RESOLUTION

Regular Meeting of the Government in July 1999

On July 28, 1999, the Government convened its regular meeting for July 1999 to discuss and adopt the following issues:

1. The Government heard Minister Nguyen Manh Kiem of the Ministry of Construction present the draft proposal on "Views and solutions to address remaining issues related to houses and land managed and allocated by the State during the implementation of socialist transformation policies in previous periods."

Remaining issues concerning houses and land managed and utilized by the State relate to major policies issued by the Party and the State at various times. These are historical issues that are complex and require high-authority legal documents to provide a basis for final resolution.

The Ministry of Construction is tasked with refining the draft proposal based on the opinions of Government members, to be submitted to the Standing Committee of the National Assembly for consideration and issuance of a Resolution on this matter.

2. Adoption of the Report on the economic and social situation in July and the first seven months of 1999 presented by Minister Tran Xuan Gia of the Ministry of Planning and Investment.

The economic and social situation in July showed signs of improvement: agricultural production continued to develop, exports recovered and increased compared to previous months, and industry showed some improvement. However, overall changes were still slow, particularly in infrastructure construction, price indices continued to decline, and many challenges remained.

The Government requests leaders of Ministries, sectors, and localities to closely monitor the situation and effectively implement Decision No. 08/1999/NQ-CP dated July 9, 1999 on measures to manage and fulfill tasks for the last six months of 1999; especially focusing on drafting and issuing specific documents to implement this Decision and organizing its implementation.

3. The Government heard Minister Le Minh Huong, Deputy Chairman of the National Committee on Drug Prevention and Control, report on the work situation in drug prevention and control from November 30, 1998 to July 20, 1999. Over eight months, the peak period of drug prevention and control achieved certain results: generally, drug-related criminal activities slowed down and were not as overt as before; drug addiction among students was initially curbed; areas growing opium and cannabis were largely eradicated in many places. However, drug prevention and control efforts still faced numerous difficulties, results were limited, and drug-related problems remained widespread, becoming a concern for individual families and society as a whole.

The Government adopted the measures proposed by the National Committee on Drug Prevention and Control; it instructs the National Committee on Drug Prevention and Control to direct Ministries, sectors, and localities to continue implementing these measures in a coordinated, resolute, and thorough manner to mobilize the entire population's participation in combating and preventing drugs; viewing this as a mass movement, and launching an offensive against drug-related issues in the last six months of 1999 and subsequent years.

4. At this meeting, the Government heard Minister Truong Dinh Tuyen of the Ministry of Trade report on the results of negotiations for the Vietnam-U.S. Trade Agreement; and the State Inspectorate report on inspection work and complaints and grievances resolution in the second quarter of 1999. The Government agreed with the assessments in the reports; it instructs the State Inspectorate to coordinate with relevant Ministries and sectors to implement and enforce the Law on Complaints and Petitions recently enacted by the National Assembly.
