ISSUING REGULATIONS ON STUDENTS OF UNIVERSITIES, COLLEGES AND VOCATIONAL COLLEGES IN COMBINED WORK AND STUDY FORMS
BASED ON THE GOVERNMENT DECREE NO. 178/2007/NĐ-CP OF DECEMBER 3, 2007 DEFINING THE FUNCTIONS, TASKS, POWERS AND ORGANIZATIONAL STRUCTURE OF MINISTRIES AND GOVERNMENTAL AGENCIES OF EQUIVALENT STATUS;

AT THE PROPOSAL OF THE DIRECTOR OF THE STUDENT AND GRADUATE AFFAIRS DEPARTMENT,
Pursuant to Decree No. 32/2008/NĐ-CP dated March 19, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;
Pursuant to Decree No. 75/2006/NĐ-CP dated August 2, 2006 of the Government detailing and guiding the implementation of certain provisions of the Education Law;
THE MINISTER OF EDUCATION AND TRAINING DECIDES:
TO ISSUE THE REGULATIONS ON STUDENTS OF UNIVERSITIES, COLLEGES AND VOCATIONAL COLLEGES IN COMBINED WORK AND STUDY FORMS ATTACHED TO THIS CIRCULAR.
Article 1. THIS CIRCULAR SHALL TAKE EFFECT FROM APRIL 28, 2010. ALL PRIOR PROVISIONS CONTRARY TO THE PROVISIONS OF THIS CIRCULAR ARE ABROGATED.
Article 2. THE HEAD OF THE OFFICE, DIRECTORS OF THE STUDENT AND GRADUATE AFFAIRS DEPARTMENT, THE HIGHER EDUCATION DEPARTMENT, THE VOCATIONAL EDUCATION DEPARTMENT, HEADS OF UNITS UNDER THE MINISTRY OF EDUCATION AND TRAINING, DIRECTORS OF PROVINCTION EDUCATION AND TRAINING DEPARTMENTS, DIRECTORS OF UNIVERSITIES AND ACADEMIES, PRINCIPALS OF UNIVERSITIES AND COLLEGES AND VOCATIONAL COLLEGES ARE RESPONSIBLE FOR IMPLEMENTING THIS CIRCULAR.
Article 3. The Head of the Office, the Director of the Department of Student Affairs, the Director of the Higher Education Department, the Director of the Vocational Education Department, the Heads of relevant units under the Ministry of Education and Training, the Directors of provincial education and training departments, the Presidents of universities and academies, and the Rectors of colleges and specialized secondary schools are responsible for implementing this Circular.
