Amending and supplementing certain construction norms issued pursuant toCircular No. 12/2021/TT-BXD dated August 31, 2021 of the Minister of Construction

Pursuant to the Construction Law on June 18, 2014 (amended and supplemented by the Law amending and supplementing certain articles of the Construction Law on June 17, 2020);
Pursuant to Decree No. 33/2025/NĐ-CP dated February 25, 2025 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Construction;
Pursuant to Decree No. 10/2021/NĐ-CP dated February 9, 2021 of the Government on management of investment construction costs (amended and supplemented by certain articles by Decree No. 35/2023/NĐ-CP dated June 20, 2023 of the Government);
At the proposal of the Director of the Economic Management Department for Investment Construction and the President of the Institute of Construction Economics;
The Minister of Construction hereby issues this Circular amending and supplementing certain construction norms issued by Circular No. 12/2021/TT-BXD dated August 31, 2021 of the Minister of Construction.
Article 1. Amending and supplementing certain construction norms including: Construction project budget norms, Building material usage norms, Investment construction consulting cost norms already issued by Circular No. 12/2021/TT-BXD dated August 31, 2021 of the Minister of Construction. Details are set forth in the attached Appendices to this Circular.
Article 2. Transitional provisions
The transition period for applying the amended and supplemented construction norms issued by this Circular shall be implemented in accordance with Clause 8, Article 44 of Decree No. 10/2021/NĐ-CP dated February 9, 2021 of the Government on management of investment construction costs.
Article 3. Implementation Provisions
This Circular takes effect from July 15, 2025.
