DECISION OF THE MINISTER OF AQUATIC RESOURCES

Regarding the establishment of the Fisheries Quality Management Office,

Food Safety and Aquatic Animal Health Region 5

 

MINISTER OF AQUATIC RESOURCES

Pursuant to Decree No. 43/2003/NĐ-CP dated 02/5/2003 The Government stipulates the functions, tasks, powers, and organizational structure of the Ministry of Fisheries.

Pursuant to Decision No. 07/2003/QĐ-BTS dated August 5, 2003, of the Minister of Fisheries, which stipulates the functions, tasks, powers, and organizational structure of the Fisheries Quality Control, Food Safety, and Aquatic Animal Health Department;

Considering the proposal of the Director of the Fisheries Quality Control, Food Safety, and Aquatic Animal Health Department and the Director of the Cadre and Civil Servant Organization Department;

 

DECISION:

Article 1: Establish the Fisheries Quality Management, Food Safety, and Aquatic Animal Health Office Region 5 (hereinafter referred to as the Fisheries Quality and Aquatic Animal Health Office 5), under the Fisheries Quality Control, Food Safety, and Aquatic Animal Health Department, based on the additional assignment of tasks and renaming of the Fisheries Quality Inspection and Sanitation Branch V - Ca Mau.

The Fisheries Quality Management, Food Safety, and Aquatic Animal Health Office Region 5 has the international trade name "The National Fisheries Quality Assurance and Veterinary Directorate - Branch 5" abbreviated as "NAFIQAVED - Branch 5," with its headquarters at No. 171 Phan Ngoc Hien Street, Ward 6, City of Ca Mau, having accounts at the treasury and bank, and seals in both Vietnamese and English for transactions.

Article 2: The Fisheries Quality Management, Food Safety, and Aquatic Animal Health Office Region 5 is tasked with assisting the Director of the Fisheries Quality Control, Food Safety, and Aquatic Animal Health Department in implementing management responsibilities regarding quality, food safety, and aquatic animal health in the provinces of Soc Trang, Bac Lieu, and Ca Mau.

The specific tasks, powers, relationships, and organizational structure of the Fisheries Quality Management, Food Safety, and Aquatic Animal Health Office Region 5 shall be decided by the Minister of Fisheries upon the proposal of the Director of the Fisheries Quality Control, Food Safety, and Aquatic Animal Health Department.

Article 3: The Fisheries Quality Management, Food Safety, and Aquatic Animal Health Office Region 5 shall have one Director responsible for overall operations and not more than two Deputy Directors to assist. The Director of the Fisheries Quality Management, Food Safety, and Aquatic Animal Health Office Region 5 shall be appointed by the Minister of Fisheries upon the proposal of the Director of the Fisheries Quality Control, Food Safety, and Aquatic Animal Health Department. The Deputy Directors of the Fisheries Quality Management, Food Safety, and Aquatic Animal Health Office Region 5 shall be appointed by the Director of the Fisheries Quality Control, Food Safety, and Aquatic Animal Health Department upon the proposal of the Director of the Fisheries Quality Management, Food Safety, and Aquatic Animal Health Office Region 5, after obtaining the agreement of the Ministry of Fisheries.

In addition to the number of positions funded by the State budget, the Fisheries Quality Management, Food Safety, and Aquatic Animal Health Office Region 5 may recruit contractual employees from the revenue generated from fees, charges, and technical services according to the provisions of the law. The quota of civil servants and contractual employees of the Office shall be allocated by the Director of the Fisheries Quality Control, Food Safety, and Aquatic Animal Health Department after obtaining the approval of the Ministry of Fisheries.

Article 4: This Decision shall take effect fifteen days after its publication in the Official Gazette, replacing Decision No. 890 QĐ/TCCBLĐ dated November 13, 1995, of the Minister of Fisheries.

Article 5: The Heads of the Office, heads of Departments and Bureaus, the Inspector General of the Ministry, the Director of the Fisheries Quality Control, Food Safety, and Aquatic Animal Health Department, and the Director of the Fisheries Quality Management, Food Safety, and Aquatic Animal Health Office Region 5 are responsible for implementing this Decision.
