Pursuant to Decree No. 69/2018/NĐ-CP dated May 15, 2018 of the Government detailing certain provisions of the Law on Foreign Trade Management;

At the proposal of the Director of the Import-Export Department;

The Minister of Industry and Trade issues this Circular to amend and supplement certain provisions regarding the detailed list according to HS code of export and import goods issued together with some Circulars of the Ministry of Industry and Trade. Article 1. Amending and supplementing some articles of Circular No. 21/2023/TT-BTTTT dated December 31, 2023 of the Ministry of Information and Communications on functions and technical features of the Administrative Procedure Handling Information System at the ministerial and provincial levels (hereinafter referred to as Circular No. 21/2023/TT-BTTTT) as follows: Article 1. Amending and supplementing certain provisions of Circular No. 12/2018/TT-BCT dated June 15, 2018, of the Minister of Industry and Trade detailing certain provisions of the Law on Foreign Trade Management and Decree No. 69/2018/NĐ-CP dated May 15, 2018, of the Government detailing certain provisions of the Law on Foreign Trade Management (hereinafter referred to as Circular No. 12/2018/TT-BCT).

1. Replacing Appendix I - List of consumer goods, medical equipment, and second-hand means prohibited from importation stipulated in Article 3 of Circular No. 12/2018/TT-BCT with Appendix I issued together with this Circular.

2. Replacing Appendix II - List of goods temporarily suspended from trading under temporary import for re-export or transshipment stipulated in Clause 1 of Article 4 of Circular No. 12/2018/TT-BCT with Appendix II issued together with this Circular.

Article 2. Amending and supplementing certain provisions of Circular No. 41/2019/TT-BCT dated December 16, 2019, of the Minister of Industry and Trade supplementing the detailed list according to HS code of export and import goods stipulated in some Circulars of the Ministry of Industry and Trade (Circular No. 41/2019/TT-BCT).

1. Replacing Appendix I - Detailed list according to HS code for rice exports stipulated in Article 1 of Circular No. 41/2019/TT-BCT with Appendix III issued together with this Circular.

2. Replacing Appendix VI - Detailed list according to HS code for tobacco raw materials, cigarette paper stipulated in Clause 1 of Article 6 of Circular No. 41/2019/TT-BCT with Appendix IV issued together with this Circular.

3. Replacing Appendix VII - Detailed list according to HS code for specialized machinery and equipment for the tobacco industry stipulated in Clause 2 of Article 6 of Circular No. 41/2019/TT-BCT with Appendix V issued together with this Circular.

Article 3. This Circular shall take effect from May 16, 2023.

Article 3. Effectiveness

This Circular takes effect from May 16, 2023.

2. During the implementation of this Circular, if any difficulties arise, traders, relevant agencies, organizations, and individuals shall report them in writing to the Ministry of Industry and Trade for resolution./.
