Circular No. 09/2025/TT-NHNN amends and supplements certain provisions of Circular No. 25/2023/TT-NHNN dated December 31, 2023, issued by the Governor of the State Bank of Vietnam on competition and commendation work in the banking sector.

Amending and supplementing certain Articles of Circular No. 25/2023/TT-NHNN

dated December 31, 2023, issued by the Governor of the State Bank of Vietnam

on competition and reward work in the banking sector

Pursuant to the Law on Encouragement and Reward dated June 15, 2022;

Pursuant to Decree No. 98/2023/NĐ-CP dated December 31, 2023, promulgated by the Government detailing the implementation of certain provisions of the Law on Competition and Reward;

Pursuant to Decree No. 26/2025/NĐ-CP dated February 24, 2025 of the Government stipulating the functions, tasks, powers, and organizational structure of the State Bank of Vietnam;

The phrase "or examination" is abolished pursuant to Clause 6, Article 8 of Circular No. 15/2025/TT-BVHTTDL dated November 25, 2025, of the Minister of Culture, Sports and Tourism amending and supplementing certain articles of Circulars prescribing job codes, qualification standards, and salary grades for civil servants in the heritage culture, library, grassroots cultural activities, sports, fine arts, art performance, film, and cultural propaganda sectors, which takes effect from January 15, 2026.

The Governor of the State Bank of Vietnam hereby issues this Circular amending and supplementing certain Articles of Circular No. 25/2023/TT-NHNN dated December 31, 2023, issued by the Governor of the State Bank of Vietnam on competition and reward work in the banking sector.

Article 1. Amending and supplementing certain Articles of Circular No. 25/2023/TT-NHNN

1. Amending and supplementing Point b Clause 1 Article 3 as follows:

"b) Basic unit collective is: Branch under the Bureau;"

2. Amending and supplementing Point d Clause 1 Article 14 as follows:

"d) Title "Excellent Labor Collective" for collectives specified in Point a, Clause 1, 3, 4, 5 of Article 3 of this Circular and department collectives under Departments, Bureaus, equivalent units, and non-profit units under the State Bank;"

3. Amending and supplementing Clause 9 Article 14 as follows:

"9. The Director of the Currency Issuance and Treasury Bureau, the Director of the Information Technology Bureau shall decide to award the title "Excellent Labor Collective" to small collectives under Branches."

4. Amending and supplementing Clause 4 Article 20 as follows:

"4. Members: Deputy Secretary in charge of the Party Committee of the State Bank of Vietnam, Deputy Chairman of the Vietnam Banking Federation, Director of the Office, Director of the Inspectorate of the State Bank of Vietnam, Director of the Supervision and Management Bureau of Credit Institutions, Director of the Monetary Policy Department, Director of the Finance and Accounting Department, Deputy Director of the Organization and Cadre Department."

5. Amending and supplementing Clause 3 Article 21 as follows:

"3. Members: Representative of the Party Committee (Branch Committee) and other members who are key cadres of the unit decided by the head of the unit based on the principle that the total number of members of the Council (Chairman, Vice Chairmen, and members) does not exceed eleven people."

6. Amending and supplementing Clause 2 Article 30 as follows:

"2. The Inspectorate of the State Bank of Vietnam, the Supervision and Management Bureau of Credit Institutions shall provide information based on their functions and responsibilities to serve the examination and reward process according to Model No. 06 attached to this Circular for credit institutions, foreign bank branches, and individuals who are Managers, Operators of credit institutions, General Directors (Directors) of foreign bank branches applying for rewards within the authority of the Governor of the State Bank of Vietnam and national-level rewards."

7. Amending and supplementing the first bullet point in the Note at Model No. 06 issued together with Circular No. 25/2023/TT-NHNN as follows:

"(1) Name of the information provider (State Bank of Vietnam Inspectorate, Supervision and Management Bureau of Credit Institutions, or State Bank of Vietnam Branch in Regions)."

Article 2. Replacing and abolishing certain phrases and clauses of Circular No. 25/2023/TT-NHNN

1. Replacing the phrase "State Bank of Vietnam Branch in provinces and cities" with the phrase "State Bank of Vietnam Branch in Regions" in Clause 5 Article 14; Point b Clause 13, Clause 14, Clause 15, Clause 16 Article 16; Clause 3 Article 27; Clause 3 Article 29; Clause 3 Article 30.

2. Replacing the phrase "Office of the State Bank of Vietnam" with the phrase "Office" in Clause 11, Point b Clause 12, Point b Clause 13 Article 16; Clause 4 Article 20.

3. Replacing the phrase "Party Executive Board," "Party Executive Board of the State Bank of Vietnam" with the phrase "Executive Board of the Party Central Committee of the State Bank of Vietnam" in Clause 3, Clause 5, Clause 6, Clause 7, Clause 9, Point a, b Clause 12 Article 16.

4. Replacing the phrase "Department of Communication" with the phrase "Banking Times" in Clause 10 Article 16; Clause 5 Article 30.

5. Abolishing Clause 5 Article 6 and Clause 4 Article 14.

This Circular takes effect from December 25, 2025/.

Heads of units under the State Bank of Vietnam, credit institutions, foreign bank branches, Vietnam Deposit Insurance Corporation, enterprises managed by the State Bank of Vietnam, Secretaries-General of associations managed by the State Bank of Vietnam are responsible for organizing the implementation of this Circular.

Article 4. Implementation provisions

This Circular takes effect from June 24, 2025.
