Pursuant to Decree No. 81/2002/NĐ-CP dated October 17, 2002 of the Government detailing the implementation of certain provisions of the Law on Science and Technology;

Pursuant to Decree No. 54/2003/NĐ-CP dated May 19, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Science and Technology, and Decree No. 28/2004/NĐ-CP dated January 16, 2004 of the Government amending and supplementing certain articles of Decree No. 54/2003/NĐ-CP;

Considering the proposals of the Heads of the Department of Science and Technology of Economic and Engineering Sectors, the Department of Social Sciences and Natural Sciences, and the Department of Planning and Finance,

DECISION:

Article 1. The attached Decision issues "Regulations on the Selection and Examination of Organizations and Individuals Responsible for Implementing State-Level Science and Technology Tasks."

Article 2. This Decision shall take effect fifteen days from the date of publication in the Official Gazette and shall replace Decision No. 16/2003/QĐ-BKHCN dated July 18, 2003 of the Minister of Science and Technology on the issuance of "Regulations on the Selection of Organizations and Individuals Responsible for Implementing State-Level Scientific and Technological Projects and Pilot Production Projects," Decision No. 20/2005/QĐ-BKHCN dated December 23, 2005 of the Minister of Science and Technology on the amendment and supplementation of Articles 6, 7, 9, 11, and 13 of the Regulations on the Selection of Organizations and Individuals Responsible for Implementing State-Level Scientific and Technological Projects and Pilot Production Projects issued together with Decision No. 16/2003/QĐ-BKHCN dated July 18, 2003 of the Minister of Science and Technology, and Decision No. 06/2006/QĐ-BKHCN dated January 26, 2006 of the Minister of Science and Technology on the issuance of "Regulations on the Working Methods of the Advisory Council for the Selection of Organizations and Individuals Responsible for Implementing State-Level Scientific and Technological Projects and Pilot Production Projects."

Article 3. The Heads of the Department of Science and Technology of Economic and Engineering Sectors, the Department of Social Sciences and Natural Sciences, the Department of Planning and Finance, the Director of the Office, the Directors of National Key Science and Technology Programs for the period 2006-2010, the Directors of National Science and Technology Programs Offices, the Heads of units under the Ministry, and the Heads of related agencies are responsible for implementing this Decision./.
