CIRCULAR

Regulations on numbering and installing house number plates for construction projects

                                       

Pursuant to Decree No. 52/2022/NĐ-CP dated August 8, 2022 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Construction;

At the proposal of the Director of the Department of Housing and Real Estate Market Management;

The Minister of Construction issues this Circular regulating the numbering and installation of house number plates for construction projects.

PART I

GENERAL PROVISIONS

Article 1. Scope of Regulation

This Circular regulates the numbering and installation of house number plates for construction projects (hereinafter referred to as houses) in urban areas, rural areas, residential investment projects, urban development investment projects, and industrial zone development projects nationwide.

Article 2. Applicability

State management agencies and organizations and individuals related to the numbering and installation of house number plates for houses and construction projects.

Article 3. Explanation of Terms

In this Circular, the following terms are understood as follows:

1. "Numbering houses" refers to the process of determining house numbers according to agreed-upon principles.

2. "Installing house number plates" refers to the process of determining and installing plates at designated locations for house numbers according to unified principles.

3. "Group of houses" refers to a collection of houses located close together, arranged according to certain principles, and separated from other houses by fences or roads.

4. "Lane (alley)" refers to a passage within a residential area that has at least one end leading to a road or street (a branch of a road or street).

5. "Narrow lane (back alley)" refers to a passage within a residential area that has one end leading to a lane but does not directly lead to a road or street.

6. "House facing a road or street" refers to a house with its main entrance opening onto a road or street.

7. "House in a lane" refers to a house with its main entrance opening onto a lane.

8. "House in a narrow lane" refers to a house with its main entrance opening onto a narrow lane.

Article 4. Requirements for numbering and installing house number plates

1. Ensuring the determination of house addresses and facilitating the implementation of information reception, communication, civil transactions, commercial transactions, and other transactions by organizations and individuals.

2. Contributing to the beautification of urban and rural areas, enhancing the effectiveness of administrative and community management, fire prevention and firefighting, security, and public order in accordance with the law.

3. The numbering and installation of house number plates must be consistent with the address of the house in the application for the Certificate of Land Use Right, House Ownership Right, and Other Property Rights Attached to the Land.

4. The numbering and installation of house number plates ensure the management of information and data about the addresses of organizations and individuals; ensuring integration, connection, and sharing with the national population database, the national land database, and other relevant databases when required.

Chapter II

HOUSE NUMBERING

Section 1

HOUSE NUMBERING IN URBAN AND RURAL AREAS

Article 5. Conducting reviews and numbering houses

The People's Committee of the commune shall conduct reviews and propose plans for numbering and installing house number plates in their jurisdiction in accordance with Articles 6, 7, 8, and Chapter III of this Circular, to be decided and implemented by the People's Committee of the district, except for cases specified in Section 2 and Section 3 of this Chapter.

Article 6. Numbering houses facing roads or streets

1. Houses facing roads or streets shall be numbered using consecutive natural numbers (1, 2, 3..., n) in ascending order from smaller to larger numbers as prescribed in Clause 2 of this Article. Houses on the left side shall be assigned odd numbers (1, 3, 5, 7...), while those on the right side shall be assigned even numbers (2, 4, 6, 8...).

In cases where a house has entrances to two different roads or streets, it shall be numbered according to the road or street with the wider cross-section; if the cross-sections are equal, it shall be numbered according to the road or street with the main entrance or the road or street already numbered consecutively.

2. The direction of numbering houses facing roads or streets shall be carried out as follows:

a) The direction of numbering houses shall be from north to south, east to west, northeast to southwest, and southeast to northwest;

b) For special roads or streets that cannot follow the provisions of point a of this clause, the direction of numbering houses shall be determined by the People's Committee of the district (for example, for radial roads or streets, numbering shall be from the city center, district center, town center, or township center towards the outer areas);

c) For roads or streets that have been numbered before the effective date of this Circular, the existing numbering direction shall be maintained.

3. For roads or streets without continuous housing construction (with vacant land), the People's Committee of the district shall base the numbering of houses on the detailed construction planning approved by the competent authority along the road or street, ensuring reserve numbers for future houses or construction projects on that road or street; if there is no detailed construction planning for the road or street, the People's Committee of the district shall decide on the implementation of numbering and installing house number plates to ensure compatibility with specific conditions of each area.

4. In cases where new houses arise between two continuously numbered houses on a road or street, the newly arising houses may choose to be numbered in one of the following two ways:

a) By combining the smaller house number with a capitalized Vietnamese letter (A, B, C,...), starting from A (for example, if a new house arises between houses numbered 20 and 22, it would be numbered 20A, 20B, 20C, etc.);

b) By combining the smaller house number with a hyphen and a natural number, starting from 1 (for example, if a new house arises between houses numbered 20 and 22, it would be numbered 20-1, 20-2, 20-3, ..., 20-24, 20-25, ..., 22).

5. For newly constructed sections of roads or streets extending beyond the end of existing roads or streets, numbering shall continue from the last numbered house of the existing road or street according to the provisions of this Circular.

Article 7. Numbering houses in alleys and lanes

1. Numbering houses in alleys shall be carried out according to the following provisions:

a) In cases where the alley has not yet been given a specific name: the name of the alley shall be named based on the house number of the street or road located immediately in front of the entrance to the alley (with smaller house numbers);

b) The principle of numbering shall be applied similarly to the provisions stipulated in Clause 1, Clause 3, Clause 4, and Clause 5 of Article 6 of this Circular;

c) Direction for numbering houses in alleys: in cases where the alley connects two streets or roads and has already been named, the numbering direction starts from the house at the entrance of the alley that faces the street or road with which the alley shares its name to the end of the alley.

In cases where the alley connects two streets or roads but has not yet been named, the numbering direction starts from the house at the entrance of the alley that faces the street or road with a wider cross-section to the end of the alley.

In cases where the alley only connects to one street or road, the numbering direction starts from the house at the entrance of the alley facing the street or road to the last house in the alley.

2. Numbering houses in lanes shall be carried out according to the following provisions:

a) In cases where the lane has not yet been given a specific name: the name of the lane shall be named based on the house number of the alley located immediately in front of the entrance to the lane (with smaller house numbers);

b) The principle of numbering shall be applied similarly to the provisions stipulated in Clause 1, Clause 3, Clause 4, and Clause 5 of Article 6 of this Circular;

c) Direction for numbering houses in lanes: in cases where the lane connects two alleys and has already been named, the numbering direction starts from the house at the entrance of the lane that faces the alley with which the lane shares its name to the end of the lane; in cases where the lane connects two streets and has not yet been named, the numbering direction starts from the house at the entrance of the lane that faces the street with a wider cross-section to the end of the lane. In cases where the lane only connects to one alley, the numbering direction starts from the house at the entrance of the lane facing the alley to the last house in the lane.

3. In cases where houses in alleys or lanes have special characteristics, the People's Committee of the district shall decide on the numbering.

Article 8. Naming groups of houses, naming individual houses within a group, and apartment numbers in apartment buildings

Naming groups of houses, naming individual houses within a group, and apartment numbers in apartment buildings shall be carried out according to the provisions stipulated in Article 11, Article 12, and Article 13 of this Circular.

Section 2

NUMBERING HOUSES IN HOUSING DEVELOPMENT PROJECTS AND URBAN DEVELOPMENT PROJECTS

CONSTRUCTION OF URBAN AREAS

Article 9. Implementation of planning and numbering

1. The project investor shall plan and implement numbering and installing house number plates within the scope of the project area; carry out the naming of streets as the basis for numbering and installing house number plates within the scope of the project area.

In cases where the project investor has already planned numbering and installing house number plates within the scope of the project area in the detailed planning scheme at a scale of 1/500 or design documents that have been approved by competent state authorities, implementation shall follow the approved plan.

2. The project investor shall name and rename streets and roads within the scope of the project in accordance with the laws on naming and renaming streets and public works and other relevant laws.

Prior to implementing numbering and installing house number plates within the scope of the project area, the project investor shall send a written report to the People's Committee of the district and the People's Committee of the commune regarding the contents stipulated in Clause 1 and Clause 2 of this Article to report and manage the numbering and installation of house number plates within the project area.

Article 10. Numbering houses within the scope of the project area

1. Numbering houses within the scope of the project area shall be carried out according to the principles stipulated in Article 6 of this Circular.

2. Naming groups of houses, naming individual houses within a group, and apartment numbers in apartment buildings within the scope of the project area shall be carried out according to the provisions stipulated in Article 11, Article 12, and Article 13 of this Circular.

Article 11. Naming Groups of Houses

In a zone where multiple houses form groups with paths between the groups not being named (streets, alleys, lanes), it is necessary to name the groups of houses according to the following regulations:

1. The naming of groups of houses shall be done using uppercase letters of the Vietnamese alphabet (A, B, C, ...) arranged in alphabetical order in the Vietnamese alphabet, with the direction of naming generally following the arrangement of the groups of houses within that area.

2. In cases where there are many groups of houses in a zone, the direction of naming the groups of houses starts from the group nearest to the entrance path and proceeds towards the end of the zone. If the groups of houses are located on both sides of an internal traffic road, the direction of naming the groups of houses follows this method, with groups on the left side of the internal road named A, C, Đ, G, I, ..., and those on the right side named B, D, E, H, K...

Article 12. Naming Individual Houses Within a Group

1. The name of individual houses within a group is selected according to one of the two methods below:

a) By writing the name as a combination of the group's name and the house's sequential number within the group (for example: A10, B15, C4...);

b) By writing the name as a combination of the abbreviated street name, the group's name, and the house's sequential number within the group (for example, for houses on Bằng Lăng Street, Hoa Phượng Street: BL.A-10, HP.B-15, ĐN.C-4,...).

2. The sequential number of the house is a natural number (1, 2, 3..., n). The direction of numbering the houses within each group is determined according to the arrangement principle of the houses within that group.

Article 13. Numbering Apartments in Apartment Buildings

1. The numbering of apartments uses a sequence of natural numbers in ascending order according to the direction specified in Clause 2 of this Article to number the apartments. The floor number is recorded before the apartment number, separated by a hyphen (for example: 21 - 05).

2. The direction of numbering apartments is carried out according to the following provisions:

a) Following the clockwise direction, starting from the first apartment on the left side of the main corridor (elevator or stairway);

b) In cases where the apartment building has multiple corridors, the main corridor is determined by the developer. The numbering direction follows the principle specified in point a of this clause.

3. The numbering of floors in apartment buildings is carried out according to the following provisions:

a) Numbering floors according to the principle of counting upwards from the lower floor to the upper floor, starting from the first floor of the building (excluding basement floors). Natural numbers (1, 2, 3,..., n with n being the total number of floors in the building) are used to number the floors, starting from the smallest number to the largest;

b) In cases where continuous numbering is not used, previous floor numbers can be combined with additional characters (for example: 4 becomes 3A; 7 becomes 6A...). The ground floor may be named instead of the first floor, in which case subsequent floors are numbered as the first floor, second floor,... up to the n-1 floor;

c) In cases where the building has basement floors, numbering the basement floors follows the principle of counting downwards from the topmost basement floor to the bottommost basement floor, starting from the basement floor closest to the first floor or ground floor. Natural numbers (1, 2, 3,..., n with n being the total number of basement floors) are used to number the basement floors, starting from the smallest number to the largest. To distinguish from the floor numbers, a symbol decided by the developer is added before the basement floor number (for example: B1, B2, B3,...or H1, H2, H3…).

4. The numbering of staircases in apartment buildings (from two shared staircases onwards) is carried out according to the principle of counting from the main entrance into the building, with the first staircase on the left side numbered 1, and subsequent staircases numbered 2, 3,...n.

Section 3

NUMBERING HOUSES AT INDUSTRIAL ZONE PROJECTS

Article 14. Implementation of planning and numbering

1. The investor of the industrial zone project shall plan, implement numbering and install house number plates within the project area; implement naming streets as the basis for numbering and installing house number plates within the project area.

In cases where the investor of the industrial zone project has already planned numbering and installing house number plates within the project area in the detailed planning scheme at a scale of 1/500 or design documents that have been approved and agreed upon by competent state authorities, they shall implement according to the approved and agreed plans.

2. The investor shall comply with the provisions of Clause 2, Article 9 of this Circular.

3. Prior to implementing numbering and installing house number plates within the project area, the project investor shall send a written document to the People's Committee of the district, the People's Committee of the commune, and the Industrial Zone Management Board regarding the implementation contents as stipulated in Clauses 1 and 2 of this Article for reporting and managing, updating the numbering and installation of house number plates within the project area.

Article 15. Numbering houses in industrial zone projects

1. Numbering houses within the scope of the project area shall be carried out according to the principles stipulated in Article 6 of this Circular.

2. In cases where the industrial zone project forms groups of houses, the name of the group of houses and the name of each house within the group shall be implemented according to the provisions of Articles 11 and 12 of this Circular.

3. For a plot of land in the industrial zone with multiple houses, workshops, and construction works with different functions of organizations (enterprises within the industrial zone), only the plot of land shall be numbered; the numbering shall be carried out according to the symbols on the detailed construction drawing at a scale of 1/500 of the industrial zone project that has been approved by the competent authority or numbered according to natural numbers associated with adjacent roads based on the principle stipulated in Article 6 of this Circular.

4. The numbering of houses within a plot of land shall be self-implemented by the organization (enterprise within the industrial zone).

Chapter III

INSTALLING HOUSE NUMBER PLATES

Article 16. Installing house number plates on streets, alleys, lanes, and small lanes

1. Each house facing a street, house in an alley, or house in a small lane shall be installed with one house number plate. In cases where a house has multiple entrances from different streets, alleys, lanes, and small lanes, the house number plate shall be installed at the main entrance. If the main entrance is located at the corner of two streets, alleys, lanes, or small lanes, the house shall be numbered and installed according to the larger street, alley, lane, or small lane.

2. The house number plate shall be installed at a visible position, either on the left side or above the center of the main entrance. In cases where the house has a fence next to the sidewalk or road, the house number plate shall be installed on the main gate post, on the left side (from the outside towards the house).

Article 17. Installing apartment number plates in apartment buildings

Each apartment shall be installed with one apartment number plate. The apartment number plate shall be written using the combined symbol of the building code, floor number, and apartment number determined according to the principle stipulated in Article 13 of this Circular. The apartment number plate shall be installed at a visible position, either on the left side or above the center of the main entrance of the apartment.

Article 18. Installing name plates for groups of houses, individual houses, floor numbers, and staircases

1. The name plate for a group of houses shall be placed at one corner of the group of houses, on the sidewalk near the largest street.

2. The name plate for an individual house shall be placed on the facade and both gable walls of the house. On the facade, the plate shall be placed at the first-floor level for single-story houses, and at the second-floor level for multi-story houses.

The installation of the name plate for an individual house on the gable wall or other positions shall be decided by the entity responsible for installing the plates to ensure suitability with specific conditions and easy recognition and visibility.

3. The installation of floor number plates and staircase number plates shall be decided by the entity responsible for installing the plates to ensure suitability with specific conditions and easy recognition and visibility.

Chapter IV

STRUCTURE OF VARIOUS TYPES OF NUMBER PLATES

Article 19. Types of house number plates

According to this Circular, there are seven types of house number plates as follows:

1. House number plate on street-facing houses, streets.

2. House number plate in alleys, in small lanes.

3. Apartment number plate in apartment buildings.

4. Group house name plate.

5. Individual house name plate.

6. House floor number plate.

7. Staircase number plate.

Article 20. Structure of house number plates

1. The color and material of house number plates must meet the following requirements:

a) Material must be durable and long-lasting;

b) Color must be easily recognizable and observable;

c) Must ensure uniformity and aesthetic appearance.

2. The minimum dimensions (width x height) for each type of plate are specified as follows:

a) Street-facing house number plates, alley house number plates, small lane house number plates: 200 mm x 150 mm;

b) Apartment number plates (or room number plates): 150 mm x 100 mm;

c) Group house name plates: 200 mm x 300 mm;

d) Individual house name plates: 850 mm x 650 mm;

đ) Floor number plates, staircase number plates: 300 mm x 300 mm.

Chapter V

IMPLEMENTATION AND EFFECTIVE DATE OF ENFORCEMENT

Article 21. Handling issues related to numbering and installing house number plates

1. The numbering and installation of house number plates as prescribed in this Circular shall apply to newly constructed areas and areas that have not yet been numbered. For old streets and areas that already have house numbers, the People's Committee of the district shall decide to ensure suitability with specific conditions;

2. In cases where new houses are built within the premises of old houses, they shall be numbered using the old house number combined with a single uppercase letter from the Vietnamese alphabet (for example: A). If there are multiple new houses, the uppercase letters from the Vietnamese alphabet shall be recorded in alphabetical order A, B, C,..., M according to the principle stipulated in Article 6 of this Circular;

3. In cases where new houses are rebuilt on the premises of multiple old houses, the new houses shall carry the number of the last house in the row of old houses demolished along the street, alley, or small lane;

4. For other cases, the People's Committee of the district shall review and decide on the organization and implementation of numbering and installing house number plates to ensure overall coherence, uniformity, effectiveness, political and social stability, without disrupting daily life, and in accordance with the principles stipulated in Chapter II of this Circular.

Article 22. Budget for numbering and installing house number plates

1. The preparation of budget estimates, management, use, and settlement of accounts for the budget for numbering and installing house number plates shall be carried out in accordance with the laws on State budget.

2. The owner of the house or their representative is responsible for paying the cost of issuing house number plates. In cases where the owner cannot be identified, the person currently using the house is responsible for paying the cost of issuing house number plates.

3. The budget for numbering houses and installing alley and small lane name plates shall be funded from local government budgets.

The cost of installing house number plates (including house number plates, apartment number plates; group house name plates, individual house name plates; floor number plates, staircase number plates) shall be borne by organizations or individuals whose houses or construction projects are being installed with these plates, except for cases provided for in Clause 4 and Clause 5 of this Article.

4. The cost of numbering and installing house number plates within the scope of residential development projects or urban development projects shall be borne by the project investors.

5. The cost of numbering and installing house number plates within the scope of industrial zone development projects shall be borne by the project investors.

Article 23. Responsibilities of People's Committees at all levels

1. Responsibilities of the People's Committee at the provincial level:

a) Directing the People's Committee at the district level to develop plans and organize the implementation of numbering and installing house number plates on the territory according to the provisions of this Circular;

b) Directing the People's Committee at the district level, the Department of Construction, and related departments to manage information and data on the addresses of organizations and individuals; ensuring integration, connection, and sharing with the national population database, the national land database, and other relevant databases when required.

2. Responsibilities of the People's Committee at the district level:

a) Organizing the review and implementing numbering and installing house number plates on the territory according to the provisions of this Circular;

b) Reporting to the People's Committee at the provincial level on the results of numbering and installing house number plates on the territory when requested;

c) Issuing certificates of house numbers for households that have been installed with number plates according to the provisions of this Circular for the owners (or users) to use when necessary. The model of the certificate of house number is specified in the Appendix attached to this Circular. The certificate of house number does not replace the recognition of ownership rights over housing or construction works;

d) Inspecting and handling violations of regulations on numbering and installing house number plates on the territory; reporting and recommending handling to the People's Committee at the provincial level cases exceeding their authority;

đ) Managing and updating information and data on numbering and installing house number plates in urban areas, rural areas, residential construction projects, urban development projects, and industrial zones to manage and review synchronization with the land database on the territory.

3. Responsibilities of the People's Committee at the commune level:

a) The People's Committee at the commune level reviews and proposes solutions to be decided and implemented by the People's Committee at the district level regarding numbering and installing house number plates on the territory; implementing numbering, installing house number plates, and issuing certificates of house number plates to organizations and individuals on the territory;

b) Promoting and urging organizations and individuals on the territory to comply with regulations on numbering and installing house number plates;

c) Inspecting and handling violations of regulations on numbering and installing house number plates on the territory; reporting and recommending handling to the People's Committee at the district level cases exceeding their authority;

d) Cooperating with the police station at the commune level in implementing numbering and installing house number plates to ensure that information and data on house numbers connect and share with the national population database when required.

Article 24. Responsibilities of the Department of Construction

1. Guiding the People's Committee at the district level, project investors in residential construction projects, urban development projects, and industrial zones to implement numbering and installing house number plates on the territory according to the provisions of this Circular.

2. Monitoring, summarizing, and reporting to the People's Committee at the provincial level and the Ministry of Construction on the implementation of numbering and installing house number plates on the territory when requested.

3. Inspecting, checking, and handling violations of regulations on numbering and installing house number plates on the territory; reporting and recommending handling to the People's Committee at the provincial level cases exceeding their authority.

Article 25. Effective Date

1. This Circular takes effect from October 15, 2024.

2. Abolishing Decision No. 05/2006/QĐ-BXD dated March 8, 2006, of the Minister of Construction promulgating the Regulation on Numbering and Installing House Number Plates.

3. Chairpersons of People's Committees of provinces and centrally governed cities are responsible for reviewing previous regulations on numbering and installing house number plates to promptly abolish or amend and supplement documents containing content contrary to the provisions of this Circular./.
