DIRECTIVE
ON STRENGTHENING THE WORK OF TRAINING AND REHABILITATION OF OFFICERS, CIVIL SERVANTS, AND CIVILIAN STAFF IN THE CONSTRUCTION SECTOR
In recent years, implementing the policies and guidelines of the State and the Ministry regarding the work of training and rehabilitation of officers, civil servants, and civilian staff (Decision No. 74/2001/QĐ-TTg dated May 7, 2001 of the Prime Minister approving the plan for training and rehabilitation of officers and civil servants for the period 2001-2005; Decision No. 69/2003/QĐ-TTg dated April 29, 2003 of the Prime Minister approving the program to build and improve the quality of the cadre corps of state civil servants for phase I (2003-2005); the Human Resource Development Strategy for the Construction Sector until 2010 with a vision to 2020... etc.), the work of training and rehabilitation of officers, civil servants, and civilian staff in units under the sector has initially achieved certain results. However, compared to practical requirements, especially with the very rapid movement of new mechanisms and the process of international integration, the cadre corps of officers, civil servants, and civilian staff in the sector needs to be further enhanced and synchronized in terms of knowledge on state administration, sector management, and legal knowledge. To bring the work of training and rehabilitation of officers, civil servants, and civilian staff into a regular and continuous system, meeting the requirements of the Human Resource Development Strategy for the Construction Sector until 2010 with a vision to 2020, the Ministry requests the heads of agencies and units under the sector to implement the following tasks:
1. Grasp the objectives, requirements, and content of training and rehabilitation
1.1. The objective of training and rehabilitation is to build a cadre corps of officers, civil servants, and civilian staff who are proficient in their specialized fields, have good moral qualities, and meet the requirements to enhance the efficiency of the sector's administrative machinery.
1.2. The content of training and rehabilitation for officers, civil servants, and civilian staff must be practical and appropriate to each category and unit, focusing primarily on the following areas:
a) Political theory knowledge;
b) Legal knowledge, knowledge, and skills in state administration;
c) Specialized knowledge and skills;
d) Foreign language knowledge and skills;
e) Computer knowledge and other supplementary knowledge.
2. Direct effectively the development of planning for training and rehabilitation
2.1. Developing planning for training and rehabilitation of officers, civil servants, and civilian staff at the unit level must be based on the standards for cadre positions and the professional standards for each rank of civil servants and civilian staff. Unit heads must base their decisions on the training and rehabilitation needs of officers, civil servants, and civilian staff within their units, sending the appropriate individuals who fit the functional responsibilities and job requirements, aiming for the highest effectiveness.
2.2. Officers, civil servants, and civilian staff holding positions and ranks must undergo training and rehabilitation to meet the prescribed knowledge standards for those positions and ranks.
2.3. Each year, agencies and units must develop plans to send officers, civil servants, and civilian staff from their units for training and rehabilitation to improve their qualifications according to regulations. The selected personnel for training and the required training content must be practical and consistent with the Human Resource Development Strategy of the sector and the unit. The Cadre and Civil Servant Organization Department will compile and report to the Minister for approval based on the training and rehabilitation needs of the units and the sector's plan for training and rehabilitation of officers, civil servants, and civilian staff.
2.4. According to the approved plan, based on actual needs, the Cadre and Civil Servant Organization Department will compile and report plans to send department-level leadership and management cadres, as well as civil servants and civilian staff, for training and rehabilitation to update knowledge on the contents listed in Article 1.2.
2.5. The Training and Rehabilitation Institute for the Construction Sector will coordinate with relevant departments, schools, research institutes under the Ministry, and other educational institutions to organize training and rehabilitation courses suitable for different categories, strictly following the approved curriculum. The Ministry encourages individual officers, civil servants, and civilian staff to study and improve their professional and management skills.
3. Enhance the responsibility of officers, civil servants, civilian staff, and unit heads in training and rehabilitation work
3.1. Officers, civil servants, and civilian staff must consistently have the awareness to study and improve their theoretical political knowledge, specialized knowledge and skills, and other supplementary knowledge as stipulated, and have the right to express their wishes to their agencies and units regarding creating conditions for them to attend training and rehabilitation to improve their qualifications and standardize cadres.
3.2. Based on the operational needs of the unit and the functions and responsibilities of officers, civil servants, and civilian staff, unit heads must plan and develop schemes to send officers, civil servants, and civilian staff from their units for training and rehabilitation to improve their qualifications, update knowledge, and create conditions for officers, civil servants, and civilian staff to fulfill their assigned tasks.
3.2. Upon completion of the training and rehabilitation course, officers, civil servants, and civilian staff are responsible for submitting copies of their certificates to the Cadre and Civil Servant Organization Department (for officers and civil servants under the Ministry's jurisdiction) and to their direct managing units (for officers, civil servants, and civilian staff under unit management) to supplement their personal files, and report their learning outcomes to the Ministry (Cadre and Civil Servant Organization Department) for monitoring and management.
3.3. For officers, civil servants, and civilian staff sent abroad for training and rehabilitation, in addition to the provisions of this Directive, they must comply with other regulations of the State and the Ministry of Construction regarding the management of Vietnamese studying abroad.
3.4. After being trained and rehabilitated, if officers, civil servants, and civilian staff voluntarily leave their jobs or transfer out of the public sector due to personal reasons, they must compensate the employing agency or organization for the costs of their training and rehabilitation according to State regulations.
4. Strengthen inspection work in training and rehabilitation
4.1. All training and rehabilitation courses for officers, civil servants, and civilian staff must be organized to inspect and evaluate results before completion. The form of inspection and evaluation shall be determined by the authority that approves the training and rehabilitation program.
4.2. The results of the assessment of academic performance serve as the basis for educational institutions to issue certificates confirming the academic achievements and the level of the certificate holder who has completed a training program in accordance with the regulations.
5. Implementation organization
5.1. The Cadre and Civil Servant Organization Department acts as the coordinating body working with relevant functional departments and the Training and Development Institute for the Construction Industry to advise and assist the Ministry's leadership in managing and implementing sectoral management activities within its jurisdiction regarding cadre and civil servant training and development throughout the industry, and is responsible for:
- Drafting and submitting to the Ministry's leadership for promulgation regulatory documents concerning systems and policies in the field of cadre and civil servant training and development;
- Drafting plans and programs for cadre and civil servant training and development within the industry, submitting them to the Ministry's leadership for approval, and organizing their implementation; guiding and being responsible for the implementation of these plans and programs after they have been issued;
- Monitoring, compiling, and reporting on the outcomes of cadre and civil servant training and development conducted by units under the Ministry's management;
- Developing and implementing plans to send cadres, civil servants, and public officials abroad for training and development using state budget funds and other sources of funding;
- Inspecting and supervising the training and development activities of cadres, civil servants, and public officials in subordinate units of the Ministry;
- Establishing and issuing incentive systems to encourage cadres, civil servants, and public officials to continuously enhance their qualifications and work capabilities;
5.2. The Training and Development Institute for the Construction Industry, assigned by the Ministry, organizes training and development courses for cadres, civil servants, and public officials according to rank and grade standards; provides advanced and updated specialized knowledge and management skills training for department-level, bureau-level, and equivalent-level leaders; and organizes or collaborates in providing advanced and updated specialized knowledge and management skills training for village-level, ward-level, town-level leaders according to vertical specialization and some other target groups based on demand.
5.3. Heads of subordinate agencies under the Ministry are responsible for directing and implementing cadre and civil servant training and development within their units and must consider this as one of the key tasks of their units.
Each unit is required to compile and report on the progress and evaluation of sending civil servants for training and development every six months, which should be submitted to the Ministry of Construction (Cadre and Civil Servant Organization Department) for monitoring and management, and reported to the Ministry's leadership on the implementation results.
The Cadre and Civil Servant Organization Department is responsible for guiding, monitoring, urging, and inspecting the implementation of this Directive.
