animal Health in implementing management tasks related to quality, food safety, and aquatic animal health in the provinces of Binh Thuan, Ba Ria-Vung Tau, Ho Chi Minh City, Tien Giang, Ben Tre, Long An, Dong Nai, Binh Phuoc, Binh Duong, and Tay Ninh.

The specific tasks, powers, relationships, and organizational structure of the Fisheries Quality Management Office, Food Safety and Aquatic Animal Health Region 4 shall be decided by the Minister of Fisheries upon the proposal of the Director of the Fisheries Quality Management Department, Food Safety and Aquatic Animal Health.

Article 3: The Fisheries Quality Management Office, Food Safety and Aquatic Animal Health Region 4 shall have one Director responsible for overall management and not more than three Deputy Directors to assist. The Director of the Fisheries Quality Management Office, Food Safety and Aquatic Animal Health Region 4 shall be appointed by the Minister of Fisheries upon the proposal of the Director of the Fisheries Quality Management Department, Food Safety and Aquatic Animal Health. The Deputy Directors of the Fisheries Quality Management Office, Food Safety and Aquatic Animal Health Region 4 shall be appointed by the Director of the Fisheries Quality Management Department, Food Safety and Aquatic Animal Health upon the proposal of the Director of the Fisheries Quality Management Office, Food Safety and Aquatic Animal Health Region 4, after obtaining the agreement of the Ministry of Fisheries.

In addition to the number of positions funded by the State budget, the Fisheries Quality Management Office, Food Safety and Aquatic Animal Health Region 4 may recruit contractual employees from the revenue generated from fees, charges, and technical services according to the provisions of the law. The quota of civil servants and contractual employees of the Office shall be allocated by the Director of the Fisheries Quality Management Department, Food Safety and Aquatic Animal Health after obtaining the approval of the Ministry of Fisheries.

Article 4: This Decision shall take effect fifteen days after its publication in the Official Gazette, replacing Decision No. 622/QĐ-TCCB-LĐ dated August 3, 1995 of the Minister of Fisheries.

Article 5: The Heads of the Office of the Minister, the heads of all Departments and Inspectorates, the Director of the Fisheries Quality Management Department, Food Safety and Aquatic Animal Health, and the Director of the Fisheries Quality Management Office, Food Safety and Aquatic Animal Health Region 4 are responsible for implementing this Decision.
