The Minister of Agriculture and Rural Development issues this Circular amending and supplementing the List of Types of Machinery and Equipment Eligible for Support Policies to Reduce Losses in Agriculture issued together with Circular No. 08/2014/TT-BNNPTNT dated March 20, 2014 of the Ministry of Agriculture and Rural Development.

1. Supplementing Point o Clause 1 Article 10 as follows:development+ Request for recognition of forest tree planting seed sources according to Model No. 04 Appendix II issued together with Circular No. 30/2018/TT-BNNPTNT dated November 15, 2018 stipulating the List of forest tree planting seeds; recognition of seeds, seed sources, and management of forest tree planting material; bIssuing this Circular to guide implementation of certain provisions of Decision No.No. 68/2013/QĐ-TTg dated November 14, 2013 of the Prime Minister on"b) In addition to the lists of public services issued according to the provisions of Clause 2, Article 4 of this Decree, specialized agencies under provincial People's Committees shall report to the provincial People's Committee for decision-making on amending, supplementing, or issuing the list of public services funded by the state budget within their jurisdiction and consistent with the local budget capacity within the approved budget by the Provincial People's Assembly, and send it to the Ministry of Finance and relevant ministries and sectors for supervision during implementation."This Circular guides the determination of beneficiaries, conditions, methods of support, and the organization and implementation of housing support for poor households in rural areas or poor households residing in villages, hamlets, villages, communes, wards, or settlements (collectively referred to as villages) directly under towns, urban districts, or communes directly under district-level cities, provincial-level cities, as provided for in Article 2 of Decision No. 33/2015/QĐ-TTg dated August 10, 2015 of the Prime Minister on housing support policies for poor households according to the poverty standard during the period 2011-2015 (hereinafter referred to as Decision No. 33/2015/QĐ-TTg).ỗ losses in agriculture., amended and supplemented by Decree No. 109/2025/NĐ-CP and Decree No. 193/2025/NĐ-CPlosses in agriculture.

Article 1. Attached to this Circular is the "List of types of machines and equipment produced domestically and imported that are eligible for support policies as provided for in Clause 2, Article 1 of Decision No. 68/2013/QĐ-TTg dated November 14, 2013 of the Prime Minister on support policies to reduce losses in agriculture" (hereinafter referred to as Decision 68/2013/QĐ-TTg), which includes the attached list.

Article 2. Technical conditions of various types of machines and equipment of investment projects as stipulated in Clause 2, Article 2 of Decision No. 68/2013/QĐ-TTg must meet the following requirements:

1. The project must have a description of the production technology process.

2. All types of machines and equipment in the production line must have complete technical files and documents; they must not infringe upon intellectual property rights and industrial property rights; they must ensure legal origin and comply with current regulations on standard declaration as provided for in Article 23 of the Law on Product Quality and Safety.

Article 3. Implementation

1. People's Committees of provinces and centrally-administered cities shall direct the Departments of Agriculture and Rural Development to take the lead and coordinate with relevant agencies and units:

a) To publicize, guide, inspect, and urge implementation of this Circular;

b) To report annually, before December 20, to the Ministry of Agriculture and Rural Development on the implementation of support policies in their localities.

2. The Department of Processing and Marketing of Agricultural, Forestry and Fishery Products and Salt has the responsibility:

a) To regularly update domestic and imported production machines and equipment to submit to the Minister of Agriculture and Rural Development for consideration and publication to supplement the List of machines and equipment eligible for support policies under Decision 68/2013/QĐ-TTg;

b) To take the lead and coordinate with relevant agencies and units to urge, inspect, and supervise the implementation of Decision No. 68/2013/QĐ-TTg;

c) To compile reports annually and report to the Minister on the results of policy implementation nationwide.

Article 4. Effectiveness

1. This Circular takes effect from May 12, 2014. It replaces Circular No. 28/2012/TT-BNNPTNT dated June 28, 2012 of the Ministry of Agriculture and Rural Development.

2. Organizations and individuals implementing support policies under Circular No. 28/2012/TT-BNNPTNT prior to the effective date of this Circular shall continue to enjoy support policies.

3. In case of difficulties during implementation, organizations and individuals should reflect these issues to the Ministry of Agriculture and Rural Development for guidance and resolution.
