Circular No. 09/2012/TT-BGTVT amends certain articles of the Regulations on the scope of responsibility of seafarers, drivers of vessels, and minimum safety crew complements on inland waterway vessels. Amending and supplementing some articles of the Regulations on the scope of responsibilities of seafarers, drivers of vessels and the minimum safe crewing on inland waterway vessels issued together with Decision No. 28/2004/QĐ-BGTVT dated December 7, 2004 of the Minister of Transport.
The Minister of Transport issues this Circular to amend and supplement some articles of the Regulations on the scope of responsibilities of seafarers, drivers of vessels and the minimum safe crewing on inland waterway vessels issued together with Decision No. 28/2004/QĐ-BGTVT dated December 7, 2004 of the Minister of Transport.
Article 1. Amend and supplement some articles of the Regulations on the scope of responsibilities of seafarers, drivers of vessels and the minimum safe crewing on inland waterway vessels issued together with Decision No. 28/2004/QĐ-BGTVT dated December 7, 2004 of the Minister of Transport:

Pursuant to the Law on Inland Waterway Traffic dated June 15, 2004;
Pursuant to Decree No. 51/2008/NĐ-CP dated April 22, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Transport;
"5. Organizing the enhancement of professional skills and emergency situation drills for seafarers and trainee seafarers;"
2. Clause 2 of Article 16 shall be amended and supplemented as follows:
