CIRCULAR
Repealing certain regulatory legal documents
issued jointly by the Minister of Justice

Based on the Law on Enactment of Legislative Acts dated June 22, 2015;
Pursuant to the Law Amending and Supplementing Certain Provisions of the Law on Legislative Regulatory Documents issued on June 14, 2020;
Pursuant to Decree No. 34/2016/NĐ-CP dated May 14, 2016 of the Government detailing certain provisions and implementing measures of the Law on Legislative Regulatory Documents;
Pursuant to Decree No. 154/2020/NĐ-CP dated December 31, 2020 of the Government amending and supplementing certain Articles of Decree No. 34/2016/NĐ-CP dated May 14, 2016 of the Government detailing certain provisions and measures for implementing the Law on Enacting Legal Normative Documents;
Pursuant to Decree No. 96/2017/NĐ-CP dated August 16, 2017, issued by the Government on the functions, tasks, powers, and organizational structure of the Ministry of Justice;
At the proposal of the Director of the Department for Legal Document Inspection;
The Minister of Justice issues this Circular to abolish certain legal documents issued by the Minister of Justice and jointly issued.
This Circular takes effect from January 25, 2026.
Repeals entirely Circular No. 10/2019/TT-BTP dated December 30, 2019 of the Minister of Justice on the criteria for the titles of Director and Deputy Director of the Department of Justice under the People's Committees of provinces and centrally governed cities.
Article 2. Repealing part of legal normative documents
Repeals Section II of the Joint Circular No. 02/2008/TTLT-BTP-TWHCCBVN dated June 9, 2008 of the Ministry of Justice and the Central Association of Vietnamese Veterans guiding cooperation in drafting legal normative documents, disseminating and educating laws, and providing legal aid to veterans.
Article 3. Implementation Provisions
This Circular takes effect from November 11, 2021./.
