DECISION:
Article 1. The Poverty Reduction and Increase in Moderately Well-Off Households Program for the period 2009-2015 attached hereto is hereby approved.
Article 2. The Poverty Reduction and Increase in Moderately Well-Off Households Program for the period 2009-2015 shall be implemented from January 1, 2009.
Article 3. This Decision shall take effect ten days after the date of signature.
Article 4. The Heads of the People's Committee of the city, the Chairman of the Steering Committee for Poverty Reduction and Increase in Moderately Well-Off Households of the city, the Heads of departments and sectors of the city, the Chairmen of the People's Committees of districts and counties, wards and communes, towns are responsible for implementing this Decision.

POVERTY REDUCTION AND INCREASE IN MODERATELY WELL-OFF HOUSEHOLDS PROGRAM FOR THE PERIOD 2009-2015
(Issued together with Decision No. 22/2010/QD-UBND dated March 29, 2010 of the People's Committee of Ho Chi Minh City)
Over more than two decades, the Party Committee and administration of the city have continuously strived and persistently implemented the goal of eradicating hunger and reducing poverty. Thanks to the synchronous implementation of policies and mechanisms suitable to reality, leveraging the comprehensive strength of the whole people solidarity bloc, along with significant achievements in economic growth, the city has completed programs and targets for eradicating hunger and poverty, enabling the poor to gradually access and enjoy basic social services, addressing unemployment, gradually narrowing the living standard gap between urban and rural areas; making important contributions to the successful implementation of the National Target Program on Poverty Reduction for the periods 2001-2005 and 2006-2010 towards "more comprehensive, fairer, more sustainable and integrated".
By the end of 2008, the Program had gone through two stages (1992-2003 and 2004-2010), with six adjustments to raise the poverty standard to suit the socio-economic development conditions of the city. From 121,722 poor households, accounting for 17% of the total number of households in the city in 1992, by 1995, the city no longer had any hungry households, the poverty rate was only 13.5%. In 2003, when the first stage ended, the number of poor households was only 1,655 households, accounting for 0.15%; completing the target two years ahead of schedule compared to Resolution of the Seventh Municipal Party Congress. In 2004, the city continued to implement the Poverty Reduction Program Stage 2 according to a two-step roadmap, the criteria for poor households were also raised higher - average income under 6 million VND/person/year regardless of urban and suburban areas; with the goal of basically eliminating poor households by the end of 2010. After five years of implementing Stage 2, the total number of poor households according to the new criteria decreased from 89,090 households at the beginning of 2004 to only 2,754 households at the end of 2008; the poverty rate decreased from 7.72% to only 0.2%; bringing the city to complete the target of "basically eliminating poor households" two years ahead of schedule compared to Resolution of the Eighth Municipal Party Congress. Along with increasing income, the living conditions of the poor and the general population of the city have been increasingly improved through various programs, projects, and infrastructure development investments, technical and social infrastructure, and other social welfare policies.
Over sixteen years, thanks to this Program, more than 200 thousand poor households in the city (including 127,856 households in the first stage and 75,818 households in the second stage) have been directly supported, self-improving to escape poverty and access better business opportunities; the appearance of poor communes and wards has changed positively. The effectiveness of the city's Poverty Reduction Program is not only limited to social security but also has extremely important significance across many fields, both political, economic, cultural, and social. The Program clearly demonstrates the fine nature and superiority of our system, serving as concrete evidence of the political quality of the city's Party Committee and administration, resolute and consistent in the goal of caring for the people, fostering the whole people solidarity bloc, thereby contributing to maintaining political stability and social order and safety, creating favorable conditions and environment for the city's overall development. The results and practical experiences of sixteen years of implementing the Poverty Reduction Program further highlight the important role of poverty reduction efforts in achieving the goal of "rich people, strong country, equitable, democratic, civilized society"; in the process of developing a socialist-oriented market economy, effectively utilizing domestic and foreign resources, ensuring rapid economic growth while promoting social progress and equity, encouraging legitimate wealth creation, generating employment, and sustainable poverty reduction.
However, it can be said that the poverty reduction achievements made in recent times are still at an initial stage. The city's poverty standard, with an average income below 6 million VND/person/year (500 thousand VND/person/month; 16 thousand VND/person/day), although twice as high as the national poverty standard (an average income below 2.4 million VND/person/year in rural areas and below 3.12 million VND/person/year in urban areas), can only meet the minimum needs of a person, i.e., just enough for food expenses; it does not cover other expenses, including medical care, illness, and education. Although mechanisms and policies to support the poor have been and are being implemented, they are sometimes inconsistent and not synchronized; they have not adapted to the specific conditions of some localities during different stages and have not been adjusted and supplemented in a timely manner. Social impacts affecting the poverty reduction efforts after our country joined the World Trade Organization (WTO), along with the negative aspects of the market economy, are gradually becoming apparent and directly impacting the material and spiritual lives of various strata of the city's population. Especially in the context of domestic and global economic difficulties due to the financial crisis, economic downturn, and negative consequences from late 2007 through 2008 and 2009, which will continue to unfavorably affect economic growth rates and people's livelihoods; a significant portion of the population is currently at near-poverty levels and vulnerable to natural disasters, diseases, and job loss. Poor health and low educational attainment further hinder the ability of the poor to escape poverty. The restructuring, consolidation, and innovation of state-owned enterprises, together with competition in the market economy, will continue to create surplus labor and increase employment pressure. The issue of re-poverty, the emergence of new poor households, and unemployment will increase; the policy scope and state employees, armed forces personnel, and wage workers will face more difficulties.
Therefore, caring for the poor in the current situation is not merely about fulfilling "a historic commitment," but also about implementing the objectives of our Party, a "revolutionary party always standing on the side of the people, all for the working masses." Fulfilling this commitment is not only based on direct policies, but also requires thorough research, analysis, and evaluation of the impact of these mechanisms and policies on various strata of the poor population; it must also stem from ethnic solidarity and kinship, demanding both compassion and responsibility, and the joint effort of the entire Party, government, and all strata of the people.
The Resolution of the Eighth Congress of the City Party Committee has set one of the key tasks for the 2006-2010 period as "Addressing social issues comprehensively, achieving social equity and progress in tandem with economic development," "Expanding the results of social programs," and "Striving to eliminate poverty according to the city's new criteria by 2010." By now, the city has completed this task. However, the ongoing poverty reduction efforts require the program to be further improved in quality and effectiveness, ensuring alignment with the city's realities, especially under the conditions of developing a socialist-oriented market economy and aligning with international economic integration commitments.
Based on the results and experiences gained from implementing the City Poverty Reduction Program over the past 16 years (1992-2008); immediately after achieving the poverty reduction targets two years ahead of schedule at the end of 2008, Ho Chi Minh City moved to implement the Poverty Reduction and Increased Prosperity Program from 2009 to 2015. This program builds upon and enhances the positive outcomes of the previous Poverty Reduction Program, raising the program's goals to a higher and farther level; accelerating the rate of poverty reduction and gradually increasing the number of prosperous households among the total households in the city; striving to achieve the best possible results for the five-year socio-economic development plans of 2006-2010 and 2011-2015; contributing to greater victories in the goal of "prosperous people, strong country, equitable, democratic, and civilized society."
I. FORECAST OF SITUATIONS, ADVANTAGES AND CHALLENGES:
1. Forecast of the situation and influencing factors on the socio-economic development of the city until 2020:
- Forecast of the city's GDP growth is expected to reach an average annual growth rate of 12% during the 2006-2010 period, 11% during the 2011-2015 period; total export turnover (excluding crude oil) is projected to reach 11 billion USD in 2010 and 26 billion USD in 2015. The city aims to achieve an average per capita income of approximately 2,500 USD/person/year by 2010 and 6,000 USD/person/year by 2020.
- The labor structure in agriculture, industry-construction, trade-services is sequentially 2%, 36%, and 62%; on average, about 230,000 to 240,000 jobs are created annually; of which, there are 120,000 to 150,000 new jobs. The unemployment rate decreases from 5.5% in 2008 to 5% in 2010 and 4% in 2020.
- The city is focusing on investing in urban upgrading of existing areas and expanding new urban zones to achieve the goal of building a national-level city with a population of approximately 7.2 million people by 2010 and 10 million people by 2020 (excluding transient residents, of which over 90% are urban residents); modern technical infrastructure and social infrastructure ensuring service requirements for economic development and improving living standards in accordance with Resolution No. 20-NQ/BCT and Resolution No. 53-NQ/TW of the Politburo; creating a foundation for expanding the city's spatial layout according to the scale approved by the Prime Minister until 2020. Satellite urban areas such as the New Thao Dien Urban Area, the West Bank Urban Area, the High-Tech City Urban Area, and the South City Urban Area have been established. Currently, the city is concentrating on accelerating the progress of key transportation projects and implementing preparatory work for large-scale urban rail system construction projects such as metro lines, monorails, and tramways to alleviate traffic pressure in the central urban area. In terms of human resources, the city has advantages in all three forces: scientific and technical personnel, skilled workers, and business leaders. Capital raised through the capital market in the city accounts for one-third of the total capital raised nationwide.
- Ho Chi Minh City has a dynamic, innovative tradition, sensitive to market mechanisms, serving as the originator and leader in various socio-economic development programs, including social and charitable movements. From the practical experience of Ho Chi Minh City, many experiences and initiatives regarding management mechanisms and policies during the process of renewal have been tested, applied, and expanded, summarized to build common policies and mechanisms. The contributions of Ho Chi Minh City in exploring, innovating, and piloting new mechanisms have also contributed to shaping the Party's reform policies and strategies, while providing lessons for the entire country.
- Despite this, alongside these achievements, the technical and social infrastructure conditions of the city still lag behind the requirements for economic growth and improved living standards, demanding significant investment, especially in transportation, water supply and drainage, waste treatment, and environmental protection; the rapid increase in mechanical population, social evils, and the cultural level of urban residents are also major issues in urban development, requiring a balanced and harmonious relationship between economic growth and addressing social problems effectively.
2. Forecasting favorable and challenging factors for the poverty reduction program and increasing the number of relatively well-off households in the city:
a) Favorable Factors:
- The city's economy continues to maintain reasonable growth rates, gradually improving the living standards of the people. The city always prioritizes concentrating resources to invest in poverty reduction goals and transforming the appearance of poor areas; creating all conditions to reduce poverty comprehensively and sustainably. The poverty reduction program is increasingly receiving concentrated and resolute guidance from Party committees, authorities, the People's Council, and mass organizations at all levels from the city to districts and communes, gaining widespread support and participation from the public.
- Through 16 years of implementing the poverty alleviation program, the city has achieved many results and learned valuable lessons about mechanisms, policies, management, operation, resource mobilization, and implementation; creating a vibrant and extensive revolutionary movement with high socialization. Particularly in phase two, the program has intensified measures to support income enhancement and expanded comprehensive and practical activities to care for poor households; demonstrating flexibility and proactivity in meeting diverse needs of the poor. Mechanisms and policies not only focus on increasing income and reducing poverty according to the poverty standard but also extend to near-poor groups to prevent relapse into poverty; simultaneously, it opens up the possibility of achieving the poverty reduction target in each locality by 2008. These are important foundations for building the Poverty Reduction and Increasing Relatively Well-Off Households Program of the city for the period 2009-2015.
- Poor households in the city are increasingly aware and have the will to strive to overcome poverty; practicing thrift, learning business methods, taking advantage of opportunities, and using state and community support effectively. This factor plays a decisive role throughout the implementation of the city's poverty reduction program.
- The organizational structure and cadres working on poverty reduction at all levels are increasingly consolidated and developed in depth, having professional skills, understanding local poor household situations, having a service attitude towards the people, being good at mobilizing the masses, and having a sense of responsibility in performing assigned tasks.
b) Challenges and Difficulties:
- Social impacts affecting the poverty reduction efforts after Vietnam joined the World Trade Organization (WTO), along with the negative aspects of the market economy continue to be exposed and directly affect the material and spiritual lives of individuals, families, and social groups. According to forecasts, the city's economy will continue to grow strongly, but the gap between the rich and the poor is expected to widen further.
- The urbanization and industrialization process of the city will generate negative impacts affecting a portion of the population becoming poor again or falling back into poverty. Although the infrastructure of poor communes has been strengthened, urgent needs remain unmet. Additionally, the continued rapid increase in mechanical population exerts significant pressure on the city, necessitating accelerated investment and renovation of technical infrastructure; the urgent demand for social infrastructure development (education, healthcare, culture, social security...) in the city is also continuously increasing, with a portion of poor residents and migrant workers living in the city unable to access basic social services.
- The achievements in the work of eradicating hunger and reducing poverty over the past period have only been initial successes, ensuring "eradicating hunger," but the results of "reducing poverty" generally still lack fundamental and sustainable characteristics. The poverty standard according to the city's criteria with an average income per capita below 6 million VND/person/year (500,000 VND/person/month) at the current time only meets the minimum living needs; it is not sufficient for savings to guard against accidents, illness, unemployment...; the risk of falling back into poverty remains quite high.
- Mechanisms and policies to support the poor, although they have been and are being implemented, are still inconsistent and not synchronized in some sectors; they have not adapted to the specific conditions of some localities during the poverty reduction phase and have not been timely revised and supplemented, thus the implementation effectiveness has not been high. The poor households in the city, especially in rural areas, have low educational levels and lack technical skills, but vocational training encounters difficulties due to poor laborers having to make a living and cannot focus on long-term studies. The city's labor market forms from various sources, making it difficult to control and manage, leading to spontaneous development and fierce competition, significantly affecting the business opportunities and means of livelihood of the poor and poor households.
II. GUIDING PRINCIPLES
1. The city recognizes that high and sustainable economic growth is the main condition and an important factor to narrow the gap in development levels between urban and rural areas, reduce the disparity in living standards among different social strata, create resources to increase welfare, improve living conditions, reduce poverty, increase prosperity, and implement social equity. Economic growth must go hand in hand with social progress and equality, environmental protection, aiming to create more jobs, enhance community health, reduce poverty, increase prosperous households, and promptly and effectively prevent social evils. Economic growth will generate additional resources to reduce poverty, creating favorable conditions for the poor to access opportunities to improve their lives, striving to escape poverty on their own.
2. The implementation of poverty reduction work must be closely and synchronously combined between achieving poverty reduction targets and planning and developing socio-economic plans for each residential area at the ward-district level, district-county level, and throughout the city; at the same time, there must be appropriate poverty reduction mechanisms and policies for urban, suburban, and rural areas of the city. In the current stage, on one hand, a favorable environment and development opportunities must be created; on the other hand, effective assistance must be provided to the poor regarding knowledge (educational level, vocational training), helping them access development resources (capital, technology, information, markets...); encouraging the poor and poor households to strengthen their internal capabilities, take the initiative, strive, have confidence, have a sense of thrift, and have the determination to escape poverty.
3. The program must ensure the enhancement of socialization, based on further strengthening the responsibility of Party committees, authorities, the community, and the poor themselves; forming a continuous and extensive revolutionary movement among all social strata; mobilizing the strength of the entire community, domestic and foreign resources to effectively support the poor, poor households, and impoverished areas of the city. Among these, the State plays a leading role in guiding and stimulating; there is active participation and support from the community and the poor, who are decisive factors in efforts to reduce poverty and strive for prosperity.
4. It is necessary to ensure the sustainability of the program, focusing on supporting and caring for the gradual improvement and enhancement of living conditions, living standards, and quality of life for households that have just overcome poverty, preventing relapse into poverty, and increasing prosperous households; emphasizing the improvement of the overall education level, vocational training, and stable employment to enhance labor productivity, thereby contributing to increasing income for poverty reduction and striving for prosperity; linking this with changes in lifestyle and civilized living habits for the poor and poor households in the new phase. Additionally, it is essential to pay close attention to avoiding new forms of poverty; at the same time, monitoring, controlling, and forming policies to protect near-poor households from falling into the category of poor households in the city.
5. There must be an appropriate roadmap and steps to ensure substantive effectiveness in poverty reduction activities; not chasing after achievements and showing off; strengthening inspection and supervision work based on transparency, democracy, and ensuring economy, avoiding waste and corruption; particularly in managing and using investment funds for the program. At the same time, focusing on consolidating and enhancing the professionalism of poverty reduction staff at all levels and attaching importance to the quality of activities of poverty reduction groups and cooperatives of the poor; emphasizing the training and improving the management and leadership capabilities of poverty reduction staff at all levels and sectors to ensure they have the capacity to complete tasks in the new phase.
III. OBJECTIVES, ROADMAP, AND SPECIFIC TARGETS
1. General objectives:
Chapter Program to Reduce Poverty and Increase Prosperous Households in Ho Chi Minh City for the Period 2009-2015 aims to concretize the following basic objectives:
a) To create a more positive change in the standard of living, living conditions, and quality of life for the poor. Focus on accelerating the progress of reducing poor households towards the current poverty standards in the region and the world; prevent relapse into poverty and gradually increase the proportion of prosperous households to narrow the gap between rich and poor households, reduce the disparity between urban and rural areas, and among different social strata and groups.
b) Achieve high results in implementing social progress and equity, ensuring that all residents of the city meet their minimum needs for food, clothing, and housing; receive health care and have opportunities for education, and be introduced to suitable jobs to enable them to work and improve their lives.
2. Regarding the poverty standard of the city during the period 2009-2015:
Adjust and raise the city's poverty standard based on the average income criterion of 12 million VND/person/year or less, without distinction between inner and outer city areas.
According to survey results, the total number of poor households listed at the ward-township level (with income of 12 million VND/person/year or less) as of October 30, 2009 was 152,328 households, accounting for 8.4% of the total households in the city (82,506 poor households, households just above the poverty threshold in phase 2, and 70,000 newly generated households under the new poverty standard).
3. Implementation timeline and specific targets:
The Program to Reduce Poverty and Increase Prosperous Households in the city for the period 2009-2015 will be implemented through a phased approach: focusing on gradually increasing the income of poor households within the poverty standard each year to accumulate resources; while positively impacting households with income from 10 to 12 million VND/person/year to help them overcome the poverty threshold in phase 3 and become prosperous households over a three-step process, as detailed in two specific scenarios:
a) Scenario 1: The city's economy continues to grow under normal conditions:
The annual poverty reduction rate during this period is 1 to 1.2% (this is a very high target).
Focus on supporting the poor and poor households to improve and gradually raise their standard of living, living conditions, and quality of life, following a phased approach. Strive to reduce the poverty rate from 8.4% (in 2009) to approximately 1% of the city's population by 2015. Specifically:
- Step 1: Implemented over 2 years (2009-2010): The annual poverty reduction rate is 0.5% to 0.8%.
Focus on supporting households with an average income of 8 million VND/person/year or less (113,000 households). Strive to support an increase in income for 25,000 to 30,000 households to exceed 8 million VND/person/year annually; 10,000 to 15,000 households to exceed 10 million VND/person/year, and 5,000 to 10,000 households to overcome poverty in phase 3 annually. By the end of 2010, at least 10 central districts should have basically eliminated households with an income below 8 million VND (less than 1%); the city's poverty rate is 7.2% compared to the total population.
Continue to support households with an average income of 6 million VND/person/year or less remaining in some districts and counties that have not yet achieved the poverty reduction target of phase 2 of the city;
- Step 2: Implemented over 2 years (2011-2012): The annual poverty reduction rate is 1%.
Continue to support an increase in income for 20,000 to 25,000 households annually to exceed 10 million VND/person/year, and by the end of 2012, basically eliminate households with an income of 8 million VND/person/year or less; simultaneously, 12,000 to 15,000 households will overcome poverty annually. Strive to achieve by the end of 2012, at least 10 central districts should have basically eliminated households with an income of 10 million VND/person/year or less (less than 1%); the city's poverty rate is 4.2% compared to the total population.
- Step 3: Implemented over 3 years (2013-2015): The annual poverty reduction rate is 1.5 to 1.8%.
Focus on supporting households with an income from 10 to 12 million VND/person/year; reduce 25,000 to 30,000 households annually. Strive to reduce the poverty rate to below 1% of the total households in the city by the end of 2015; complete the city's goal of eliminating households with an income of 12 million VND/person/year or less.

b) Scenario 2: In case the city's economy does not develop favorably:
If the city's socio-economic situation is affected by difficulties (which will slow down the poverty reduction rate and increase the risk of relapse into poverty), the average annual poverty reduction rate during this period is 0.5 to 0.8%. Strive to reduce the poverty rate from 8.4% (in 2009) to approximately 3% of the total households in the city. As follows:
- Step 1: Implemented over 2 years (2009-2010):
Focus on supporting households with an income of 8 million VND/person/year (113,000 households). Strive to increase the income of 10,000 to 15,000 households annually to exceed 8 million VND/person/year; 5,000 to 10,000 households to exceed 10 million VND/person/year, and 3,000 to 5,000 households to overcome poverty annually.
Continue to support households with an average income of 6 million VND/person/year remaining in some districts and counties that have not yet achieved the poverty reduction target of phase 2 of the city (approximately 4,000 households);
- Step 2: Implemented over 2 years (2011-2012):
Focus on supporting an increase in income for 10,000 to 15,000 households annually to exceed 10 million VND/person/year. By the end of 2012, basically eliminate households with an income below 8 million VND/person/year; simultaneously, 10,000 to 15,000 households will overcome poverty annually.
- Step 3: Implemented over 3 years (2013-2015):
Focus on supporting households with an income from 10 to 12 million VND/person/year; reduce 15,000 to 20,000 households annually. Strive to reduce the poverty rate to approximately 3% of the total households in the city by the end of 2015.
Continue to support households with an average income of less than 12 million VND/person/year remaining in some districts and counties that have not yet achieved the poverty reduction target.
IV. DIRECTIONS AND TASKS
The city identifies the main tasks for the upcoming period as making poverty reduction and increasing the number of relatively well-off households the central focus of the annual socio-economic development plan, five-year plans, with a focus on activities to support and create conditions for the poor and贫困户户获得生产资料和手段,确保家庭层面的粮食安全,提高收入以实现自我脱贫;增加贫困人口接触基本社会服务的机会,特别是教育、医疗和清洁用水服务;减少自然灾害、风暴和洪水以及经济体制改革和国际经济一体化负面影响的风险,确保可持续减贫。同时继续加强支持贫困乡发展基础设施,发展商品生产和服务业,逐步缩小城乡和地区间的发展水平和生活水平差距。
1. Economic development must be combined with sustainable and fundamental poverty reduction:
a) The city will concentrate on developing key economic sectors to achieve high economic growth rates. Relevant departments and districts that have performed better should actively participate in poverty reduction programs; share and support poorer districts and communes.
b) Effectively coordinate and integrate the Poverty Reduction Program and the program to increase the number of relatively well-off households with the city's and each locality's socio-economic development plans, such as human resource training and development programs, skill training for workers, structural adjustment programs for the economy and effective crop and livestock production, clean water and environmental sanitation programs, urban renovation and upgrading programs, universal education programs, healthcare services, and other social welfare and charitable programs; paying attention to solutions and prioritized support measures for the poor and贫困户。
c) Effectively address pressing socio-economic issues during the process of urbanization; create jobs and reduce unemployment in urban areas and job shortages in rural areas. Vigorously promote effective poverty reduction models oriented towards cooperative economic development, encourage the formation and development of small and medium-sized enterprises, focusing on improving production efficiency, increasing income, and ensuring savings for the poor and贫困户households; gradually improve living standards and quality of life, narrowing the gap between urban and rural areas, and between the rich and the poor.
2. Create opportunities and favorable conditions for the poor,贫困户households, and poor communes to access production and basic social services:
a) Provide opportunities for the poor and贫困户households to organize production and business activities, coupled with self-escaping from poverty and increasing the number of relatively well-off households; encourage legitimate wealth creation through preferential loan and microcredit policies linked to agricultural, forestry, and fishery guidance, industry development, vocational training according to selected and appropriate industries based on socio-economic development planning for different regions (urban, suburban, rural outskirts) and the scale, conditions, and capabilities of individual households. Organize consultations to enhance technical knowledge, production experience, technology transfer, aiming to adjust occupational structures, labor structures, change the habits and customs of the poor and贫困户in production, business operations, and family life, social relations. Strengthen the participation of the poor and贫困户in local socio-economic development planning and project implementation.
b) Develop basic social services to meet the essential needs of the poor and贫困户through implementing social preferential policies regarding health insurance, education, housing, clean water, environmental sanitation, and improving public awareness, especially among impoverished youth... viewing this as the key to achieving long-term sustainable poverty reduction.
c) Continue to carry out campaigns to build cultural families in贫困户households, linked with the "3 Reductions" Target Program: reducing crime, prostitution, and drug abuse, and combating social evils; gradually improving cultural consumption levels for the poor and贫困户, particularly in suburban rural areas.
3. Mobilize and allocate resources for focused investment in priority areas and activities:
a) Concentrate resources on priority projects to accelerate the speed and scale of poverty reduction and increasing the number of relatively well-off households; programs to transform the situation of poverty in communes, towns, especially in poor communes. Continue to invest in upgrading infrastructure in these places, ensuring economic development conditions and stable livelihoods for the people, improving living conditions and quality of life for贫困户households.
b) Socialize the mobilization of resources for poverty reduction and increasing the number of relatively well-off households; forming a broad movement to attract and motivate the participation and support of all strata of the population, various sectors, levels, organizations, and social and economic organizations to assist the poor and贫困地区. Expand international cooperation in experience and financial technology to accelerate the poverty reduction process in the city.
c) In the future, poverty reduction efforts will focus on the most difficult areas, remote areas, revolutionary bases, and prioritize women and children in poverty; addressing specific urban poverty issues related to employment, income, and housing; ensuring that urban poor have fair and equal access to public resources, public services, and basic social services. Gradually perfecting the social security system to effectively assist the poor,贫困户households, and vulnerable social groups.
4. Continue to improve organizational structure and management mechanisms for the program:
a) The Party Committees at all levels shall directly lead and adopt specific resolutions and action programs to implement and organize the concrete realization of poverty reduction goals, increase the number of relatively well-off households, and gradually improve the living standards and quality of life for poor individuals and households in each locality and unit.
b) Emphasis shall be placed on training and developing cadres working on poverty reduction from city to district-town, ward-commune, town-level about specialized professional knowledge and management skills suitable for assigned tasks; consolidate and enhance the quality of activities of self-management groups for poverty reduction, groups overcoming poverty, and cooperatives of poor people; continue to supplement appropriate incentives for cadres working on poverty reduction at grassroots level.
c) Establish a system of monitoring and evaluating methods to assess the effectiveness of the program; strengthen regular inspection work on poverty reduction activities at all levels and sectors. At the same time, promote community and citizen participation in supervising, evaluating, and inspecting the implementation of poverty reduction targets and programs and improving the living standards of citizens. There shall be a coordinated, harmonious, and effective mechanism for cooperation among departments, districts, wards, towns, People's Councils, and mass organizations in poverty reduction activities, improving, and gradually enhancing the living standards, living conditions, and quality of life for poor individuals and households within the city. Promote extensive propaganda on policies and objectives aimed at reducing poverty.
V. SPECIFIC SOLUTIONS
Along with effectively implementing social assistance policies, disaster prevention, and risk reduction for vulnerable groups through socialization mechanisms, both the State and the people should participate; encourage poor people to make efforts to escape poverty, combining their own efforts with state support and community assistance to achieve sustainable poverty reduction, promoting social progress and equality.
The core solution of the Program is not solely about financial aid. The State will not provide subsidies or full support but will only issue and apply appropriate mechanisms and policies in each phase; gradually reduce the proportion of support from the city budget. The key issue that determines success is the poor individuals and households themselves must enhance their internal strength, actively strive, and make efforts to overcome poverty and become better off; ensuring stable employment and income for themselves. Encourage the development of household economies through cooperative and linked models (capital, technology...) in business and production, developing small and medium-sized enterprises to survive, stabilize, and develop steadily in the new period; limit small, individual, fragmented, and unstable business models.
1. Organizing the mobilization and utilization of resources:
a) It is expected that in 2010, the total capital mobilized to implement the Poverty Reduction and Increase Relatively Well-Off Households Program of the city will reach approximately 2.5 trillion VND. In the period from 2010 to 2015, an additional 350-400 billion VND will be added annually. By 2015, the total mobilized capital will reach approximately 4 trillion VND. Specifically as follows:
- Mobilize preferential credit and small credit sources on the city's territory to provide loans for poor households: in 2009, mobilization reached 21.39 trillion VND, increasing by about 350-400 billion VND annually. It is expected to reach approximately 36.8 trillion VND by 2015.
- Mobilize capital for the fund supporting training and job creation for people whose land was reclaimed on the city's territory (Fund 156): about 200 billion VND annually; of which preferential loans amount to 150-180 billion VND annually.
- City and district budgets directly invested in the program: reached 16.8 billion VND in 2009 and is expected to be around 16 billion VND by 2015.
- Capital raised from the public (non-repayable support), about 60-70 billion VND annually.
b) Continue to promote lending from preferential funds of the Poverty Reduction Support Fund, the National Employment Fund, policy bank credit, and mass organization credit funds. Link lending with guidance for poor households to adjust their borrowing structure towards effective and suitable industries according to local socio-economic development plans and the production capacity and scale of each household; ensure stable market outlets for products of poor individuals and households, including:
- The Poverty Reduction Support Fund focuses on lending to households with annual per capita income of 8 million VND or less who need capital for production and business and investment in poverty-overcoming groups, cooperatives, and businesses receiving poor labor.
- The National Employment Fund (allocating 30% of annual capital for lending to households with annual per capita income between 8 million and 12 million VND) prioritizes lending to projects of production bases, cooperatives, and small and medium-sized enterprises creating jobs.
- Policy bank credit and mass organization credit funds focus on lending to poor households with annual per capita income between 8 million and 12 million VND.
- The interest subsidy program for farmers in the city (according to Decision No. 105/2006/QD-UBND dated July 17, 2006 of the People's Committee of the city).
- Continue to implement the program of training and job creation for people whose land was reclaimed to implement investment projects on the city's territory (according to Decision No. 156/2006/QD-UBND dated October 27, 2006 of the People's Committee of the city).
2. Group of economic support solutions:
a) Strengthen advisory, vocational guidance, training, and job placement services for poor individuals and households:
- Combine the human resource development program of each locality according to socio-economic development planning to achieve high efficiency. Organize vocational training and job placement for poor workers according to each region, closely linking with the requirements of local economic development. Focus on adjusting the economic structure, developing various types of economy, aiming to develop comprehensive training and vocational guidance programs for workers in the locality.
- Strengthen guidance and support to enhance awareness, knowledge, and experience in production and business methods for poor individuals and households. Implement coordinated programs and integrate with investment projects in economic sectors and regions to organize the transfer of technology and techniques to poor individuals and households such as agricultural cultivation techniques, animal husbandry techniques, processing of agricultural products, industrial production techniques, small-scale cottage industries using local materials and employing many laborers to attract labor and create jobs for poor households.
- Encourage businesses to invest in developing production and business activities in rural areas, utilizing idle human resources, using local raw materials, creating a favorable environment to help poor households develop production and gradually escape poverty. Promote rural urbanization to serve as a basis for accelerating the transformation of the economic structure and labor division in rural areas. Encourage rural residents to create employment opportunities right at their hometowns.
- Develop the education and vocational training system, strengthen the linkage between the education and vocational training system and the labor market, with service systems and job promotion. Encourage the development of transparent and effective employment service systems operating within a market mechanism.
b) Develop various forms of cooperative economies, small and medium-sized enterprises of poor individuals and households, and household economy development:
- Under the increasingly developed commodity economy, households producing goods, small and medium-sized business establishments in all fields and trades are currently and will continue to develop rapidly, replacing individual family production units that are self-sufficient, especially under conditions of fierce competition and integration, the need for cooperation becomes urgent for poor households if they wish to reduce poverty sustainably.
- Continue to perfect mechanisms and policies to create a fair and effective business environment, promote competition, and build trust so that enterprises and the people can invest capital in developing production. Encourage the long-term development of collective and private economies. In particular, focus on encouraging the formation and development of cooperative economic models, linkages, cooperatives of poor individuals and households in all fields and trades; meet the requirements of economic structural transformation, effectively transform crop and livestock structures; develop urban services such as environmental sanitation, small-scale cottage industries, transportation, other production and living services; gather poor individuals, households, and cooperative members to gradually expand trades and move towards comprehensive production and business operations.
- Vigorously promote investment support activities to encourage the transformation of the agricultural economic structure and expand agricultural extension, advisory, and support services for the establishment of cooperatives and cooperative groups to form production chains linked with the consumption of safe agricultural products; gradually replicate models of agricultural-industrial-service production linkages and develop craft villages linked with tourism and exports.
- Implement models where State-Owned Enterprises or Contract Companies directly cooperate with communes and poor households to develop raw material areas and product consumption to ensure that poor farmers can sell their products at prices not lower than the general cost of production.
c) Increase investment in developing infrastructure in poor wards-communities, rural areas, and impoverished regions:
- Continue to implement mechanisms and policies to support the acceleration of rural infrastructure construction with the principle of state and people working together, building new rural areas. Focus on planning and managing the efficient use of agricultural land. Increase budgetary support for investment and bank loan interest subsidies to implement the Clean Water Program, Rural Sanitation Program (toilet facilities, biogas pits), etc.
- Establish a mechanism to define the responsibility of local authorities (district-township level, ward-community level, town level) to coordinate with specialized management agencies, with community participation in the management, maintenance, and repair of infrastructure works in poor wards-communities funded by the city and district-township levels.
- Continue to vigorously promote assistance campaigns for poor communes and impoverished regions such as providing living equipment; constructing septic toilets, installing electricity meters; focusing on investing in rural transportation systems, irrigation systems within fields; accelerating the progress of investment projects, reinforcing the Dong-Cu Chi canal irrigation system, Saigon River embankment; flood and storm prevention works; contributing to improving living conditions and quality of life in rural areas, suburban areas, and poor individuals and households.
- Districts, towns, and townships should strengthen efforts to implement plans to upgrade alleys, dredge and clean drainage ditches, clean streets, and construct additional public welfare works according to the principle of state and people working together, gradually changing the appearance of poor wards-communities in a more positive direction.
3. Group of solutions to develop cultural and spiritual life and strengthen the implementation of social security policies for poor individuals and households:
a) Pay attention to improving the quality and effectiveness of education, enhancing the literacy and vocational skills of poor individuals as a key measure in the development process and a decisive factor for the city's poverty reduction program.
- Continue to implement policies to support the exemption and reduction of school fees and school facility costs for students from poor households. Provide scholarships from the Fund for the Poor, Scholarship Fund, and other social and charitable funds annually to poor students who overcome difficulties and excel in their studies; reduce at least 50% of other contributions to schools. Specifically:
+ For poor households with annual income below 10 million VND per person: Continue to implement the policy of exempting 100% of school fees and school facility costs for students from kindergarten through high school studying in both public and private schools within the city. For private schools, the amount of fees exempted is equivalent to the fee level of public schools of the same grade.
- From the 2011-2015 academic year, to effectively implement the population policy and family planning for poor households in this group, children from the third child onwards who are enrolled in school will only be eligible for a 50% reduction in tuition fees and school facility costs as prescribed.
+ For poor households with income between 10 million to 12 million VND/person/year: Implement a policy of reducing 50% of tuition fees and school facility costs for all students from kindergarten through secondary education.
- From the 2011-2015 academic year, to effectively implement the population policy and family planning for poor households in this group, children from the third child onwards who are enrolled in school will not be eligible for any reduction in tuition fees and school facility costs as prescribed.
At the same time, implement policies to encourage the exemption and reduction of tuition fees for students from poor households studying at vocational schools, technical worker schools, and specialized secondary schools in the city.
- Coordinate with colleges and universities within the city to implement policies of reducing tuition fees and providing scholarships for students from poor households (according to the new poverty standard); prioritize loans from the Social Policy Bank or the Poverty Relief Fund to cover tuition fees and educational expenses for these individuals.
- Focus on implementing measures to minimize cases where children from poor households in the age range must drop out or stop attending school due to family livelihood reasons. Organize campaigns to encourage participation in universal education classes (supporting textbooks and creating favorable conditions for learning); strive to complete the universal secondary education program for members of poor households by 2009.
- Develop policies to encourage and provide opportunities for poor youth (especially in rural areas) to study (cultural and vocational training) and find employment, ensuring stable living standards after graduation; organize new vocational training programs for unemployed individuals or those changing careers, particularly for poor workers in urban areas and new districts.
In addition to support policies, to effectively implement the policy of planned childbirth, from 2011 to 2015, when implementing exemptions and reductions in tuition fees and school facility costs, enforcement measures (not exempting or reducing fees for the third member and above of the household) will be applied against poor families that violate the policy of having a third child.
b) Strengthen the implementation of appropriate and effective health care policies for the poor and poor households; reduce disease rates, improve physical fitness, increase life expectancy, and promote genetic development. Support free or reduced-cost services for the poor when seeking medical treatment; create favorable conditions for the poor to easily access healthcare services.
- Implement the mandatory health insurance policy for members of poor households with an annual income of 8 million VND/person or less and social welfare beneficiaries according to Decree No. 67/2007/NĐ-CP of the Government; simultaneously, support the poor 50% of the cost of purchasing mandatory health insurance cards for households with an annual income between 8 million and 12 million VND/person according to the method of organizing contributions from poor households to pay 50% of the cost of purchasing health insurance cards and the city budget supporting the other 50%. Due to the city's poverty standard being higher than the national poverty standard during the 2006-2010 period, the city applies the Health Insurance Law for poor households in the city during phase 3 (2009-2015) according to the regime for near-poor groups under Decree No. 62/2009/NĐ-CP dated July 27, 2009 and Circular Joint No. 09/2009/TTLT-BYT-TC dated August 14, 2009 of the Ministry of Health - Ministry of Finance (implementing the regime where the poor co-pay 20% of the medical examination and treatment index).
- Continue to implement programs for medical examinations and treatments, and health care for the poor. Establish a comprehensive system for providing health care services focusing on basic medical services and primary health care services; improve and upgrade the infrastructure and working conditions of commune-health stations; train community health workers and medical technicians to ensure the effective conduct of medical treatment, health care, and preventive health activities; strengthen the prevention of infectious diseases; especially care for the poor in remote and mountainous areas. Control social diseases and dangerous epidemics such as malaria, tuberculosis, goiter, leprosy, and mental illness. Emphasize sanitation and hygiene work, ensure clean water supply, strengthen food quality and safety inspections, and protect the living environment.
- Promote the integration of health care services with family planning services, while improving the quality of family planning and reproductive health services. Maintain a steady trend of reducing births and enhancing the quality of the population in terms of physical, intellectual, and spiritual aspects. Strengthen health education activities, limit outdated customs and unhealthy lifestyles harmful to health among the poor and poor households.
c) Regarding housing support for poor households:
- Continue to implement the policy of building charity houses and repairing houses for poor households still facing difficulties in housing according to the housing support program for the poor approved by the People's Committee of the city.
- Implement relocation and resettlement programs for 3,000 to 5,000 households of the poor living along canals, dilapidated houses in deep alleys according to urban renovation plans; upgrade deteriorated residential areas and build new apartment complexes. Complete the relocation program for residents living along rivers and coastal areas and low-lying areas at risk of landslides and new residential areas in Can Gio and Nha Be districts.
- Accelerate the implementation of loan programs for the poor to repair their own homes and purchase homes for low-income earners. It is expected that each year, 5,000 to 10,000 cases of loans for home repairs will be resolved; provide loans to 200 to 300 households to purchase homes for low-income earners.
d) Regarding the Clean Water and Environmental Sanitation Program in Rural Areas:
- Speed up the progress of adjusting project contents and installing water meters for poor households in districts and counties.
- Actively mobilize domestic enterprises of various economic sectors, foreign organizations, and the people to build water supply stations for areas urgently in need of potable water.
- Continue to implement the Rural Environmental Sanitation Program (as per Decision No. 26/2008/QD-UBND dated April 1, 2008 of the People's Committee on approving the Rural Environmental Sanitation Program for the period 2008-2010; provide loans for the construction of septic tanks and biogas pits (concentrated in suburban districts and rural counties).
d) Regarding the legal aid program for the poor:
- Expand the legal aid network so that the poor can access legal aid services.
- Encourage social organizations to participate in legal aid activities for the poor to regularly and promptly disseminate legal regulations and state policies, provide legal advice and consultation to the poor.
e) Vigorously promote community support for households that cannot organize their lives with savings to overcome the poverty standard (elderly, single-person households, unable to work...):
- Implement policies to support and mobilize households with members who are disabled, paralyzed, mentally ill, elderly... to place these individuals in Social Welfare Centers of the city or community-based welfare facilities for care and support. For households with members who are disabled, paralyzed, mentally ill, elderly cared for at home where the household lacks the ability to increase income, in addition to receiving a monthly social allowance of VND 150,000 per person (according to Decree No. 67/2007/ND-CP dated April 13, 2007 of the Government), mobilize social charity funds to support an additional VND 350,000 to 500,000 per month per household to ensure a stable life.
- Implement policies to support funeral costs for poor households when there is a death: The Poverty Alleviation Fund at all levels and social charity funds will support each cremation from VND 3 to 4 million to encourage cremation and help reduce the burden on families during mourning; while encouraging citizens to adopt cremation practices.
g) Give due attention to the implementation of gender equality:
- Strengthen the development of resources, vocational training for poor women, prioritizing job creation and income increase for women, creating conditions for poor female-headed households to fully and equally access basic social services.
- Support women in economic activities, create jobs, and reduce poverty through expanding capital mobilization and forming a credit fund to support poor women; promoting agriculture, forestry, non-agricultural vocational training for women; establishing cooperative groups to create jobs for women and support each other in business; caring for women's and children's health, improving local living environments; preventing and combating malnutrition among children and improving family nutrition intake; protecting maternal health; implementing campaigns to raise children well and build happy families; At the same time, launch campaigns to use energy-saving fuels and clean energy sources in household activities.
h) Preferential tax policies and reduction of contributions for poor households:
- Recommend the Central Government to implement reasonable tax exemption or reduction policies for production units and businesses with projects supporting job creation for the poor. For the production, business, and service activities of poor households, it is recommended to be exempted from taxes for the first two years and have a 50% reduction for the next one to two years. Recommend the Central Government to exempt or reduce agricultural land use tax starting from 2010.
- Continue to implement the policy of reducing water resource fees, exempting flood prevention fund contributions for some farmers and suburban residents; exempt or reduce a certain percentage of local fees and contributions.
i) Continue to implement the mass movement "All People United to Build a Cultural Life in Residential Areas" linked to the Target Program "3 Reductions"; prevent and combat social evils... gradually improve cultural consumption levels for the poor; lay a solid foundation for the poor to stabilize employment and build a new life:
- Organize support for additional radio and television sets for poor villages and cultural centers; open more mobile libraries in remote and far-flung areas of poor communes. The City Farmers' Association and Farmers' Associations at all levels should mobilize support for poor farming households without radio and television sets, providing one set per household, ensuring that 100% of farming households have televisions.
- Organize mobile information teams to frequently visit poor communes, focusing on propaganda and mobilization to enhance information awareness, introduce exemplary cases of overcoming difficulties, experiences, and good practices to help the poor learn and strive to improve their livelihoods.
- Encourage intellectuals and artists to immerse themselves in reality and integrate into the lives of the poor to create works and projects serving the improvement of cultural life for impoverished communities.
VI. IMPLEMENTATION
1. Reform the organizational structure and operation of the Poverty Reduction and Improved Household Program of the city:
a) Concentrate the leadership guidance of Party Committees, administrative bodies, the Front, and mass organizations at all levels, especially district and county levels, townships and communes, in organizing support and improving the living standards and quality of life for poor households according to the city's targets and timelines from 2009 to 2015. Strengthen state management, develop and expand public welfare activities; at the same time, pay attention to promoting extensive mass movements, creating conditions for everyone to participate in poverty reduction issues, following the principle of socialization, with the central role of the State.
b) Organize the implementation of the Poverty Reduction and Improved Household Program for the period 2009-2015 of the city under a multi-sectoral coordination mechanism; implement the integration of the poverty reduction program with economic and social programs, related projects targeting poverty reduction; focus on directing specialized key projects; prioritize poor districts and counties, poor communes and townships.
c) Organize mid-term reviews, draw lessons, and replicate models that have overcome poverty from self-management groups for poverty reduction, groups that have exceeded poverty standards, labor reception bases for poor workers, entrusted capital models of poverty reduction support funds through social organizations and enterprises, and from households that have overcome poverty... to form a vibrant and widespread movement to reduce poverty and increase relatively well-off households at each street - village, ward - commune, town, district, and within each agency and unit.
2. Focus on implementing supervisory and evaluation activities of the Poverty Reduction and Relatively Well-Off Households Program of the city, through a monitoring and evaluation index system at various levels (city, district, ward - commune, town) to grasp the progress and results of implementing policies and support measures for the poor and impoverished areas of the city; at the same time, identify the appropriateness and effectiveness of the program. Based on this, draw practical lessons to continue supplementing and perfecting the program's activities to ensure high efficiency, comprehensiveness, and sustainability.
3. Strengthen communication activities to support poverty reduction work:
a) Widely disseminate and thoroughly implement within all sectors and levels, especially among the poor and贫困户家庭,关于本市扶贫计划的观点和内容,通过大众媒体(报纸、广播、电视)开展专题信息宣传,鼓励创作多种形式的作品反映扶贫活动、典型人物和有效模式,以提高克服困难自我提升的意识,节约意识,勤奋劳动和学习的精神,并坚决反对自暴自弃、依赖或等待的思想,说服教育,改变贫困户不努力克服困难的思想。
b) Encourage social organizations, particularly young people, students, and volunteers, to visit impoverished residential areas and rural regions, organize mobile information and propaganda campaigns, and popularize cultural knowledge, new lifestyles, and disease prevention methods for poor households.
c) Enhance appropriate communication activities to improve the spiritual cultural life of the poor.
4. Propose the Vietnam Fatherland Front Committee of the city and various social organizations to actively mobilize mass movements to effectively implement the poverty reduction program at each locality and grassroots level:
a) Organize the "neighborhood solidarity" movement to contribute resources and experience to help the poor - poor households; mobilize and establish many poverty reduction groups consisting of relatively well-off household members who voluntarily assist poor households in their respective areas, through entrusting poverty reduction capital.
b) Cooperate with local authorities at all levels to focus on educating and persuading poor households who do not know how to operate businesses or are involved in social evils, to develop self-improvement awareness to reduce poverty.
c) In addition to cooperation and mobilization of agencies, social organizations, and political organizations, encourage experienced farmers and skilled workers to actively participate in activities supporting the poor.
d) Encourage community organizations to closely cooperate with local governments to provide poverty reduction assistance to poor households belonging to the Chinese, Cham, Khmer communities, and religious communities to accelerate the poverty reduction process in these communities.
e) Pay attention and adopt appropriate measures regarding gender issues, particularly the development of women's resources, vocational training, health education for girls, and prioritizing job creation and income increase for poor women.
5. Organize the implementation of good poverty household investigation, updating, and management work: Conduct surveys and investigations of households with average annual per capita income of 12 million VND or less (equivalent to 2 USD per person per day), including temporary resident households with KT3 registration; compile lists of poor households to implement poverty reduction support measures. Regularly check and update changes (increase or decrease in poor households and members); strictly manage the list of current poor households.
6. Strengthen and improve the quality of organization and activities of self-management groups and poverty-exceeding groups towards gradually building cooperative and cooperative societies and developing small and medium-sized enterprises of the poor.
7. Strengthen and improve the Poverty Reduction and Relatively Well-Off Households Steering Committees at all levels, stabilize organizational structures and staff engaged in specialized poverty reduction work from the city to districts, wards, towns, and train and enhance the awareness, professional skills, and capacity to implement the poverty reduction program for poverty reduction staff at all levels, especially at the ward - commune and town levels, to be capable of advising Party committees and governments at all levels to organize and direct the implementation to achieve poverty reduction and relatively well-off households targets.
VII. ASSIGNMENT OF IMPLEMENTATION:
Relevant departments and agencies of the city shall base on the Targeted Poverty Reduction and Relatively Well-Off Households Program for the period 2009-2015 and the functions and responsibilities of their sectors to guide the content of activities, formulate policies, projects, criteria for identifying beneficiaries, and remove difficulties for localities to organize implementation; At the same time, continue to study and propose supplementary mechanisms and policies to complete the Poverty Reduction and Relatively Well-Off Households Program to recommend to competent authorities for timely consideration and resolution. The relationship between departments and agencies to implement the Poverty Reduction and Relatively Well-Off Households Program for the period 2009-2015 under the inter-departmental coordination mechanism and division of responsibilities. Specifically as follows:
1. Department of Labor, Invalids and Social Affairs: As the steering body of the program, it is responsible for summarizing, advising the Municipal Party Committee, People's Committee, and the Poverty Reduction and Relatively Well-Off Households Steering Committee of the city to organize, manage, and direct the program in the city area.
- Chair and coordinate with relevant departments to investigate, compile lists, and manage poor households according to the city's poverty standards at each stage; study mechanisms and policies, direct and guide districts to develop and implement programs. Directly implement vocational training projects and employment solutions (including labor export); train and instruct cadres at all levels on poverty reduction work; build and replicate effective poverty reduction models.
- Directly manage and operate poverty reduction funds and training and employment funds for people whose land has been reclaimed; prepare and allocate financial resources for program activities; manage the system of dedicated poverty reduction cadres. Compile recommendations regarding mechanisms and supplementary measures to complete the program.
2. Department of Planning and Investment: Responsible for balancing resources to serve the city's Poverty Reduction and Increase in Middle-Class Households Program according to annual and five-year plans; monitor and supervise the implementation of the program by districts.
3. Department of Finance: Chair and establish mechanisms for managing and using preferential credit and charitable funding sources for poor households within the city; ensure transparency, correct target groups, and appropriate purposes for approval by the People's Committee of the city. Monitor disbursement, guide, and oversee financial expenditures from the city budget and district budgets invested in the program.
4. Department of Agriculture and Rural Development: Chair and guide the implementation of agricultural and forestry support programs for poor households; develop rural industries; clean water and sanitation programs in rural areas; cooperate in building and developing agricultural cooperatives involving poor households.
5. Department of Construction: Chair and guide the implementation of housing support policies for poor households; coordinate with Saigon Water Corporation to guide and implement water supply projects for poor households in districts.
6. Institute for Urban Development Research: Chair research and forecast economic and social development trends linked to poverty reduction in the city at each stage; conduct in-depth studies on urban and rural poverty reduction, wealth disparity, etc., to effectively serve the construction of mechanisms, policies, and solutions for the city's targeted poverty reduction program.
7. Department of Education and Training: Chair the implementation of measures to improve literacy and vocational skills for poor workers; guide the implementation of policies exempting tuition fees and school facility costs for students from poor households; coordinate with the Association for Promoting Learning to establish scholarship mechanisms for poor students.
8. Health Department: Chair health care programs for the poor; budget and manage health examination and treatment funds for the poor; purchase and settle expenses for purchasing health insurance cards for the poor and other social policy groups approved annually by the People's Committee of the city. Promote family planning communication for poor households; plan to reach out to poor households to enhance awareness and commitment to family planning, maintaining reasonable family sizes.
9. Department of Culture, Sports, and Tourism: Chair the establishment and guidance of cultural enjoyment enhancement programs for the poor; guide the construction and management of cultural houses in communes, especially poor communes, to operate effectively. Guide the determination of responsibilities and contents for tourism stakeholders to create additional jobs and increase income for poor households in the city.
10. Department of Information and Communications: Direct newspapers and radio stations, particularly the City Television Station and the City Radio Station, to responsibly promote the importance and significance of the city's Poverty Reduction and Increase in Middle-Class Households Program from 2009 to 2015; promote successful and innovative poverty reduction models; report on the program's activities. Enhance society's responsibility towards the poverty reduction cause.
11. Civil Service Department: Chair and coordinate with the Department of Labor, Invalids, and Social Affairs to guide and arrange cadres for poverty reduction work from the city down to districts, wards, and towns.
12. Department of Justice: Chair the implementation of legal aid programs for the poor.
13. City Federation of Trade Unions: Organize training and guide the establishment of cooperative groups and unions in poverty reduction teams of poor households; coordinate with the Department of Labor, Invalids, and Social Affairs and districts to pilot cooperation forms suitable for poor households in different regions, especially inner-city and urbanized districts, to draw lessons and gradually replicate models.
14. General Statistics Office: Coordinate with the Department of Labor, Invalids, and Social Affairs to organize surveys and compile lists of poor households according to the city's poverty standards; be responsible for guiding survey procedures and processing reports on the current state of poverty in the city.
15. Social Insurance of the City: Coordinate with the Department of Labor, Invalids, and Social Affairs and the Health Department (Poor Health Examination and Treatment Fund) to organize the issuance and settlement of mandatory health insurance cards for the poor.
16. Social Policy Bank - Branch of the City: Chair and coordinate with the Department of Labor, Invalids, and Social Affairs to manage and operate national employment funds and training and employment support funds well; ensure the provision of preferential credit for poor households and policy targets in accordance with the Prime Minister's regulations.
17. People's Committee of districts - counties: Based on the Target Program for Poverty Reduction and Increase in Prosperous Households of the city period 2009-2015, proceed to develop the Poverty Reduction and Increase in Prosperous Households Program of the locality for the period 2009-2015. At the same time, develop annual plans, submit them to the Party committee for unification and directive implementation on the district - county, ward - commune, town territory. Organize mobilization and solicitation of resources and implement the targets and solutions of the Target Program for Poverty Reduction and Increase in Prosperous Households according to the directives of the People's Committee of the city and professional guidance from relevant departments.
