CIRCULAR
Guidelines for implementing Point a Clause 1 Article 6 Decision No. 50/2014/QD-TTg dated September 4, 2014 of the Government on policies to support improving the efficiency of small-scale livestock farming from 2015 to 2020
Pursuant to Decree No. 199/2013/NĐ-CP dated November 26, 2013 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;
Pursuant to Decision No. 50/2014/QĐ-TTg dated September 4, 2014 of the Prime Minister on support policies to improve the efficiency of smallholder livestock farming during the period 2015-2020;
At the proposal of the Director of the Livestock Production Department;
The Minister of Agriculture and Rural Development issues this Circular guiding the implementation of Point a Clause 1 Article 6 Decision No. 50/2014/QD-TTg dated September 4, 2014 of the Government.
PART I
GENERAL PROVISIONS
Article 1. Scope of Regulation
This Circular guides the quality standards for semen doses and breeding stock (pigs, cattle, buffalo males and parent breeder chickens, ducks, geese), and the quota of artificial insemination materials for cattle and buffaloes; it also guides safe breeding procedures and environmental management; and designates units with sufficient capacity to train and instruct on artificial insemination techniques for livestock.
Article 2. Applicability
1. This Circular applies to households directly engaged in pig, cattle, buffalo, and poultry breeding; individuals providing artificial insemination services for livestock (including cattle, buffaloes, and pigs); organizations designated with the necessary conditions to train and instruct on artificial insemination techniques for livestock, enterprises, and breeding production and business establishments within the territory of Vietnam.
2. This Circular does not apply to households engaged in contract breeding for enterprises.
Chapter II
SPECIFIC PROVISIONS
Article 3. Quality Standards for Semen Doses
1. Pig Semen
a) Volume of one dose of semen: Not less than 30 ml for indigenous sows; not less than 50 ml for crossbred sows; and not less than 80 ml for exotic sows.
b) Quantity of sperm in one dose of semen: Not less than 1 billion for indigenous sows; not less than 1.5 billion for crossbred sows; and not less than 2 billion for exotic sows.
c) Sperm motility: Not less than 70%.
d) Must have complete information about the pig breed, boar number, date of production, expiration date, name of the producing unit; volume of the semen dose; quantity of sperm and motility of the semen dose.
2. Cattle and Buffalo Semen
Must meet the technical requirements for frozen semen according to National Standard: Dairy and Beef Bull Semen - Quality Assessment TCVN 8925:2012.
In cases where gender-separated semen is used, the technical criteria must comply with the manufacturer's announcement.
Article 4. Quality Standards for Breeding Stock
1. Male Pig Breeding Stock
a) Produced from pig breeding facilities meeting the provisions of Clause 1 Article 19 of the Animal Breeding Variety Law; quality meets the announced facility standards under current regulations;
b) Must have complete information about the breed name, date of birth, and individual number; breed name and individual number of sire and dam; breed name and individual number of grandsire and granddam.
2. Male Cattle and Buffalo Breeding Stock
a) Produced from cattle and buffalo breeding facilities meeting the provisions of Clause 1 Article 19 of the Animal Breeding Variety Law; quality meets the announced facility standards under current regulations;
In cases of selection during production, it must be regulated by the People's Committee of the province; the Department of Agriculture and Rural Development advises the People's Committee of the province to guide and direct specialized local administrative agencies at the district level to assess quality and select breeding stock that meets local requirements.
b) Must have complete information about the breed name, date of birth, and individual number; breed name and individual number of sire and dam; breed name and individual number of grandsire and granddam;
In cases of selection during production, there must be complete information about the breed name, age in months, and individual number (after selection).
3. Parent Breeder Chickens, Ducks, and Geese (over 8 weeks old)
a) Produced from poultry breeding facilities meeting the provisions of Clause 1 Article 19 of the Animal Breeding Variety Law; quality meets the announced facility standards under current regulations;
b) Must have complete information about the breed name and the breed name of the grandparents creating this parent flock.
Article 5. Standard for artificial insemination breeding materials for cattle
1. Liquid nitrogen
a) Used to preserve semen at transfer points, specific standards depend on local conditions as prescribed by the Provincial People's Committee;
b) Used to transport semen for artificial insemination, with a maximum of 2.0 liters per dairy cow; 1.5 liters per beef cow; and 3.0 liters per buffalo cow.
For areas where artificial insemination for cattle is difficult, based on local circumstances, the Department of Agriculture and Rural Development shall advise the Provincial People's Committee to approve appropriate standards.
2. Other materials (gloves, semen tubes or catheters, insemination guns): Shall be suitable according to the number of doses of semen used.
Article 6. Safe livestock farming techniques and waste management
1. Safe Livestock Farming Techniques
Livestock farmers must comply with safe livestock farming requirements. Specifically:
a) Housing: Must have walls or fences that prevent animals from freely leaving the farm or entering human living spaces; must have safe and easy-to-clean feeding and watering troughs; must have facilities for collecting and treating waste; additionally, must have appropriate equipment for the type of livestock and purpose of farming.
b) Breeding stock: Must have clear origins; must be healthy.
c) Care, feeding, and veterinary hygiene:
Feed and water during farming must be clean and safe; chemicals and antibiotics listed in the prohibited import, production, trade, and use list for animal feed in Vietnam issued by the Ministry of Agriculture and Rural Development must not be used or added to feed.
Housing must ensure good ventilation; feeding and watering troughs and other farming equipment must be regularly cleaned to maintain cleanliness.
At the end of each farming period, all waste must be collected, swept, cleaned, disinfected, and all tools and equipment in the housing and surrounding environment must be thoroughly cleaned; the housing must remain empty for at least 14 days for poultry and at least 7 days for pigs before new herds are introduced.
Measures for collecting and treating solid waste, liquid waste, and used bedding must be implemented to ensure environmental safety.
Follow regular and emergency vaccination schedules for livestock and poultry as stipulated by veterinary laws.
d) Record Keeping
Daily records must be kept on feed consumption; veterinary drugs and vaccines used; health status of livestock and poultry.
Update tracking of breeding stock origin; start date of farming; end date; sale of products.
2. Waste Management Techniques
a) Biogas Anaerobic Digestion System
Construct biogas anaerobic digestion systems to treat livestock waste according to recognized technical progress models or national standards approved by the Ministry of Agriculture and Rural Development or the Department of Agriculture and Rural Development.
b) Biological Bedding Treatment
Use products for improving and treating livestock environments listed in the permitted product directory for Vietnam issued by the Ministry of Agriculture and Rural Development.
Article 7. Designation of training units for artificial insemination techniques for livestock
1. Designation
The Livestock Production Department shall be the agency responsible for evaluating, selecting, and designating units that meet the conditions for training and providing instruction on artificial insemination techniques for livestock.
2. Requirements
Units designated must satisfy the following requirements:
a) Possess functions to operate or have been permitted to train or instruct (or train) in the field of livestock production;
b) Have appropriate training programs and materials:
The minimum training period is 21 days, including at least 7 days of theoretical study and 14 days of practical training;
Theoretical materials include the following contents: Livestock breeds and breeding work in livestock production; Physiological characteristics of livestock reproduction; Anatomy of reproductive organs in livestock; Detection of estrus and suitable mating times; Theory of artificial insemination in livestock and some issues to note during artificial insemination in livestock; Methods to detect pregnancy after artificial insemination; Methods to record management of artificial insemination in livestock; additionally, if time permits, supplementary contents on livestock farming procedures and other relevant topics can be included to enhance livestock reproductive productivity;
Practical training includes the following contents: Skills in using equipment and supplies for artificial insemination in livestock; Practical skills in performing artificial insemination in livestock; additionally, if time permits, supplementary contents on detecting pregnant livestock, examining pregnancies, and other related topics in actual livestock reproduction at localities can be included.
3. Procedure for designation
Units wishing to be designated as qualified training units for artificial insemination techniques for livestock must submit one set of application documents directly or via postal service to the Livestock Production Department.
a) The documents include:
- Application form (according to the model attached to this Circular), signed by the legal representative and stamped;
- Certified copy or copy (accompanied by the original for verification) of the function to operate or permission to train or instruct (or train) in the field of livestock production;
- Training program and materials.
b) Within no more than 10 working days from the date of receiving complete and valid applications, the Livestock Production Department will organize an assessment of the applications and conduct on-site inspections at the facilities.
c) Within no more than 5 working days after the evaluation results show compliance with the conditions, the Livestock Production Department will issue a designation decision and notify localities to proactively select.
Chapter III
IMPLEMENTATION
Article 8. Responsibilities of agencies and organizations
1. The Livestock Production Department is responsible for
a) Monitoring and supervising the implementation of Decision No. 50/2014/QĐ-TTg of the Prime Minister and this Circular at localities.
b) Summarizing difficulties and obstacles encountered in implementing this Circular at localities, and proactively advising the Ministry of Agriculture and Rural Development on measures to resolve these difficulties (if any).
c) Evaluating, selecting, and designating units that meet the conditions for training and providing instruction on artificial insemination techniques for livestock.
2. Departments of Agriculture and Rural Development of provinces and centrally-administered cities are responsible for
a) Advising provincial People's Committees to approve or adjust technical standards for implementing local policies to ensure effectiveness and avoid waste.
b) Advising provincial People's Committees to guide specialized administrative agencies at the district level to confirm households purchasing livestock breeds and applying waste treatment techniques that comply with regulations to benefit from policies; implementing the contents of this Circular.
c) Cooperating with information and communication agencies and mass organizations to publicize and disseminate Decision No. 50/2014/QĐ-TTg of the Prime Minister and this Circular to relevant organizations and individuals in their locality.
d) Inspecting the implementation of this Circular at the locality; periodically reporting and submitting reports to the Livestock Production Department every November.
Article 9. Application of Documents
In cases where provinces and centrally governed cities are implementing local policies that stipulate different technical standards from this Circular, the provincial People's Committee shall adjust them accordingly, but the support rates must not be lower than those specified in this Circular.
Article 10. Effective Date
1. This Circular takes effect from April 20, 2015.
2. The Director of the Ministry's Office, the Director of the Livestock Production Department, the heads of relevant units under the Ministry, and the Departments of Agriculture and Rural Development of provinces and centrally governed cities are responsible for enforcing this Circular.
3. During the implementation process, if any issues arise or difficulties occur, organizations and individuals shall report in writing to the Ministry of Agriculture and Rural Development for timely adjustment and supplementation.
