OFFICERS AND SOLDIERS IN THE PEOPLE'S POLICE FORCE WORKING AT DETENTION CENTERS AND SHORT-TERM DETENTION FACILITIES ARE ENTITLED TO RECEIVE ALLOWANCES, SPECIFICALLY AS FOLLOWS:
I. OBJECTS AND ALLOWANCE LEVELS
1. OFFICERS AND SOLDIERS WORKING AT DETENTION CENTERS:
a/- A 10% ALLOWANCE CALCULATED ON THE RANK PAY OR RANK ALLOWANCE (FOR NON-RANKED STAFF, CALCULATED ON THE GRADE PAY) APPLIES TO:
+ SUPERINTENDENT;
+ ASSISTANT SUPERINTENDENT;
+ GUARD;
+ SECURITY OFFICER;
+ INVESTIGATOR;
+ HEALTH STAFF DIRECTLY TREATING PRISONERS.
b/- A 5% ALLOWANCE CALCULATED ON THE RANK PAY OR RANK ALLOWANCE (FOR NON-RANKED STAFF, CALCULATED ON THE GRADE PAY) APPLIES TO THE REMAINING OFFICERS AND SOLDIERS.
2. OFFICERS AND SOLDIERS WORKING AT SHORT-TERM DETENTION FACILITIES:
- A 5% ALLOWANCE CALCULATED ON THE RANK PAY OR RANK ALLOWANCE APPLIES TO SPECIALIZED OFFICERS AND SOLDIERS WORKING AT SHORT-TERM DETENTION FACILITIES.
II. METHOD OF PAYMENT:
1- OFFICERS AND SOLDIERS PERFORMING DUTIES AT DETENTION CENTERS AND SHORT-TERM DETENTION FACILITIES ARE ENTITLED TO RECEIVE ALLOWANCES BASED ON THEIR DESIGNATED POSITION, CALCULATED BASED ON THE ACTUAL NUMBER OF DAYS WORKED IN THE MONTH AT THE DETENTION CENTER OR SHORT-TERM DETENTION FACILITY. THE FORMULA IS AS FOLLOWS:

2- DAYS OF VACATION, ATTENDING TRAINING, ILLNESS... WHEN NOT PERFORMING REGULAR DUTIES AT THE DETENTION CENTER OR SHORT-TERM DETENTION FACILITY DO NOT QUALIFY FOR THIS ALLOWANCE. |
1- THE REGIME OF ALLOWANCES FOR DETENTION CENTERS AND SHORT-TERM DETENTION FACILITIES SHALL BE IMPLEMENTED FROM SEPTEMBER 15, 1999.
III. IMPLEMENTATION PROVISIONS
2- REGARDING THE SOURCE OF FUNDS: IN 1999, THE MINISTRY OF PUBLIC SECURITY WILL SELF-BALANCE WITHIN THE BUDGET ALLOCATED BY THE STATE. FROM 2000, IT WILL BE INCLUDED IN THE ANNUAL BUDGET OF THE MINISTRY OF PUBLIC SECURITY.
ANY ISSUES ENCOUNTERED DURING IMPLEMENTATION SHOULD BE REPORTED TO THE JOINT MINISTRIES FOR CONSIDERATION AND RESOLUTION.
