GUIDELINES FOR THE FUNCTIONS, TASKS, AND LIMITS OF THE DEPARTMENT OF CULTURE, SPORTS AND TOURISM, THE DEPARTMENT OF CULTURE AND SPORTS, THE DEPARTMENT OF TOURISM UNDER THE PROVINCE PEOPLE'S COMMITTEE; THE CULTURAL AND INFORMATION DEPARTMENT UNDER THE DISTRICT PEOPLE'S COMMITTEE
Pursuant to Decree No. 79/2017/NĐ-CP dated July 17, 2017, of the Government stipulating functions, tasks, powers, and organizational structure of the Ministry of Culture, Sports and Tourism;

The Minister of Culture, Sports and Tourism issues this Circular guiding the functions, tasks, and limits of the Department of Culture, Sports and Tourism, the Department of Culture and Sports, and the Department of Tourism under the provincial people's committees and central city people's committees (hereinafter referred to collectively as provincial level); the Cultural and Information Department under the district, town, city, and provincial city people's committees and central city people's committees (hereinafter referred to collectively as district level).
PART I
DEPARTMENT OF CULTURE, SPORTS AND TOURISM, DEPARTMENT OF CULTURE AND SPORTS, DEPARTMENT OF TOURISM
Article 1. Position and Functions
1. The Department of Culture, Sports and Tourism is a specialized agency under the provincial people's committee, advising and assisting the provincial people's committee in performing state management functions regarding: culture, family affairs, physical education, sports, tourism, and advertising (excluding advertising content on newspapers, online media, publications, and integrated advertising on postal, telecommunications, and information technology products and services); the use of the National Flag, Emblem, Anthem, and portraits of President Ho Chi Minh, and carrying out tasks and authorities according to the delegation and authorization of the provincial people's committee and the Chairman of the provincial people's committee.
2. In localities where there is a Department of Tourism, the function of advising and assisting the provincial people's committee in state management of tourism shall be performed by the Department of Tourism; the function of advising and assisting the provincial people's committee in state management of culture, family affairs, physical education, sports, and advertising shall be performed by the Department of Culture and Sports, specifically as follows:
a) The Department of Culture and Sports is a specialized agency under the provincial people's committee, advising and assisting the provincial people's committee in performing state management functions regarding: culture, family affairs, physical education, sports, and advertising (excluding advertising content on newspapers, online media, publications, and integrated advertising on postal, telecommunications, and information technology products and services); the use of the National Flag, Emblem, Anthem, and portraits of President Ho Chi Minh, and carrying out tasks and authorities according to the delegation and authorization of the provincial people's committee and the Chairman of the provincial people's committee.
b) The Department of Tourism is a specialized agency under the provincial people's committee, advising and assisting the provincial people's committee in performing state management functions regarding tourism, and carrying out tasks and authorities according to the delegation and authorization of the provincial people's committee and the Chairman of the provincial people's committee.
3. The Department of Culture, Sports and Tourism, the Department of Culture and Sports, and the Department of Tourism have legal personality, their own seals and separate bank accounts; they are subject to direction and management over organizational structure, staffing, and personnel work by the provincial people's committee, while also being subject to professional guidance and inspection by the Ministry of Culture, Sports and Tourism.
Article 2. Tasks and Authorities of the Department of Culture, Sports and Tourism
The Department of Culture, Sports and Tourism performs its tasks and authorities as prescribed in Article 4 of Decree No. 24/2014/NĐ-CP dated April 4, 2014 of the Government stipulating the organization of specialized agencies under the provincial people's committees and central city people's committees, amended and supplemented at Clause 1 and Clause 2 of Article 1 of Decree No. 107/2020/NĐ-CP dated September 14, 2020 of the Government amending and supplementing certain articles of Decree No. 24/2014/NĐ-CP, and specific tasks and authorities in the fields of culture, family affairs, physical education, sports, and tourism as follows:
1. On cultural heritage:
a) Organize the implementation of regulations and solutions for mobilizing, managing, and using resources to protect and promote the value of cultural heritage at the local level after approval;
b) Organizing research, collection, inventory, and file creation for intangible cultural heritage in the locality; issuing permits for research and collection of intangible cultural heritage within the locality for overseas Vietnamese residents, foreign organizations, and individuals;
c) Manage and guide the organization of activities to protect and promote the value of cultural heritage, traditional festivals, beliefs associated with historical sites, and historical figures at the local level;
d) Organizing inventory, creating lists, and filing for classification of historical and cultural relics and scenic spots in the locality;
đ) Reviewing and proposing approval of planning tasks and plans for preservation, restoration, and recovery of relics within the authority of the Chairman of the provincial people's committee; reviewing projects for preservation, restoration, and recovery of relics, economic and technical reports for preservation, restoration, and recovery of relics for provincial-level relics submitted to the Chairman of the provincial people's committee for approval; participating in design drawings for construction works for preservation, restoration, and recovery of provincial-level relics; participating in opinions on emergency repair, regular preservation, or inventory objects of relics; reviewing projects for renovation and construction of facilities outside the relic protection zone in the locality that may affect the landscape and environment of the relic; issuing, reissuing, and revoking Certificates of Practice for Restoration of Relics and Certificates of Practice for organizations engaged in relic restoration with offices in the locality;
e) Receiving applications, guiding procedures, and submitting to competent authorities for issuance of permits for archaeological exploration, excavation, and emergency excavation; monitoring the implementation of excavation permit contents in the locality; reviewing and proposing the Chairman of the provincial people's committee to adjust archaeological planning.
g) Review physical objects and object records proposed for national treasure recognition by provincial museums, management units of heritage sites and non-state museums, organizations, or individuals who are owners or legally managing objects at the local level;
h) Organize the receipt, preservation of historical artifacts, antiques, and national treasures handed over by organizations and individuals according to the law; organize registration and management of historical artifacts, antiques, and national treasures; issue certificates of practice for shop owners dealing in historical artifacts, antiques, and national treasures; issue permits for making copies of historical artifacts, antiques, and national treasures belonging to national relics, provincial relics, provincial museums, and private property at the local level; issue, reissue, and revoke certificates of business conditions for antique appraisal businesses with headquarters in the locality; propose the Minister of Culture, Sports, and Tourism to allow the export of privately-owned historical artifacts and antiques for exhibition, research, or preservation abroad;
i) Confirm conditions for establishing provincial museums and conditions for obtaining operating licenses for non-state museums at the local level; review and decide on submitting proposals and documentation for ranking provincial museums and non-state museums at the second and third levels to the Chairman of the Provincial People's Committee for the organization of relic ranking reviews; provide comments on the approval of exhibition project plans for provincial museums and memorial house exhibition projects managed by the locality;
k) Inspect, supervise, and coordinate with units under the Ministry of Culture, Sports, and Tourism to inspect training bases and the implementation of the training program on the conservation, restoration, and recovery of historical and cultural relics and scenic spots at the local level;
l) Serve as the permanent agency advising the Provincial People's Committee to submit to the Provincial People's Council regarding naming, renaming streets, squares, public works, and other public facilities at the local level;
2. Regarding performing arts:
a) Advise and present to the Provincial People's Committee to implement state management tasks or delegate authority to implement state management tasks and handle administrative procedures for artistic performance activities within the jurisdiction of the local area according to the law and organize their implementation after approval;
b) Guide and organize the implementation of planning related to performing arts organizations within the jurisdiction of the locality, in accordance with the law;
c) Issue documentation confirming Vietnamese individuals participating in beauty and modeling contests abroad, in accordance with the law;
3. Regarding cinema:
a) Implement the plan for using the state budget to ensure funding for film screenings at cinemas and mobile film screenings serving political, social, diplomatic, children, ethnic minorities, mountainous areas, island regions, and armed forces;
b) Serve as the permanent body of the Script Review Board for films ordered from the state budget and the provincial film review board as stipulated by the law on cinema;
c) Issue and revoke permits for the distribution of documentary films, educational films, scientific films, animated films, and films using special effects that impact viewers produced or imported by local film institutions;
d) Issue and revoke permits for the distribution of feature films produced or imported by local film institutions according to the law on cinema;
đ) Inspect the distribution of films at cinemas, mobile screenings, and films broadcast on other media at public cultural, entertainment venues;
e) Guide the organization and inspection of compliance with regulations on the sale of film discs and other film activities at the local level;
4. Regarding fine arts, photography, and exhibitions:
a) Organize the implementation of fine arts, photography, and exhibition activities within the jurisdiction of the locality;
b) Receive applications, review, and present to the Provincial People's Committee to issue exhibition permits for fine arts, construction permits for monuments, grand paintings, organization permits for sculpture camps, issue and revoke exhibition permits for photographic works in Vietnam, issue and revoke permits to exhibit photographic works from Vietnam abroad according to the law;
c) Issue permits to copy artworks about cultural celebrities, national heroes, leaders; issue, reissue, and revoke permits for organizing exhibitions by local organizations and individuals outside commercial purposes and by foreign individuals organized in the locality outside commercial purposes; approve the content of imported artworks for commercial purposes according to the law;
d) Receive notifications of organizing creative competitions for fine arts within the local jurisdiction; receive notifications of organizing exhibitions, suspending exhibition activities by organizations and individuals organized in the locality outside commercial purposes according to the law;
đ) Manage the activities of buying, displaying, and reproducing artistic works in the locality;
5. Regarding copyright, related rights, and cultural industries:
a) Implement measures to protect the legitimate rights and interests of the state, organizations, and individuals concerning copyright and related rights according to the law;
b) Implement and guide, inspect the implementation of regulations on providing, cooperating, ordering, using, and ensuring copyright for works and related rights for performances, sound recordings, video recordings, broadcasting programs, and remuneration for authors, copyright owners, and related rights holders at the local level;
c) Implement objectives and tasks for developing cultural industries in the locality; organize reviews, propose, or recommend to competent authorities to promulgate mechanisms, policies, and solutions necessary for developing cultural industries in the locality;
6. Regarding libraries:
a) Take the lead and coordinate with the Department of Information and Communications to advise the Provincial People's Committee on regulations for receiving publications at the provincial library from local libraries; coordinate with the Department of Information and Communications to transfer stored publications at the local level to the provincial library according to the law;
b) Receive and issue written responses to notifications of establishment, merger, consolidation, division, separation, dissolution, and cessation of operations of specialized libraries at the provincial level, county-level libraries, university libraries, and foreign libraries serving Vietnamese people with headquarters in the locality according to delegated authority from the Provincial People's Committee.
c) Guide local libraries in building organizational and operational regulations, in accordance with the Ministry of Culture, Sports and Tourism;
d) Submit to the competent authority for issuance of support policies to attract the construction and development of library networks at the local level, encourage organizations and individuals to maintain community libraries and private libraries serving the community at the local level; modernize libraries; establish mechanisms for cooperation between libraries and agencies, organizations to develop libraries and reading culture in the locality.
7. Regarding advertising:
a) Chair and coordinate with relevant departments to review, submit to the Provincial People's Committee for issuance, reissuance, amendment, supplementation, revocation of licenses for the establishment of representative offices of foreign advertising enterprises located in the locality.
b) Receive and process applications for notifications of advertising products on billboards and banners; notifications of organizing groups of people to conduct advertising activities in the locality.
c) Assist the Provincial People's Committee in organizing the development, approval, implementation of the Outdoor Advertising Plan, and reporting periodically on the management of advertising activities in the locality;
d) Inspect and handle according to their authority violations of laws on advertising activities on advertising media in accordance with the provisions of the law.
8. On mass culture, ethnic culture, and propaganda mobilization:
a) Guide and organize the implementation of planning related to cultural and sports facilities at the grassroots level in the locality after approval by the Provincial People's Committee.
b) Guide the establishment of regulations on organization and operation of cultural and sports facilities at the grassroots level in the locality in accordance with the regulations of the Ministry of Culture, Sports and Tourism.
c) Guide the implementation of civilized customs in weddings and funerals; build civilized families, civilized residential areas, and units reaching the standard of civilization in the locality.
d) Chair and coordinate with relevant departments, associations to direct and guide the movement "All people unite to build a civilized life"; be responsible as the Standing Office of the Steering Committee for the movement "All people unite to build a civilized life" at the provincial level.
đ) Organize the implementation and inspect the implementation of ethnic cultural policies, preservation, promotion, and development of tangible and intangible cultural values of ethnic communities in the locality.
e) Guide and organize the implementation of plans for propaganda and mobilization activities serving political, economic, cultural, and social tasks and planning related to the visual propaganda system in the locality.
g) Organize competitions (contests, performances), folk art festivals, mobile propaganda, poster design contests, poster clusters; provide propaganda materials, posters serving political, economic, cultural, and social tasks in the locality; guide and inspect the implementation of competitions (contests, performances), folk art festivals, mobile propaganda, and other cultural activities in the locality.
h) Guide, inspect, issue, adjust, revoke permits for operating karaoke services, discotheque services; manage the operation of cultural service businesses, non-networked electronic games, and public entertainment activities in the locality in accordance with the law.
i) Guide and inspect the use of the National Flag, Emblem, National Anthem, and portraits of President Ho Chi Minh in accordance with the law.
k) Advise, guide, and inspect the implementation of regulations on the founding day, traditional day, and response day in the locality.
l) Guide the organization of festivals, manage festival activities, and implement civilized customs in festivals.
9. Guide, organize the implementation, and inspect the development and implementation of village regulations and community conventions in the locality according to the provisions of the law;
10. Regarding literature:
a) Implement mechanisms and policies on literary activities in the locality according to the provisions of the law;
b) Guide, organize the implementation, and inspect literary activities in the locality according to the provisions of the law;
11. Regarding family affairs:
a) Organize the implementation and inspect the implementation of legal provisions related to family affairs, ensuring gender equality in the family and preventing domestic violence.
b) Advise the Provincial People's Committee to develop and improve the workforce for family affairs;
c) Propagate and educate about ethics, lifestyle, and behavior in Vietnamese families.
d) Collect data, process, and report information on families and prevention of domestic violence;
đ) Review and submit to the Provincial People's Committee for issuance of certificates of registration for operations of institutions supporting victims of domestic violence, certificates of registration for operations of counseling institutions on prevention and control of domestic violence in accordance with the law.
e) Issue certificates of professional training for care of victims of domestic violence, certificates of professional training for counseling on prevention and control of domestic violence; issue cards for care staff of victims of domestic violence, cards for counseling staff on prevention and control of domestic violence.
12. Regarding physical education and sports:
a) Guide and organize the implementation of planning related to, and development plans for physical education and sports in the locality after approval.
b) Coordinate with sports-related social organizations to propagate the benefits and effects of physical education and sports; mobilize people to participate in developing physical education and sports movements; disseminate knowledge and guide appropriate physical education and sports exercises based on personal preferences, age, gender, occupation, and health status.
c) Organize professional training for sports instructors according to the provisions of the Minister of Culture, Sports, and Tourism;
d) Establish a competition system, competition plans, and direct and guide the organization of provincial-level sports competitions;
đ) Assist the Provincial People's Committee in managing state activities related to recreational sports in the locality;
e) Chair and coordinate with related organizations and agencies to create conditions and guide elderly people, persons with disabilities, children, young people, and other mass groups to participate in physical education and sports activities.
g) Organize the exploitation, conservation, guidance on practice, performance, and competition of ethnic sports, folk games, traditional health exercise methods; coordinate with related agencies and organizations to promote ethnic sports abroad.
h) Guide and organize inspections and evaluations of mass physical education and sports activities in the locality;
i) Coordinate with the Department of Education and Training, the Department of Labor, Invalids and Social Affairs, the Military Command of the province, the Provincial Police, the Border Guard Corps of the province, and related agencies to organize the implementation of physical education and sports activities in training institutions, vocational education institutions, armed forces, and industrial zones in the locality.
k) Develop and organize the implementation of plans for selecting, training, and coaching athletes; competition plans for provincial sports teams after approval by competent authorities;
l) Develop plans and guide the organization of multi-level sports congresses; coordinate with related departments, agencies to organize national, regional, and international competitions after being assigned and approved by the competent authority.
m) Organize the implementation of systems and policies for coaches, referees, athletes of the province in sports competition activities after approval by the competent authority and in accordance with the law.
n) Organize inspections of business conditions for sports activities of professional sports clubs, enterprises, and individual households engaged in sports activities; issue certificates of eligibility for business operations in sports activities for professional sports clubs and enterprises engaged in sports activities in accordance with the law.
13. Regarding tourism:
a) Organize the implementation of surveys, evaluations, classifications, construction of databases, management, protection, conservation, exploitation, rational utilization, and development of tourism resources in the locality;
b) Implement measures to manage the tourism environment, tourist areas, and tourist sites in the locality; participate in opinions on tourism development projects in the area.
c) Study, survey, select locations with potential for community tourism development; propose policies to support initial necessary equipment and training knowledge and skills to serve tourists for individuals and households participating in providing tourism services within the community; promote community tourism products.
d) Review and submit to the Provincial People's Committee for decision on recognizing provincial tourist areas and tourist sites at the local level; organize the preparation of files to submit to the Provincial People's Committee to request the Ministry of Culture, Sports and Tourism to recognize national tourist areas and organize the announcement after receiving the recognition decision.
đ) Issue, reissue, adjust, extend, revoke the License for establishing representative offices of foreign travel service enterprises located in the locality; receive written notifications from travel agencies regarding the start date of business operations, business location, information about the enterprise entrusting the travel agency; issue, reissue, replace, revoke the License for domestic travel service operations in accordance with the provisions of the law.
e) Review, recognize, announce the list of accommodation facilities rated one star, two stars, three stars, and other tourism service businesses meeting the standards for serving tourists; organize inspections and supervision of the minimum conditions regarding technical infrastructure and services of accommodation facilities, quality of other tourism service businesses meeting the standards for serving tourists; revoke the recognition decision in cases where accommodation facilities and other tourism service businesses fail to maintain quality according to the recognized standards.
g) Receive written notifications from accommodation facilities before commencing operations or when there are changes in name, type, scale, address, information about the legal representative, and commitment to meet the conditions for operating tourism accommodation services as stipulated by law.
h) Receive written notifications from organizations and individuals directly operating tourism products that may affect the lives and health of tourists before starting business operations and organize inspections to publish lists of organizations and individuals who fully comply with safety measures for tourists on the Department's electronic information portal.
i) Issue, reissue, replace, revoke international tour guide cards, domestic tour guide cards, tour guide cards at points of interest in accordance with the provisions of the law; inspect training activities, professional development, and tour guiding activities within the jurisdiction.
k) Develop plans and programs for promoting tourism in the locality in line with national tourism promotion strategies, plans, and programs, and organize their implementation after approval;
l) Organize update knowledge courses and issue certificates of completion for domestic tour guides and international tour guides;
14. Organize training, professional development, and coaching for cultural and artistic talents and sports in the locality.
15. Implement commendation and reward work within the assigned management field in accordance with the laws on commendation and reward.
16. Perform other tasks assigned by the Provincial People's Committee and the Chairman of the Provincial People's Committee and as prescribed by law.
Article 3. Tasks and Powers of the Department of Culture and Sports, the Department of Tourism
1. The Department of Culture and Sports shall perform duties and powers as prescribed in Article 4 of Decree No. 24/2014/ND-CP dated April 4, 2014 of the Government on the organization of specialized agencies under the People's Committees of provinces and centrally-run cities, amended and supplemented in Clause 1 and Clause 2 of Article 1 of Decree No. 107/2020/ND-CP dated September 14, 2020 of the Government amending and supplementing some articles of Decree No. 24/2014/ND-CP, and the duties and powers prescribed from Clause 1 to Clause 12 and Clause 14, Clause 15, Clause 16 of Article 2 of this Circular.
2. The Department of Tourism shall perform duties and powers as prescribed in Article 4 of Decree No. 24/2014/ND-CP dated April 4, 2014 of the Government on the organization of specialized agencies under the People's Committees of provinces and centrally-run cities, amended and supplemented in Clause 1 and Clause 2 of Article 1 of Decree No. 107/2020/ND-CP dated September 14, 2020 of the Government amending and supplementing some articles of Decree No. 24/2014/ND-CP, and the duties and powers prescribed in Clause 13 and Clause 15, Clause 16 of Article 2 of this Circular.
Chapter II
DEPARTMENT OF CULTURE AND INFORMATION
1. The position and functions of the Social and Cultural Department shall be carried out in accordance with Article 11 of Decree No. 150/2025/NĐ-CP.
1. The Department of Culture and Information is a specialized agency under the People's Committee of the district, advising and assisting the People's Committee of the district in performing state management functions over: culture, family affairs, physical education and sports, tourism, and advertising; implementing certain tasks and powers as authorized by the People's Committee of the district and as prescribed by law (the performance of state management functions over information and communication by the Department of Culture and Information is regulated by the Circular of the Minister of Information and Communications).
2. The Department of Culture and Information has legal personality, its own seal and separate bank account; it is subject to the direction and management of organizational structure, job positions, civil servant quota, and staffing by the People's Committee of the district, while also being subject to professional guidance and inspection by the Department of Culture, Sports and Tourism, the Department of Culture and Sports, the Department of Tourism, and the Department of Information and Communication.
Article 5. Tasks and Powers
1. Submit to the People's Committee of the district: Draft decisions; medium-term and annual plans for cultural, family, physical education and sports, tourism, and advertising development; programs and projects for cultural, family, physical education and sports, tourism, and advertising development; programs and measures to implement administrative reform tasks within the assigned management scope; draft regulations specifying the functions, powers, and organizational structure of the Department of Culture and Information.
2. Submit to the Chairman of the People's Committee of the district draft documents on cultural, family, physical education and sports, tourism, and advertising matters within the Chairman's authority to promulgate, as assigned.
3. Implement legal normative documents, plans, and programs after approval; disseminate, popularize, and educate the public about laws in the assigned management fields; monitor law enforcement.
4. Guide organizations, units, and people on the district's territory to implement cultural and artistic movements; physical exercise and sports training movements; building civilized lifestyles in weddings, funerals, festivals; building the "All-Voluntary People's Movement for a Civilized Lifestyle"; building and guiding the assessment and awarding of titles to cultural families, villages, hamlets, communes, wards, and cultural units meeting new rural standards; building, implementing village covenants and regulations; protecting and promoting the values of historical and cultural relics, scenic spots, and intangible cultural heritage; managing, protecting, restoring, exploiting, using reasonably, and promoting the value of tourism resources, tourism environment, tourist areas, and tourist attractions within the territory.
5. Advise and assist the provincial People's Committee in state management over festivals, karaoke business operations, dance club business operations, performing arts activities on the territory according to the provisions of the law.
6. Receive and issue written responses to notifications regarding the establishment, merger, consolidation, division, separation, dissolution, cessation of operation of libraries at commune level, preschool education institutions, general education institutions, vocational education institutions, other educational institutions, private libraries serving the community located within the territory, according to the classification and authorization of the provincial People's Committee.
7. Guide and inspect the activities of public service units, grassroots cultural and sports facilities, service bases in the fields of culture, physical exercise, sports, tourism, and advertising, and public entertainment venues under the management of the Cultural and Information Office on the territory.
8. Assist the provincial People's Committee in state management over collective economic organizations, private economic organizations; guide and inspect the activities of associations and non-governmental organizations operating in the fields of culture, family, physical exercise, sports, tourism, and advertising on the territory according to the provisions of the law.
9. Provide professional guidance on the fields of culture, family, physical exercise, sports, tourism, and advertising to professional positions under the People's Committees of communes, towns, and urban districts.
10. Take the lead and coordinate with relevant agencies to inspect compliance with legal regulations in the fields of culture, family, physical exercise, sports, tourism, and advertising on the district's territory; handle complaints and reports; prevent and combat corruption and waste according to the law and the division of labor by the provincial People's Committee.
11. Organize the application of scientific and technological progress; build information and archival systems to serve state management and professional work of the Cultural and Information Office.
12. Implement information, statistics, regular and ad hoc reporting on the situation of cultural, family, physical exercise, sports, tourism, and advertising activities according to the regulations of the provincial People's Committee, the Department of Culture, Sports, and Tourism, the Department of Culture and Sports, and the Department of Tourism.
13. Manage organizational structure, job positions, civil servant quotas, civil servant grade structures, implement salary systems, policies, incentives, rewards, disciplinary measures, and professional training and development for civil servants under its jurisdiction according to the law and the division of labor by the provincial People's Committee.
14. Manage and be responsible for finance and assets allocated according to the law and the division of labor by the provincial People's Committee.
15. Carry out other tasks assigned by the provincial People's Committee, the Chairman of the provincial People's Committee, and according to the law.
In addition to the above tasks, the Cultural and Information Office also implements certain tasks and authorities in the field of information and communication according to the guidelines set forth in the Circular of the Minister of Information and Communications.
Chapter III
IMPLEMENTATION
Article 6. Effectiveness
1. This Circular takes effect from November 1, 2021.
2. This Circular replaces Circular Jointly Issued No. 07/2015/TTLT-BVHTTDL-BNV dated September 14, 2015, by the Minister of Culture, Sports, and Tourism and the Minister of Home Affairs guiding the functions, tasks, powers, and organizational structure of the Department of Culture, Sports, and Tourism under the Provincial People's Committee; the Cultural and Information Office under the District, Urban District, Town, and City People's Committee under the Province.
Article 7. Responsibility for Implementation
1. The provincial People's Committee is responsible for specifying the functions, tasks, powers, and organizational structure of the Department of Culture, Sports, and Tourism, the Department of Culture and Sports, and the Department of Tourism; directing and guiding the District People's Committee to specify the functions, tasks, and powers of the Cultural and Information Office.
2. The Chairman of the provincial People's Committee is responsible for organizing and implementing this Circular.
During implementation, if there are any difficulties, please promptly report them to the Ministry of Culture, Sports, and Tourism for research and appropriate amendments and supplements./.
